PERSPECTIVES

Work together for humanresource development

It is impossible to be a developed countryif a country relies only on natural resources.Human resources development is a must for thedevelopment of a country. Taking a look at theglobe, the countries deprived of naturalresources can develop thanks to the humanresources. Promoting education standardscould bring human resource development tothe country. So, human resources developmentis directly related to education standard.

In the olden days, Myanmar was a goodexample to Asian Countries. Myanmar literacyrate was much higher than those of Asia andPacific Regions. But now Myanmar’s Humanresource development Index is low comparedto other ASEAN countries. Myanmar’seducation system has lagged far behind. Topromote the education standards of the country,we need to put the factors such as parrotlearning method, parent’s interference, qualityof teachers and teacher-centered approachteaching methods into consideration.

Parrot learning method has long beendeeply rooted in Myanmar students. It is not agood sign for human resource development. They know the subjects only in theory, not inpractice, and do not know how to apply thesetheories. So, theories and practices should beequally put in the syllabus. In addition, most ofthe youths have to face problems in joininguniversities because of parents’ interference. They cannot choose their university enrolmenton their own and have to do under the influenceof their parents and relatives. Parents shouldlet their children choose the subject they want.A country cannot be built up only with thestrength of doctors and engineers. We alsoneed economists, politicians and computertechnicians etc.

High quality of teachers is at the core ofeducation promotion. Learning should not beone way direction alone. It must be two waydirections which is the interactions between theteachers and the students. Teaching methodsshould put more emphasis on student-centeredapproach rather than teacher-centeredapproach. To achieve it, we need cooperationof the government, the teachers and the parents.Let’s nurture our future generations so as tokeep abreast of the globe!

Three foreign soldiers killed byAfghan forces

KABUL, 27 March—Three foreign soldiers, including twoBritons, were shot dead by Afghan security forces personnelon Monday in the latest round of so-called insider killingswhich have raised deep concerns about the reliability of NATO’slocal allies and their ability to keep the peace.

Insider attacks have mounted as tension betweenAfghanistan and its foreign backers rises over a series ofincidents, including a massacre of 17 villagers for which a USsoldier has been charged. US Defence Secretary Leon Panettasaid despite a recent spate of killings of NATO troops byAfghan soldiers, such violence was sporadic and did not“reflect any kind of broad pattern.” “We have to keep our eyeon the fundamental mission here, which is to accomplish ourmain strategy of being able to make the transition to Afghancontrol and security,” he told reporters en route to a defenceministers meeting in Canada.

Earth’s deepest spot desolate,foreboding

WASHINGTON, 27 March—In James Cameron’s fantasyfilms, like “Avatar” and “The Abyss,” the unexplored issplashed in color and fraught with alien danger. But on hisdive to the deepest place on Earth, reality proved far different:white, barren and bland. Yet otherworldly — and amazing. “Ifelt like I literally, in the space of one day, had gone to anotherplanet and come back,” Cameron said Monday after returningfrom the cold, dark place in the western Pacific Ocean, sevenmiles below the surface. “It was a very surreal day.”

Cameron is the first person to explore the deepest valleyin the ocean since two men made a 20-minute foray there morethan half a century ago. He spent about three hours glidingthrough the icy darkness, illuminated only by special lights

Temperatures could rise by3C by 2050, models suggest

LONDON, 27 March — Global temperatures could rise by1.4-3.0C (2.5-5.4F) above levels for late last century by 2050,a computer simulation has suggested. Almost 10,000 climatesimulations were run on volunteers’ home computers. Theprojections, published in Nature Geoscience, are somewhathigher than those from other models. The researchers aimedto explore a wider range of possible futures, which they sayhelps “get a handle” on the uncertainties of the climatesystem.

People planning for the impacts of climate change needto consider the possibility of warming of up to 3C by 2050,even on a mid-range emission scenario, the researchers say.The study — run through climateprediction.net with the BBCClimate Change Experiment — ran simulations using a complexatmosphere-ocean climate model. The representations ofphysical parameters were varied between runs of the model, reflecting uncertainties about precisely how the climate systemworks.—Internet

Study: US will watch moremovies online in 2012 overDVDs, VHS and Blu-ray

NEW YORK, 27 March — Years from now, DVD and Blu-ray will occupy the near-forgotten nostalgia realms thatformats like laserdisk occupy now. The only question iswhen? According to new research by IHS Screen Digest,2012 could mark the beginning of streaming movieconsumption overtaking their physical counterparts.

