Al llegar diciembre comenzamos a pensar en las estas con la familia, la celebracin, la decoracin
de nuestros hogares y las visitas que haremos o nos harn.
Pocas veces dedicamos un pensamiento o una accin para aliviar las necesidades de aquellos que
tienen poco o nada con qu compartir la celebracin,de all que en esta edicin hacemos un llamado solidario para dar apoyo a las familias e individuos
que sufrieron las consecuencias devastadoras del huracn Sandy o simplemente de la vida. No es
fcil para ellos encontrar una razn para estar alegres y quizs podamos contribuir
con un pequeo grano de arena a hacer
estas navidades un poco ms amables.
En otro orden de ideas celebramos el acuerdo al que se lleg por parte del Ministerio de Justicia y
el condado de Sussex en referencia a un desarrollo habitacional que podra beneciar a numerosas
familias hispanas de ese condado y que representa, tal como dice nuestro entrevistado de esta
semana, el triunfo de una esperanza. Estamos seguros que cuando se vuelva a discutir este proyecto
se ver con una mirada diferente y abrir una puerta para que los que menos oportunidades tienen,
puedan al menos tener una casa decente donde habitar.
Ha sido y ser nuestra lnea de trabajo el promover oportunidades para aquellos que nadie ve ni
toma en cuenta, pero cuyos hombros soportan buena parte del trabajo duro que permite que nuestra
economa y sociedad funcionen tal cual lo hace.
Celebrando su 15 aniversario la Antorcha Guadalupana lleg una vez ms a Delaware despus de
recorrer todo su camino desde Ciudad de Mxico hasta la catedral de San Patricio en New Yorkdonde aspira llegar el da 12 de diciembre. Este ao su principal consigna es la defensa de los mi-
grantes, que es ya una demanda de todos los pueblos de Amrica, haciendo alusin a la necesidad
de proteccin por parte de las autoridades a los migrantes que tratan de llegar a los Estados Unidos
buscando mejorar su calidad de vida. Compartimos con nuestros lectores las diferentes actividades
que se llevarn a cabo en homenaje a la Patrona de Amrica.
Tambin aprovechamos esta oportunidad para dar la bienvenida a WDDE 91.1 FM, la primera radio
pblica de noticas que el pasado lunes 3 inaugur su centro de emisin en el campus de la Univer-
sidad Estatal de Delaware en Dover. Esperamos con ansia que la programacin de esta nueva radio
pblica abra espacios a nuevas voces en la divulgacin de noticias, y tambin, que ms pronto que
tarde se pueda tener alguna programacin en espaol o bilinge, lo cual es an mejor.
Enhorabuena para todos en WDDE 91.1 FM
As December arrives, we start thinking about the holidays with the family, the celebrations, decorating
our homes and the visits we will pay or the visitors we will have.We rarely dedicate a thought or an action to alleviate the needs of those who have little or nothing to
share for the celebrations, so therefore in this edition we call for solidarity to support families and in-
dividuals who suffered the devastating consequences of Hurricane Sandy, or just of life. It is not easy
for them to nd a reason to be happy and maybe we can help with our two cents
to make this Christmas a little friendlier.
In another context, we welcome the agreement that was reached by the Department of Justice
and the County of Sussex in reference to a housing development that could benet many Hispanic
families in that county, and that represents, such as our interviewee of this week put it, the triumph of
hope. We are sure that when this project is discussed again, it will be seen under a different perspec-
tive and will open the door for those who have fewer opportunities; they can at least
have a decent house to dwell.
It has been and will be our line of work to promote opportunities for those that nobody sees or takes
into account, but whose shoulders support much of the hard work that allows our economy and soci-
ety to function as it does.
Celebrating its 15th anniversary the Antorcha Guadalupana (Guadalupe Torch) once again arrived to
Delaware after traveling all the way from Mexico City to St. Patricks Cathedral in New York, where itis expected to arrive on December 12. This year its main slogan is the defense of migrants, which is
already a demand from all the peoples of America, referring to the need for protection from the author-
ities to the migrants trying to reach the United States seeking to improve their quality of life. We share
with our readers the various activities that will be held in honor of the Patroness of the Americas.
We also take this opportunity to welcome WDDE 91.1 FM, the rst public radio news station that on
Monday the 3rd opened its broadcast center on the campus of Delaware State University in Dover.
We look forward for the programming of this new public radio to open spaces for new voices in the
broadcasting of news, and also, that sooner than later, we may have some programming in Spanish
or bilingual, which is even better.

