The Environmental Protection Agen-cy (EPA), in cooperation with SouthTipperary County Council, havelaunched a pilot environmental com-plaints telephone service designed tomake it easier for the public to reportenvironmental complaints.
By calling the 24 hour lo-call tele-phone number 1850 365 121, resi-dents of South Tipperary can reportenvironmental complaints. The localauthority, the Gardaí and the EPAwill follow up on the information pro-vided by the public, as appropriate.
When a member of the public callsthe line they will be answered by aperson, round the clock and sevendays a week. The details of the com-plaint, such as location, nature of thecomplaint, and the complainants con-tact details will be recorded andpassed to South Tipperary CountyCouncil. South Tipperary CountyCouncil will then assess and investi-gate the complaint as appropriate.
Launching the campaign, ValerieDoyle (Senior Inspector and manager
of the Environmental EnforcementNetwork, EPA) said,“This telephone line will provide anintegrated service to the public andensure that there is always someoneat the end of a phone line no matterwhat time of the day or night. Ourhope is to use this pilot to move to-wards a national line for all counties.”
This pilot line is the latest initiativeby the Environmental EnforcementNetwork which includes the EPA, alllocal authorities, the Gardaí and theDepartment of the Environment, Her-itage and Local Government. Theservice complements current localauthority environmental complainthandling procedures.
It is important to remember thatmembers of the public can also con-tact South Tipperary County Councildirectly with their complaints on (0526134455 or 1800 20 26 27 [email protected]).However, the new pilot line ensuresthat whatever the time of day or nightthe caller will reach a person who cantake the details of their complaint andpass it on to the Council.

Tipperary have been drawn at hometo play Laois or Meath in the firstround of the GAA Football All Ire-land Senior Championship qualifi-ers. Laois and Meath drew afterextra time in the Leinster Footballchampionship last weekend and thelosers of the replay will play Tipper-ary. If against Meath, the game willbe played at Semple Stadium on Sat-urday June 26th at 7pm. If againstLaois, it will be played as SempleStadium at 3.30pm on Sunday June27th. This would be to avoid a clashwith the hurling qualifier betweenLaois and Carlow in Dr. CullenPark, Carlow on Saturday 26th at7pm. Laois and Meath were both inDivision 2 of the Allianz GAA Foot-ball League this year along with Tip-perary. Laois defeated Tipperary by1-13 to 1-11 in O’Moore Park Port-laoise in the first round on SaturdayFebruary 6th. Tipp defeated Meathby 1-9 to 0-10 at Semple Stadium onSunday, March 14th. Whicheverteam Tipp face, they will be present-ed with a tough challenge but cer-tainly one that can be surmounted. Inlast year’s qualifier series, Tipperarydefeated Louth by 2-10 to 1-12 inRound 1 but were defeated by Sligoby 1-13 to 1-12 in Round 2 in atightly contested game at SempleStadium.
ALL IRELAND SHC QUALIFIERS
Tipperary will play Wexford at Sem-ple Stadium at 3.30pm on Saturday,July 3rd in Phase 1 of the All IrelandSenior Hurling Championship quali-fier games. The game will be shownlive on RTE. The winner of the Car-low v Laois preliminary round gamewill play Antrim in the second Phase1 game which is also on SaturdayJuly 3rd. The two winners from July3rd will go straight to the Phase 3games which are scheduled to beplayed on Saturday July 17th. Theywill be joined in Phase 3 by the twowinners from the Phase 2 gamesscheduled to be played on SaturdayJuly 10th. The teams in Phase 2 willbe the losing provincial semi-final-ists. These are Clare, and the losersof Kilkenny v Dublin, Galway v Of-faly and Cork v Limerick. The win-
ners of Phase 3 will qualify for theAll Ireland SHC quarter finals wherethey will be joined by the losers ofthe Munster and Leinster SHC fi-nals. Incidentally this is the first yearsince 1994 that Tipperary did notplay a senior hurling championshipgame in June. Printer makers use scare tactics to enforcecustomer loyalty, warn experts.
Printer manufacturers are using scaretactics to discourage consumers fromusing ink produced by third-partymanufacturers. Reluctant to loosen theirgrip on the lucrative market for printersupplies, they warn that substitute inks areof inferior quality and that by using re-charged cartridges customers riskdamaging their printers and invalidatingtheir warranty.
But experts and rivals working in the fielddisagree. In the US, the Rochester Instituteof Technology tests and validates re-manufacturers' products at its NationalCenter for Remanufacturing and ResourceRecovery.
Professor Nabil Nasr of the facilityexplained that the processes used forremanufactured consumables today are sosophisticated that performance is notgenerally an issue. "Of course it dependson the individual companies, butremanufactured products are as good andin some cases can exceed the performanceof new cartridges," he said.
He said if the end result is poor, the blameis more likely to lie with the type of paperused than the ink. Image permanence, headded, is also not an issue. "No one wantstheir pictures fading so we test colourpermanence in an ozone chamber. Herewe subject a test picture to simulatedsunlight equivalent to 10 to 25 years ofageing," he said.
The Consumers' Association's Which?magazine found in its own independenttesting last year that the difference inmany cases was negligible, and that resultswere sometimes better from re:chargedprinter cartridges.
Most companies ensure that their inkproducts are heavily tested, said FranBlanco, a spokeswoman for MediaSciences International, a manufacturer ofprinter supplies. "The industry is veryfocused and many re-manufacturers haveadopted the Commission Internationale del'Eclairage (CIE), which is a standard thatcovers image technologies," she said.
Consumers are also wary of using third-party cartridges for fear that this willinvalidate their printer warranty. AnOffice of Fair Trading study found that 78per cent of consumers had not tried toswitch to re:charged cartridges because ofprinter manufacturer recommendations.Unfortunately, unscrupulous salespeopleuse this to spread fear, thus trying to scareend users into using OEM cartridges.
"The printer OEMs just want to createfear," said Blanco. "The likelihood of are:charged cartridge damaging a printer isminimal. Yes, it can happen; the cartridgemay be faulty and leak ink. But so can anOEM's cartridge”.

