P16 AFZAL KHAN IN ISLAMABAD Two suicide bombers blew themselves up outside a 130- year-old church in Pakistan after Sunday Mass, killing at least 78 persons in the dead- liest attack on Christians. The attackers struck the historic white-stone All Saints Church in the north- western city of Peshawar just as hundreds of parishioners streamed out of the building. "I heard two explosions. People started to run. Human remains were strewn all over the church," said an eyewit- ness. Over 120 others were injured in the attack, said City Commissioner Sahibza- da Muhammad Anis, adding that around 600 to 700 per- sons were inside the church at the time of the blasts. Interior Minister Chaudhry Nisar Ali Khan said the death toll of 78 included 34 women and seven children. Bomb Disposal Squad chief Shafqat Malik told mediapersons said the attack was carried out by two sui- cide bombers, who were car- rying around 12 kg explosive in their vests. The body parts of the attackers had been recovered and sent for foren- sic examination, he said. SP (City) Ismail Tariq said the two attackers opened fire at the security guards deployed at the church, killing a guard and injuring the other before entering the premises. The two bombers detonated their explosive- laden vests within an interval of 30 seconds after entering the church. The Taliban-linked mili- tant group TTP Jundullah claimed responsibility for the attack. "They are the enemies of Islam, therefore, we target them," said the group's spokesman, Ahmed Marwat. Christians make up about four per cent of Pakistan's population of 180 million and tend to keep a low-profile. Sunday's attacks could complicate efforts by Prime Minister Nawaz Sharif to engage militants in peace negotiations at a time when roadside bombs, targeted killings and suicide attacks continue unabated. Flaying the attack, Sharif said: "Terrorists have no religion and targeting inno- cent people is against the teachings of Islam and all religions.” He said such cruel acts "reflect the bru- tality and the mindset of the terrorists". He expressed solidarity with Christians. Some residents, enraged at the lack of adequate security at the church, took to the streets immediately after the attack, burning tyres and shouting slogans. Shops were closed in the Kohati Gate area where several other churches are located. "Terrorists have not spared mosques, temples and churches. Please have mercy on us," said a protester. Christians frequently find themselves accused under the controversial blasphemy law in Pakistan . The Kohati Gate area in Peshawar's old quar- ter has witnessed several mil- itant attacks in recent years though none of them targeted Christians. The congested neighbourhood is usually packed with people, mostly women, as the area has sev- eral markets and shopping centres. The NIC, chaired by Prime Minister Manmohan Singh, will deliberate upon steps that allow the Centre to unilateral- ly send in forces in case of rioting and, secondly, find a way to curb the impact of social media in spreading hatred through morphed and falsified pictures and videos besides inflammatory articles. With policing listed a state subject, Central forces can go in only when called by the state government. The pend- ing Communal Violence Bill that is opposed by some states, is likely to be discussed as it allows empowering the Cen- tral Government to send forces unilaterally in case of a communal disturbance. They engaged in fierce fighting with Kenyan soldiers backed by Israeli spe- cial forces who were trying to rescue about 30 hostages and end the bloody siege that entered the second day today. At least 68 persons are now confirmed to have been killed in an ongoing Nairobi shop- ping mall siege, Kenya Red Cross said today, after nine more bodies were recovered. Four Indians, including two women and a girl, were among nearly 200 persons injured in the brazen attack launched by Al-Qaida-linked al-Shabab group yesterday on the part Israeli-owned Westgate centre. There were conflicting reports about the number of militants inside the four-storey mall, with Kenyan Interior Minister Joseph Ole Lenkua saying there were 10 to 15 heavily armed men while some witnesses said they had seen only four men in black, their heads covered in scarves. The Kenyan Government and Western diplomatic sources said the militants were holding about 30 hostages. Helicopters were seen circling overhead and there was a strong military presence in and around the mall. Israeli special forces were today at the scene and working with their Kenyan counterparts in the hostage crisis, Kenyan Government sources were quoted as saying. The residents, how- ever, observed a shutdown demanding removal of a para- military camp in the area. "Curfew was lifted from Shopian town today," a police spokesman said. The spokesman said the situation in the town remained peace- ful with no untoward inci- dent reported so far. A Shopian resident said a shutdown is being observed in the area to press for removal of a paramilitary camp at Gagran where five men, including one suspected mil- itant, were killed earlier this month. It had resulted in widespread clashes, protests and shutdowns. "A meeting of elders was called yesterday evening and also in the afternoon today. But so far there is no consensus on calling off the shutdown," he said. "We have run out of med- icines and baby food. We haven’t even been allowed to mourn the dead," a trader said. The police suspects that one of the four persons killed on September 7 was a Lashkar- e-Toiba militant whom it identified as Abdullah Haroon, a Pakistani national. A police officer said a video clip was recovered from Haroon's phone which showed some weapons — belonging to security forces — that were snatched by militants during two separate shootings. Ending a 57-day-long suspen- sion period, a one-line statement this evening announced the rein- statement of Nagpal who was suspended on July 28, suppos- edly for being instrumental in the demolition of an under-con- struction wall of a mosque with- out following the due process. It is, however, believed that she had to face the wrath of the state government for taking strict action against the politi- cally connected illegal sand mining mafia of western Uttar Pradesh. The matter became so controversial that the state government went on the defensive. Tamil National Alliance (TNA) convincingly trounced the ruling UPFA coalition of President Mahinda Rajapaksa, grabbing 30 of the 38 seats in the province. The 30 seats won by TNA include two bonus seats allocated to the winning party under Sri Lanka's proportional repre- sentation system, according to official results. The ruling UPFA coalition won just seven seats and the Sri Lankan Muslim Congress only one. The TNA defeated the UPFA coalition in all five dis- tricts in the once LTTE bastion. The demand came up at a special meeting of the Sarva Khap Mahapanchayat held here today in the backdrop of the recent honour killing of a runaway couple at Garnawathi village, 8 km from here. Dharmender and Nidhi were allegedly killed by the girl's parents and relatives on Sep- tember 18 after they decided to marry against the wishes of their families. Both had the same gotra and were from the same village. As per the diktat of khap panchayats, marriages within the same village and community are not allowed. The meeting — presided over by Dada Baljit Singh Malik, president of the Malik- Gathwala Khap — was attended by representa- tives of various khaps, including Dhankhar, Jhakhar, Hooda, Kadian, Dahiya and the Rohrai-Panchgama khaps. The meeting, which resolved to express concern and grief over the Garnawathi killings, adopted three reso- lutions to curb such incidents in rural areas of the state. It asked the government to bring in an amendment to the Hindu Marriage Act to restrain couples from the same gotra and the same village from entering into wedlock. The panchayat said the govern- ment must make the amend- ment so that the gotra of the mother and father is avoided at the time of marriage, as this was a social and acceptable norm in the rural and urban society of Jats and most other castes and sub-castes in Haryana and neighbouring states, including Rajasthan, Punjab and Uttar Pradesh. “As soon as the change is promulgated, couples would themselves refrain from such (same gotra, same village) alliances and this would curb honour killings, which have become a blot on society,” said Jasbir Singh Malik, con- venor of the mahapanchayat. Stating that two other reso- lutions were also adopted, he said khaps have asked the government to reintroduce the subject of moral educa- tion at the school and college level and take steps to curb pornography on mobile phones used by the youth.     Heads and representatives ofvarious khap panchayats ofHaryana have asked the Cen-tre to amend the Hindu Mar-riage Act to curb honourkilling in and around the state.