El Triunfo de unaEsperanzaUn acuerdo entre el Departamento de Justicia y el Condado de Sussex
pone fn a demanda por discriminacin
El anuncio de que el departamento de justicia el 28 de noviembre lleg a un acuerdo con el
condado de Sussex para poner n a una demanda presentada por Diamond State Community Land
Trust cuando el condado tom una decisin discriminatoria contra familias hispanas, fue recibido
con alivio en la comunidad de Sussex.
El nicaragense Ren Arauz, Presidente de la Cooperativa Nuevos Horizontes de Delaware,
explica que la historia que hay detrs de este acuerdo va ya para 10 aos.
Cuando habla, Ren tiene un tono sosegado pero rme, que hace pensar en un sacerdote predi-cando. Sus 27 aos de vivencia en este pas le han dado una perspectiva diferente, el saber que s
se pueden lograr las cosas por ms que sea uno pobre.
En una conversacin con el Tiempo
Hispano Ren cont que 14 familias
hispanas en el 2003 fueron desalojadas
de unos terrenos para casas rodantes
en Georgetown, luego de quejarse al
propietario por el aoramiento de aguas
negras en el rea. El dueo decidi que
era ms fcil sacarnos del terreno que
arreglar los pozos spticos. De todas
maneras fuimos a la corte y ganamos.Nos dieron dos aos ms para vivir all,
con el acuerdo de que despus de los
dos aos saldramos.
De all formamos una cooperativa para
buscar una solucin al problema de vivienda. Ya la unin y el contacto permanente ha llevado a que
un problema personal se convirtiera en un problema comn, y por eso nos organizamos para hacer
de este proyecto una realidad.
El resultado fue la creacin de la Cooperativa Nuevos Horizontes (New Horizons Cooperative) que
ha trabajado mano a mano con la Delaware Housing Coalition para desarrollar un proyecto de casas
a precios asequibles para los trabajadores de las polleras.
Pngase a pensar cmo un padre de familia que gana 180 dlares semanales puede pagar una
renta de 600 dlares mensuales por su casa. No hay manera. Dice Arauz.
Despus de buscar muchos terrenos y con el apoyo de la Coalicin para vivienda de Delaware,
ubicaron un terreno en Laurel, al oeste del Trap Pond State Park, y en el 2008 presentaron al Con-dado de Sussex un proyecto de urbanizacin de 50 lotes con casas a un precio asequible, de unos
90.000 dlares, para familias de bajos recursos en su mayora de origen hispano.
El proyecto fue rechazado por la Comisin de Planicacin y Zonicacin del condado, despus de
llevar adelante algunas audiencias pblicas en el 2010 en las que residentes del condado se que-
jaron de que este tipo de desarrollos bajara el valor de sus propiedades y que al estar destinadas
las casas a familias hispanas, seguramente tendra como consecuencia el aumento de la delincuen-
cia y la inseguridad, usando trminos derogatorios y estereotipados.
Diamond State apel esta decisin pero en una reunin posterior del Consejo del Condado la nega-
tiva fue raticada.
Este rechazo llev a la presentacin de una demanda en la U.S. District Court que, para no ser
llevada a los tribunales, naliz en el acuerdo del 28 de noviembre.
El acuerdo tiene que ser aprobado por la corte, pero ya cuenta con el apoyo de las partes y requiere
que el condado reconsidere la aprobacin del plan de desarrollo urbano propuesto para estas
familias, tomando en cuenta criterios no discriminatorios y el pago de 750.000 dlares a DiamondState Community Land Trust en compensacin por daos.
Ha sido un largo tiempo, asegura Ren, y han ocurrido muchos gastos y hay que tomar en cuenta
los efectos de no poder llevar a cabo el desarrollo.
Profundizando sobre el proyecto, Ren explica que no se trata slo de construir unas casas, tam-
bin hemos considerado un centro comunitario para que la gente tenga donde reunirse; el uso de
parte de los terrenos para mantener cultivos colectivos en donde todos participen, y una fbrica de
elaboracin de salsas que genere ingresos para la comunidad: queremos tener fondos para mandar
a los muchachos a la universidad y crear un fondo de retiro para los mayores.
La verdad el proyecto es muy soador, pero me parece que est muy aanzado en tradiciones muy
antiguas de solidaridad entre los pueblos indgenas de Amrica.
Adicionalmente al pago, el Condado se comprometi a establecer mecanismos y promover el ac-
ceso a vivienda para todos los residentes del Condado de Sussex, sin importar su raza, color u ori-
gen nacional, a la vez que debern nombrar a un ocial de cumplimiento de vivienda justa y asegure
que los funcionarios y el personal del condado sean entrenados en el campo de vivienda justa.
De acuerdo con un comunicado de prensa del condado se supo que, Bajo los trminos de los
acuerdos, el condado de Sussex no admite maldad y ninguna penalidad o multa ha sido impuesta
al Condado. Sin embargo, el Condado est de acuerdo en permitir que Diamond State vuelva a
presentar sus planes de subdivisin, si as lo decide, para la re-consideracin ante la Comisin de
Planeacin y Zonicacin del Condado.
Adems, la empresa aseguradora del Condado pagar un acuerdo nanciero de 750.000 dlares
en este caso, y el condado se compromete a nombrar un ocial de cumplimiento de vivienda justa
y desarrollar un plan de vivienda asequible para garantizar que la igualdad de oportunidades de
vivienda contine siendo promovida.
La Ley de Vivienda Justa garantiza que todos los estadounidenses tengan la oportunidad de vivir
donde deseen sin importar el color de su piel, dijo Thomas E. Prez, Secretario de Justicia Auxiliar
de la Divisin de Derechos Civiles. Es especialmente importante que los condados empleen sus

