LCol Cotter was born on 15 September 1952 atVictoria, British Columbia. The son of an RCMPmember, he moved across Canada spending a timein Regina, Saskatchewan, and completing hisschooling in Ottawa, Ontario. He is a graduate ofCarleton University with a BA in Geography andCartography.

Lcol Cotter est né le 15 septembre 1952 à Victoria,Colombie-Britannique. Fils d’un membre de la GRC, ildéménage à travers le Canada, passant par Régina,Saskatchewan, et complétant ses études à Ottawa,Ontario. Il a gradué de l’Université de Carlton avec unbaccalauréat en arts en géographie et cartographie.

He joined the Canadian Armed Forces throughRegular Officer Training Programme (ROTP) andon graduation served his first tour with 2 RCHA.Subsequently he served in 1 RCHA and then asserved a tour in the Militia Training section at theForce Mobile Command Headquarters (FMCHQ).

Il se joint aux Forces armées canadiennes parl’entremise du Programme de formation des officiers dela Force régulière (PFOR) et, à sa graduation, sertd’abord avec le 2 RCHA. Par la suite, il est muté au1 RCHA et sert ensuite à la section de formation de laRéserve au Quartier-Général de la Force Mobile.

Over his 38 years of service, he was posted tomany units and staff positions. Sponsored by DNDhe completed a Master of Arts (M.A.) in DistanceLearning at Royal Roads University in 2003.Highlights of his career include: two tours eachwith 2 RCHA and 1 RCHA; following graduationfrom CF staff College he served a tour as SO to theCDS in NDHQ; and a return to Europe to servewith the Canadian Delegation to NATO HQ inBrussels as SO Ops.

Pendant ses 38 années de services, il fut muté àplusieurs unités et positions d’état-major. Parrainé parle MDN, il complète en Apprentissage à Distance unemaîtrise ès arts de l’Université de Royal Roads en2003. Les points saillants de sa carrière incluent deuxmutations, chacune avec le 2 RCHA et le 1 RCHA, sonemploi comme OEM au CEMD au QGDN suivant sagraduation du Collège d’état-major des FC puis sonretour en Europe pour servir avec la délégationcanadienne aux QG de l’OTAN à Bruxelles commeOEM Ops.

He finished his Regular Force Career working atLand Forces Command and Staff College as thelead on the Army Operations Course conversion,taking the course on line.

Il termine sa carrière dans la Force Régulière travaillantau Collège de Commandement et d’État-Major de laForce Terrestre comme responsable de la conversion enligne du cours des Opérations de l’Armée.

After his retirement from the Regular Force thefamily moved to Victoria, BC and in addition toworking for a software company, he componenttransferred to the reserve force and commanded the5th (BC) Field Regiment.

Après sa retraite de la Force Régulière, la familledéménage à Victoria, CB, et en plus de travailler pourune compagnie de logiciel, il transfère à la Réserve et ilprend le commandement du 5th (BC) Field Regiment.

His favourite times were while serving in a fieldregiment and specifically, returning for his finalyears to a reserve force regiment to spend his finaldays with young soldiers in the field.

Ses moments favoris furent quand il servait dans unrégiment de campagne et spécifiquement, son retourpour ses dernières années dans un régiment de laRéserve pour passer ses derniers jours avec de jeunessoldats en campagne.

He is the President of the Royal Canadian ArtilleryAssociation and a member of the 5th (BC)Regiment Foundation and a local military museum.

Il est le Président de l’Association de l’ArtillerieRoyale canadienne ainsi qu’un membre de la Fondationdu 5th (BC) Regiment et d’un musée militaire local.

He has been supported in all his endeavours by hiswife Linda Plamondon. They have two daughters,both pursuing successful careers in their chosenfields.

Il fut supporté tout au long de sa carrière par sonépouse Linda Plamondon. Ils ont deux filles, toutesdeux poursuivant avec succès les carrières de leurschoix.

