The summons dated May 21, 2013 for the Ninth Session of the ThirteenthKerala Legislative Assembly was issued to the Members on May 25, 2013.The Session commenced at 8.30 a.m. on Monday, June 10, 2013 and adjournedsine-die at 12.13 p.m. on Tuesday, July 9, 2013. The House met on thefollowing days viz., June 10, 11, 12, 13, 14, 17, 18, 19, 20, 24, July 8, 9(12 days of sittings). The House transacted business for 56 hours and 46 minutes.
Obituary Reference
On June 10, 2013, the Speaker made references on the demise of LonappanNambadan, former Minister and K. P. Kosalaramadas, former Member ofKerala Legislative Assembly. As a mark of respect to the deceased the membersstood in silence for a while.
On July 8, 2013, the Speaker made references on the demise ofK. Narayana Kurup, former Deputy Speaker and Minister, A. C. Shanmughadas,former Minister, M. K. Purushothaman, C. B. C. Warrier, Malethu Gopinatha Pillaiand Thengamam Balakrishnan, former Members of Kerala Legislative Assembly.As a mark of respect to the deceased the members stood in silence for a while.

Rulings by the Speaker
On June 19, 2013, the Speaker gave ruling on the remarks made by someMembers outside the House creating misunderstanding regarding the steps whichwas taken by Chair based on rules and precedence to complete the businessscheduled for the day on 18-6-2013 and on the publication of related reports inthe media.

Financial Business
(1) Budget for 2013-2014
13 days were allotted for the discussion on Demands for Grants in theBudget for the Financial Year 2013-2014, during the Ninth Session. Out of theallotted 13 days, discussion was held only on 2 days. Only 5 Demands werediscussed and passed by the Assembly and the remaining Demands wereguillotined.
Out of 1422 cut motions received, 196 were moved and disposed off.There were 57 occasions for speech including reply by the Ministers inconnection with the discussion and voting on Demands for Grants.
The Assembly devoted 10 hours and 21 minutes for transacting financialbusiness relating to the Budget for 2013-2014. The details are given in AppendixIX and X.
The Kerala Appropriation (No.2) Bill, 2013, in respect of the Budget forthe year 2013-2014 was introduced by the Minister for Finance, Law & Housing,on 8-7-2013. The Bill was taken up for consideration and passed on the sameday without discussion. The House devoted 2 minutes for the transaction of thebusiness.
(2) Supplementary Demands for Grants
On 8th July 2013, the Minister for Finance, Law and Housing laid beforethe House the Supplementary Demands for Grants for the year 2013-14 and theSupplementary Demands were passed without discussion on 9-7-2013.
The Kerala Appropriation (No.3) Bill, 2013, in respect of theSupplementary Demands for Grants for the year 2013-2014 was introduced inthe Assembly on 9-7-2013. The Bill was taken into consideration and passed onthe same day without discussion. The house devoted 1 minute for the business.
Private Members’ Business
According to the calendar of sittings of the Ninth Session of the ThirteenthKerala Legislative Assembly, Five days were set apart for transacting PrivateMembers’ Business viz. June 14, 21, 28, July 5 and 12, 2013. Even though fivedays were set apart for transacting Private Members’ business, business wastransacted only on 14-6-2013. During the Session, the House devoted one hourand twenty minutes for Private Members’ Business.

PRIVATE MEMBERS’ BILLS
During the Session, the Business on Private Members’ Bills was transactedon 14th June, 2013. Motions for leave to introduce 19 Bills and discussion of3 pending Bills were listed in the business for the day. Out of these, motions forleave to introduce 8 Bills and the discussion on one pending Bill have come upbefore the House. The Motions for leave to introduce 11 Bills and the discussionon 2 pending Bills were not moved due to absence of Members. Even though28th of June 2013 and 12th July 2013 scheduled for transacting Private Members’Bills, no Business was transacted since there was no sitting of the Assembly onthose days.

During the Session, the business relating to Private Members’ Resolutionswas for 21st June and 5th July but not transacted since there was no sitting of theAssembly on those days.

THE KERALA FINANCE BILL, 2013
The Bill seeks to amend the following enactments to give effect to thefinancial proposals of the Government of Kerala for the Financial Year2013-2014 as announced in paras 18, 40, 45, 54, 390 to 393, 420, 421, 424,425, 428 to 432, 434, 437 to 440, 442 to 453, 456, 459 to 461, 464 and 465 ofthe Budget Speech 2013-2014, namely:—
1. The Travancore-Cochin Literary, Scientific and Charitable SocietiesRegistration Act, 1955 (XII of 1955);
2. The Kerala Money Lenders’ Act, 1958 (35 of 1958);3. The Kerala Stamp Act, 1959 (17 of 1959);4. The Court Fees and Suits Valuation Act, 1959 (10 of 1960);5. The Kerala General Sales Tax Act, 1963 (15 of 1963);6. The Kerala Building Tax Act, 1975 (7 of 1975);7. The Kerala Tax on Luxuries Act, 1976 (32 of 1976);8. THE KERALA FINANCE (No. 2) BILL, 2013
The Bill seeks to amend the Kerala Tax on Paper Lotteries Act, 2005 togive effect to the financial proposals of Government of Kerala for the FinancialYear 2013-2014 as announced in para 433 of the Budget Speech.
THE KERALA APPROPRIATION (No. 2) BILL, 2013
The Bill is introduced in pursuance of Clause (1) of Article 204 of theConstitution of India, to provide for the appropriation out of the ConsolidatedFund of the State of Kerala of the moneys required to meet the expenditurecharged on the Consolidated Fund of the State and the grants made in advanceby the Legislative Assembly in respect of the estimated expenditure of theGovernment of Kerala for the Financial Year 2013-2014.