    The demand came up at aspecial meeting of the SarvaKhap Mahapanchayat heldhere today in the backdrop ofthe recent honour killing of arunaway couple at Garnawathivillage, 8 km from here.

    Dharmender and Nidhi wereallegedly killed by the girl'sparents and relatives on Sep-tember 18 after they decided tomarry against the wishes oftheir families. Both had thesame gotra and were from thesame village. As per the diktatof khap panchayats, marriageswithin the same village andcommunity are not allowed.

    The meeting presidedover by Dada Baljit SinghMalik, president of theMalik- Gathwala Khap was attended by representa-tives of various khaps,including Dhankhar, Jhakhar,Hooda, Kadian, Dahiya andthe Rohrai-Panchgamakhaps. The meeting, whichresolved to express concernand grief over the Garnawathikillings, adopted three reso-lutions to curb such incidentsin rural areas of the state.

    It asked the government tobring in an amendment to theHindu Marriage Act to restraincouples from the same gotra

    and the same village fromentering into wedlock. Thepanchayat said the govern-ment must make the amend-ment so that the gotra of themother and father is avoided atthe time of marriage, as thiswas a social and acceptablenorm in the rural and urbansociety of Jats and most othercastes and sub-castes inHaryana and neighbouringstates, including Rajasthan,Punjab and Uttar Pradesh.

