    On a day when External Affairs Minister Sushma

    Swaraj made a strong pitchfor resuming dialogue with

    Pakistan, a Hurriyat delega-

    tion met Pakistan High Com-missioner Abdul Basit here.

    The meeting was to primari-ly discuss the resumption of 

    dialogue between India andPakistan and also to convey

    the message to Basit to main-tain a consistent policy on

    Kashmir. This message wasdelivered by the Hurriyat

    delegation on behalf of itschief Syed Ali Geelani.

    It cannot be lost on anyonethat this will be a setback tothe goodwill earned just a

    few days ago in Islamabad.India has consistently main-

    tained that the Hurriyatcannot be treated as a third

    party to the talks and thatKashmir is a bilateral issue

     which needs to be sorted outbetween India and Pak-

    istan. The Pakistan envoyby holding this meeting

    today and raising the “K”

    card has attempted to bringthe spotlight back on Kash-

    mir in the Indo-Pak dia-logue. Swaraj, in her Parlia-

    ment statement today, trieddoing just the opposite.

    Hours after their meeting,the All Parties Hurriyat Con-

    ference (APHC) issued a

    press statement in Srinagar which said: “A delegationsent by chairman Syed Ali

    Geelani today held a detailedmeeting for one-and-a-half 

    hours with Basit.”“They also discussed the

    Kashmir policy,” APHCspokesman Ayaz Akbar said.

    “The APHC delegation

    handed them a message of Geelani that Pakistanshould continue to maintain

    consistency and firmnessover its Kashmir policy and

    play an active role in high-lighting the human rights

     violations committed byIndian forces in Jammu &

    Kashmir on the internation-

    fishing boat last year.“Procedure of General

    Court Martial Proceedingshas been completed. He has

    being dismissed from serv-ice,” a senior Coast Guard

    official said.He was facing court mar-

    tial proceedings from Sep-tember after being indicted

    by a Board of Inquiry. The

    proceedings were conductedby a panel of senior DIG

    (Deputy Inspector General)rank officers.

    On the eve of New Year lastyear, a Pakistani fishing boat

    said to be carrying explo-sives was intercepted by the

    Indian Coast Guard off theGujarat coast, but the vessel

    exploded and caught firebefore sinking along with

    four occupants.Defence Minister

    Manohar Parrikar had saidthe “circumstantial evi-

    dence” indicated that thePakistani boat had suspect-

    ed terror links.

    Dismissing claims that theoccupants of boat were

    smugglers, the minister hadsaid he would classify them

    as “suspected or possibleterrorists” since they had

    committed suicide afterbeing intercepted and added

    that they were in touch withPakistani maritime officials,

    In a rare exception, an active-duty Sikh combat soldier in

    the US Army has reportedly

    been granted a temporaryreligious accommodation

    that allows him to grow hisbeard and wear a turban.

    Captain Simratpal Singh,27, had to cut his hair on his

    first day at the United StatesMilitary Academy at West

    Point nearly 10 years agosince the Army would not

    allow a soldier with long hairor a beard, a report in the

    New York Times said.

    Last week, however, the Army finally granted Singh,

     who led a platoon of combatengineers who cleared road-

    side bombs in Afghanistanand was awarded the Bronze

    Star, a religious accommoda-tion under which he is

    allowed to grow his beardand wrap his hair in a turban.

    "It is wonderful. I had beenliving a double life, wearing a

    turban only at home," he toldthe Times. "My two worlds

    have finally come backtogether. A true Sikh is sup-

    posed to stand out, so he candefend those who cannot

    defend themselves," he said,adding that he was prepared

    to sue if the accommodation was not made permanent.

    The two recent incidents of alleged attacks on Dalits in

    Punjab today reverberated

    in Parliament with the Con-gress and BSP demanding

    the dismissal of the SAD-BJP government.