Por su parte, Arauz es optimista y piensa que aunque la no-
ticia es muy reciente, ellos se van a reunicar y crear esta
comunidad familiar movida por la solidaridad y el cuidado
del ambiente, creo que debemos seguir las enseanzas de
Cristo y velar el uno por el otro, porque todos somos una
gran familia.

The announcement that the JusticeDepartment on November 28 agreedwith Sussex County to end a lawsuit
led by Diamond State CommunityLand Trust when the county made
a decision discriminatory againstHispanic families, was greeted with
relief in Sussex Community.
The Nicaraguan Ren Arauz,President of the New HorizonsCooperative of Delaware explainsthe story behind this agreement is
going on 10 years already.When speaking, Ren has a calm
but rm tone which suggests a priestpreaching. His 27 years of experience in this country have given him a different perspective, knowing
that things can be done, no matter how poor one is.
In a conversation with El Tiempo Hispano Ren told us that 14 Hispanic families were evicted in2003 from some RV lots in Georgetown after complaining to the owner of the upwelling of sewage
in the area. The owner decided it was easier to get us out of the ground than to x the septic tanks.We went to court anyway, and we won. We got two more years to live there, with the understanding
that after two years we would leave.After that we formed a cooperative to seek a solution to the problem of housing. Our unity and
permanent contact has led a personal problem to become a common problem, and that is why weorganized to make this project a reality.
The result was the creation of the New Horizons Cooperative that has worked closely with the Dela-ware Housing Coalition to develop a housing project affordable for the poultry industry workers.
Just think how a parent earning $180 per week can pay a monthly rent of $600. No way. Arauzsays.
After searching many sites and with the support of the Delaware Housing Coalition they located aland in Laurel, west of Trap Pond State Park and in 2008 presented to Sussex County an urbaniza-
tion project of 50 lots with homes priced affordable, about $90,000 for low-income families mostlyHispanic.
The project was rejected by the Planning and Zoning Commission of the county, after carrying outsome public hearings in 2010 in which county residents complained that such developments would
lower the value of their properties, and because these houses were for Hispanic families, it wouldprobably result in increased crime and insecurity, using derogatory and stereotyped terms.
Diamond State appealed this decision but at a subsequent meeting of the County Board, refusal was
upheld.
This refusal led to the ling of a lawsuit in U.S. District Court, and to avoid to be taken to court, itended in an agreement on November 28.
The agreement must be approved by the court, but it already has the support of the parties andrequires the county to reconsider the approval of the proposed urban development plan for these
families, taking into account non-discriminatory criteria and payment of $750,000 to Diamond StateCommunity Land Trust in damages.
Its been a long time, said Ren, there have been many expenses and one must take into accountthe effects of failing to carry out the development.
Elaborating on the project, Ren explains that it is not just to build some houses, we have also con-sidered a community center for people to have a place to meet, use of part of the land to collectivelycultivate where everyone is involved, and a sauce factory to generate income for the community: we
want to have funds to send our kids to college and create a retirement fund for seniors.Honestly, this is a very dreamy project, but I nd it to be very entrenched in ancient traditions of
solidarity among indigenous peoples of America.
In addition to the payment, the County undertook to establish mechanisms and promote access tohousing for all Sussex County residents, regardless of race, color or national origin, while appoint-
ing a fair housing compliance ofcer, and ensure that county ofcials and staff undergo fair housingtraining.
According to a countys news release, it was known that Under terms of the agreements, SussexCounty admits no wrongdoing and no penalty or nes have been assessed against the County. How-ever, the County agrees to allow Diamond State to resubmit its subdivision plans, if it so chooses, for
re-consideration before the Countys Planning & Zoning Commission.Additionally, the Countys insurance carrier will pay a $750,000 nancial settlement in the case, and
the County agrees to name a fair housing compliance ofcer and develop an affordable housing planto ensure equal housing opportunities continue to be promoted.
The Fair Housing Act guarantees that all Americans have the opportunity to live where they chooseregardless of the color of their skin, said Thomas E . Perez, Assistant Attorney General for CivilRights Division. It is especially important that counties employ their land use powers in a man-
ner that does not obstruct housing choice, and we will take action when jurisdictions block housing
because of the race or ethnicity of those who would live there.
This groundbreaking settlement recognizes the importance of the obligation to afrmatively furtherfair housing in the activities of local governments. Actions that establish or continue barriers to full
fair housing choices deny Americans equal access to housing, said John Trasvia, HUDs AssistantSecretary for Fair Housing and Equal Opportunity. HUD and DOJ will continue
to work together to make sure communities are open to everyone and that past patterns ofdiscrimination are addressed.
Amy Walls, President of Diamond State CLT, stated, Diamond State CLT is pleased with the resolu-tion. We are excited with the opportunity to pursue the New Horizons development and fulll our
mission to create permanently affordable housing units within Sussex County. Although he alsoannounced that unfortunately the original families that started the project have dispersed looking for
a solution to their problem, since nobody can wait forever.
Meanwhile Arauz is optimistic and believes that although the news is very recent, they are going toreunite and create this family community driven by solidarity and care for the environment, I think
we should follow the teachings of Christ and to watch over for each other, because we are all one bigfamily.