The US’ consumption of legal, paid movies is predictedto reach 3.4 billion views/transactions this year, whichwould be 1 billion units more than what is expected ofphysical video.

The physical video formats include DVD, Blu-ray aswell as VHS. Compared to 2011, online video consumption’sannual growth is 135 percent from 1.4 billion, and isexpected to similar growth in the near future.

Though the online trend will finally dominate, seniorIHS analyst Dan Cryan points out that, this is only a sign thatthe age of the physical format is at an end, “the transition islikely to take time: almost nine years after the launch of theiTunes Store, CDs are still a vital part of the music business.”

Amazon Prime, Hulu and of course Netflix have beenintegral to the online consuming shift. 2011 subscriptionsfor these types of services accounted for 94 percent of USpaid movie consumption.

Dan goes on to say that 2012 is the nail in the , “ thegrowth in online consumption is part of a broader trend hasseen the total number of movies consumed from servicesthat are traditionally considered ‘home entertainment’ growby 40 percent between 2007 and 2011.”

Still, in 2012 there’s far more money to be made from thephysical sales of movies, and Cryan predicts that won’tchange unto 2016.

This year, online viewing will capture $1.7 billion ofthis years movie revenue, compared to $11.1 billion thatwill be made through the physical format.

By 2016, physical video will still have 75 percent ofrevenue, and online will have 17 percent—pay-TV will makeup the remaining portion.

WASHINGTON, 27 March — Astronauts aboard theInternational Space Station (ISS) had to evacuate its premisesover the weekend to escape what could’ve been a fataldisaster — a piece of space debris passed too close to thesatellite for comfort. NASA usually maneuvers the ISS out ofthe way whenever there’s passing debris, but this time, theorbiting rubble was spotted too late.

The six astronauts took shelter inside Russian Soyuzcapsules because the ISS was in danger of getting struck bythe rubble and losing pressure and oxygen. WASHINGTON, 27 March—Too often, people pass a cardiac checkup only to collapsewith a heart attack days later. Now scientistshave found a clue that one day may helpdoctors determine if a heart attack is imminent,in hopes of preventing it.

Most heart attacks happen when fattydeposits in an artery burst open, and a bloodclot then forms to seal the break. If the clot istoo big, it blocks off blood flow.

The problem: Today’s best tests can’tpredict when that’s about to happen.

China’s Huawei barred fromAustralia broadband dealSYDNEY, 27 March — China’s biggest maker of equipment

for the phone industry, Huawei, has been barred from biddingfor a huge project in Australia. It was told late last year thatit should not try to bid for work on Australia’s NationalBroadband Network. The $37.5bn (£24bn) project aims toconnect almost every Australian home to a very high speedInternet connection. An Australian Financial Review (AFR)report says that Huawei has been barred over security concerns.

Without making direct reference to the Chinese firm,Australian Prime Minister Julia Gillard said: “The NationalBroadband Network is a huge infrastructure project and youwould expect that as a government we would make all of theprudent decisions to make sure that that infrastructure projectdoes what we want it to do and we’ve taken one of thosedecisions.” Jeremy Mitchell, director of corporate affairs atHuawei Australia said: “While we’re obviously disappointedby the decision, Huawei will continue to be open andtransparent and work to find ways of providing assurancearound the security of our technology.”

Huawei hopes to become the world’s biggest seller ofequipment to the telecoms industry by the end of the year andhas already broken into markets in Asia, Africa and Europe. But last year a US Congressional Committee said the firmcould post a security risk. One of the reasons cited was thatthe company’s founder Ren Zhengfei was in the ChineseArmy until 1984.— Internet

(from page 6)The Commander-

in-Chief of Defence Servicesdelivered an address. He saidthat after the thirty patrioticComrades led by GeneralAung San had undergonemilitary training from theJapanese, the Burma Inde-pendence Army well-knownas BIA was established on 27December, 1941. Theyousted the Britishcolonialists joining with theJapanese troops. In 1942, theJapanese reformed the BIA asthe Burma Defence Army(BDA) on behalf of its initialname. In 1943, the BDA wasreformed under the name ofBurma National Army (BNA).On 27 March, 1945, the BNAhand in hand with theMyanmar people launchedto revolt against the JapaneseFascists. On 23 July, 1945, itwas renamed the PatrioticBurmese Forces (PBF). Bylooking at the History of theTatmadaw, it is distinctlyfound that the Tatmadaw is apatriotic one born ofMyanmar people through thestruggle of the freedom.

