    Theres No FixingDroopy Light Switch

    Q: Lately when I turn on thelight switch in the bedroom,the switch goes up but then dropsloosely down to the halfway posi-tion. Why is the switch doing this?

    Jacob C., Cleveland

    A:The switch is broken and must

    be replaced. Theres no fix-ing it, but the part is not expensive.Replacing a switch isnt an espe-cially difficult task, but if youre atall uncertain about doing it or totallyinexperienced with electrical tasks,have an experienced friend replacethe switch, or hire an electrician.

    If youre determined to do it your-self, great. Youll need a standardscrewdriver and needle-nosed pliers,and keep a wire cutter/stripper nearbyin case its needed. A voltage tester (or multimeter) is important to makesure no electricity is coursing throughthe circuit during the replacement

    job. Youll also want to purchase thereplacement switch.

    Turn off the circuit that controls theswitch. The best way is to leave thelight on and have a helper call outwhen youve switched off the correctcircuit at the box. (Now is also a goodtime to label that circuit for the nexttime you need to switch it off.) Tomake absolutely sure that no power is reaching the switch, take the face

    plate off and use your voltage tester by placing one sensor tip against one of the two screws on the side of the lightswitch (youll see a wire attached toeach) and then placing the other sen-sor tip against the second screw. If thetester does not light up, electricity isnot flowing to the switch; if it doeslight up, electricity is still flowing andyou should not start the repair untilthe problem is r emedied.

    Once the power is off, gently removethe switch from its mounting brackets

    by unscrewing the top and bottom

    screws of the bracket andout. Locate the wiring connthe side of the switch, takinote of where the wires go. wire (the one through whiccal current flows) is usuallred in color, while the neutrusually white (but sometimgreen). Loosen the connectiand detach the wires, usingdle-nose pliers.

    At this point, check the of the wires. If the exposends are frayed and therewire to spare, consider trim

    old wire end and stripping to expose the same length copper (just enough to hoothe screw).

    Attach the new switch, behook up the wires in exactlyconfiguration. Tighten the scthen ease the switch into iand replace the mountinAttach the faceplate.

    RICHMOND Under a new state law, Virginians will be al-lowed to bring their own wineinto a restaurant i the diningestablishment allows.

    Senate Bill 1 9 , which takese ect July 1, will allow any ABC-licensed restaurant to permitcustomers to bring a bottle o wineinto the establishment and drink iton the premises.

    Restaurants that have such poli-cies will be able to bill customersa corkage ee a service chargethat usually ranges rom $10 to$75.

    Currently, 6 states, includingNorth Carolina and the District o Columbia, have corkage ees laws,according to Sen. Je McWaters,R-Virginia Beach, who proposedSB 1 9 . He said the legislationwill bene t both patrons and res-taurants.

    People who are collectorso wine (will) have to make thechoice: Stay home, cook dinner,mess up the kitchen and drink thatbottle o wine; or take that specialbottle o wine to a nice restaurantand have them cook or you, Mc-Waters said.

    Spring is nally here and at Sun-fower Cottage, greenhouses are

    ull o plants waiting or gardenersto take them to new homes. Its agreat local source or a huge variety o hard-to- nd herbs, ruit treesand vegetables.

    Billie Cli ton, who owns thegarden center with her husbandArnold, was busy taking care o de-tails o the business last week, buttook time out rom her day to talkabout the Cottage and highlightupcoming events.

    As we walked around thegrounds, she started the narrativeby giving a short history. Te ullservice garden center, which ismuch more than simply a gardencenter, has been located at thecorner o Reliance and RidgemontRoads since 001, but it didnt start

    out as a retail outlet complete withteaching seminars, estivals andHigh eas, like it is today.

    My husband and I both hadcareers in business, but we startedthis because we always liked herbsand saw a demand or it and also aneed. No one was growing herbsso we recognized it was somethingwe could do together and be suc-cess ul. Gardeners are lucky to beable to get the herbs rom us, Billieexplained.

    Tey began by growing plantsor the wholesale trade and rented

    a building near where their centeris now to sell small quantities o plants. She said they called it BilliesPlant Honor Bar, complete with asign with a tax chart that directedcustomers to take what you wantand leave the money. It provedto be a success ul way they couldsell some o their plants and ocustheir time and energy on the grow-

    ing aspect. People bought plants,le t money in a box and even le tnotes letting them know what they wanted them to order or their next visit.

    Tings changed though, when,We had the chance to buy thisproperty, and made it wholesaleand retail. Now were open orretail business rom March to theweek o Chr istmas, Billie said.

    Te business has expanded andthey ship culinary herbs to othergarden centers within a large circle,to Richmond in the south, andnorth and east to Harpers Ferry,W.Va., and even Maryland. Inspring and all, we grow fowers and vegetables ourselves and also have

    resh shipments rom other growerriends. Also, we are loaded with

    heirloom tomatoes, she said.Te public also has a chance to

    called Lunch and Learn, wherea variety o topics are covered.Te demonstrations have been as varied as learning tea etiquette,creating topiaries, and growingand using herbs.     Billie was excited to talk aboutupcoming public events that arein their near spring and summer

    Club o Warren County will haveour homes on display and Sun-

    RICHMOND Gov. Bob Mc-Donnells goal o Virginia beingthe energy capital o the eastcoast may be urther o than hehopes.

    ederal government, than with thegovernors desire to see it done.