Welcome to Historic Fort St Jean, first established bythe French in 1666, nearly 350 years ago. The RCAA,also historic, has been representing gunners inCanada on a national stage and abroad with our alliesfor over 138 years.

The RCAA has conducted seminars with our AGMfor 13 years. In past Seminars, our aim was to talkabout what we, the Royal Regiment of CanadianArtillery, were doing usually in the context ofoperations with our allies, with speakers from the USand UK artilleries. This year we are taking a differentapproach, facilitating this RCA Training Event in lieuof our usual seminar.

L'AARC a organisé des séminaires avec notre AGApendant 13 ans. Today in this Training Event, we look at the RCAand where it should be heading.

Over the past month I spent several hours reviewingpast RCAA Annual Reports, 60 years of which can befound on the Association web site. Most specifically Ireviewed the periods following, WW2 and Korea. Ofinterest were the strong efforts to define what theRCA should be. At that time they faced “right sizing”of the force to new post war realities, whilemaintaining capabilities and grappling with the newnuclear environment. Times were tough and theRCAA, led by veterans of a ww2, which was a mere6 years distant at that time, was determined that thesystem of systems that saw indirect fire so effectivein operations, was maintained in all its constituentparts. The removal of units from the order of battleand in some cases capabilities was strongly driven bythe strategic environment of the time, both in Canadaand abroad.

Au cours du mois passé, j’ai passé plusieurs heures àexaminer les rapports annuels de l’AARC, 60 annéesqui se trouvent sur le site Web de l'Association. Plusspécifiquement, j’ai examiné les périodes suivantes,soit la Seconde Guerre mondiale et la Corée.Intéressant de constater que de grands efforts ont étéfaits pour définir ce que l’ARC devait être. À cetteépoque, ils ont fait directement face à la force desnouvelles réalités d'après-guerre, tout en maintenantleurs capacités et étant aux prises avec le nouvelenvironnement nucléaire. Over the past 2 decades we have seen our strategicenvironment change from Cold War to asymmetricwarfare while we adopted new and ever evolvingtechnologies to meet our missions.

Today the RCAA has provided the impetus to gatherthe members of the Royal Regiment to look at ourpast, present and future to set a path for us to follow.As members of the RCAA, serving and retired,regular and reserve; this is your axis of advance toplot.

Col Comd, General Officers, distinguished guests,ladies and gentlemen. I would like to echo Craig’scomments in welcoming you to St Jean-sur-Richelieutoday for the RCAA’s 12th Annual Seminar. As statedon the slide, it is our intention that RCAAProfessional Development Seminars be conducted toprovide the intellectual focus for future thinkingwithin the Royal Regiment.

Col-Cmdt, officiers généraux, distingués invités,mesdames et messieurs. Je voudrais faire écho auxcommentaires de Craig en vous souhaitant labienvenue à St-Jean-sur-Richelieu aujourd'hui pour le12e séminaire annuel de l'AARC. This statement signifies an important shift in focusfor the RCAA. The training event that is being heldtoday differs from former Seminars in that it is morestrategic and forward thinking in its outlook. I believe, as a result of your inputthat the ground work laid today, will provide us witha coherent start point for further events of this nature.

The planning and preparation in putting this trainingevent together in a time of economic austerity has notbeen easy, and it is safe to say that many lessons havebeen learned and will continue to be learnedthroughout the day. The RCAA could not have putthis event together without the help of the seniorleadership of the RCA and I would like to personallythank the Col Comdt, Gen Dan Ross and his team, theRegimental Colonel and D Arty for their significantcontribution.

I want to thank the association for the opportunity tohave served as its Board Chairman for the past year. Ibelieve the association has made and continues tomake significant progress towards its mission of“promoting the effectiveness and welfare of TheRoyal Regiment of Canadian Artillery and in allmatters pertaining to the defence of Canada”. Theexcellent seminar that was held yesterday is proof ofour commitment to that mandate.