    As soon as the change ispromulgated, couples would

    themselves refrain from such(same gotra, same village)alliances and this would curbhonour killings, which havebecome a blot on society,said Jasbir Singh Malik, con-venor of the mahapanchayat.

    Stating that two other reso-lutions were also adopted, hesaid khaps have asked thegovernment to reintroducethe subject of moral educa-tion at the school and collegelevel and take steps to curbpornography on mobilephones used by the youth.

    The new association is tak-ing the Hyderabad-based ITstudents, aspirants andemployees into its fold andwants to increase the repre-sentation of professionalsfrom the Telangana region inthe profession, that is cur-

    rently less than 10 per cent.We have formed this

    association solely for thepurpose of supporting thecause of a separate Telan-gana state.     In the first venture of its kind,the Border Security Force hasestablished a helpline for itspersonnel where any individ-ual can directly approach theapex headquarters with hisperceived grievance withouthaving to go through the hier-archical chain of command.

    The helpline is expectedto mitigate stress levels inthe force where troopshave to undertake long andarduous border guardingduties in remote areasunder difficult climatic andenvironmental conditions.It was set up recently as apilot project at the Head-quarters, Special DirectorGeneral, West, which isresponsible for the man-agement of the Internation-al Border with Pakistanand BSF deployment along

    the Line of Control inJammu and Kashmir.

    BSF sources said in thefirst four months of itsestablishment, the helplinereceived over 200 com-plaints, out of which about90 have been redressed.While the act of making abonafide complaint is notheld against an individual,any false or mala fide com-plaint, of which there havebeen a few instances, isdealt with appropriatelyunder BSF Rules.

    Most complaints pertain toissues concerning sanctionof leave, pay anomalies,nature of duty and workingconditions or transfer. TheBSF is mulling to introducethis concept in other head-quarters. One of the worldslargest border guardingforces in the world, the BSFhas about 2.4 lakh personnelin 186 battalions.

    Rajindra Hospital ill-equipped tohandle suspected dengue cases

    The Rajindra Hospitalauthorities have not botheredto create an isolation wardwith sufficient number ofbeds to control the spread ofdengue. This despite the factthat more than 100 personssuspected to have dengue,who have tested positive inthe NSI Elisa test, have beenbeen admitted at the hospitalin the past few days. Theyjust have three beds in thename of a "dengue ward" andpersons suspected to havedengue are kept at generalwards posing a risk of infec-tion to other patients.

    ures, a total 19 patients havetested positive for dengue sofar in the district but till date, the hospital is not fully equipped to handle such cases.

    Hospital authorities and thedistrict health departmentclaim that a person who testspositive in the NS1 Elisa testis only a suspected case ofdengue. Only if they test pos-itive in the Mac-Elisa test arethey considered to havedengue. However, a part ofthe medical fraternity saysthat anyone diagnosed posi-tive for NS1 Elisa is con-firmed to be infected withdengue. These doctors saidthe hospital was taking amajor risk in keeping suchpatients in general wards

    with other patients and theyshould wait till the reports ofthe Mac Elisa test were made available.

    A doctor, on the conditionof anonymity, said the NS1Elisa test is an antigen test,which detects dengue virusin the initial days of infectionwith over 99 per cent accu-racy. He said though theinfection might not be severebut if such patients were keptin general wards, the chancesof the spread of the disease

    increased manifold. "Ideally,all suspected cases are to bekept in the isolation wardbecause in case a mosquitobites someone after bitingthese patients, he too willget infected. However, thehospital authorities are leastbothered," he said.

    "When there are separateclass IV employees and otherstaff for the isolation ward,why such patients are beingkept in general wards isbeyond my understanding.

    A patient generally needsisolation in the initial daysbecause the Mac Elisa testcomes out to be positive onlyafter a week and if we shiftthe patients to the isolationward after receiving thereport of this test, a lot ofdamage might already havehappened by that time," saidanother doctor.

    However, medical super-intendent of the hospital DrVK Sharda said unlike swineflu, which may spread due tosneezing, cold and cough,dengue is spread only bymosquito bite and so, it wasnot that risky if such patientsare kept in general wards."However, we will still con-sider providing mosquitonets to patients," he said.