    According to Maureen Matsen,deputy secretary o Natural Re-sources, the state has very little todo with the regulations o the wind

    arms in the ocean as Virginiasboundary reaches only three mileso shore.

    Past three miles o the shore o Virginia is ederal water.

    Because Virginias involvementin the creation o wind arm regu-lations is limited, Al Christopher,

    director o the Division o Energy at the Department o Mines, Min-erals and Energy, said that any

    regulations will most likely comerom the ederal government,

    since the arms will be between1 - 0 miles out on the continentalshel .

    Director o Research at VirginiaCostal Energy Research Consor-tium, George Hagerman, saidthat while it is BOEMRE, Bureauo Ocean Energy Management,Regulation and En orcement, thatwill be making the regulations,Virginia has an input through anintergovernmental task orce.

    According to a news release thebureau hopes to begin leasing atthe end o 011 or beginning o

    01 .Te task orce has helped by

    working with BOEMRE regardingthe area designed or leasing andworking closely with the VirginiaMaritime Association and theVirginia Pilots Association as wellas the Secretary o De ense, saidHagerman.

    He added that the task orce is just governmental entities thereare no private groups involved.

    Hagerman said any thing with-in state waters including thesubmarine cable that would con-

    nect the grid to the shore wouldbe under state jurisdiction.

    Consideration has been givento the area within the Virginiao shore jurisdiction, howeverexperts agree that the real windpower is arther out to sea, andthe closer to shore more issuesarise regarding shipping and themilitary.

    Remy Luerssen, director o education or Virginia Center orWind Energy, said that there are

    6 areas in ederal water that couldbe leased rom the ederal govern-ment that would t the criteria orconstruction.

    O shore wind power might be-come one o the major providerso energy in the state particularly in the area o o Virginia Beach.Luerssen said that i only 10 per-cent o the leased ederal areaswere used, almost 11 percento Virginias electricity could beproduced.

    Hagerman said that the area o Virginia could hold around 1,000turbines, which would be an eco-nomic advantage or the state by creating jobs and putting money into the economy.

    However, according to BillHayden, spokesmen or the Vir-

    ginia Department o Environmen-tal Quality, its really just too early in the process to say what couldhappen with o shore wind re-garding policy or economically.

    Once the transmission linesrom the arms reach three milesrom land, Christopher said, the

    regulations will come rom thestate.

    Matsen said that DominionPower has been researching build-ing a singular transmission line

    rom the wind arms to the shore which would cut down on initialcosts or companies building the

    arms.Dominion Power does have a

    study underway that they hopeto will be nished by the end o this year, Jim Norvelle, directoro Media Relations or Dominion,said.

    he study will be looking atthe plausibility o having thistransmission line, but also at how Virginia would be able to sustainit.

    For more than 0 years, Juergenand Judit Nerger have thrilledaudiences with their big cat (andoccasionally bear) shows. Tis year,the Nergers and their tiger act willbe headlining the Cole BrothersCircus in Winchester during the

    Judit Nerger about how she got intosuch an unusual and dangerousline o work. Nerger told us abouther li e with her eline colleagues,dealing with PE A and what goesthrough her mind when she hearsabout a trainer getting mauled,sometimes atally, while doing what

    she and her husband do every day.Te Sherando imes: How did

    you get interested and involved inper orming with big cats?

    Judit Nerger: Oh, thats a longstory rom a long time ago. For meit just happened. My husband wasworking on it and we are originally

    rom East Germany. It was di erentthere and he was the lucky one whogot picked out and got in to per ormwith big cats and train them.

    imes: How long have you beenper orming in ront o crowds?

    Nerger: Oh gosh, I have to thinkabout it. Its years or me and ormy husband its already 5 years.

    imes: Do you own these tigersand do you always per orm with thesame group?

    Nerger: No, we dont own them.Te owner is somebody else. Weare just always around them, takingcare o them, training, per orming,etc.

    imes: ypically, would you haveto start when they are babies?

    Nerger: Not real ly. It is just alwaysnice i they are at a very young agebut like with these cats, they werealready 3 or 4 years old when we gotthem. So somebody else got them

    and started, training them. Most o the time, they are 1-1/ or yearsold.

    imes: So de initely you startthem young.

    Nerger: Yes, we start them youngbut sometimes you start with olderones i you dont have any otherchoice. You can start with them ata very young age, even i they dontunderstand what you want, but itsall just playing around and makingthem understand this is where youare able to per orm, inding outwhat they like to do which makesthe training much easier becauseeach cat has its own personality they just have talent on speci cthings, you know?

    imes: So really the cat dictatesthe show, to a degree because youdiscover what they like to do?Because obviously you cant orcea tiger to do something it doesnt

    want to do?Nerger: No, its kin

    to do something whcannot.