    The heinous incident of chopping off arms and feet of 

    a Dalit worker at a farmhouseof an Akali Dal leader in Abo-

    har and crushing of a younggirl under a SAD leader’s

    bus at Lambi, led to repeatedadjournments of the House

    through the day.Leader of the Opposition in

    the Rajya Sabha Ghulam

    Nabi Azad said these inci-dents showed the prevalence

    of “jungle raaj” in Punjab. Hesaid what was happening was

     worse than terrorism andthere was no law and order in

    the state. "The state govern-ment should be dismissed...

     we are not just demandingaction (against the accused),

     we are talking about dismissal

    of the government,” he said.BSP chief Mayawati criti-

    cised the SAD-BJP coalitiongovernment for its “inabili-

    ty” to prevent atrocities onDalits. The incidents were

    both "painful and shameful",she said blaming the liquor

    mafia for the Abohar inci-

    dent where the limbs of aDalit worker were choppedoff “as part of a conspiracy”.

    “The Union Government

    should intervene. The stategovernment should be dis-

    In one of the biggest recovery

    proceedings ever against adefaulter for illegal mobilisa-

    tion of public funds, the Secu-

    rities and Exchange Board of India (SEBI) today issued an

    order attaching the assets of PACL Ltd, also known as

    Pearls Agro, and its promot-ers and directors for its failure

    to refund nearly ~60,000 croreto more than 5 crore investors.

    In its order issued today,SEBI said PACL had raised

    ~49,100 crore from nearly 5crore investors that it was

    asked to refund along with

    promised returns, interest pay-out and other charges, which

    take the total amount due tomore than ~55,000 crore. SEBI

    has attached all bank anddemat accounts and mutual

    funds folios of the defaulters with immediate effect.

    PACL was operatingschemes where money was

    pooled in from investors who were promised a return.

    SEBI had earlier rejected the

    claim by PACL that it wasmore of a land developer.

    SEBI did not find merit inthe arguments and said no

    transfer of property took place.The recovery proceedings

    have been initiated againstPACL Ltd, as also its promot-

    The management of theUAE gurdwara, where an

    amended ‘ardas’ was recit-ed recently, today apolo-

    gised to the Akal Takht.Surjit Singh, president

    of Awir Gurdwara Sahib,

    Dubai, emailed the clarifi-cation and the apology to

    the Akal Takht, adding theblunder was committed in

    his absence.

    The matter was discussedat a meeting of the Takht

    heads at the Akal TakhtSecretariat today. Several

    intellectuals were also

    invited to the meeting todeliberate over the issue.

    Later, the Takht headsdecided to place the matter

    under consideration. Thefinal call will be taken in

    the next meeting.

    Friday evening, was not

    the first one to have beeninvolved in an accident

     with the transpor t firm’s vehicle. A few residen ts of 

    Channu village have been

    injured in mishaps involv-ing New Deep buses.

     Village residents allegedover two months ago, a boy

    of their village fracturedhis leg in a road mishap.

    “A surgery was done and

    doctors placed a rod in hisleg, which cost him a lot of 

    money. But he was paid acompensation of only Rs

    10,000. Since then, he is

    unable to walk normally.However, New Deep Trans-

    port Company gave him a job in the com pany later,”

    alleged a resident.Some village residents

    also alleged, “Around 18-19

    years ago, a youth was

    crushed under a New DeepTransport bus. Though the

    aggrieved family was

    promised a relief of Rs 2lakh, they were not given

    even a single penny.”On a New Deep Trans-

    ple make such accusa-tions after every unfortu-

    nate incident. Why don’tthey complain to us whenthey notice a bus being

    Channu mishap: SAD leaders’ buses have a free run on roads

    Buses change route

    After a New Deep Transportbus was allegedly torchedby a mob on Friday night,

    company buses travelling between Gidderbaha andLambi have changed theirroute. “Not even a singleNew Deep bus passedthrough Channu villageafter the incident. Theyhave opted for anotherroute,” said a resident of Channu village, preferring anonymity.

    but politicians also complain of the rashly driven buses report-

    edly belonging to SAD leaders.

    Pawan Kumar Jain, president of BJP Sardulgarh unit, along

     with his relatives, got injured when a Jujhar Transport Bus

    allegedly hit their car on July 19.

