    PRE-QUALIFICATION OF DESIGNERS/CONTRACTORS FORESTABLISHMENT OF DATA CENTRE

    1. Mari Petroleum Company Limited (MPCL) plans to expand its Data Centre at HeadOffice, Islamabad. To pre-qualify consultants/contractors for consultancy services/

    construction, applications are invited from the reputed firms having provenexperience in designing, planning and construction of Data Centers of the similarnature.

    2. Following particulars supported by copies of necessary documents mustaccompany the applications:-

    a. Full name, address of registered office and address for officialcorrespondence.

    b. Memorandum and Article of Association of the firm.

    c. Registration with Pakistan Engineering Council/Pakistan Council ofArchitects and Town Planners, any other government designated agency/Organization.

    d. Particulars of registration with government, semi government or autonomousbodies.

    e. Bio-data of technical personnel on the pay roll of the firm.

    f. Details of works carried out during the last 10 years duly supported with

    documentary evidence.

    g. List and cost of projects in hand indicating names of clients and scope ofwork.

    h. Particulars of the members of the board of directors/management.

    i. Proof of financial stability with an authenticated reference from the bank.

    j. Income tax assessment certificate for the last three years.

    l. Affidavit that the firm has never been black listed.

    k. Details of disputes/litigations with various clients (if any).

    l. Incomplete application(s) are liable for rejection.

    j. NTN (and GST where applicable) and company incorporation information ofthe Main contractor and partners.

    3. Detailed requirements for designers / contractors are given in Annex-A to thisadvertisement.

    4. Only short listed firms will be invited to submit their proposals and the bids. MPCLsdecision regarding the short listing will be final.

    5. MPCL reserves the right to accept or reject any or all applications without assigning

    any reason thereof.

    6. Any further relevant information can be obtained from MPCL Head Office on anyworking day during office hours.

    7. Last date for receipt of applications is 10th September, 2013.

    Annexure-A

    Detailed Requirements for Hiring of Designers / Contractors

    New data center should have 12 x 42U data rack space available excluding UPSand cooling cabinets. In this regard, the Company invites a contractor to carry outthe job.

    The Prime Contractor will be responsible for the design, construction, setting up of aTier 3 capable Data Center at Mari Petroleum Company Limited, Head OfficeIslamabad. This includes civil works, network core, physical infrastructure, cabling,electrical and grounding works, UPS, fire detection & suppression, IT and Securitysystems etc. including migration of existing Data Center to the new Data Center.

    The Prime Contractor will need to demonstrate the ability to fulfill the followingcriteria as a part of their experience profile (including their team/consortium) with therequisite experience, track record and qualifications. However, the Prime Contractorwill be responsible for the project completion.

    1. Prime Contractors capabili ty must cover:

    a. The setting up of at least 4 Data Centers of similar standards (Tier 3, in-row

    cooling, hot-aisle containment, UPS, Power systems, electrical works, etc).

    b. Comprehensive Civil Works (dismantling, new construction) of the Civil,

    Electrical, precision air conditioning and other relevant works as well as external

    Optical fibre laying, etc.

    c. Have team to set up the Network, Storage, Servers and migration plan for theexisting Data Center. Must have practical and demonstrated experience in live

    migration from existing to the new construction without any outage.

    d. Must be aware of requirements for Shop drawings, detailed work planning and

    Project and systems documentation for all aspects of this Project.

    e. Must have experience and requisite personnel for setting up Core and

    Distribution Networking, Servers from different vendors, Storage from different

    vendors, Virtualization and IT security.

    f. Must have their head office in Islamabad or have comprehensive teams

    deployed in Islamabad to ensure timely delivery of all aspects of the Data Center

    and focused attention for all aspects of the Project.

    g. Should have been in the Data Center design and construction business for more

    than 5 years.

