    Deerred pension payments coming back to bite sch

    Pension payments are lighteror Virginia schools as theystruggle through the reces-sion, but some district ocialssay delaying contributions willcome back to bite them.

    Last spring, the General As-sembly excused school districtsrom contributing to teacherpensions during the months oApril, May and June. Legisla-tors also lowered the amount

    schools must contribute toteacher pensions over the nexttwo years.

    Instead o paying into the pen-sion und an amount equaling16.5 percent o each teacherssalary, districts will contributeonly 8.93 percent in 011 andthen 10.16 percent in 01.

    In Fairax County, that meansthe district will spend about$85 million less on pensionsthan usual this year, accordingto data rom Chie FinancialOcer Susan Quinn.

    Reducing pension contribu-tion levels helps out schools inthe short run, but leaves themwith even more to pay backin the long-run, says MauryBrown, communications coor-dinator or Albemarle CountyPublic Schools.

    State Sen. Walter Stosch, R-Henrico, said Virginias pensionunds are experiencing prob-lems on both ends: contribu-tions and earnings. Te state isputting in too little and expect-ing too much in return, he said.Tis summer, the VRS loweredits long-range expectations orinvestment perormance rom7.5 percent to 7 percent.

    It would provide undingor things that are desperately

    needed in a rural and low-income community, said G.Anne Richardson, chie o the

    Rappahannock tribe, which iscentered in Indian Neck, Va.

    But it is also important tothe tribes that their status as

    Native Americans is remem-

    A partner bill, sponsored byRep. James Moran (D), hasalready passed the House oRepresentatives. Gov. BobMcDonnell has leant his sup-

    port to the eort.Support or these six Vir-ginia tribes has been voicedmany times during the 15years since they began seekingederal recognition, said Sen.Jim Webb (D) ater the billpassed committee. I stronglybelieve that recognition orthese six Virginia tribes is jus-tied based on principles odignity and airness.

    But the Senate bill may havehit a snag. It was cleared bythe Subcommittee on SenateIndian Aairs and was slatedto get a vote on the oor. ButSen. om Coburn (R- Okla.)put a hold on the vote becausehe believed the issue o rec-ognition should be handledby the Bureau o Indian A-airs rather than by Congress.Coburns oce did not returncalls or a comment on hisconcerns.

    Virginias Indian tribes de-cided not to go through theBureau o Indian aairs be-cause the process can takeseveral years. All the tribes

    have led a letter o intent topetition the Bureau or rec-ognition, but decided to puttheir eorts into gaining rec-

    ognition through Congress.In order to be approved by

    the Bureau, groups must passseven requirements that qual-iy them as bona de Indians.

    Groups must present histori-cal records, birth certicates,and censuses to make a case.Tis can be expensive andtime-consuming. But it is alsonecessary to ensure people arenot just taking advantage othe ederal unding that comeswith being a ederally recog-nized Indian tribe.

    Presenting the right docu-ments could be dicult orVirginias tribes. Many o thecourthouses that kept thesedocuments were burned inthe Civil War. Also, the 194

    Racial Integrity Act led tostate records trying to wipeout Indians on paper. Indianswere orced to identiy them-selves as colored.

    Walter Plecker, the registraro Virginias Bureau o VitalStatistics rom 191-1946, re-placed Indian with blackon many o the birth and deathcerticates that came throughhis oce.

    So or now, the tribes see thebill in the Senate as their bestbet. But as the Senates sessiondraws to a close, time may berunning out.

    Adkins is concerned that itcould be voted down in theunpredictable politics o anelection year.

    Women still making less than men in Virginia, says reBy Stephen Groves

    ALEXANDRIA- Womenin Virginia are making 81percent o what their malecounter-parts make perhour, sending the Com-monwealth to near the topo the list o states or thegender pay gap, says a newreport. But the reasons re-main unclear.

    Te Commonwealth In-stitute or Fiscal Analysis,

    a research non-prot thatsupports progressive is-sues, on Tursday releaseda report based on CensusBureau gures detailing theincomes and jobs in which

    men make more than wom-

    en. In 008, the median in-come or men was $16,000more than what womenmade, making the gap inVirginia the 15th largest inthe nation. Te gap o $3.59or median hourly wage, an-other measure o earnings,is 14th highest on the list.

    Te report claims thatthe incomes o men andwomen have steadily growncloser to each other acrossthe nation and in the South-

    east region since the early000s, but this trend doesnot seem to be picking upin Virginia. Michael Cas-sidy, president o the Com-monwealth Institute, alsopointed out that the gap is

    even greater among people

    with a bachelors or ad- vanced degree. In Virginia,women with advanced de-grees make 54 cents or ev-ery dollar earned by menwith advanced degrees.

    We like to think o Vir-ginia as having a modern,advanced economy where

    your gender doesnt aectyour paycheck, but this re-port shows that men arestill earning more than sim-ilarly-educated women and

    that the dierence existsacross all occupations andindustries, Cassidy said.

    He encouraged urther ac-tion by identiying the issuesthat lead to women makingless than men. Te report,

    Q:Do you have any suggestionsfor faster, easier cleaning ofbrushes and tools after painting? Tim H.,Austin, Texas

    A:There are quite a few ways toclean painting tools more effi-ciently and well enough to keep themin shape between paint jobs. It will

    always be somewhat of a chore,though.

    When youre just stopping for a fewhours or overnight on a paint job,some maintenance of the tools is nec-essary, although a complete cleanupisnt. If youre going out to lunch, forexample, just immerse the tips of thepaintbrush bristles in cleaning solu-tion (plain water when using latexpaints; solvent when using oil-basedpaints). And if youre breakingovernight, wrap paint rollers in some-thing that will keep them from dryingout like plastic wrap or aluminumfoil and store in the refrigerator(away from food items or out of chil-drens reach, please).

    To fully clean brushes after a job,squeeze as much paint as you can outof the bristles (wear a plastic glove oruse a sheet of paper as a barrier). Then

    stroke the brush back and forth acrossspare newspaper sheets until no morepaint transfers onto the surface.

    Next, start deeper cleaning. If thepaints used were latex,wash the brushin warm, soapy water and rinse withclear water until the water stays clear.For oil-based paints,pour solvent intoa paint tray and stroke the brushthrough the solvent until the solventdripping off of the bristles remainsclear. Shake the brushes well to clearthem. You also can try using some-thing called a spinner tool, whichcentrifuges liquid off of brushes androllers, available at paint stores. Final-

    Doctors discovered thatVickers, 6, had developedblood clots in his let leg, letnger and lungs. A regimen oblood thinners made it impos-sible or him to compete in his

He alsowas diagnosed with May-Turner Syndrome, in whichblood ow is restricted be-cause a vein and/or artery arepinched. Ater surgery, a stentwas placed in a vein on July 13to open it.

    Now, however, Vickers ex-pects to return to ull-timecompetition next year.