    PPCB issues warning to industriesviolating pollution norms

    Many lapses on the part ofthe industry have come to thefore during inspections bythe Punjab Pollution ControlBoard (PPCB) in the last fewdays. The PPCB inspected 33 electroplating industriesof Ludhiana and Jalandharwhich send their effluents toCommon Effluent TreatmentPlant (CETP).

    It was found that only fourindustries out of those inspect-ed were following norms. ThePPCB has warned theseindustries to do the needful orface legal action.

    The inspecting teams wereheaded by senior environ-mental engineers of thePPCB. PPCB chairmanRavinder Singh said the elec-troplating industries of Lud-hiana and Jalandhar hadjoined the common effluenttreatment plant located atLudhiana and operated bythe JRB Technology.

    During the inspection, amajority of industries were found sending theireffluents to the CETPand were having a validagreement with the JRBTechnology, Ludhiana. Insome of the cases, it wasfound that the quantity ofwater consumed and efflu-ents generated did not matchand it is suspected that manyindustries are giving lesseffluents to the JRB Technol-ogy for treatment so as to payless, he said.

    Officials of the raidingteam said many industrieshad not installed water

    meters on their inlets andoutlets of the water tanks tomeasure the quantity ofeffluent being generated.Only one industry could notproduce the agreement withthe JBR Technology, said ateam member.

    Officials said some indus-tries were using flexiblepipes for the supply of waterand in some cases, the leak-ing supply from storagetanks was found going to thesewer unattended.

    In one industry, a 62-KVADG set was found without acanopy. In one industry, theelectroplating tanks were

    found being cleaned by labourers and the sludgefrom the bottom of the tankswas being removed but theowner of the industry couldnot explain where the haz-ardous waste was beingstored. The waste room wasfound to be locked. As pernorms, the sludge is sup-posed to be sent to the TSDF,Nimbuan (Derabassi), amember said.

    The chairman said it isappreciable that industrieshad joined the CETP at Lud-hiana. He said the minor andmajor discrepancies pointedout by the inspecting teamwere due to lack of knowl-edge at the operator's leveland these units were so small that their operatingstaff was found to be lessqualified to maintain the pol-lution control norms.

    These industries wereasked to check the discrepan-cies saying the PPCB wouldhave "zero-tolerance"towards the violations in the future.

    Farmers given tips onproduction of rabi crops

    Punjab Finance MinisterParminder Singh Dhindsatoday said the Central gov-ernment was responsiblefor the poor economic con-dition of the state's farmers.He said due to anti-farmer policies of theCentre, farmers were under debt and were com-mitting suicides.

    Dhindsa said this at thefarmers training camporganised by the agricul-ture department here.

    The camp was aimed atgiving technical knowledgeabout production of rabicrops to farmers.

    Hundreds of farmers fromvarious parts of the districtparticipated in the camp.

    Dhindsa, who was thechief guest on the occa-sion, said the Centre was

    responsible for the meagreincrease in the minimumsupport price (MSP) ofpaddy and wheat cropsevery year.

    He said on the other hand,the state government wasdoing a lot for the farmers.Giving an example, he said the electricity billsof tube well motors offarmers worth Rs 6,000crore were being paidevery year by the state government.

    State Agriculture DirectorDr Mangal Singh said thestate government had madeelaborate arrangements forprovision of fertilisers,seeds and insecticides forrabi crops. He appealed tofarmers to participate insuch camps.

    Sangrur Chief AgricultureOfficer Dr Rajinder SinghSohi said during the rabiseason, efforts were being

    made to sow wheat on 2,84,000 hectares of land, mustard on 2,000hectares of land and barleyon 2,000 hectares of land inthe district.

    He said Sangrur districtcontributed 11.5 per cent inthe paddy production andnine per cent in the wheatproduction of the state.

    Additional Deputy Com-missioner Pritam SinghJohal appealed to farmersto not burn paddy straw as as it weakened the production strength of the land and increasedair pollution.

    During the technical ses-sion, experts from PunjabAgriculture University,Ludhiana, gave tips andknowledge about agricul-ture-related aspects. Vari-ous stalls were put up aspart of an agriculture exhi-bition in the camp.

    25,975 anganwari centres beingrun from gurdwaras, temples

    Over five lakh children upto three years of age arebeing taken care of byworkers in anganwarischools in Punjab. Howev-er, except 680 buildings,about 25,975 anganwaricentres in the state are beingoperated from gurdwaras,temples, houses, vacantplots and buildings.

