THRUST OF GOOD GOVERNANCE IN VISION 2040
By 2020, Good Governance is the back-bone on which sustainable development is based to ensure services are delivered equitably to citizens and that peace reigns in the nation. (Page 104 – Vision 2040)
This Vision aims at consolidating the tenets of good governance;
1. constitutional democracy; 2. protection of human rights; 3. rule of law; 4. free and fair political and electoral processes; 5. transparency and accountability; 6. Government effectiveness and regulatory quality; 7. effective citizens’ participation in development processes; and 8. peace, defence and security of the citizens and the country.

CHAPEAU STATEMENT
•By 2020, Good Governance is the back-bone of social and economic transformation in Uganda and Ugandans live and work in a peaceful, secure, harmonious and stable country, at peace with its neighbours, where the rule of law prevails; where fundamental human rights, gender equality, mutual accountability and zero tolerance for corruption are the norm; and a strong democratic system empowers people to be in charge of their own destiny.

STRATEGIC INTENT
By 2020, Good Governance is the back-bone of social and economic transformation of Uganda where: a constitutionally driven Rule of Law ensures full separation of powers, guarantees peace, human rights and equitable access to justice; a participatory democratic system ensures transparent and credible electoral processes; effective, efficient and innovative institutions with functional, decentralized structures that are run by well-informed leaders and ensures equitable access to quality services and a culture of accountability is entrenched in the national value system with zero tolerance for corruption.