Es sta a Epoca msMaaviosa?Al llegar la primera semana de diciembre a su n, mi nivel de ansiedad parece estar contenido y encompleto control. Yo no compro en Black Friday, no soporto las multitudes, pero sin embargo, me lasarregl para conseguir un par de cosas en Cyber Monday. En realidad, he recibido ofertas y ahorrosenormes a travs de los sitios de compras en lnea, vaya, afortunada yo. Peroahora es el momento para que las tradiciones y celebraciones tomen el mando, yesperamos que ese sentimiento mgico que slo se produce en esta poca del aoasuma el control y llene nuestro corazn y espritu de alegra. Me di cuenta de quetodos los aos, especialmente ste, parece como si los consumidores realmenteestn siendo bombardeados y presionados con las compras de Navidad desdemuy temprano. Este ao fue muy evidente que las festividades de Thanksgiving(Accin de Gracias) se han convertido en otro da de esta comercializado que yano se trata de la familia y el sentimiento de agradecimiento por las bendiciones ennuestras vidas. Yo tengo amigos que se fueron de compras a las 8:00 pm el da de
Accin de Gracias con el n de conseguir esas extraordinarias ofertas revienta-puertas o door-busters. Creo que es muy triste ver en lo que nos estamos convirtiendo y cmo hemos permitidoque el consumismo dicte nuestra conducta y que lo adoptemos como la norma. El n de semanaque viene voy a empezar a decorar mi casa con todos los adornos que he recogido a lo largo delos aos y que han sido cuidadosamente guardados en mi tico. Normalmente me encanta decorarmi casa para las estas, y para tener el autntico estado de nimo, me gusta escuchar msica defondo como gaitas, aguinaldos y villancicos venezolanos. Estas son parte de las tradiciones conlas cuales crec y que nunca me han abandonado. Las he mantenido muy cerca de m puesto queme son muy queridas, y todas ellas forman parte del tejido que he sido y que soy yo. Desde hacealgunos aos ya, he asumido que estas tradiciones moriran conmigo, ya que a mis hijos no lesimporta este tipo de msica ni algunas de las tradiciones. Sin embargo, s disfrutan de la comidaque cocino en Navidad, y ahora s que ambos quieren aprender a cocinarla, y esto me da un granalivio. Pero nada como los das de esta para poner de maniesto emociones que hacen que uno sesienta un poquito melanclico. He empezado a extraar a tantos queridos amigos y familiares, ascomo aquellas Navidades pasadas, y es curioso como nunca apreciamos a las personas y las cosassino hasta que ya no forman parte de nuestras vidas. Es sta la poca ms maravillosa del ao?Para m lo es, y espero que hayan mantenido algunas de esas tradiciones vivas, a n de transmitir-las a los suyos. Is it The MostWondeu Time?As the rst week of December comes to an end, my anxiety level seems to be in check and in
complete control. I didnt shop on Black Friday, I cant stand multitudes, but however, I did manageto get a couple of things on Cyber Monday. Actually, I have received tremendous offers and savings
through online shopping sites, yeah, lucky me. But now, it is time fortraditions and celebrations to take over and hopefully allow that magical
feeling that only comes at this time of the year to take over and ll ourhearts and spirit with joy.
I noticed that every year, specially this one, it seems as though consum-ers are truly being bombarded and pressured with Christmas shopping at
a very early time. This year it was very obvious that Thanksgiving havebecome another commercialized holiday that is no longer about family
and feeling thankful for the blessings in our lives. I had friends that wentshopping at 8:00pm. on Thanksgiving day in order to get those door
buster deals. I think is very sad to see what we are becoming and how we have allowed consumer-ism dictate our behavior and adopt it as the norm. This coming weekend, I will start decorating my
home with all the decorations that I have collected throughout the years and they have been carefullystored away in my attic.
I usually love decorating my home for the holidays and to get in the true mood for it all, I enjoy thesound of music playing in the background, music like the Venezuelan Gaitas, Aguinaldos and Vil-
lancicos. These are part of the traditions that I grew up with and they have never left me. I have keptthem close since they are so dear to me and them all form part of the fabric of who I am and havebeen. For a few years now, I have assumed that these traditions would die with me since my kids
dont care for that kind of music and some of the traditions; however, they do enjoy the food I cookfor Christmas which now I know they both want to learn how to cook them, and that brings to me somuch relief. But nothing like the holidays in order to bring out emotions that make one feel a wee bit
melancholic. Ihave started missing so many of my dear family and friends and those Christmases gone by, andis funny how we never appreciate people and things until they are no longer part of our lives. Is it
the most wonderful time of the year? To me it is, and I hope you have kept some of those traditionsalive in order to pass them on onto yours. I believe that this time of the year is not just about the giftsexchange, it is about family and friends coming together in complete harmony. Dont let the craziness
and expectations that others may have of you get to you.Enjoy the journey and the process of this time of the year!

