SQAS (Safety & Quality Assessment System) is a system to evaluate the quality, safety, security and environmental performance of Logistics Service Providers (LSP's) and Chemical Distributors in a uniform manner carried out by independent assessors using a standard questionnaire.

A SQAS assessment does offer a detailed factual report which reflects each road transport company’s needs, evaluated according to its own requirements / standards.

CAIA, the Chemical & Allied Industries’ Association, centrally manages the electronic database pertaining to those transport companies who have been audited.

The SQAS Principles

A common questionnaire for each category of companies;

The accreditation of assessors;

Auditing is based on “Seeing is believing”.

In SA the system is based on three pillars: -

The SQAS Assessors

They are also closely monitored by CAIA to ensure a continuously high and uniform quality of work across South Africa, Namibia and Botswana.

The list of Road SQAS Assessors are on the CAIA electronic database.

Those assessors registered with SAATCA reflects on latter’s electronic data base.

The assessments are done by professional auditors who are trained and accredited by SAATCA for each type of assessment.

1.1.1. Company Policies.

management's active commitment to Safety & Health, Environment

(SHE) and Quality and to meeting customers requirements?

C 1.1.1.2. Are all policies signed and dated by the CEO and not older than 3

years?

C 1.1.1.3 Have the policies been communicated to the employees through

bulletin boards etc.?

C 1.1.1.4 Does it make reference to all employees' responsibility for SHE and

Quality?

C 1.1.1.5 Is there evidence of the employees' involvement in and commitment

to the company's SHE and Quality objectives?

1.1.1.6 Does the company have a BBS policy or an equivalent management

system in place?

C 1.1.1.7 Does the company have a current written drugs and alcohol policy?

C 1.1.1.8 Is the policy implemented and are records of incidents relating to

drugs and alcohol kept at the company?

On the top right-hand side of the questionnaire two columns reflects “SH”; “E”; “Q”.

Each question has been weighted.

The left hand column is the maximum score that can be obtained for each question.

The right hand column is the score allocated to the audited company.

Transport Companies – first time audited – a minimum of 3 months statistics and records required.

Companies to be re-audited (2 yearly) - within maximum period of 2 months after certificate has expired. If not, name will be deleted from CAIA data base.

Three (3) issues of importance to Auditee:-

The minimum pass rate of 90% overall is required to obtain Approved status.

A minimum of 95% on the mandatory (M) questions to be obtained.

A time frame of 30 days will be allowed for the Auditee to achieve this.

Final score obtained, the Auditee will: -

Be issued with a certificate by the Auditor, stating Approved Supplier;

The Company’s name will be registered on CAIA’s electronic data base.

The Auditor who conducted the audit, his / her name will also now appear on CAIA’s electronic data base.

If a company does not have a Wash bay, diesel bowser, etc. the questions will be indicted as “Not Applicable” (NA).

Any other question found not to be applicable to the Auditee, will be scored accordingly.

In some questions weighting has been increased.

Transport companies that have been SQAS audited and a contract with Sasol:

Two yearly audits to obtain at least 85%.

If not, company immediately suspended for 3 months.

Those Companies contracted to Sasol will have two unannounced spot audits per year.