    Despite making efforts toget proper buildings, Aan-ganwari workers have failedto get most of their demandsmet by the government.

    The president of the angan-wari workers in the state,Usha Rani, said, "About56,000 workers and helperswere taking care of over 5lakh children in 26,656anganwari centres. However,the state of affairs at thesecentres is pathetic. There areno proper buildings wherethese children can be takencare of. In most of the dis-tricts, we are operating fromlocal gurdwaras, temples,dharamshalas, vacant build-ings, etc. Each centre has anaverage of 20 children. Itbecomes difficult to run thecentres from religious andother places."

    Besides, she said, theamount of feed provided bythe government was too lowfor proper nourishment ofchildren. She said the diet ofeach child was taken care offrom 5 gm of powdered milkand 5 gm of ghee each day."On two days, the childrenget panjiri, two days por-ridge and two days, they aregiven kheer. When there isscarcity of powdered milk,the children are served salt-ed rice or halwa," she said,adding that initially, the workof Aanganwari workers wasrestricted to feeding the chil-dren, maintaining their vac-cination record and taking

    care of pregnant and lactat-ing mothers.

    "Now, the government hasstarted exploiting workersby asking them to also gen-erate awareness among ado-lescent girls under theKishori Shakti Yojna, takecare of children and preg-nant women and do surveysfor census, Atta Dal Schemeetc," said Subhash Rani, ananganwari worker.

    The workers are paid amonthly honorarium of Rs4,600 (Rs 3,000 by the Cen-tre and Rs 1,600 by the state)while the helpers get Rs 2,300(Rs 1,500 by the Centre andRs 800 by the state)

    With the Punjab governorpromulgating the PropertyTax ordinance, residents ofthe Bathinda city will have toshell out more in the form ofproperty tax.

    Simplifying the property taxcollection system, the city hasbeen divided into eight zonesand the work to digitise the dataof all eight zones on the Geo-graphical Information System(GIS) is underway. The workon computerising data of firstfive zones is near completionwhile the digitisation of data ofthe remaining three zones willbe completed by October15.Municipal CommissionerUma Shankar Gupta said the

    company outsourced the GISwork would submit the reportof the first five zones on Octo-ber 5 while the report of theremaining zones will be sub-mitted on October 15.

    The digitised data has beenphysically verified too.Teams of the Municipal Cor-poration, Bathinda (MCB),randomly visited the proper-ties mentioned in the GISdata to verify the veracity ofthe data fed. The teams foundthe data satisfactory.

    "As soon as the digitisationof records is completed, theproperties will be assignedunique identification numbersthat will be linked with thewater supply, sewerage andother civic services. It meanswe will have a consolidateddata of all the properties in the

    city, which will also be helpfulfor the revenue departmentand banks," the MunicipalCommissioner added.

    The property tax will beapplicable to the owners ofland, rented accommoda-tions and plots besides thedwellers of 'kachcha' houses. The tax will be applicable from April2013 onwards.

    Those who have paidhouse tax on commercialproperties by Septemberthis year, need not pay it.

    While the ordinance men-tions that those who payproperty tax before Sep-tember 30 will get 10 percent rebate, the MunicipalCommissioner said thedeadline might be extendedto November.

    Of the 13 Lok Sabha seats,the BJP has been contestingthree, Gurdaspur, Amritsarand Hoshiarpur, while itscoalition partner SAD theremaining 10. Party insiderssaid at informal meetings ofSAD and BJP leaders, theswapping of Hoshiarpur(reserve) Lok Sabha seatwith Jalandhar (reserve) andAmritsar with Ludhiana hadbeen discussed. But, therehad been no progressbeyond informal talks. Inthe previous parliamentaryelections, the BJPs candi-date had lost in Hoshiarpurand the SADs in Jalandhar.

    Some senior leaders ofthe party are also likely todiscuss swapping of portfo-lios of certain BJP minis-ters as they are reportedlynot happy with their per-formance.

    Development works invarious towns and cities andthe exorbitant price of sandand gravel will also be takenup. Owing to paucity of

    funds, development worksin urban areas have suf-fered. Already, the issue ofdevelopment in Amritsar isat the centre stage of thestate politics. As the portfo-lio of the local bodies iswith the BJP, the develop-ment of cities and towns isits responsibility.