In accord with

To possess high defencepower, State, people &Tatmadaw …

being a Tatmadaw of goodtradition born of Myanmarpeople, the Tatmadaw alwaysupholds to safeguard the livesand property of the nationalsand the sovereign State. Inaccord with its good historictradition, the Tatmadaw pro-tected the Sovereign Statefrom internal and externalthreats and destructive ele-ments which endangered thedisintegration of the union, disintegration of nationalsolidarity and perpetuationof sovereignty. In future, theTatmadaw will go on safe-guarding the country. He ex-pressed that the history of theTatmadaw cannot deviatefrom that of the country—itmeans the history of theTatmadaw is interconnectedwith the contemporary historyof the nation.

From its initial timeof establishment up to now,the respective great militaryleaders through various agesbuilt up the Tatmadaw toenhance not only its strengthbut also its capability in orderto promote the defence powerof the nation. Carrying thenoble heritage, General Ne

Win and Senior General ThanShwe kept on building up thewell-disciplined, systematicand modern Tatmadaw thatwas initially established byGeneral Aung San, theforefather of Myanmar

be a competent modern patri-otic one of full strength thatcan safeguard the nation.

In 1988, Tatmadawtook the responsibilities ofthe nation as the country wasdefunct in various sectors, and

implemented for the peaceand stability of the state aswell as its developmenttogether with Myanmarpeople. In performing thesetasks, political objectives, economic objectives and so-cial objectives were system-atically laid down. Therefore, the development in eco-nomic and social sectors wasvividly seen and theTatmadaw could secure peacewith national races armedgroups for the national re-consolidation in politicalarena. In accord with thepromise to transform the na-tion into a democratic state, the Tatmadaw held the Na-tional Convention and drewthe National Constitution. In 2003, seven-point roadmap was laid down and im-plemented it step by step.Constitution of the Republic

of the Union of Myanmarwhich emerged from theNational Convention as forthe next step could beofficially approved throughthe referendum. In 2010,multi-party democracyelections were held, andHluttaw’s meeting was heldby the representativeselected by people on 31January 2011 and theTatmadaw could systemati-cally handover the statepower to the President andthe new Government electedby Hluttaws again. In orderto march to the new demo-cratic nation, the Tatmadawkept its solemn promise andled it to reach the right path.

According to thegeographical and historicalfeatures of the nation, to keepup the national interest ofthe nation and nationals, theTatmadaw laid down thethree main national causes:Non-disintegration of theUnion, Non-disintegrationof national solidarity and Per-petuation of sovereignty.

To safeguard thenational interest of the State, when the National DefencePolicy is laid down, one ofthe facts that the Tatmadawis responsible to protect OurThree Main National Causesis included in the NationalConstitution, and it is alsovividly stated that theTatmadaw is mainlyresponsible for safeguardingOur Three Main NationalCauses. He assured that theTatmadaw will keep on firmsafeguarding Our ThreeMain National Causes.

According to theNational Constitution, taking the seats of militarypersonnel in variousHluttaws is to serve for thebenefits of the nation becauseof the previous historypassed through. In otherwords, it means assuming theNational Political respon-sibilities. Nowadays, military personnel join the

Tatmadaw on their ownconsent but not with con-scription. Even knowing thatthey have to face fatigue andsacrifice their lives and limbsor parts of bodies, they jointhe Tatmadaw to safeguardthe union and national racesbased on their very noblespirits.

Furthermore, theTatmadaw upholds Our ThreeMain National Causes andprotects the interests of thenation and its people includ-ing their lives and property. For the developments of theState and her respectiveregions, the Tatmadaw iscollaborating hand in handwith its people. While per-forming these tasks, withouttheir party politics, racial andregional prejudice, theTatmadaw plays only the roleof the national political af-fairs for the interests of theentire nation and its people. He pointed out that in theleading role of state’s nationalpolitical affairs, theTatmadaw is taking part withits genuine patriotism ,theunion spirit.

The Tatmadawmenhave to abide not only Mili-tary Acts but also the CivilActs assigned by the Govern-ment as civilians do. TheTatmadawmen have to abideand safeguard the NationalConstitution as the soul ofthe State with all nationals. It is obviously stated for theTatmadaw to discharge its re-sponsibilities in that “theDefence Services is mainlyresponsible for safeguardingthe Constitution” accordingto section 20, sub-section (f).He reiterated that theTatmadaw has to safeguardthe National Constitution asthe crucial responsibilitiesin building up a moderndeveloped democraticnation.