    Their car fell into a dry drain onTalwandi Bhai and Mudki Road

    in Ferozepur. Jujhar TransportCompany is owned by Deputy

    Chief Minister Sukhbir Badal’sconfidant Gurdip Singh. He

    also runs the Fastway Cable

    Network in the state.The state has about 5,000

    private buses with over 70 percent of these owned directly

    or indirectly by politicians.

    Nearly 2,500 buses are run bythe Punjab Roadways and the

    PRTC. The Ferozepur policerecorded their statements

    after Jain filed a complaint with the State Human RightsCommission on October 21.

    “I ran from pillar to post to

    get a complaint registered

    against the bus driver whohit our car. The bus

    remained under the posses-sion of the local police for

    two days, but in vain.”

    Jain said others who gotinjured in the mishap were

    Dipasu Jain, Ramesh Jain,Lakhwinder Singh, Jaswant

    Singh and Rajinder Singh.

    Ferozepur SSP HardyalMann wasn't aware of any

    such case. However, HardevSingh, ASI, in charge, Mud-

    ki police station, said theycould not record the vic-tims' statements as they

    couldn't find them.

    for the party rally in Bathinda.Instructions have been

    issued to lower-rung policemennot to allow people wearing

    “black socks, shirts and tur-

    bans” into the venue to quellanti-government protests.

    Sources say around 500policemen in civvies will be

    present inside the venue to pre-

     vent people from raising “anti-government slogans”. Addi-

    tional forces have beensummoned from Mohali, San-

    grur and Barnala, while thepolicemen from Nawanshahr

    have been kept on standby.

    “Metal detectors have beeninstalled at over two dozen entry

    exit gates to ensure those comingfor the rally are not harassed,”

    said sources. More than 1,800policemen have been deputed

    for traffic duty in the town.

    High Court has made it clearthat it was imperative for

    authorities concerned to con-sider claims of 1984 anti-Sikh

    riot victims in a time-boundmanner, if benefit under the

    government policies has not

    been granted to them.This comes on a petition

    filed by Sat Pal Singhagainst Punjab and other

    respondents. In his petition

    before the Bench of JusticeSurya Kant and Justice Hari

    Pal Verma, Sat Pal Singh hadsought directions to the

    respondents for allotment of 

    a booth site to him on theplea that he was a riot victim.

     Appearing before the Bench,

    his counsel added the peti-tioner was entitled to suchallotment under various gov-

    ernment polices.

    Taking up the matter, theBench referred to High

    Court decisions in the case of Kuljit Singh and others ver-

    sus Punjab and another; and

    The Greater Mohali AreaDevelopment Authority ver-

    sus Kuljit Singh and others.“Needless to say that firstly

    the respondent-authorities

    are required to determine

     whether the petitioner is a

    bona fide riot-affected per-

    son and whether any redcard has been issued to him

    in recognition of such status?“The second issue that

     would arise for determina-

    tion is whether any suchbenefit — allotment of resi-

    dential or commercial site— has been extended to the

    petitioner or his family at a

    concession in accordance with the government poli-

    cies they being the riot-

    affected person?“Suffice to observe that if the petitioner is a riot victim

    and no benefit under the gov-

    ernment policies, referred toby this court in the decisions,

    has been granted to him, it isimperative upon the authori-

    ties to consider such claim in

    a time-bound manner,” theBench added.

    Disposing of the writ peti-tion, the Bench directed to

    Mohali Deputy Commission-

    er to determine the petition-

    er’s entitlement in the light

    of the decisions before tak-

    ing an appropriate decisionin accordance with law and

    government policies. For thepurpose, the High Court set

    a four-month deadline.

    Nearly three decades afterthen Prime Minister Indira

    Gandhi’s assassination ledto riots, the High Court had

    earlier made divisional

    commissioner of each dis-trict responsible for decid-

    ing claim cases and ordered

    the constitution of a com-mittee to decide appeals.