    Prices of sand and gravelhave risen significantly dur-ing the SAD-BJP rule. Sincethe portfolio of sand miningis with the BJP, it is account-able for the irrational rise inthe prices of mining miner-als. What strategy the BJPshould adopt to counteropponents on this issue is

    likely to be discussed.Growing nepotism, whichwas never a hallmark of theparty, in the partys stateunit will also come up at themeeting. Three members ofa family of Amritsar havebeen given positions by theparty. Likewise, three mem-bers of a family ofHoshiarpur have been givenimportant positions.Besides, there is resentmentamong party ranks over theappointment of certain lead-ers, who were defeated inthe assembly elections, onimportant posts.

    There are other issuesrelated to the party. Certain

    leaders, who otherwise havea mass base in their respec-tive areas, have virtuallywithdrawn from partysmainstream activities.

    Navjot Singh Sidhu, whohas won the Lok Sabha elec-tions three times in a row,has already been saying thatcertain BJP leaders havebeen working in tandemwith SAD leaders to politi-cally extinguish him. Hestayed away from all partyplatforms for severalmonths due to this reason.There are reports that likeSidhu, some BJP leadershave also been regularlyneedling Manoranjan Kalia,

    a popular leader in Jaland-har, and Avinash Rai Khan-na, another popular leader inHoshiarpur, by giving lever-age to their opponents.

    The other issue is of takingcredit for various works bythe SAD leadership. BJPleaders have been complain-ing that the SAD movesquickly to take credit ofimportant policy decisions.For instance, for the industri-al policy, the entire credit wastaken by the SAD leadership.On policy decisions for urbandevelopment, certain BJPleaders have been saying thatthe credit is being taken by theSAD top brass.

    The 30-bed Gurdaspurdistrict de-addiction centrefinds itself trappedbetween the devil and thedeep blue sea. It cannot sayno to addicts coming fortreatment yet it has nospace for accommodatinglarge numbers.

    Last week, BSF DeputyInspector-General (DIG)NK Mishra and GurdaspurSenior Superintendent ofPolice (SSP) SS Gill visitedthe centre.

    Project Director RomeshMahajan was quick to pointout to the officers the lackof space and infrastructureat the centre. If the numberof addicts continues to rise,we may have to request theBSF to provide us tents. Weare fighting a battle whichwe may ultimately lose. Ifthis happens, the police

    drive may come to naught,said Mahajan. However, thePathankot Senior Superin-tendent of Police said therewould be no laxity in itsdrive against peddlers.

    Sources say the prices ofopium and poppy husk havezoomed ever since the drivewas launched.

    Punjab Pradesh CongressCommittee (PPCC) chief Par-tap Singh Bajwa has said theparty was open to an alliancewith like-minded units thatwanted to defeat the SAD-BJPcoalition in the next parlia-mentary elections.

    Bajwa was in Guruharsahaitoday to attend the bhog cer-emony of Baba Amolak Singhof Dera Bhajangarh in GolukeMor. He said the ruling coali-tion did not deserve to be inpower as 60 per cent of thevotes had been polled againstboth the parties in the lastassembly poll.

    All anti-Badal forces shouldcome together for the welfareof Punjab, which is on theverge of ruin under the SAD-BJP combines rule, he said.

    With Sangat Darshan becom-ing an integral part of runningthe state government, Akalileaders are using the exerciseto marginalise Congress-con-trolled panchayats by denyingthem direct funds. Instead,money is being given to gov-ernment departments to exe-cute developmental works inthese villages.

    Rules permit the Chief Min-

    ister to give an amount of Rs10 lakh directly to panchay-ats. Anything above this hasto be given to governmentdepartments, like the PWD(B&R) and Rural Develop-ment, for executing works. Inthis way, it is being ensuredthat Congress-led sarpanchesdont take credit for worksinitiated in their villages.

    While drawing up lists ofpanchayats to whom favoursare to be granted, SAD halqa(area) heads ask district offi-cials to keep such villages

    out of the purview of SangatDarshan proceedings.

    If a Congress-led panchay-

    at does make an appearance atthe Sangat Darshan, it isensured that it is granted more

    than Rs 10 lakh so that worksin the village are initiated bygovernment departments andthe sarpanch, who belongs tothe Opposition, does not takeany credit.