The Congressional Budget Ofce just announced that President Obamas health-care law will reduce the decit by $84 billion more than previously thought, thanksto the Supreme Courts decision to allow states to opt out of the laws Medicaid
expansion.Those savings may sound nice. But the law doesnt do much to address our coun-trys chief healthcare challenge -- spiraling costs. Health insurance is expensivebecause health care is expensive.The cost of insurance continues to rise faster than ination. Average individualpremiums rose by 8 percent in 2011, according to the Kaiser Family Foundation.Family premiums rose by 9 percent.The Affordable Care Act will make insurance more expensive. The law levies newtaxes on insurers, medical-device rms, and drug-makers that will inevitably bepassed along to consumers as higher prices.New federal mandates are also driving up the cost of coverage. Policies mustcover all sorts of medical procedures -- whether patients want them or not. Thelaw also limits out-of-pocket spending and annual deductibles.The law contains several attempts to rein in costs. But most are unlikely to workas intended.
A prime example is the individual mandate, which requires every American to ob-tain insurance. The mandate has no teeth. The penalty for going without coverageis a lot smaller than the cost of an average insurance policy.
According to the governments Medical Expenditure Panel Survey, annualindividual premiums averaged $4,940 in 2010. Assuming premiums increase at the
historical rate of 6 percent per year, the maximum $695 mandate fee will accountfor just 10 percent of an average premium.So instead of spreading costs across a wider pool, people may pay the ne andwait to buy coverage when they need it. Consequently, those with insurance willgradually become sicker and more costly to insure. As prices for coverage goup, the ne will look more and more attractive. Through this repeating process ofadverse selection, health insurance premiums will rise signicantly.Medicares reimbursement rates for healthcare providers are also driving healthcosts up.Spending in the program is projected to reach $1 trillion by 2022. It will beinsolvent by 2024. As more Americans enroll and Medicares expenses grow, theprimary tool for controlling costs will be reductions in payments to medical provid-ers. The Affordable Care Act will likely slash them by about $575 billion.Providers are concerned about these reductions. Today, physicians treatingMedicare beneciaries receive just 81 percent of the rate that private insurers pay.
According to one survey, physicians top concern is whether theyd be adequatelyreimbursed by Medicare in the future.These worries have caused some doctors to stop seeing Medicare patients. Thisyear, the Texas Medical Association found that 12 percent fewer physicians wereaccepting new Medicare patients.
Seniors wont be the only ones who suffer. Doctors who swallow lower Medicarereimbursements may have to take on additional patients, slash visit times, or
raise prices for those with private insurance. And with Americas population agingquickly, doctors patterns of practice in Medicare are likely to spill over to theirlarger patient pool.It doesnt have to be this way. There are several easy ways to alleviate the costproblems plaguing our healthcare system.Insurance brokers have a critical money-saving role to play as the healthcare lawis implemented. Many individuals and small businesses struggle to nd affordable
coverage on their own. The market is only growing more complicated.A brokers expert counsel can therefore be invaluable. No less an authority thanthe Congressional Budget Ofce reports that brokers generate substantial savingsfor small businesses by nding plans and negotiating premiums. And brokersprovide ongoing assistance to make sure consumers benet from the plans theybuy. In fact, agents often get claims amounting to thousands of dollars paid ontheir clients behalf.Demonstration projects that change the way Medicare reimburses providersshould also be quickly advanced into actual use.Take bundled payments, which link payments for the multiple services patients re-ceive during a single episode of care. This coordinated payment structure providesincentives to deliver healthcare services more efciently.Value-based purchasing represents another way to reduce costs. This approachrewards efciency -- and punishes inefciency and waste -- by holding providersaccountable for the quality and the cost of care that they deliver.
The healthcare laws efforts to improve access to insurance are admirable. Buttheyll be wasted if coverage remains unaffordable. Addressing the systems costdrivers is crucial to preventing that unfortunate outcome.

