16 1. The Navajo Nation finds that Mr. Wilbur Nelson Jr. meets the qualifications required to

17 be a member of the Navajo Tax Commission as set forth in 2 N.N.C. §3352(B); and,

18 pursuant to 2 N.N.C. §3352(C), the term of appointment shall be for five (5) years,

19 ending March 31, 2017. Mr. Wilbur Nelson Jr.' s Letter of Interest and Resume are

attached hereto as Exhibit No.1.

Sir,

I am submitting a Letter of Interest for the position of the Commissioner of the Navajo Tax Commission. My professional interest is based on over thirty (30) years of combined direct tribal executive Navajo Nation tribal administration and tribal Enterprise Management experience with an emphasis on business management, specifically the planning, development and implementation of a number of various Marketing Plans. I am familiar with the Navajo Tax Commission because I served as the Tax Economist and laid the foundation for the present Navajo Taxes.

I recently served as the Chief Executive Officer/CEO for the Navajo Shopping Center, Inc., an Enterprise of the Navajo Nation, which provided me the opportunity to manage a seven (7) million dollar budget as well as supervising over 65 professional and semi-professional staff. I also managed the ten (10) Shopping Center properties per a leasing process thru a Business Retention and Recruitment program for tenants such as Bashas', City Market, Lowes, True Value, Wells Fargo, First American Credit Union, McDonalds, Pizza Hut, Taco Bell, and Church's Chicken, among others. I also managed the Shopping Center Business Incubator located in one of the Shopping Centers by providing the business training, technical assistance, administered the revolving loan program and managed the space leases. I researched and established an Tribal Economic Development Bond in coordination with the U.S. Department of the Treasury for funding two Center building foundation repair needs.

I served as the Executive Director of Sac/Fox Economic Development Commission oflowa, a governmental entity which provided me with the opportunity to plan, develop and direct the economic development by planning, implementing and managing projects through the development and implementation of a Comprehensive Economic Development Strategy/CEDS that provided an overview or history of the business sector; the public/government sectors; education and population data, existing housing(s), employment/unemployment data, income and poverty level information, surveyed the existing community infrastructure such as solid waste, telecommunications, roads, community facilities and available energy sources and provided an analysis of the strengths, weaknesses, opportunities and threats/S WOT of the community with a business recruitment and retention process and a profile of the community's economic development accomplishments. I established the economic development vision statement, project priorities and outlined the goals and objectives of the community with timelines. The Strategy provided the local government the opportunity to apply for Federal/CDBO, State and County grant funding.

I wrote a Strategic Plun for the Commission by developing the vision, goals and objectives of the organization as well us a SWOT analysis and including a Business Plan specitically a Marketing Plan in addressing marketing goals and objectives for a Travel Plaza by developing short and long range marketing goals and objectives thru the development of a Business Park to accommodate medium to large "Box Store" and light industry developments. I provided management oversight for a local tribal Convenience Store by deVeloping a marketing plan mix that addressed customer needs and a process to implement the Marketing Plan.

Prior. I served as The Executive Director of Economic Development for the Yurok Economic Development Commission of California. responsible for economic planning, implementation and coordination with the cities of Klamath, Crescent City and Eureka, California and their Economic Development Departments and the local Chamber of Commerce's support, in coordination with the Northern California Small Business Development Center, who provided the small business development and training and job creation and training thru the local work Force Development Of1ices. The local County governments of Humboldt and Eureka thru the State of California Economic Development Department supported the initiative by providing matching economic development funds and loans.

I planned the development of a Pacific Coast Resort by writing a Business Plan with an emphasis on the Marketing Plan for an RV Park, a Campground and Convenience store for Salmon fishing and the development of a Casino, Restaurant and Hotel plus the expansion of an existing Fuel Mart and Convenience Store. I also established a Business Plan/Marketing Plan for a Rock/Gravel Company and a Timber "Pole & Post" manufacturing outlet that featured a marketing plan for each of these businesses. I assisted with the development of a Business Plan for a Fishing Cooperative with a special emphasis on the Marketing Plan.

I served in a similar capacity for the Pueblo of Taos as the Executive Director by coordinating with the North Central New Mexico Economic Commission who provided technical assistance thru planning, developing and implementing economic development projects for a number of local tribal governmental entities located in northern New Mexico. The State of New Mexico Department of Economic Development provided a number of services such as planning, development and financial assistance in coordination with the local County government as well as obtaining coordination and assistance from The City of Taos economic development department, who provided technical assistance thru small business development training and planning, in coordination with the local Small Business Development Center and the Work Force Development with planning for the creation ofjobs. The local Taos Chamber of Commerce provided coordination by establishing a number of marketing initiatives for their members, in cooperation with The New Mexico Department of Tourism.

I provided the coordination, management and implementation of a business plan that featured a business retention/recruitment process for a downtown Shopping Center Plaza management plan for retail outlets such as a restaurant, a sports bar and professional offices "day to day" operations. Special attention was placed on the Marketing Plan that featured a product, placement and profit analysis and implementation process.

[ established the Site Plan by implementing local lribal and federal, National Park Service Land use policies for tederal and tribal economic planning for the Navajo Nation's $75 million dollar Antelope Point Marina. Motel, Restaurant and Cultural Center on the Navajo shoreline of Lake Powell, Arizona tor Phoenix based G.M.F.­Antelope Point, LLC by coordination with The National Park Service.

As the former Real Estate Planner & Developer of the Phoenix based Native American Connections, Inc., I managed the routine planning for the renovation of apartment buildings by assembling a development team, defining the scope of work, establish project time lines and initiated requests to obtain routine rezoning requests and variances and made recommendations lor project process and development, prepared project development reports to local municipal planning commissions. review boards and neighborhood groups, reviewed preliminary land plats, constructions plans and conducted site appraisals on planned residential properties, provided solutions on significant development issues and provided technical assistance to staff and the Director.

I obtained a Muter degree education in Business Administration with an emphasis on Tribal Management, a graduate education that addressed the unique management issues of a tribal government by addressing the financial, business law, sovereignty, human resource management issues and by researching for federal grants and writing proposals that impacted tribal social and economic development.

[ obtained a Master Degree in Rural Planning by completing an Internship with the development of a City Master Plan with an emphasis on the Economic Development Element and the Zoning Plan within the development of the light industrial development sector of the City of Pleasant Grove, Utah. I have applied this education by planning and developing a number tribal community Master Plans.

[ served as Vice President of The City of Klamath, California's local Chamber of Commerce by addressing the 'day to day' fiscal, personnel management and membership issues by establishing a Marketing Plan with a focus on Business Retention/Expansion in seeking internal funding thru membership drives and in seeking external funding thru grants development scheme. The process became a Strategic Plan that surveyed the past to present and future Chamber needs and plans for development, a SWOT analysis to ascertain the strengths and weaknesses of the Chamber within the auspices of the business recruitment and retention program.

I served as a member of The Loan Committee of The Arcata Economic Development Commission that provided Business Loans for local business entities in northern California. I also served on the Board of Directors for the City of Toledo-Tama, Iowa Chamber of Commerce and also served as an Economic Liaison for Mayor's Office for the City of Tama, Iowa.

This experience allowed me to develop a professional working with a variety of Nav:.~jo leaders and by establishing a working relationship with various city, state and federal leaders. f have come to understand and respect the overlapping governmental relationships with these governments.

The width and breadth of my executive experience with tribal management has provided me with the experience in working with a Nav~jo tribal Enterprise, which has allowed me to maintain a positive professional relationships with the area and to affect policy that encouraged and supported economic development while maintaining close relationships with local Stakeholders.