    Nerger: Well, see a tiger in Moth-er Nature is always single. But lionsare a di erent story. I you have anact with lions you can have all o them together. But with tigers, i your lucky you can have 4 or 5 to-gether. But in most cases its like by . Tat works out pretty good.

    imes: Now they get along duringthe show. Is that because they areaccustomed to each other?

    Nerger: Yeah because we are al-ways in there watching them, really

    not because they like each other,even i they sit right next to eachother you never know. Its just they know we are inside and they donthave a chance to go at each other.So we have to be on top o it. We arethe police in there.

    imes: hats an interestinganalogy. Like you said, they havedi erent personalities and just likepeople they have good days and baddays. Are there some days when oneis in a bad mood and you dont bringthat tiger out that day?

    Nerger: No, we take them all thetime. We just go with the tiger then

    because be ore we line them up wecan tell, okay this guy is in a badmood. Tis emale is in a bad moodor she just kind o doesnt want to doit today. You really put your eelingsin there and just keep an eye on that

    tiger or do this or this today becausethere is something going on but wearent leaving out any cats at any time unless they are sick.

    imes: It was interesting when Isaw an act or 3 times. I was takingpictures o the circus and I noticedit was a very di erent show eachday. One day they might be re-ally active and energetic and thenanother day one o them might behaving a lazy day but it was a very di erent show each time.

    Nerger: Yeah, a show is neverthe same. Each show is di erentbecause you never know. Tey havemoods like humans. O course they have moods. Humans have moodsand say, I dont want to do this. Itsthe same with big cats. I think wi thany animal it is the same becausethey have moods.

    imes: One thing you have to askwhen you talk to someone in yourline o work because your line o work is potentially very dangerousand we hear stories every ew years.Te last one is what happened withthe Sieg ried and Roy show, a hor-rible accident. What goes through

    your mind when you hear some-thing like that and what mistakes

    may have been made? I guess whensomething like that happens youlearn rom it?

    Nerger: Yes, we do and each timesomething like that happens we al-ways get a wake up call. We eel bad

    about what happened to the personbut, I tell you what, most o the timeits really because the trainer did amistake. So each mistake you do[the cats] want to take advantage o it. So many, many, many times weget a wake up call and say, hey, neverlet it be us and then or the nextcouple days were going to be more... Its just a weird eeling. You think you know it but sometimes it is eelslike you are getting into a routine

    is going to happen.imes: I know that the elephant

    olks are in a constant battle withPE A and other groups but I donthear too much about the otheranimals. Is that something you haveto deal with all the time or do they

    leave you alone?Nerger: Well we have to deal withit, not all the time. And you know we even have a website or that

    reason because I dont want to getbothered by those people and oncein a while you have people in ronto the circus - they have demon-strations. Over the years you justget so used to it and it just doesntbother you anymore. So we arent

    even going into any arguments ordiscussions about it because itspointless. hey dont know whatthey are talking about. Tey have

    no idea. Tey dont understand sothere ore we are pretty cool aboutit. Its not nice to get bothered by itbut I cant change it. Tey have theirmind. I have my mind and thats it.And actually with the large cats its

    not so bad as with the elephants.imes: Yeah I was just reading

    that at one point there were someelephants in the Cole Bros. CircusI guess last season, and they werecalling ahead to each town thecircus was in to talk to the localauthorities and it was just this ongo-ing hassle that resulted in eventually losing the elephants.

    Nerger: Yeah, I know. Sometimesits really bad and some areas arereally bad and sometimes you donthave anything like this so it justdepends. Its very bad.

    imes: Now you said youre romEast Germany. I know that the cir-cus, its pretty much a novelty in TeUnited States. A lot o kids grow upand they dont ever get a chance tosee a circus except on television. Itsa lot more popular and a bigger dealin Europe isnt it?

    Nerger: Yeah, its a big deal; butover the years it s just business is nottoo good. o be honest, we have way too many circuses in Germany rightnow and people will go to circusesthey know they always have goodbusiness. But [with] small circusesor amily circuses they may havehad a bad experience so they arentgoing too o ten. It used to be a bigthing, especially in East Germany because we had no entertainment

    really. We didnt have all those coolmovie theaters and stu at the timeso it was a big thing.

    imes: It was de initely a big

    di erence be ore the wall ell. Abig, big di erence between EastGermany and what they had.

    Nerger: I have a eeling that thecircus business here in the U.S. isgoing way better than in Europe.

    A bit o that dynamic comesinto play at alladega Super-speedway these days, only inreverse. Instead o parting ongood terms, Restrictor PlateRacing 7.0 is a program in whicheveryone plays nice -- or at leastattempts to do so -- until the very end.

    But the seeming rivals dowork together. Some NASCAR

    ans yearn or the days o ruggedindividualists and cold-bloodeddecisions. Tey want their a- vorite driver to look out or No.1. Or, perhaps, No. 88.In the latest case, many Dale