Five years ago the RCAA began a period oftransformation, and as a result we have a newstructure and a revised and revitalized constitution.However, the end of the work of the task force acouple of years ago only signalled the beginning ofour journey towards our end state vision which seesthe Association truly representative of all members ofthe Gunner family across this great country.

There are a couple of points that I would like toexpand upon that I believe will allow the Associationachieve its vision statement. First, in order tocontinue the evolution of the RCAA, we needvolunteers both serving and retired to step forwardand help the RCAA remain a strong and vital memberof the Gunner family. Quite simply we need to recruitmore active and contributing members. I ask that youconsider what it is that you can do to play a role inyour national association.

My second point is that during the transformationprocess, the task force in attempt to be more inclusiveconsidered the concept of establishing RegionalBranches of the RCAA across Canada. The task forcedecided not to do this for a couple of reasons; one, themanpower required to do this did not exist nationallyand secondly, our concern that the local and unitassociations already established in the regions couldsee this as encroachment or perhaps duplication ofeffort.

Mon deuxième point est que pendant le processus detransformation, le groupe de travail, en tentant d'êtreplus inclusif, a considéré l'idée de créer des branchesrégionales de l'AARC à travers le Canada. Le groupede travail a décidé de ne pas le faire pour deuxraisons: d’une part, la main-d'oeuvre nécessaire pource faire n’existe pas à l'échelle nationale et d'autrepart, notre préoccupation que les associations localeset des unités déjà en place dans les régions pourraientvoir cela comme de l'empiètement ou peut-être laduplication des efforts.

For those reasons it was decided that the RCAAwould not establish Regional Chapter as this time butrather provide the opportunity for the existing localand unit associations to affiliate with the RCAAwithout making changes to their structure, mandate orraison d’être. The purpose of affiliation wouldprimarily be one of communications, passage ofinformation and to allow the capability of the variousassociations to mutually assist each other to thebenefit of all.

Pour ces raisons, il a été décidé que l'AARCn’établirait pas de chapitre régional à ce moment,mais fournirait plutôt l'opportunité pour lesassociations locales et des unités existantes des’affilier à l'AARC sans apporter de modifications àleur structure, leur mandat ou leur raison d'être. Lebut de l'affiliation serait principalement une decommunication, de passage d’informations et pourpermettre à la capacité des diverses associations des’aider mutuellement, au bénéfice de tous.

Although it is not necessary for affiliated associationmembers to join the RCAA, it is hoped that perhapsthat when the affiliated association members see thebenefit of membership in the RCAA, that they willgive the matter serious consideration. As alreadypointed by our President, the Association is takingseriously the task of providing more benefits for ourmembers.

Bien qu'il ne soit pas nécessaire pour les membres desassociations affiliées de se joindre à l'AARC, il est àespérer que peut-être que, lorsque les membres del'association affiliée voient l'avantage de l'adhésion àl'AARC, qu'ils prendront l'affaire en sérieuseconsidération. Are Regional Chapters something that may beconsidered in the future, perhaps, but not without thefull involvement and input from the existing local andunit associations?

Welcome to Day 2. The 129th Annual GeneralMeeting. That is 129 years that gunners have beenmeeting annually to ensure that the Royal Regimentreviews its progress, identifies its target areas and setsthe course for the future.

The involvement of the unit, their Foundation and ofcourse 3 BAM has done much to make this weekenda success.

The important education and discussions, which tookplace yesterday regarding the way forward for theRoyal Regiment of Canadian Artillery, is crucial tothe RCA remaining an important contributor to thebattle space and emphasizing that we are more thanrounds down range. It is valuable for RCAA toprovide a forum for this discussion, by its members.

It is a pleasure to be here today to present this, mythird and last, report to the RCAA as your ColonelCommandant.

The State of the Royal Regiment L'État du Royal Régiment

As I look back over my term, I see this as a period ofrebuilding. Not as dynamic as the heady days ofoperations in Afghanistan, but equally as importantfor the long-term health of the Regiment.

