Successful Proposals

• Project Comprehension• A good engineering proposal should demonstrate technical comprehension of

the issues the project is being implemented to solve.

• It is always a good idea to demonstrate that alternatives have beenconsidered and clear reasons given for the recommended approach.

• Demonstrate that you have visited the site and are familiar with anychallenges it may offer.

• Mistake - Lackluster proposals with just the name changed are easily spottedand generally poorly scored.

project under consideration, their role on the team, and a professionalresume.

• Mistake – leaving it up to the proposal reviewers ability to see how tangentialexperience relates to the project under consideration.

• Project Budget• The price of the proposed AE services is an important consideration. It is a

good idea for the consultant to price out proposed staff using an appropriatecharge-out rate and the number of hours required for each project phase.

• Gaithersburg uses a limited number of Project Deliverymethodologies.• Design-Bid-Build(DBB)• Design-Build (DB)

• For projects using the DBB methodology we issue RFP’s for A/Eservices utilizing both the Master-Contract/Task-Order and standardformat

• For projects using the DB methodology we issue IFB’s for the Design-Build Team

• DPW’s CIP Expenditure Budget for FY18 is approximately $15 Million for non-stormwater projects and $2.5 Million for stormwater projects
