    Several Bills Signed Into Law DuringJuly

    July 14, 2012, marked the last day the governor

    could sign or veto legislation that was passed bythe Missouri General Assembly. I was fortunate

    to have several proposals reach the governorsdesk, which were ultimately signed into law.

    We had a lot of successes during the Second

    Regular Session of the 96

    th

    General Assembly,which was not easy to do, given the fiscalclimate we find ourselves in these days. A lot of

    the legislation I either sponsored or handled willgo a long way toward streamlining state

    government and making things easier for folksin rural Missouri.

    These are some of the bills I either sponsored or

    handled in the Missouri Senate that the governorsigned:

    Senate Bill 480, which modifies law with

    respect to motor vehicles and outboardmotor titles;

    Senate Bill 576, legislation that modifieslaws relating to charter schools;

    Senate Bill 665, which authorizes the

    governor to transfer certain pieces of real

    estate located throughout the state ofMissouri to the State Highways and

    Transportation Commission; House Bill 1172, a measure that changes

    the laws regarding the ResidentialTreatment Agency Tax Credit Program and

    establishes the Developmental DisabilityCare Provider Tax Credit Program; and

    House Bill 1402, legislation that changesthe laws regarding road use, handled by

    Sen. Stouffer in the Missouri Senate.

    In addition, the following resolutions wereapproved in both the Missouri Senate and

    House:

    Senate Concurrent Resolution 24, which

    urges the Federal Motor Carrier SafetyAdministration to rescind its newly

    published rule regarding hours of serviceand refrain from adopting regulations

    concerning sleep apnea and othermeasures affecting the trucking industry;

    Senate Concurrent Resolution 26, whichestablishes theJoint Interim Committee on

    Transportation Needs to study the futureof transportation infrastructure in

    Missouri; and House Concurrent Resolution 36, which

    reaffirms economic development projects

    of mutual benefit between the UnitedStates and Israel.

    There were more than 1,600 bills and

    resolutions introduced in the Legislature; 113

    reached the governors desk this year. By law,the governor has 45 days after the Legislatureadjourns sine die, which happens on May 30.

    We will be back in Jefferson City in September

    for the annual veto session. The governor hasvetoed a few bills this year, two of which

    happened during the session. It is unknown

    whether or not any attempts at an override will

    be made. It can be difficult to get both theSenate and the House to agree on vetoes to

    override. Sometimes, it is easier to drive on andconcentrate on the next year.