Everyone agrees that Americas high schools need to do a better job of preparingstudents to be college- and career-ready. But the big problem is, how do we getthem to do that?One state has just come up with a bold solution - and it c ould serve as a model foreducation reform throughout the entire country.California recently passed a law that reduces the weight of standardized testscores for ranking high schools. Now, crucial factors like graduation rates, at-tendance and student advancement will play a larger role in grading the ability ofpublic schools in preparing students to succeed after high schoolThis law is a big step in the right direction -- and it paves the way for other statesto pass similar reforms aimed at preparing students for college and beyond.
Why the change? Since 1999, every California public school has been grantedan Academic Performance Index, or API, score based almost entirely on how its
students fare on a handful of standardized tests. Other states are also similarlyreliant upon test scores to evaluate their schools successes.These scores help determine everything about a schools future -- whether itreceives funding, whether parents can move their children to a better school, evenwhether home values rise or fall. So the pressure to get a high score is enormous.The intention, of course, has been to hold schools accountable for their perfor-mance and to give them incentives to improve. The problem is that the system
puts too much emphasis on tests that dont necessarily predict how well a studentwill actually do after high school. In the end, students were being prepared to suc-ceed on tests while they were in school, not to succeed beyond graduation.Sure enough, a closer look at the numbers reveals that, when based primarilyon these tests, a schools API score can be an unreliable predictor of how wellits students will perform in college. A 2012 study conducted by Education Sectorfound that one school with the relatively high API s core of 778 out of 1,000 hada 91 percent graduation rate but sent just 66 percent of its students to college.Meanwhile, a school with a score of just 698 had a graduation rate of 95 percentand sent 86 percent of its students to college.The APIs true shortcoming is revealed when the scores are applied to schoolswith a high proportion of low-income students. According to our study, three ofthe ve high-poverty schools with the lowest API scores were among the top veoverall in sending their graduates to college. And the school with the lowest APIscore had the highest postsecondary enrollment rate: 79 percent of its graduatesin 2009 went on to a postsecondary institution, 5 percentage points above thestate average.Standardized test scores certainly provide one valid measure of student success.But it is clear that they are not entirely accurate in measuring whether students arereally ready for life after high s chool.
And this problem has serious real-world consequences. Only 25 percent of highschool students taking common college entrance exams in California are deemedcollege- and career-ready. And two out of every ve college students must take re-medial classes for basic s kills before they can qualify for credit-bearing work. Ournations high schools have been failing to provide the requisite tools for studentsbefore sending them out the door.The new law does much to x how California ranks its schools. It ensures that,as of 2016, test scores can count for no more than 60 percent of a schools APIscore, and it says that the state superintendent must add graduation rates andmeasures of college- and career-preparedness to the mix.The reality of todays economy is that students must start preparing for life beyondhigh school from the moment they enter a freshman classroom. Its our job tomake sure that our high schools are helping them do just that.If we want Americas students to arrive at college ready for postsecondary work,then we must improve our countrys systems for evaluating high schools. California
just put forward a great model for reform. What we need now is for the rest of thecountry to follow.

USCIS Develops Tools to Help Foreign Entrepreneurs.Create and
Grow Businesses in the United States
U.S. Citizenship and Immigration Services (USCIS) Director Alejandro Mayorkas marked a signi-
cant milestone for the USCIS Entrepreneurs in Residence (EIR) initiative by launching an online
resource center at the Martin Trust Center for MIT Entrepreneurship in Cambridge, Mass. The
resource center, Entrepreneur Pathways, provides entrepreneurs who seek to s tart a business in the
United States an intuitive way to navigate the immigration process.
Through our innovative Entrepreneurs in Residence initiative, we are working to realize our current
immigration systems full potential to attract and retain startup enterprises that promote innovationand spur job creation in America, said Director Alejandro Mayorkas. The rst phase has already led
to unique improvements in our programs and enabled us to better serve immigrant entrepreneurs.
Launched earlier this year at an Information Summit in Silicon Valley, the EIR initiative draws on
industry expertise to strengthen USCIS policies and practices critical to American economic growth.
The team comprised startup business experts and USCIS immigration experts working collabora-
tively over a short period of time to streamline pathways for a range of existing nonimmigrant visa
categories often used by entrepreneurs.
This initiative is so innovative and progressive. Its all about nding pragmatic solutions, said EIR
team member and Vice President of Strategic and Community Development and Chief Ecosys-
tem Builder at SoftLayer Technologies Paul Ford. USCISs ofcers and leadership clearly want to
deliver quality services to people who want to invest, work and live in the United States. They have
embraced our input and did something with it.
In addition to creating Entrepreneur Pathways, the EIR team: Developed and deployed a training workshop for USCIS employment-based immigration
ofcers that focuses on startup businesses and the environment for early-stage innovations;
Trained a team of specialized immigration ofcers to handle entrepreneur and startup
cases;
Modied Request for Evidence templates for certain nonimmigrant visa categories to
incorporate new types of relevant evidence into the adjudicative process; and
Developed a plan for quarterly engagements with the entrepreneurial community to ensure
that USCIS stays current with industry practices.
To sustain the momentum and build on the teams accomplishments, USCIS extended the EIR
project through April 2013. Among other things, the team will expand its focus to immigrant visa path-
ways that may enable foreign entrepreneurs to start a business in the United States within current
immigration law.