    2. Minimum Bidder requirements for IT, Networking and Security

    a. Bidder having ISO 9001 and ISO 27001 certifications are desirable.

    b. Bidder should have a data centre expert as part of team who should have at

    least three successful project references of Tier-III data centre for design and

    execution.

    c. Bidder should have at least two project references of operational data centre

    migration, which include all server, storage, network and security equipment.

    d. Bidder having PMP certified project manager, Microsoft certified professional on

    Server 2008/2012, Exchange, Network Expert (CCIE/JNCIE), Certified RFID and

    Video Surveillance Expert, Electrical & HVAC Expert (Electrical Engineer) is

    desirable. The team should be Islamabad based and provide documentary

    proof.

    e. Bidder should have experience of Data Centre operations and have good

    understanding to develop the SOPs for data centre operations.

    3. Minimum Bidder Requirement for Electrical Power, HSSD, Data Center CivilWorks, Precision Air -Condit ioning, Fire Suppression, etc.

    a. Must be registered with the PEC in category C-5 or above.

    b. Must have Certification and training in VESDA/HSSD.

    c. CDCP certification is desirable.

    d. Must have successful integration of Fire Alarm Systems with Access Control

    systems and other external elements for safety and security.

    e. Project Management and execution of turnkey projects which includes Civil,

    Electrical, I.T and data center works. Provide list of projects the bidder has

    completed on turnkey basis.

    f. Must have implemented the complete Electrical Power chain in large enterprisesand buildings. Details of this to be supplied.

    g. Must have experience of working in operational building and experience of

    smooth transition of Power systems without affecting Client operations. Provide

    detailed list of projects.

    h. Knowledge and Experience of providing electrical installations e.g 11KV

    substation, 500KVA and above Diesel Generators, Automatic phase reversal

    system, and Motorized ACB type ATSes. Provide details of projects where these

    items have been installed and working satisfactorily.

    i. Must have experience of providing redundant power system to client for Data

    Center and critical equipment. Provide detail of projects where systems have

    been installed and working satisfactorily.

    4. Minimum Bidder Requirement for Data Center designer and implementationSupervisor

    a. Must have demonstrated experience of successfully having done end to end

    designs and completed at least four Tier 3 level Data Center using modern

    techniques like in-row cooling, containment, etc. This should be supported by

    proper endorsements and references with contact phone numbers, email, etc.

    b. Consultants must show the possible teams and the methodology of designing,

    managing and planning the Project.

    c. Design and preparation of detailed design of all aspects of the Data Center, Civil

    Works, Power, IT, Security, etc. This will include the IT and Networking parts of

    the design as well as the initial plan for the Data Transition from the current to

    the new design.

    d. Do top level supervision of the DC set up and assistance in commissioning and

    handing over, progress reporting, review of all documents including ATPs andfinal documentation.

    e. Document the complete process of designing and integrating the new HO

    building operations and the current building.

    5. Minimum Bidder requirements for Data Center core personnel/company

    a. Type of Affiliation with Principal/OEM related to Data Center products(Authorized: Distributor/ Partner/ Re-Seller).

    b. Support, Training & Services Capability to maintain the equipment up andrunning on 24 x 7 x 365 basis.

    c. During the past five (5) years, the Bidder must have completed 15 successfulcontract of similar nature involving the supply, installation and provisioning oftechnical support of comparable scale, preferably in Pakistan.

    d. Availability of Parts in Pakistan for a period of more than 3 years (With BackUp Plan)

    e. Credible references regarding their experience with other clients giving detailsabout specific solution and relevant project experience.

    f. Must be certified with Principal/Manufacturer of the proposed solution (Local orForeign trained). Please specify with detail of qualification and experience of the

    proposed project team.

    g. Certified (International) skilled personnel's available with the company for UPS,Cooling, generators and software products related to data center project.

    h. Number of experienced trained engineer available/presence within the city.

    i. Availability of Manufacturer's/Principal online helpdesk facility with the dedicatedsupport portal for complaint management. Also availability of the direct principalsupport on key component within the country in case of local vendor fails to dothe task/support.