    The sale of liquor in Punjabis at an all-time high withalmost all the districts record-ing an increase in sales ascompared to the correspon-ding period last year.

    Already battling drug abusemenace, the high liquor sale isby no means a good sign forPunjab. The high prices of thecommodity, which have beenconstantly heading north, too

    have failed to deter its sale.The development has onlymeant maximum profits forthe liquor mafia.

    With the liquor prices goingup in Chandigarh too, thesmuggling to Punjab has gonedown, thus contributing to therise in its sale in the state.

    In the first four months of the2013-14 fiscal, the state gov-ernment has gathered Rs1,154.71 crore revenue fromthe liquor trade (till July 30).The Excise Department ishopeful of surpassing theannual target of Rs 4,020crore. The revenue stood at Rs1,406 crore in 2002-03, Rs2,000 crore in 2009-10 and Rs3,410 crore in the last fiscal.

    Punjab has already sold over

    1.28 crore proof litres of IMFL(Indian-made foreign liquor),over three crore proof litres oflocal liquor and 1.09 crorebulk litres of beer till July 30.

    With the marriage seasonround the corner and the win-ter approaching, the sales areset to increase further, said asenior excise official. Liquorfrom Chandigarh was earliersmuggled into Punjab but theactivity has seen a decline afterthe prices were hiked in theUnion Territory. As such, thePunjab liquor lobby is laugh-ing its way to the bank, hesaid. With the liquor tradeturning out to be a money-spinner, there has been a madrush to get into the business.Fifteen distilleries are already

    operating in Punjab and appli-cations for seven more arepending at various stages.

    In 2005-06, Punjab hadeight distilleries and theircount was 11 two years ago.The bottling plants have goneup from 16 to 21. Punjab alsohas two brewery units.

    The love for liquor can begauged from the fact that in thelast fiscal, Punjab, having apopulation of little less thanthree crore, consumed about29 crore bottles.

    On an average, Bacchuslovers in Punjab guzzle over7.5 crore bottles of beer perannum, which means the statesells roughly 5 crore bulk litresof beer. Given the currenttrend, the figures for this year

    might throw up surprises whenthe excise fiscal comes to anend on March 31, 2014.

    While the excise collectionfrom liquor has gone up byaround 18 per cent as com-pared to the last fiscal, therates of almost all brands areup by 35 per cent.

    Ludhiana has emerged thefrontrunner when it comes tothe sale of IMFL with 15.5lakh cases being sold already,besides 20.66 lakh bulk litresof beer. Jalandhar is not farbehind, seeing sale of 17.64lakh boxes of IMFL, 21.30lakh boxes of local-madeliquor and over 6.09 lakh bulklitres of beer. Sangrur tops inthe sale in local-made liquor(26.23 lakh boxes).

    Jalandhar-based HindustanTimes principal correspondentJasdeep Malhotra (42) waskilled and Pathankot SeniorSuperintendent of Police (SSP)Surinder Kumar Kalia injuredwhen the car in which theywere travelling rammed into atree near Milwan village, 22km from Pathankot, this after-noon when the driver tried toovertake a trailer. The SSP,who has been admitted to For-tis in Mohali, is out of danger.

    The condition of driver BuaSingh is stated to be serious.The gunman accompanyingthe SSPsuffered injuries whichthe doctors said were not ofserious nature.

    Eyewitnesses said the caroverturned thrice after it hit thetree. They claimed that thedriver lost control of the vehi-cle while trying to overtake atrailer. Malhotra, who is sur-vived by his wife, daughter andson, died on the spot.

    A profusely bleeding SSPwas pulled out of the wreckageby onlookers and the securitypersonnel in the pilot vehicle.He was admitted to RaaviSadan Hospital in Pathankotwhere an MRI scan revealedbroken ribs. The SSPs driverand gunman were admitted tothe same hospital.

    Pathankot Deputy Commis-sioner Siben C visited the offi-cer in hospital as did Inspector-General of Police (Border) Ish-war Chander before he wasshifted to Fortis in Mohali.

    A senior police officer saidMalhotra, who was on his wayto Pathankot on an assign-ment, rang up the SSPas he leftJalandhar in a private taxi.

    The SSPtold him that he toowas on his way to Pathankotfrom Jalandhar. The two decid-ed to meet at Bhogpur, 20 kmfrom Jalandhar. Malhotra sat

    with the SSP in his official carwhile the taxi he had hiredtrailed him. A case has beenregistered at the Indora Policestation in Himachal Pradesh.

