Findings
Bloomberg Government identified 31 lobbying firms that displayed impressive performance
in 2016 by exceeding thresholds in several key metrics
» Criteria focus on growth, customer satisfaction and profitability
» Performance metrics are derived from Bloomberg Government’s proprietary analysis of
Senate lobbying disclosure filings
» The No. 1 performer, Petrizzo Group Inc., made its first appearance on the list
Nine of the 31 companies that made the 2016 list also appeared on Bloomberg Government’s
2015 list, and five on the 2014 list
» Lugar Hellmann Group LLC, which led the top-performing list in 2015, is the only one of the top
five companies on the previous list to return to the top five
» The number of top-performing firms increased to 31, six more than in 2015; however, the
number of firms with $10 million or more in annual revenue decreased to one in 2016 from five
in 2015
» The top-ranked firms in 2016 earned about $130 million in lobbying revenue, or about 9.4
percent of all external lobbying spending

Methodology
For all registrants with $1 million or more in
revenue in 2016, Bloomberg Government looked
at the following key performance criteria:
Revenue growth
» Positive percentage change in revenue, compared
with 2015
Growth in average revenue per client
» Positive percentage change in average revenue
per client, compared with 2015
Customer satisfaction as of Q4 2016
» One-year retention rate of 80 percent or more
» Three-year retention rate of 60 percent or more
Employee profitability
» Revenue per registered lobbyist (number of
lobbyists as of Q4) of $400,000 or more
Relative performance in each of the five criteria
was then calculated to determine the performance