Discover and Uncover Mysteries of Science at the 2013
Hagley Invention Convention
Hagley Museum and Library invites children and their families to the 2013 Invention Convention onSaturday, Sunday, and Monday, January 19, 20, and 21. From 10 a.m. to 4 p.m., youngsters will invent,examine, discover, and uncover the many ways science affects life. Admission, including supplies, is $4per child (4-14), $6 per adult and free for Hagley members and children 3 and under. Use Hagleys BuckRoad East entrance off Route 100.Invention Convention piques the interest of children. They learn to question and seek answers throughexploratory play, says Education Coordinator Jeff Durst.The Create-An-Invention Workshop challenges kids to imagine a creation and, then, build it. Kids con-struct their invention using familiar household items like cereal boxes, paper towel rolls, oatmeal contain-ers, and more. The Hagley Patent Ofce will give these young inventors patents for the inventions they

Acculturation and HIV: The Latino Perspective
This annual event hosted by the Latin American Community Center HIV Prevention Program, ad-
dressed the Latino Culture and HIV, specically the many unique factors that affect this community
when it comes to protecting themselves against HIV.
Sara Grainger, Director of Community Planning and Policy Development, explained that Delawares
AIDS incidence rate ranks 7th in the U.S. The AIDS prevalence rate is 62% greater than the national
average. 3,662 living cases of HIV/AIDS in December 2011, Hispanic are 7% of all HIV/AIDS cases
trough 2011
As Keynote speaker Samuel Morales shared his own story after he spent almost 18 years in and
out of the PA State prison system until he was released in 2000. He got infested with HIV while been
in jail. I used to sell and use drugs in my neighborhood, he said, now I want to help to changes
peoples lives.
This was a successful event according with Marco Ramos, one of the organizers.
Just not forget that, No one is immune to this disease. HIV/AIDS does not discriminate

especcamente sobre los factores particulares que afectan esta comunidad cuando se trata de
protegerse contra el SIDA.

Como orador invitado Samuel Morales comparti su historia de como despus de pasar casi 18
entrando y saliendo de la crcel hasta que sali en el 2000. Mientras estuvo en prisin se infect
de sida. Yo acostumbraba a vender y usar drogas en mi vecindario, dijo, ahora quiero ayudar a
cambiar las vidas de otras personas.
Fue evento exitoso de acuerdo con Marco Ramos, uno de los coordinadores de evento.
Es bueno no olvidar que nadie es inmune a este enfermedad. El sida no discrimina.

unieron a Delaware First Media el lunes 3 de diciembre en la ceremonia ocial para inaugurar la
WDDE 91.1 FM, la primera radio publica de noticias en la historia de Delaware.

WDDE Dedication Day guests included Governor Jack Markell, Attorney General Beau Biden, DSU
President Harry Williams, and Joyce MacDonald, NPR chief of staff and Vice President for Member and
Audience Partnership. Gov. Markell cut the ribbon to dedicate WDDEs headquarters and broadcast
studio, on the campus of DSU in Dover.
We have before us some real institutions in the Delaware media world, said Gov. Markell said, referring
to the WDDE management and staff. I congratulate you on the importance of the mission [and] on the
unbelievable persistence it took to make this happen.
WDDE 91.1 FM went live on August 17, 2012, serving Delaware on air at 91.1 FM, online at WDDE.
org, and on social media.
Today marks the dedication of a dream that was three years in the making, said Delaware First Media

Los restaurantes y otros lugares pblicos cerrados ya no tendrn que hacer esapregunta, desde la aplicacin el 27 de noviembre 2002 de la Ley de Aire Limpio en Interiores de DelawareClean Indoor Air Act (CIAA por sus siglas en ingls). Diez aos despus, la ley sigue intacta y respetada porlos delawarianos y visitantes conscientes con respecto a la salud, adems de ser factor de inspiracin paraalgunos gobiernos locales y jurisdicciones fuera del estado.Delaware fue el segundo estado, despus de California, en aprobar una ley contra el consumo de cigarrillos enlugares de trabajo cerrados y lugares pblicos. El senador David McBride y la senadora Patricia Blevins, juntocon la Representante Deborah Hudson y muchos otros, patrocinaron el proyecto de ley SB 99, que modic el

