Voscur is delighted to announce the winner of the 2009 award is Bristol theatre company Show of Strength, who organised a campaign for survival after they were told their funding was about to be withdrawn. The award was decided by an online vote, which attracted over 500 votes.

Office of the Third Sector Survey – what does it tell us? The Local Area Agreement (LAA)

describes the way the Bristol

Partnership members will work

together to improve the quality

of life for people in Bristol. One

of the targets in Bristol’s LAA is

National Indicator 7 (NI7) ‘an

environment for a thriving third

sector’.

Tofindoutwhetherpartnersare

surveyaskedthefollowingquestion:

Thefullresultsofthesurveyare

nowavailable.Lookingatthe

resultsforBristol,youmight

assumethatBristolgroupsdon’t

thinkthatlocalpublicsector

partnersinfluencetheirsuccess,

butunpickingtheresults,a

differentpictureemerges.

What do Bristol groups think?Theheadlinestellusthat14.7%of

respondentstotheBristolsurvey

thinkthatthestatutorybodiesin

theirareahaveapositiveinfluence

ontheirorganisation’ssuccess.

Thesurveyalsoidentifieswhich

otherfactorshavethemostimpact

onthedegreeofinfluencethat

thirdsectororganisationsthink

thatstatutorybodieshaveontheir

success.

Themostimportantfactorsare

thedegreetowhichthirdsector

organisationscaninfluence

localdecisionsthataffectthem

(inBristol13%areveryorfairly

satisfied),andthedegreetowhich

Only18%ofrespondentstothe

Bristolsurveyreceivedfundingin

theformofagrantfromthelocal

council,3%fromthelocalNHS

body,1%fromthepoliceorfire

authority.65%receivedfunding

fromnoneofthesesources.

41%oftherespondentstothe

Bristolsurveysaidthatthemain

areaswheretheycarryouttheir

activitiesareeitherinternationally,

nationallyandregionally–so

themainfocusoftheirworkis

notinBristol.

NotsurprisingthenthatBristol’s

NI7scoreislow,whenrelationships

withlocalstatutorybodiesare

notapriorityformanyofthe

respondents.However,forBristol

tobejudgedtoprovidean

environmentforathrivingthird

sector,weneedtoincreaseour

scoreby4.4percentagepointsto

reachascoreof19.1%whenthe

surveyisrepeatedin2010.

its infrastructure support survey,

the findings of which will play a

large role in determining what

support will be available for local

organisations and groups. Please

are vital to ensure you don’t lose

services you need and value.

nationalreviewwithSirIanCarruthers,ChiefExecutiveofNHSSouth

West,onwhatpracticallyneedstobedonetoimplementtheEquality

Bill.SirIanandIwillbespecificallyfocusingonthecriticalissueofage

discriminationinhealthandadultsocialcare.

Researchshowsusthatthereisagediscriminationinsomehealth

andadultsocialcareservices.Whatisimportantinthisreviewisthat

wegetacomprehensivepicturefromacrossthecountryandgather

opinionaboutwhatneedstobedonetodeliverthechangesrequired

bythenewlegislation.

TyntesfieldHousetodothishangingfortheOldMill

building.

TheGoldenAgersworkedonitwithexcitementandput

theirallintoit.TheGoldenAgerswerealsoexcitedtohave

beeninvitedtotheceremonytoseeitbeinghungand

tosharetheexperiencewithalltheotherpeoplewho

attendedthelaunchceremony,includingmeetingthe

dignitariesfromTyntesfieldHouse.

Ourtutorwhohasbeenworkingwithusnowforquitea

fewyears,wasveryhelpfulandstoodbyuswhilstwewere

creatingthequiltandhelpedwiththeresearch.We,the

GoldenAgersenjoyedthesessionswerantocreatethe

quilt.Wearecontinuingtodesignandmakefurtherquilts

andwillhavesomethingtodisplayfortheCelebratingAge

FestivalinOctober.

WearegratefulforVoscur’shelpasitwasVoscurwhofirst

suggestedTyntesfieldHousecontactusforthisproject.The

grouphavenowbeenquiltingforabout10or11yearsand

lookforwardtomanymoreyears!

‘Don’t cut your training budget’ was one

recommendation for surviving the recession

given by Ben Kernighan from National Council for

Voluntary Organisations. The National Association

for Voluntary and Community Action (NAVCA)

agrees with this and highlights that it is more

important than ever that organisations invest in

their staff.

Intimesofeconomicdownturn,yourstaffmaybe

yourmostvaluableassetandtrainingthemshouldbe

seenasalong-terminvestment.

There are many benefits to training, for example:

people in Bristol were unaware

of what sexual health support

was available. In 2007, 4yP was

launched to bring together

To counter the potential for abuse by, for

example, private schools, the Charities Act 2006

made it a requirement that all charities would have

to exist for a wider public benefit and to report on

how they had delivered on this as part of the

accountability of their continuing charitable status.

At its simplest the test is that there must be:• an“identifiablebenefit,orbenefits”(itmustbe

Existingcharitieswillhavetomeetanewrequirement

toreportonthecharity’s“delivery”ofpublicbenefit

whentheysubmittheirTrusteesAnnualReport.

This has to cover two aspects:1)TheTrusteeswillnowhavetomakeaformal

statementthattheyhavecompliedwiththe

requirementthattheygovernedtheorganisationwith

“dueregard”tothePublicBenefitGuidanceissuedby

theCharityCommission.

Makesurethattheimplicationsfortheworkofthe

charityarediscussedatagovernancemeetingand,

ideally,includedintheannualworkplan.

2)TheTrusteesAnnualReportwill,fromnowon,need

tosetouthowitsactivitieshaveresultedinbenefitto

thepublic,orthewidercommunity,asexplainedabove.

Thisnewrequirementwilltakeeffectforthefirst

reportsentinforactivitiesstartingonorbefore

1April2008.Thismayseemlikeanotherbureaucratic

burden,however,accountabilityforpublic

benefitgoestotheheartofthe“publiccovenant

withcharities:thebasic“deal”astowhyyour

organisationshouldhavecertainprivilegesasacharity.
