Terms of Reference Consultancy Title: Emergency GBV Case Manager Erbil/Kurdistan/Iraq Duty Station: Erbil / Refugee camps BACKGROUND The Syrian Crisis has forced hundreds of thousands to seek refuge in neighbouring countries, currently more than 2260,000 Syrian are registered as refugees inside the region of Kurdistan/Iraq. And after the conflict between Iraq and coming of ISIS, 550,000 IDPs are present in Kurdistan/ Iraq, As it is often the case in any humanitarian crises, women and girls face increased risk of violence and in particular camp settings, where living spaces are confined, infrastructures are weak and activities are limited, therefore, tension arises and psychological wellbeing is disturbed. Forms of gender based violence became common with specific forms such as domestic violence, sexual harassment and abuse, trafficking and to a lesser degree economic exploitation and early/ forced marriage. The latter one is quite problematic since many families revert to this option as a sort of protection and coping mechanism given the cultural context and already prior structural practices where the husband is expected to provide financial and physical protection. UNFPA responded by supporting AL_Mesalla organization by establishing women spaces in Erbil and district with aim of using it as a social space and a base to raise awareness about gender issues and about the risks of GBV. JOB DESCRIPTION

The primary function of the Emergency GBV Case manager is to manage refugee cases of GBV.

ESSENTIAL DUTIES AND RESPONSABILITIES: 1. Case management

- professional management of GBV cases - psychosocial support of cases and families - maintain the security and confidentiality of cases

Coordination

Coordinate with all relevant actors and actively participate in GBV working group or

sub-cluster and ably co-chair and push UNFPA / AL_Messala agenda in the protection/ GBV sub working group

Participation in case management and protection meeting in camps and non-camps.

Work with partners and community members to develop a referral pathway and referral mechanism

Coordinate with shelters and governmental institution. 2. Reporting

Case manager should provide report of all data of case provided with services. . 3. Representation

Represent the organization at meetings as appropriate in all camps and Erbil.

Ensure maximum visibility of the agency amongst the UN and NGO community in Erbil.

Contribute to the positive image and overall credibility of the organization, notably through the application of the organization’s Code of Conduct

Qualifications:

• Advanced degree in Social Work, Public Health, International Development or other relevant field of study preferred -Previous work experiences in case management. • Experience in emergencies and conflict areas strongly preferred • Relevant regional experience strongly preferred • Familiarity with standards and guidelines for GBV programming and coordination • Ability to exercise sound judgment and make decisions independently • Extremely flexible, and have the ability to cope with stressful situations and frustrations • Excellent decision making skills • Team player and strong communication skills, both oral and written • Proficient in computer applications, especially with MS Word and MS Excel, MS PowerPoint a plus - Kurdish and Arabic language are requested , English is a plus