    Disposing of a bunch of petitions filed by the riot vic-

    tims, the High Court saidthe committee would decide

    appeals of victims unsatis-fied with the Divisional

    Commissioners’ decision.

    The committee would beheaded by Financial Com-

    missioner (Revenue), and will have as its members

     wara on January 21 this year when he was being taken to a

    students of medical, dental,pharmacology, physiothera-

    py and nursing colleges, affil-

    iated to the Baba Farid Uni- versity of Health Sciences

    (BFUHS), will soon go digital.The BFUHS has decided to

    introduce a digital examina-tion system to check paper

    leaks and tampering with

    answersheets. According tothe new system, question

    papers will be e-transferredto examination centres min-

    utes before the start of 

    examinations.The e-transfer of 

    question papersand digital evalua-

    tion will help curb

    paper leaks andtampering with answer

    scripts, said Raj Bahadur,

     Vice-Chancellor, BFUHS.The BFUHS will be thefirst medical university in

    North and the second in the

    country to implement thesystem of digital evaluation

    of answersheets. The RajivGandhi University of Health

    Sciences (RGUHS) in Kar-

    nataka, the first medical uni- versity in the country to

    implement this system, hasroped an agency to provide

    technological support for the

    digital examination system.

    Sources in theBFUHS said under

    the new system,answer scripts would be

    scanned by the software

    provider and uploaded onthe system for evaluation on

    the same day after the exam.

     According to the new sys-tem, every answer script will be allotted a barcode, an

    optical machine-readable

    representation of the rollnumber, so that the evalua-

    tor cannot identify the stu-dent, they said.

     While every answer scripts

     will undergoes evaluation with two evaluators, but a

    third evaluator will come in if the difference of marks

    awarded by the two evaluators

    is of more than 15 marks.

    The Punjab Governmenthas communicated its in-

    approval to the Ministry of Power (MoP) to join Ujwal

    Discom Assurance Yojana(UDAY) for financial

    restructuring of the state

    power corporation. The gov-ernment had earlier turned

    down two bailout packagesoffered by the Centre in the

    past 13 years to rescue pow-

    er distributions companiesof the heavy debt burden.

    The Centre had recentlycleared a rescue plan for

    loss-making state electrici-

    ty distribution companies(discoms) under UDAY and

    the state had stepped for- ward to accept the same to

    tackle the rising debt of state power utilities.

    Sources said Punjab was

    the seventh state to accept

    the bailout package. While remedies suggested

    in the package would be dif-

    ficult for the state govern-

    ment to implement in view of the Assembly elections

    scheduled in 2017 since itinvolves increasing power

    tariffs, the government still

     went ahead and accepted

    the scheme in view of therising debts, which report-edly stood at Rs 19,809 crore

    last year.

    Under the plan, the state will have to take over 75 per

    cent of the debts of the pow-er corporation in the next

    two years, with 50 per cent

    by the end of March 2016.

    The cost of the takeover willnot be factored in for thestates’ Fiscal Responsibili-

    ty and Budget Management

    (FRBM) limits for the cur-rent fiscal and the next.

    The state will have thefacility of a concessional

    interest rate of about 9 per

    cent in servicing the loans,compared to the present 13-

    14 per cent interest rate on

    outstanding debt. The state will issue bonds at 0.5 per

    cent to generate additionalfunds.

    Sources said billing effi-ciency in Punjab was

    around 83 per cent, revenue

    collection efficiency 99 percent and Aggregate Techni-

    cal and Commercial (AT&C)losses around 18 per cent.

    In case the state is able to

    bring down AT&C losses to10 per cent by 2018-19, the

    saving would be around Rs2,500 crore.

    The sources said besides

    improving the financialhealth of the discoms, the

    bailout package also aimedat streamlining operational

    efficiencies and reduce

    interest burden along withcost of power and AT&C

    losses to help power compa-

    nies perk up their finances.The Union power minister

    in his recent statement had

    stated all banks with expo-

    sure to discoms were fullyparticipating in the scheme.

    He had also congratulatedand welcomed Punjab in

    UDAY scheme.