Quand je regarde en arrière sur mon mandat, je voiscela comme une période de reconstruction. Pas aussidynamique que les beaux jours des opérations enAfghanistan, mais tout aussi important pour la santé àlong terme du Régiment.

Perhaps key here has been a shift from the short-fuzefocus demanded by current operations to the longermore strategic perspective, so important for buildingfor the future. This, of course, has been made muchmore complicated by the concurrent Federaleconomizing initiative which has seen significantreductions to the defence budget.

Peut-être que la clé ici a été un changement de lavision à court-terme exigée par les opérationscourantes à la perspective plus stratégique, siimportant pour la construction de l'avenir. The implications of this are varied. Units are stilltraining and I continue to be impressed by theingenuity of leaders to conduct effective andchallenging exercises. It is becoming more difficultdue to equipment shortages, in particular B Vehiclesand guns, but units are persistent in theirprogrammes. Perhaps most significant, I continue tosee tremendous cooperation between regular andreserve units which benefits both components andbuilds a stronger and more united Royal Regiment.Indeed, as I have travelled the country, I find itdifficult, even impossible, to distinguish reservistsfrom regulars.

Les conséquences de cette situation sont variées. Lesunités continuent de s’entraîner et je continue d'êtreimpressionné par l'ingéniosité des leaders à conduiredes exercices efficaces et stimulants. Ceci est de plusen plus difficile en raison de la pénurie de matériel,en particulier des véhicules de type B et des obusiers,mais les unités sont consistantes dans leursprogrammes. Peut-être le plus important, je continueà voir la coopération extraordinaire entre les unités dela Régulière et de la Réserve qui profite aux deuxcomposantes et construit un Régiment royal plus fortet plus uni. En effet, alors que j’ai parcouru le pays,j’ai trouvé difficile, voire impossible, de distinguerles réservistes des réguliers.

The equipment programme is a concern. The decisionto park 50% of the B Vehicle fleet is having anegative effect in terms of both supporting operationsand conducting training. This Army action has beennecessitated by a shortage of resources and the poorcondition of the fleet. The Army Commander is wellaware of the limitations it creates and is searching forsolutions to the problem; but these will not comequickly. Of equal concern to Gunners is the state ofthe C3 fleet. This is being addressed under theIndirect Fire Modernization programme, but, sincethere are no 105 systems in production around theworld and money does not exist to purchase sufficient155 systems, the future here is less than certain. Wealso have shortages in STA equipment and the lack ofan air defence weapons system. All of these issuesare, of course, fixable with sufficient money andpolitical will, both of which appear to be in shortsupply.

Une autre préoccupation pour lesartilleurs est l'état de la flotte de C3. Cette questionest traitée dans le cadre du programme demodernisation du tir indirect, mais, puisqu'il n'y a pasde systèmes de 105 mm en production dans le mondeet que l'argent n’existe pas pour acheter suffisammentde systèmes de 155 mm, l'avenir est ici moins quecertain. Nous avons aussi des pénuries dans leséquipements SAO et une absence de un systèmed'armes de défense aérienne. Toutes ces questionspeuvent, bien sûr, être résolue avec suffisammentd'argent et de volonté politique, toutes deux semblenttoutefois en pénurie.

These challenges are not new, as we saw yesterday inour review of the up and down cycle of theRegiment’s fortunes. But in historic terms, we arecertainly better off than in much of our peacetimehistory and we know that we will rebound. Indeed,given the state of the world today, I believe theupswing is not far away. What gives me the mostconfidence is the quality of our soldiers and ourleaders. I joined the army 50 years ago and have spentmost of that in uniform and I can honestly say I havenever seen better, more capable soldiers or leaders.As long as we can maintain that personnel quality, wewill be well placed for the future.