Grassland Management.
Manage grass so as to ensure thatgrazing animals get leafy grass at alltimes. Stemmy grass is poor qualityand results in poor performance. Donot be tempted to graze headlandsof silage fields as neither cows norcattle will perform well on it. Leafygrass should be grazed to 4 – 4.5cmhigh – less than 2 inches high.Grass that is allowed to becomestemmy will be slow to recover.
In a survey which I carried out afew years ago sulphur deficiencywas found to be the most limitingnutrient for grass production on 16of 40 grass samples analysed. Onsulphur deficient land you can ex-pect a response of 10%-50% moregrass by spreading 12 - 20 units peracre of sulphur between now andAugust. However sulphur interfereswith copper uptake so don’t use orover use it if you don’t need it. Theeasiest way to determine if yourland needs sulphur is to split afield/fields and spread nitrogen withsulphur on one side and straight ni-trogen on the other side. Alterna-tively you can spray sulphur on thegrass.
Timing the silage cutting date
Grass should be cut when it is at thelate vegetative to early floweringstage so as to produce high quality.Delaying the cut will give a higheryield but will result in slower recov-ery and reduced total yield from thegrowing season.
Watery slurry should be spread assoon as possible after cutting.
An application rate of 22m3/ha(2,000 gallons/ac) will give approx-imately 15 units of Nitrogen /ac.Spread a ½ - 1 bag/ac Nitrogen 5 –7 days later for aftergrass.
If you wish to take a second cut ofsilage you will need approximately2 bags of Nitrogen/ac.
Dairying
The month of May produces peakmilk yield after which you expect tosee yield drop by 2 .5% per week(10%/month). If yield drop is great-er you need to review your grass-land management.
Paddocks should be topped whenthe “tall” grass areas exceed 25% ofthe total area. Manage grass so as toavoid having to top more than everysecond paddock. Top the day aftergrazing with topper set to 3.5cm(1.5ins).
Grass measurement is a vital tool ifyou are to make the best use out ofthe grass you grow. The grassyield is calculated by cutting thegrass to 3.5 – 4cm from an area of0.5 X 0.5 m (19.5 X 19.5 ins) andweighing it. The weight is thenmultiplied by the estimated drymatter (probably only 13-14% thisevening, 9th June, after heavy rainbut expect it to be 16 -17% bymiddle of next week) and thenmultiplied by 4:
– Weight of grass (g) (from 0.5 X0.5 square) X dry matter % X 4 =kg DM/ha
Example
Weight of 200g X 14% Dry mat-ter X 4 = 11,200 kg DM/ha