    In order to check fraudulentpractices, Punjab is all set tointroduce e-stamping in aphased manner. Stamp ven-dors will continue to selllower denomination stamppapers. The new Stamp DutyAdministration System hasbeen accepted in principle fol-lowing a representation byStock Holding Corporationof India Limited (SHCIL),the central record-keepingagency (CRA), last week.

    Talking to The Tribune,Financial Commissioner(Revenue) NS Kang said thenew system was likely to getthe nod shortly. Stamp ven-dors will now work as gov-ernment authorised collec-tion centres (ACCs), heexplained.

    The system is already oper-ational in Gujarat, Karnataka,Delhi, Assam, Tamil Nadu,Rajasthan, Himachal Pradesh,Uttarakhand, Dadra Nagar andHaveli, and Diu, Puducherryand Uttar Pradesh.

    It entails electronic paymentof stamp duty, web-based data

    storage system and online ver-ification facility. One of thegreatest benefits of the technol-ogy-aided facility is online ver-ification through a bar-codedsecurity system.

    Official sources claimed thate-stamp certificate could notbe tampered with. Its authen-ticity could be checkedthrough the inquiry moduleand each such certificate had aunique identification number.

    E-stamping is an effectivemechanism against bogus orfalse shortage of stamppapers. Very often, it was dif-ficult to procure stamp papersof the exact denomination, asenior official said.

    Decoding 2010: The yearthat remains an enigma

    THE year 2010 stillremains an enigma.The truth of thisyear is yet to come

    out though an underlined factis that it is etched in thememories of all those wholost their near and dear onesin the public unrest. They areaware about the incendiaryfocal point that marked thebeginning of 2010.

    As of today, there are gorymemories of 2010 that hauntpeople all across the Valley.The memories of that year aresitting in garlanded frameson the mantelpiece of housesof youths killed in streetprotests. For them, it was thekilling of 17-year-old TufailMattoo in Rajouri Kadal indowntown Srinagar in Junethat added fuel to the fire andthe protests raged on andspread across the Kashmirvalley. The year redefined thenature and complexion ofprotests, from guns to stones.

    That was the time whenthe politically ambitious peo-ple within the ruling Nation-al Conference and its allyCongress sought to fulfilltheir ambitions. But the Con-gress high command, and inparticular Rahul Gandhi,stood behind Chief MinisterOmar Abdullah and derailedthe ambitions of the likes ofJammu and Kashmir PradeshCongress Committee chiefSaifuddin Soz and a coupleof ministers from withinOmars own party who want-ed to crown themselves asthe Chief Minister.

    In January 2010, a newkind of resistance (stone-throwing) started with thekilling of a youth, who wascrushed to death by a CRPFvehicle. Some equated itwith Palestinian intifada(uprising). Protesters defiedcurfew, pelted security per-sonnel with stones and invit-ed bullets. They burnt state

    property, injured securitypersonnel and there appearedto be no end in sight.

    Omar Abdullah was shut-tling between Srinagar andDelhi and was being lectured(by the then Union HomeMinister P Chidambaram) tovisit his people, interact withthem. Omar, angry with theway things were happeningand the way he was beingsermonised, blamed the Armyfor being the prosecutor andthe judge in the case of analleged fake encounter inwhich Army men had alleged-ly shot dead three civiliansnear the Line of Control(LoC) in April 2010. Thecivilians were dubbed as infil-trators from across the bor-derline, which they were not.They were job seekers from avillage near Sopore in northKashmir. They were killed inMachil close to the LoC.

    There were other facts toowhich had started the troublein the streets: one was thekilling of 13-year-old boyWamiq Farooq on January31, 2010, followed by thekilling of Zahid Farooq inFebruary that year. All thishad a ripple effect on thestreet protests. The protestsagainst the Machil encounterhad erupted in north Kashmirand subsided. Rather thoseprotests had become a sidestory as the Kashmir valleyhad started celebrating Kash-mirs Shah Faesals firstposition in the civil servicesexamination. He was felici-tated by all from Prime

    Minister Manmohan Singhto then DGP Kuldeep Khoda.The killing of Tufail Mattoowas the turning point andthe matters slipped out ofhand. The state government,among other things, made aplea for more forces to dealwith the protests. The Centreobliged him.