To be a moderndeveloped nation, peace andstability are essential.

(from page 7)For not being successful in endeavouring to get peace andstability of the state in respective ages, the State is nowemphasizing for getting permanent peace in hand. In firststage, negotiation groups for peace from respective statesand regional Governments discuss with the respective na-tional races armed groups. In second stage, union levelnegotiation groups for peace discuss with the respectivenational races armed groups and eventually, they will final-ize to formulate the eternal peace at the Pyidaungsu Hluttawlevel. The Tatmadaw, serving with the risk of lives, bloodand sweat prefers eternal peace as well as the development. He clearly mentioned that the Tatmadaw will perform topossess eternal peace as possible as it can together with thenation with genuine union spirit and then the developmentof the nation will be put on emphasis.

As for the country practising democracy just for oneyear experience, to stand tall as a high and firm nation, political might, economic might and military might need tobe highly and firmly developed in harmonious synchroniza-tion. For getting high in political efficiency, the basic needsare integration of national solidarity and peace and stabilityof the state, especially in the State which is the residence ofvarious ethnic groups in unison.

Political stability is the force to progress the economy, and with the good governance, it can create the economicdevelopment of the State and the entire people.

To safeguard her independence and perpetuation ofsovereignty and upgrade her defence capabilities, theTatmadaw is necessary to be competent, modern and patri-otic in full strength.

To possess highdefence power, …

To possess a high defence power, the State, theTatmadaw and the entire people will have to join hand in handfor being a Tatmadaw of full strength.

Being well-disciplined and obedient are the qualitiesof good soldiers. The servicemen have to abide not only militarydiscipline and the battle field discipline but also civil acts and lawassigned by the Government as citizens do respectfully.Discipline is the backbone of the Tatmadaw and the betterdiscipline an army has, the better morale and obedience it has. Thus, the leaders of the Tatmadaw from the respective agesendeavoured to follow discipline and be the obedient Tatmadawwith high potential in order to strengthen its backbone.

As the Tatmadawmen who discharge national de-fence duties cannot accomplish the assigned tasks only withmilitary outlook, servicemen must fulfill themselves withfour certain outlooks—political, economic, military andadministrative ones. Not only must International affairs beconstantly observed but also her proper ways leading to ademocratic nation in accord with actual circumstances ofthe nation, some disturbances to perpetuation of sovereignty, the situation that can implement the development of thecountry according to the law by joining the entire people, the Tatmadaw and the nation together be observed. He madeclear that Tatmadaw will actively participate in building upthe state to be a modern industrialized state according to theeconomic objectives for the related sectors.

Nowadays, throughout the way of marching towardsa democratic nation, as the Tatmadaw will stand upright, current democratic administrative systems changed throughtime must be continuously observed. He emphasized that theTatmadaw deals friendly with the Armed Forces from ASEANcountries, neighbouring countries and respective globalcountries in accord with the nation’s policy and the country’sgeographical features since the nation is situated in a strategicposition. He also emphasized that the Tatmadaw mustendeavour to fulfill itself with military, political, economic and

administrative outlooks for safeguarding the sovereignterritory, territorial waters and airspace.

In order to raise morale of soldiers, the fulfillmentmeasures of physical and mental elements—assigning theirtasks in a fair and square way, emphasizing to enjoy their owncareers and giving priority to their equitable welfare distributionmust be done. He underlined that as morale development playsa vital role for winning a victory in a battle field, it must beimplemented in an emphasis manner for the whole Tatmadaw.

In conclusion, He said that while the country ismarching with a new modern system, the Tatmadaw will haveto discharge the duties of the State in accord with the 67th

Anniversary Armed Forces Day Objectives:(a) To strictly uphold the objectives namely, non-

disintegration of the Union, non-disintegration ofnational solidarity and perpetuation of sovereignty;

(b) To play the leading role in the national politics bythe Tatmadaw with Union spirit, the true patriotism;

(c) To safeguard the constitution, the main duty of theTatmadaw in building up a modern, developed, newdemocratic nation;

(d) To build strong, competent, modern, patrioticTatmadaw to safeguard the independence and sov-ereignty of the nation. The parade columns left the parade ground after

Popcorn healthier than fruit, vegetablesBEIJING, 27 March—A new study finds out that popcorn

contains more highly healthy antioxidant substances thanfruits and vegetables, if it isn’t covered with butter, salt, orsugar.