Cereals.
This has been a very easy season sofar to prevent disease in crops.However crops are now about toenter the period of grain fill. It istherefore important to ensure con-tinued green leaf for as long as pos-sible. To do so you should applythe recommended rate of an effec-tive fungicide and in some cropsadditional nutrients.
Crops that have disease infection,generally rhyncosporium on un-sprayed spring barley, will needproline or other good triazole toprevent further spread. All springbarleys crops should get a traizole+ Strobiluron + Chlorothalonil afterfull flag leaf. Winter Wheats lookgood but need to get their finalspray after heading.
Additional nutrients will consistlargely of foliar application of traceelements and in some cases of nitro-gen and magnesium.

Over three thousand children trav-elled to Athlone to compete over thetwo days, and the excitement on thefaces of all of them was something tobe witnessed. They were supportedall the way by their parents, coachesand friends. Competitions were heldin over twenty five different events,such as Solo Singing, Group Music,Solo Music, Badminton and IndoorSoccer to name but a few. Thestandard of competition in the Art,Model Making, Projects and CrossCountry was breathtaking and out-lines the importance of cultural activ-ity in our organisation. AIT can beproud of their many fine facilitiesand HSE Community Games are in aprivileged position to be able to usethose facilities. It gives the childrenan added bonus and gives HSE Com-munity Games a way forward intothe future.
Co. Tipperary had a very successfulweekend taking 2 gold, 1 silver, 3bronze and 4 pewter. Young ShaneCarew from Lattin/Cullen won agold medal in the Boys U-10 Art.This is Shane’s second year in a rowto win gold, here’s hoping he can gofor the 3 in a row next year. Tipper-ary represented byPowerstown/Lisronagh beat Kilken-ny 3-1 in the Girls Under 13 IndoorSoccer competition. The girls fromPowerstown/Lisronagh were in com-mand all through their game.
Nicola Loughnane from Thurles rana sublime race to finish as the secondgirl home in the Under 13 MixedCross Country race to take the silvermedal. The fact that she finished10th overall is a considerable
achievement when you take into con-sideration that the field containedboys & girls with about 98 complet-ing the race.
Our bronze medal winners inNenagh Boys Under 15 Indoor Soc-cer team never looked like beingbeaten when they defeated Kiloe ofLongford 6-4. Laoise Looby fromLattin/Cullen came 3rd in the GirlsUnder 10 Model Making which wasa hotly contested event. However, itwas young Colm Slattery ofBurgess/Youghalarra playing a reeland a jig on his accordion who beat
off the stiff-est of compe-tition to takebronze in theUnder 14 So-lo Music.Colm whofinishedahead ofFeile winnersin his event.Colm is eligi-ble to partici-
pate in this event next yearand is a name to watch forthe future.
Community Games isunique in that it presentsawards for 4th place, previ-ously a certificate was pre-sented, however that hasnow become a pewter med-al. In fact many partici-pants could be heard saying theywould love to win a pewter medalas the design is outstanding. Twosuch pewter medal winners wereThomas Nash Lattin/Cullen in theBoys Under 14 Model Making andCiara O’Grady in the correspond-ing Girls Under 14 Model MakingCompetition.
Our project teams from St.Flannan’s did not finish in the med-als this year, however, the judges didcomment on the extremely high levelof research and development that theteams put into their projects and thevery professional presentations that
were delivered by both teams.
The athletes representing Tipperaryin the Cross Country Relay Events atthe National Finals did the Countyproud. Despite being hit by injuriesthese young athletes ran their heartsout and qualified for each final. Inorder to qualify for the Finals onSunday each team had to finish inthe top four. First up on the Saturdaymorning was the Girls Under 12team of Sarah Earley, SarahO’Donnell, Aoibhe O’Shea andClaire Coleman. Sarah Earley andClaire Coleman ran good legs oftheir relay to hand the baton over toSarah O’Donnell in 5th place. SarahO’Donnell overcame a bout of sick-ness to navigate the hill and hand thebaton over to Aoibhe O’Shea in 4th
place. Once Aoibhe took off she wasnever going to be caught and shebrought her team home in 4th place toqualify for the Finals the next day.In the Finals the girls finished 6th.The Boys Under 12 came home in 3rd
place in their semi-final to qualifyfor the Finals. There was some cleverrunning from James Dillon, Gavin
Hayden, Jerome Cahill and DavidRyan on the day. Daniel Ryan re-placed Jerome Cahill the followingday in the Finals and the boys fin-ished well in 7th place. The GirlsUnder 14 team, like the youngerboys before them, ran cleverly intheir semi-final to come home in 3rd
place and qualify for the Finals thenext day. They were unlucky not tofinish in the medals when they camehome in 5th place. Josephine Ryanlead off to hand over to the strongrunning Mairead Teehan. All Irelandchampion Ciara Cummins fromThurles was next up and outstandingrun to hand over to sprint specialistLeanne Prout who used her finishingspeed to good effect.
Our Under 13 Cross Country teamwas Aoife Butler, Rachel Martin,Lorraine Doyle, Nicola Loughnane,Declan Hickey, Kieran Hennesseyand twins Eamonn and Eoin Troy.This team ran well in their semi-finalto qualify for the final in 3rd place.In the final they came home in 7th
place which was quite an achieve-ment. Nicola Loughnane had thehonour of being the second girl homein the National Finals.