    Badal govt agrees to Centre’sbailout package for discoms

    names which every state would love to flaunt. Howev-

    er, these names are proving

    headache to the Punjab Gov-ernment, at least at the ani-

    mal husbandry front.These are the names of 

    those bulls, who have wonprizes amounting several

    lakhs in various livestock

    fairs held in North in pastseveral years.

    But what is troubling thestate Animal Husbandry

    Department is the fact that

    several private veterinaryquacks are fleecing small

    dairy farmers by sellingsemen straws, stating them

    to be semen of prize-winningbulls— “Yuvraj” and “Khali”.

    For the past several

    decades, the state is aspiring

    to develop high milk-yieldingbreeds of Murrah and Neeli

    Raavi buffaloes by usingsemen of some superior

    bulls, who are either reared instate-run bull farms or by

    authorised bodies or firms.

    The Animal Husbandry

    Department favours that veterinarians should pre-

    scribe semen of such supe-rior bulls only and artificial

    insemination (AI) should beconducted on buffalos in

    compliance of the state’s

    breeding policy, which pre-

    scribes the particular typeof semen to specific buffa-

    lo’s species.Dr HS Sandha, director,

     Animal Husbandry Depart-ment, said, “Selling semen

    straw using names of popu-

    lar bulls is prevalent in the

    state. But, so far, there is nolaw whereby we can ban

    this practice. Now, we aredrafting a policy to curb it. ”

     A senior veterinary officer,

    requesting anonymity, said,“The prize-winning bulls

    may be genetically superiortoo. But, there should be

    some authority that cancheck whether the semen

    being sold in Punjab villages

    is actually of these bulls.” Admitting gravity of the

    problem, the departmenthad in 2012-13 even consti-

    tuted teams of veterinary

    officers in each district anddirected them to seize the

    “unauthorised” semen beingsold by private players. How-

    ever, the drive lost its vigourafter the department had

    seized semen straws near

    Bhawanigarh town of San-

    grur district that year.“There is a lacuna in the

    Livestock Promotion Act,1953, which doesn’t bar pri-

     vate players from selling

    semen of their bulls for AI,”said, Dr Ashok Sharma,

    president, State VeterinaryOfficers’ Association.

    Karanvir Singh, who owns

    popular “Yuvraj” bull, said, “Iknow demand of Yuvraj’s

    semen is high in Punjab. Butit is sad that quacks in Punjab

    are selling inferior stuff byusing Yuvraj’s name. Straws

    his and my name along withcertification by an authorised

    laboratory. I advise dairyfarmers to keep empty straws

     with them after AI conductedon their buffalos.”

    In a judgment that will helpchange the way insurance

    companies contest awardspassed by the Motor Acci-

    dent Claims Tribunals, the

    high court has asked them to“give a serious thought”

    before filing petitions.It asked insurers to settle dis-

    putes instead of wasting mon-ey and energy on petitions san

    merit. The advice by Justice

    Surinder Gupta came on a“first appeal against orders”

    passed by Oriental InsuranceCompany Limited against

    Suman and other respondents.

    It had challenged the com-pensation of ~4.7 lakh award-

    ed by the claims tribunal inthe death of a minor in an

    accident. “It is unfortunate

    that the insurance firms arespending their energy in fil-

    ing appeals in such cases

    and thereby, adding to theirexpenses instead of settlingdisputes,” the court said.

    “Though the right of an

    insurance firm to file anappeal cannot be taken away

    in any case, being in the pub-lic service and in the interest

    of society, the insurers are

    required to give a seriousthought while spending pub-

    lic money on such litigation,”Justice Gupta said. He said

    the appeal was lacking merit

    moned Excise and TaxationCommissioners of Punjab

    and Haryana for thealleged failure of the

    authorities concerned to

    stop the functioning of liquor vends along the

    highways in both states.

    The two officers have beenasked to appear in personbefore the high court on

    December 21. They are

    expected to explain whyliquor vends continue to

    function along the highwaysdespite court directions.