Popcorn in its pure form, as an unprocessed grain, canbe one of the healthiest snacks one can have, according tothe research presented at the American Chemical Society’sscientific society on Sunday.

One of the scientists behind the study, Dr Joe Vinsonof the University of Scranton in Pennsylvania, explainedthat there are more of the antioxidant substances calledpolyphenols concentrated in popcorn than most fruits andvegetables. One reason is that popcorn only contains about4 percent water while fruits and vegetables contain up to 90percent water.

The researchers also find that the hulls of popcorn - the

part that everyone hates for its tendency to get caught in theteeth - has been found to have the highest concentration ofpolyphenols and fibre. They are actually “nutritional goldnuggets,” according to Vinson.

“Popcorn may be the perfect snack food,” said DrVinson. One serving of popcorn will provide more than 70percent of the daily intake of whole grain needed by anadult.

Vinson warned, however, that how the popcorn isprepared is the key to its healthiness. Air popped popcornis the best, while microwave popcorn is much worse, as ispopcorn made in pot full of oil, butter, and covered withsugar or salt.

Popcorn, in its air-popped form is healthy, but couldnever fully replace fruits and vegetables due to the othervitamins and nutrients found in them.—Xinhua

China does not play alarge role now in the business-jet industry. But thatsituation is changing fast.

Jing Yiming, vice-president of ShanghaiAirport (Group) Co Ltd, saidthere were 132 business jetsregistered in the Chinesemainland in 2011, up from 32in 2008.

“About 3,500 flightswere taken by business jetsin 2011 in Shanghai, makingup a third of the total for thecountry,” he said. “And weexpect this year will see a 10to 15 percent increase intraffic.” Jet-chartercompanies in China havealso expanded considerablyas the country relaxes itsrestrictions on the use ofairspace. “In the past, youhad to apply for a route oneweek ahead of making a flight, while nowadays it takes onlyone day to apply,” Jing said.

Kong Linshan, president of MinshengFinancial Leasing Co Ltd,said China’s business jetmarket took off after the 2008Beijing Olympics, seeing anannual growth rate of morethan 150 percent. China isnow one of the chief growthmarkets for business jets.

And China has workedincreasingly harder to tapthat market since 2009.Makers of business jets areexpected to pay even moreattention to the countryduring the next decade.

“China’s business-jetmarket has become one ofthe markets with the mostpotential and is drawing moreand more attention fromaround the world,” he said.

Over the next threeyears, the MinshengFinancial Leasing’s fleet willcontain more than 100 jets. Those will be worth more than$4 billion and make up morethan 90 percent of the Chinesemarket for those aircraft, hesaid.

In China’s 12th Five-Year Plan (2011-15), thecountry’s central gover-nment said general aviationwill be one of the pillars of thecountry’s economicdevelopment. The plan callsfor developing the industry, building a large number ofairplanes and relaxingairspace restrictions.

‘Bully’ to be released unrated on 30 MarchNEW YORK, 27 March—The controversial

documentary “Bully” will be released unratedin the United States this month, The WeinsteinCo announced Monday.

The movie studio lost its appeal to havethe Motion Picture Association of Americarate the film PG-13 instead of R due to itsinclusion of expletives.

The documentary’s producers and itsgrowing number of supporters said thelanguage demonstrated the abusive behaviorof bullies and argued rating the film R prohibitskids under 17 — who will benefit from themovie the most — from seeing it.

“The kids and families in this film are trueheroes, and we believe theater ownerseverywhere will step up and do what’s rightfor the benefit of all of the children out there

who have been bullied or may haveotherwise become bullies themselves. We’re working to do everything we can tomake this film available to as many parents, teachers and students across the country,”TWC Marketing President Stephen Brunosaid in a statement.

“The small amount of language in thefilm that’s responsible for the R rating isthere because it’s real,” “Bully” directorLee Hirsch said. “It’s what the childrenwho are victims of bullying face on mostdays. All of our supporters see that, andwe’re grateful for the support we’vereceived across the board. I know the kidswill come, so it’s up to the theaters to letthem in.”

Chocolate ‘may help keeppeople slim’

SAN DIEGO, 27 March—People who eat chocolateregularly tend to be thinner, new research suggests.

The findings come froma study of nearly 1,000 USpeople that looked at diet, calorie intake and body massindex (BMI) - a measure ofobesity.