Statistics released by SIMI (Societyof the Irish Motor Industry) showthat consumers’ buying choices arechanging when it comes to purchas-ing their new car.

Always be sure to have the correctair-pressure in your tyres. Checkthe pressure when the tyres arecold.This will prolong the life of yourtyres as well as improve your fuelconsumption. It is a myth that re-ducing
the air pressure when driving inwet, snowy or icy roads will im-prove road holding. It can makedriving more dangerous.
Always check for foreign bodiessuch as metal pieces or small stoneslodged in the grooves of the tyres.
Also check for a pattern of wear onthe tyres. This could be that thesuspension may not be correct andif your car is pulling to either side,it means that either the wheel align-ment is faulty or the air pressure isnot correct.
Do not accelerate or brake hard, asthis can remove the thread of thetyre quite quickly, while heavybraking can cause bald spots.

The Burmese Junta’s pitiless bully-ing of Nobel laureate Aung SanSuu Kyi , diminishes us all. Theshameful response of the globalcommunity has been to merelygroan a little louder, each time thishero of democracy is kicked.
With each new injustice Ms SuuKyi, a peace activist, towers overthe self-appointed generals show-ing them up to be the politicalpygmies that they are. On June 19she will spend her 65th birthdayunder house arrest.
The more indignities they heap up-on her the more they shrink and herreputation grows. Her only “crime”to date was that she earned theright to be the democratically elect-ed leader of Burma.
Her belief in democracy has neverwavered despite being separated
from her late husband and children.In spite of spending 14 of the last20 years under house arrest, shehas never allowed her faith in hu-man rights to be snuffed out.
The world does not want for agen-cies and organisations that champi-on such rights, nor leaders who seethemselves as custodians of equali-ty and the right to be free.
But what will it take to make oneof them step from the ranks tochampion hers, and demand herrelease?