     As the petition filed in pub-

    lic interest by ArriveSafeSociety through its presi-

    dent Harman Singh Sidhucame up for the resumed

    hearing today, the Bench

    headed by Justice A K Mittal

    passed the orders after goingthrough media reports on

    liquor vends along the high- ways running in violations of 

    the directions. The Bench

    observed that a welfarestate should not be so

    adamant in implementingthe court directions issued

    for public cause.

    Taking a dig at the PunjabGovernment for considera-

    tions other than road safety,

    the high court, on the previ-ous date of hearing, had verbally asked it to open

    liquor vend in the state sec-

    retariat. It had satiricallyobserved a vend in the sec-

    retariat would help the gov-ernment generate revenue

    during the lunch time.

    The HC had earlier direct-ed the Punjab Excise and

    taxation Commissioner tofile an affidavit that there

     were no vends in violation

    of its orders.

    uled to begin in Nairobi

    tomorrow, various farmerorganisations are lobbying

    the Modi Government toprotect their interests.

     Agriculture is on top of theagenda at the WTO meet since

    many related issues have

    been hanging fire for years inthe absence of consensus. The

     WTO meeting will continuetill December 18.

    such as the US are not pre-pared to cut subsidies to

    yet to be set up.

    Countries like India main-tain a huge buffer stock of 

    foodgrain for thepublic distribu-

    tion system,

    emergencies andstabilisation of 

    price level. However, devel-oped countries are not only

    opposing the procurement

    of such buffer stockthrough MSP, but are also

    against foodgrain beingstocked by the government.

    Developed countries sayholding public stock was

    against the spirit of free mar-

    ket and the philosophy of the

     WTO. Hence, it should bedone away with because itcreates distortions in inter-

    national free trade.

    Under the peace clause, asof now, countries like India

    are allowed to maintainpublic stockholding for

    food security. It has been

    felt that scrapping mini-

    mum support price system would lead to exploitation

    of the farming community.

    The US and other developedcounties are also opposing the

    SSM favoured by most devel-oping countries. India wants

    that the SSM proposalbe given top priority at

    the meeting. Under the

    SSM, developing coun-tries will get the right to

    raise the duties on the importof foodgrain to prevent a fall in

    domestic market price and to

    protect the interest of farmers.The Bharti Kisan Union,

    led by Balbir Rajewal, andanother faction, led by

     Ajmer Lakhowal, have

    urged the Centre to protectthe interests of farmers at

    the WTO meet. They have

    also sent a four-memberdelegation, led by BKUleader Rakesh Tikait, to the

     WTO meet in Nairobi.

    Lakhowal said his organi-sation would watchthe pro-

    ceedings and alert farmersin case India compromise

    on any of the issues.

    ment led by Manohar LalKhattar has splurged

    around Rs 17 crore on thepublicity blitzkrieg in the

    print and electronic media

    as part of completion of itsone year in the office.

     While an sum of around Rs6 crore was spent on func-

    tions organised for the chief 

    minister and his ministerialcolleagues to publicise the

    first BJP government’s“achievements”, about Rs

    4.25 crore was spent on strip

    advertisements in variousnewspapers, documents pro-

    cured by Panipat-based RTIactivist PP Kapoor show.

    Besides the print media,the electronic media was giv-

    en advertisement worth

    about Rs 4.3 crore. An

    amount of Rs 1.47 crore wasspent on financing 28 videofilms prepared to publicise

    state government’s “achieve-

    ments” under the tagline “ek varsh sarvatra harsh” (one

    year, happiness all around). About Rs 25 lakh were spent

    on advertisements in various

    magazines, including RSS-affiliated periodicals such as

    Panchjanya and Organiser.“The huge expenditure on

    promoting its so-calledachievements is sheer wastage

    of the public money that couldhave been better utilised on

    development works. In fact,

    the BJP government, which

    promised to be different fromearlier regimes, seems to befollowing in the footsteps of the

    previous Congress govern-

    ment in wasting public mon-ey,” Kapoor alleged.

    Haryana has a history of splurging public money on

    advertisement campaigns.