It found those who atechocolate a few times a weekwere, on average, slimmerthan those who ate itoccasionally.

Even though chocolateis loaded with calories, itcontains ingredients that mayfavour weight loss rather thanfat synthesis, scientistsbelieve.

Despite boosting calorieintake, regular chocolateconsumption was related tolower BMI in the study, which is published inArchives of InternalMedicine.

The link remained evenwhen other factors, like howmuch exercise individualsdid, were taken into account.

And it appears it is howChocolate contains antioxidants but is also high in

often you eat chocolate thatis important, rather than howmuch of it you eat. The studyfound no link with quantityconsumed.

According to theresearchers, there is only onechance in a hundred that theirfindings could be explainedby chance alone.

But the findings onlysuggest a link - not proof thatone factor causes the other.

While there’s no harmin allowing yourself a treatlike chocolate now and again, eating too much might beharmful because it oftencontains a lot of sugar and fattoo.

And if you are lookingto change your diet, you arelikely to benefit most fromeating more fresh fruits andvegetables.

According to international reaction, the fact that MNHRC is fifth nationalhuman rights institution in ASEAN has enhanced image of country

On 16 March 2012, the Speaker of the Pyidaungsu Hluttaw, based on the opinion of theJoint Bill Committee that the establishment of the Myanmar National Human RightsCommission (MNHRC) is not consistent with the Constitution and existing laws, decidedthat the Myanmar National Human Rights Commission is not part of the Leading Bodiesof the State and that the request for the budget appropriations for the Commission is revoked.

This items of news was widely reported both inside and outside the country and led tothe public assumption that the Commission has become defunct and resulted in variouscomments and queries. There were also expressions of concern both inside and outside thecountry.

The Commission was established in order to promote and protect the fundamental rightsof the citizens of Myanmar enshrined in the Constitution as well as to interact with the UnitedNations and other international organizations. This is to enable the enhanced enjoyment ofhuman rights and to contribute to the current democratization process both in form andessence.

Here it is pertinent to examine all the relevant provisions of the Constitution. It is found thatunder these provisions, every citizen shall enjoy the rights of equality, the right of liberty andthe right of justice and necessary laws shall be enacted to make citizens’ freedom, rights, benefits, responsibilities and restrictions effective, steadfast and complete.

It is found that, subject to the provisions of the Constitution, the executive power of theUnion extends to administrative matters over which the Pyidaungsu Hluttaw has power tomake laws. It is also found that, subject to the provisions of the Constitution, the executivepower of the Union is vested in the President. The Commission is of the view that it is as partof the exercise of that executive power that the President had established the MNHRC. Theestablishment of the Commission under the present circumstances is not only appropriate

NAY PYI TAW, 27 March—The Myanmar National Human Rights Commission issued its Statement No 2/2012 today. The full text of the Statement is as follows:-

and timely but also has resulted in positive benefits for the citizens and the State. TheCommission is an institution formed by the President under the executive power vested inhim. The fact that it is not part of the Leading Bodies of the State and that its budget had beenrevoked has no effect on the existence and functioning of the Commission.

The MNHRC is an institution founded to promote and protect the human rights ofcitizens in a sustainable manner. The Commission is of the view that, in order to fully complywith the Paris Principles and act as an independent institution, it needs to become aninstitution established under an act of Pyidaungsu Hluttaw. Under the Paris Principles, toenable the Commission to function independently, adequate funding should be providedto it. The Commission will systematically utilize the funding provided by the Governmentas well as other sources.

Indonesia, Malaysia, the Philippines and Thailand from ASEAN and many countriesof the world have established national human rights commissions to promote and protecthuman rights. In the initial stages of establishing their commissions, many of the countriesestablished them under a Presidential decree or decree by the Prime Minister. Subsequentlyenabling acts of national human rights commissions were enacted and those commissionsfunctioned in accordance with those acts. According to international reaction, the fact thatthe MNHRC is the fifth national human rights institution in ASEAN has enhanced the imageof the country. For these reasons, to strengthen the MNHRC in the long run, the Commission, pursuant to the guidance of the President of the Republic of the Union of Myanmar, is alreadydrafting an enabling national human rights commission act. The Commission will submitthe draft to the President and, if approved, present to the Pyidaungsu Hluttaw for adoption.

The Myanmar National Human Rights Commission, in accordance with its mandate, will continue to promote and protect the fundamental rights of citizens enshrined in theConstitution with added momentum.