I want to clarify myviews on the opening of the Or-mond Keep road which is nowopened. I continue to strongly op-pose the fact that a roadway wasput through such a busy residentialarea with so many primaryschools.( I recently strongly con-demned the council after the devel-oper opened the road temporarilyand got it closed ) The oppositionorganised by the locals was consid-erable and it shows a weakness inour democracy that this road wasshoved down their throats despitethe opposition of most of the resi-dents of the area.
I am and remain of the view thatthis thoroughfare was perfect for awalkway and cycleway encourag-ing more parents and children outof cars when dropping their chil-dren to school. I am also still of theopinion that no roadway can ulti-mately be deemed safe despite thebest efforts of the council to putsafety measures. The behaviour ofan increasing number of drivers onother roads particularly small coun-try roads with large residential are-
as has shown us that there is noway of guaranteeing safety of resi-dents. As a town council we haverecently debated speeding issues inTyone Yewston and Dromin roadand I fear we will soon be debatingspeeding on the Ormond Keeproad.
I am also aware that a number ofissues originally planned in theoverall 17 point plan remain unful-filled. I have recently got assuranc-es that a new surface will be put onthe road in Woodview Close andalso I have assurances on extralighting in Woodview Close. I amalso assured that the whole areawill be cleaned up and green areaswill be restored to pre building lev-els. I must acknowledge that theroadway is now a reality so my ef-forts must now be concentrated onthe real fears of the residents andalso the finishing of the promised17 point plan. My conscience isclear on my decision to stand withthe local community on their fearsfor the road and I remain at theirservice now and in the future.

(Continued from previous issue)Why people stay in abusive relationships for along time (or forever), and what they should dowhen/if they make to decision to leave.
In that context, this is a time for practicalpreparation, and it is important to ensure that he orshe does not have to return to the house to collectsomething. The following should be given seriousconsideration, and some of them, at least, will berelevant to many people leaving an abusiverelationship:
1. Ensuring that you have enough money. Open aseparate bank account, or hide money until youleave.
2. Make copies of important documents and givethem to someone for safe keeping. These shouldidentify who you and your children are. Such docu-ments should include birth certificates, marriagecertificate, insurance policies, medical records,school records, drivers licence, car insurance, andregistration certificates, loan papers, credit cardnumbers, and so on. Having these in a secure place.
3. Give an extra set of house and car keys tosomeone you trust.
4. Pack a month’s medications for yourself and thechildren.
5. Pack changes of clothing.
6. Pack an address book with lists of importantnames, addresses and phone numbers.
7. Pack money, credit card, cheque books, lasercard, and any small valuable items that you can sellif your abuser manages to close your bank account.
8. Have prior knowledge of where the social wel-fare offices are.
9. If they exist, pack letters from your abuser,especially if they admit to such abuse.
10. Ensure that you have a mobile phone. Mobilephones are now quite cheap, and can cost as littleas €50 for a new one.
11. Make sure you know of a safe place where youand your children can go. There are several in Co.Tipperary, for example, in Nenagh and in Clonmel.
12. Go to your citizen’s advice bureau for informa-tion on where these institutions are, and for anyfurther necessary information. This should be donewell in advance of leaving.
13. Make arrangements for pets, if you have any.
It should be said that it is equally difficult forlesbians and gay men to leave an abusiverelationship as it is for heterosexual people. Thisdifficulty is compounded because very limitedservices exist specifically for abused (and abusive)lesbians and gay men. They are sometimes met witha lack of understanding of the gravity of the abusewhen reporting incidences of violence to the police,doctors, and even therapists. Homophobia mayminimise the hurt and pain experienced by lesbiansand gay men. Further, in the case of lesbians,shelters are equally open to the female abuser as itis to the abuser, and may not provide the safety theyneed. There are even fewer safe places for gay mento find relief from abuse. I know that there is a dropin centre for lesbians in Dublin (ph. 01 872 7770),and, as already mentioned in another article, theorganisation AMEN exists for male victims ofabuse. I suggest that those in same genderrelationships who experience abuse should consulttheir local HSE area.