    Just before the last year’s Assembly elections, former

    Chief Minister BhupinderSingh Hooda’s advertise-

    ment blitzkrieg “HaryanaNo 1”come under the scan-

    ner of the Punjab andHaryana High Court.

    It was alleged that public

     were released in the last threemonths of Hooda’s regime toproject the Congress govern-

    The police have lodged an

    FIR against eight police

    officials, includ ing a DSP,an Inspector and a Sub-

    Inspector, on the orders of a local court. The Rohtak

    police authorities had ear-lier attached the DSP to

    the Police Lines and sus-

    pended an Inspector and aSub-Inspector for their

    alleged role in falselybooking three innocent

    men in a murder case.

    DSP Amarjeet Singh hadbeen attached to the local

    Police Lines last month, while Inspector Manoj Ver-

    ma and Sub-Inspector

    Sandeep Kumar were sus-pended after an internal

    inquiry into the matter.The persons who had

    been found innocent werereleased from jail after the

    charges against them were

    found untrue. However, no

    case was registeredagainst the officials foundguilty in the matter, fol-

    lowing which the acquit-

    ted men who had beenfalsely implicated in the

    case moved the court.On court’s orders, the

    police have lodged an FIR

    under Sections 166, 166-A,193, 194, 195, 196, 211, 219,

    220, 330, 341, 348, 384, 386,388, 506 of the IPC and Sec-

    tions 7 and 13 of the Preven-tion of Corruption Act

    against the said officials.

    The body of Vishal, aGurgaon-based youth, was

    found in a drain in thearea under the Lakhanma-

     jra police station in thedistrict in September. Pre-

    liminary investigations

    revealed that the youthhad been killed for looting

    his cash, car and otherbelongings.

    Sub-Inspector Sandeep,

     who was the SHO of theLakhanmajra police station

    at that time, was the investi-gating officer in the case.

    Inspector Manoj Verma of the

    CIA staff also assisted him inthe case, while Meham DSP

     Amarjeet Singh supervisedthe investigations.

    Their investigations indi-cated the involvement of a

    dhaba-owner of Balambha

     village in the district and

    two of his associates in theloot-cum-murder case. They were arrested and interro-

    gated about the matter.

    The hapless youths –Pradeep, Vijay and Bunty –

    even confessed to havingcommitted the murder, sup-

    posedly due to the fear/tor-

    ture of the police. Followingthat, they were sent to jail.

    ture” to plan for an eventu-

    ality that has not arisen.Moreover, as per proce-dures laid down, the State

    Election Commission

    (SEC), after the last date of  withdrawal, will inform the

    department about the num-ber of vacancies following

     which a call will be taken.

    “We have no intimationabout such villages so far.

     Also, we thoroughly stud-ied the impact of introduc-

    ing minimum educationalqualifications in Rajasthan

    and found there were only

    two or three wards where

    such a situation arose. In

    this light, we don’t see aproblem in getting eligible

    candidates in any village.However, we will deal with

    it when such a situation

    comes up,” said NavrajSandhu, Additional Chief 

    Secretary, Developmentand Panchayats.

     With the lack of candi-dates being seen as a

    “hypothetical” situation so

    far, a clear picture will

    emerge only after the lastdate of withdrawal is overthough the SEC says such

    intimation will be sent

    only after the entire resultis compiled.

     As the SEC readies toannounce the election

    schedule, State Election

    Commissioner Rajiv Shar-ma said it was difficult to

    say, even after the filing of nominations was over for

    the first phase, if such a sit-uation would arise.

    “We will conduct elections,

    declare results and prepare a

    result gazette. After this, we will send a report to the Pan-

    chayat Department on thenumber of vacancies that

    remain. This will go along

     with our comments on whythere is a vacancy. Based on

    this, the government and thedepartment concerned will

    decide their course of action,” Sharma said.

    Meanwhile, Nuh MLA 

    Zakir Hussain said the prob-lem of eligible women candi-

    dates was more pronouncedin Mewat compared to other

    districts since the literacy

    rate in the district was muchlower. Lack of toilets was

    also proving to be a stum-bling block for most candi-

    dates, Zakir added.