Smoking or non-smoking?Restaurants and other public indoor places no longer need to ask that question, since the Nov. 27, 2002 imple-
mentation of Delawares Clean Indoor Air Act (CIAA). Ten years later, the law remains untouched, respectedby health-conscious Delawareans and visitors, and inspirational to some local governments and out-of-state
jurisdictions.Delaware was the second state, after California, to pass a law against smoking in indoor workplaces and public
places. Sen. David McBride and Sen. Patricia Blevins, along with Representative Deborah Hudson and manyothers, sponsored Senate Bill 99, which amended Title 16 of the Delaware Code relating to the Clean Indoor
Air Act. Former Governor Ruth Ann Minner signed SB 99 on May 31, 2002, and it became effective six months
later. The law banned indoor smoking at workplaces, healthcare facilities, public and non-public schools, restau-rants, bars, libraries, museums, theaters, auditoriums, casinos, and 75 percent of hotel rooms.
The Clean Indoor Air Act reduces our exposure to secondhand smoke, discourages the social acceptance oftobacco, and leads to less tobacco-related disease and deaths, said Lt. Governor Matt Denn. I hope that more
and more Delawareans will recognize the dangers of smoking and make a real effort to quit.Improving the quality of life for Delawares citizens by promoting healthy people in healthy communities is
one of our Departments core missions, said Rita Landgraf, secretary of the Department of Health and SocialServices. The public indoor smoking ban has led to many positive health benets. Today, we have fewer people
smoking, fewer children and adults taking up smoking, and, most importantly, many lives being extended andsaved. A national study, released just last month, found that in the 33 states and territories with smoke-free laws
there was a signicant reduction in hospitalizations for heart attacks and strokes.It was an honor for me to work on the Clean Indoor Air Act campaign in 2002, said Deb Brown, president and
CEO of the American Lung Association of the Mid-Atlantic. Ten years ago, dealing with tobacco smoke wasjust part of the cost of working in the service industry here in Delaware. Restaurant servers would go home
after their shifts with burning eyes, coughing and reeking of cigarette smoke. And then there were those of usrelegated to the non-smoking sections of our favorite restaurants, dealing with endless whiffs of secondhandsmoke. Thankfully, a group of public health advocates teamed up with concerned citizens and lawmakers to
improve workplace health for all Delawareans. Common sense won out and Delaware stepped into a leadershiprole in the nationwide battle for clean indoor air.
Babies whose mothers were around secondhand smoke during pregnancy are more likely to have lower birthweights, and children who breathe secondhand smoke are more likely to have lung problems, ear infections and
severe asthma. Smoking costs the state of Delaware more than $1 billion annually, according to the 2011 Planfor a Tobacco-free Delaware issued by the IMPACT Delaware Tobacco Prevention Coalition.
Our goal was to promote healthy indoor environments where Delawareans would not be exposed to second-hand smoke and its cancer-causing agents, tar and toxins, said Dr. Karyl Rattay, DPH director. Breathing
secondhand smoke or smoking causes heart disease and increases the risk of cancers of the lung, bladder andpancreas. Heart disease and lung cancer are leading causes of death among Americans.
Cigarette smoking among Delaware adults declined, from 23.2 percent in 2000 to 21.7 percent in 2011, ac-cording to the Delaware Division of Public Healths Behavioral Risk Factor Survey. However, in the period 2004-
2008, the adult cigarette smoking rate was as low as 17.8 percent in 2008.For Delaware residents 18 years and older who want to quit smoking or stop using smokeless tobacco, DPH of-fers a free counseling phone service called the Delaware Quitline. Tobacco users can call the Delaware Quitline
toll-free at 1-866-409-1858 and speak with English or Spanish-speaking counselors who teach how to beattobacco cravings. Smokers younger than 18 years can contact the American Lung Association for the Not on
Tobacco Use (NOT) program.
In 2011, eight municipalities Delaware City, Bethany Beach, Dover, Georgetown, Milton, New Castle, Seafordand Smyrna received AARA grants to establish smoke-free zones. Bethany Beach adopted a smoking ban onits boardwalk and much of its beach in 2008. Lewes Beach and the Rehoboth Boardwalk also became smoke-
free.Since Delaware Health and Social Services declared its state-run facility campuses smoke-free in 2007, all hos-
pitals in Delaware now have smoke-free campuses. Delaware Technical and Community Colleges campusesbecame the rst smoke-free college campuses in the state. Wilmington University campuses statewide went
smoke free on Oct. 29, 2012. Earlier this year in his State of the State address, Gov. Jack Markell announcedthat all state agency campuses would be smoke free as well.
Complaints about indoor smoking violations should be placed to DPH at this toll-free number: 1-800-297-5926.If a smoking violation is found, DPH assesses an administrative penalty ranging from $100 to $1,000, depend-
ing on the frequency of violations.