    “Only 6 per cent of thepopulation here has “above-

    matric” educational qualifi-cation and hardly 3 per cent

    are linked to villages. In the

    Nagina block alone, we havethree villages where there

    are no eligible candidates

    and marriages are beinghastily organised to‘import’ educated girls,” he

    said. The district had 65 vil-

    lages in the dark zone where water was supplied through

    tankers and there are hardlyany toilets, he added.

    “People don’t get water

    to drink and women haveto fetch it after walking

    long distances. In such vil-lages, toilets are unthink-

    able. We don’t know how 

    many villages will actuallybe able to elect representa-

    tives,” Hussain said.

     As many as 172 persons have

    been and 730 injured in 611

    road accidents in Faridabaddistrict till December 11 this

    year. This, despite the fact thatthe Road Safety Organisation

    (RSO), a police-public initia-

    tive, has claimed to have initi-ated measures to address the

    issue and provide immediatehelp and relief to the victims.

    Statistically, the numbers of deaths in road accidents has

    come down this year as com-

    pared with the last year’s fig-ure of 210, though the num-

    bers of accidents has gone upmarginally. The number of 

    injured last year was 733

    against 730 this year. In 2013,219 persons were killed and

    638 injured in 666 accidents.Most of the accidents

    reportedly took place on the

    National Highway No. 2 or atroad intersections. Poor traf-

    fic control mechanism asaggravated the problem fur-

    ther. This was mentioned in areport submitted by special

    inspection officials appointed

    by the high court recently to

    study the problem of traffic jams in the city.

    The traffic police depart-

    ment is not only short-staffed

    but also ill-equipped to effec-tively control the vehicle rush

    on the roads that has been ris-ing with the day.

    “We aim to bring down

    the number of accidents to100 or less in 2016,” said

    RSO vice-president SK Sharma. “The traffic

    department has around 216policemen. Patrolling has

    been stepped up and

    policemen posted at vul-

    nerable points to check

    traffic jams and accidents,”said Police Commissioner

    Subhash Yadav.

    SirsaRoad mishaps have claimed

    139 lives in Sirsa district this

    year so far. According to a

    spokesperson of the districtpolice, 270 road accidentshave been reported in the dis-

    trict this year out of which 112

     were fatal and 158 non-fatal.The number of injured stood

    at 270. In 2014, 148 persons were killed and 232 injured in

    335 road accidents.

    SP Ashwin Shenvi saidthe police were focusing on

    Sirsa-Hisar and Sirsa-Dab- wali road. “However, we are

    yet to analyse whether thisactually helped in reducing

    the number of accidents on

    these two roads,” he said.

    Sonepat

    In all, 347 persons havebeen killed in road acci-

    dents in Sonepat tillDecember 14 this year. The

    number of accidents was682 in 2013, 773 in 2014 and

    734 in 2015 (so far). The

    number of casualties was

    302 in 2013, 307 in 2014 and347 this year, while thenumber of injured stood at

    685, 639 and 909 for these

    years, respectively.DSP Traffic Sunil Kumar

    said most of the accidentstook place due to negli-

    gence in driving, including

    over speeding, not wearinghelmet or safety belts while

    driving. Around 8,000 new  vehicles were registered in

    the district every year. “Thedrivers need to be self-disci-

    plined in observing traffic

    rules,” he said.

    Bhiwani

    Despite the police and districtadministration trying their

    level best to reduce the roadmishaps, the first 11 months

    this year saw 207 deaths inroad mishaps. In 2014, the

    number of such deaths was

    270, while 625 persons were

    injured in 209 accidents. In2015, the number of injuredstood at 557, while the num-

    ber of accident cases was 189.

    Fatehabad

     According to a spokespersonof Fatehabad police, 95 peo-

    ple have died in 174 road

    accidents reported in the dis-trict till this date in 2015. Last

    year, Fatehabad witnessed173 road accidents from Jan-