Ces défis ne sont pas nouveaux, comme nous l'avonsvu hier dans notre examen du cycle de haut en bas duparcours du Régiment. Mais en termes historiques,nous sommes certainement mieux que dans unegrande partie de notre histoire en temps de paix etnous savons que nous allons rebondir. En effet, étantdonné l'état du monde d'aujourd'hui, je crois que lareprise n’est pas loin. Ce qui me donne le plus deconfiance est la qualité de nos soldats et de nosleaders. Je me suis joint à l'armée il y a 50 ans et aipassé la plupart de ce temps en uniforme et je peuxdire honnêtement que je n’ai jamais vu de meilleurssoldats ou leaders. Tant que nous pouvons maintenirla qualité du personnel, nous serons bien placés pourl'avenir.

The Family La Famille

One of my major focuses during my time has beenthe Regimental Family although that effort will nothave been evident to much of the Royal Regiment.The reality is that, in order to meet the demands andaspiration of the Regiment, we need to have theorganization and capacity to meet those needs. Andthis is where I have been concentrating my effort.

Un de mes centres d’attention pendant mon temps aété la Famille régimentaire bien que cet effort n’aurapas été évident pour la majorité du Régiment Royal.La réalité est que, afin de répondre aux exigences etaux aspirations du Régiment, nous avons besoin del'organisation et la capacité à répondre à ces besoins.Et ceci est où je suis concentré mes efforts.

Historically, the governance of the Regiment hasbeen left to a few very hard working leaders. TheColonel Commandant, the Senior Serving Gunner andmembers of Artillery Council, the Director ofArtillery and more recently the Regimental Colonel,the RSM RCA and of course the Regimental Majorand RHQ. Most of those leaders have verydemanding day jobs, so this naturally limits theirability and capacity to meet Regimental demands. Instating this, I recognize that many aspects ofregimental support have been met by the RCAA, butthe reality is certain elements of our Governance haveto be done by the leadership. And without a change tothe Governance model, the Regiment would not beable to progress.

Historiquement, la gouvernance du Régiment a étélaissée à quelques dirigeants travaillants très dur. LeColonel commandant, l’Artilleur Sénior et lesmembres du Conseil de l'artillerie, le Directeur del'Artillerie et plus récemment le Colonel régimentaire,le SMR de l’ARM et bien sûr le major régimentaire etQG Régimentaire. La plupart de ces dirigeants ontdes emplois très exigeants de jour, ceci limitenaturellement leur habileté et leur capacité à répondreaux demandes régimentaires. En disant cela, jereconnais que de nombreux aspects du soutien duRégiment ont été respectées par l'AARC, mais laréalité est que certains éléments de notre gouvernancedoivent être faites par la direction. Et sans unchangement du modèle de gouvernance, le Régimentne serait pas en mesure de progresser.

This situation started to change when General Beno,as our Colonel Commandant, founded the ArtillerySenate to provide effective Governance of theRegiment and oversaw the development of the initialFamily Strategy. But it was only a start.

Cette situation a commencé à changer lorsque leGénéral Beno, comme notre Colonel commandant, afondé le Sénat de l'artillerie afin de fournir unegouvernance efficace du Régiment et de superviserl'élaboration de la Stratégie initiale de la Famille.Mais ce n’était que le début.

Over the past three years we have re-shaped theArtillery Senate into a true Board of Directors where50% of the Members are elected to the position, thusensuring a degree of representation of all elements ofthe Regimental family. The RCAA is represented onthe Senate by the association’s Board Chair and itsPresident. The Senate now operates according toestablished rules and policies, as one would expect ofthe board of any large corporation. In addition, theSenate has established five committees, largelymanned by volunteers, focused on important areas ofgovernance. The result of this has been a disciplineand effective governance body with the capacity toget real work done. This now lays a foundation thatwill ensure the Regimental Family is on a productivecourse, which it can sustain.

Au cours des trois dernières années, nous avonsremodelé le Sénat de l'artillerie en un véritableconseil d'administration, où 50% des membres sontélus à la position, assurant ainsi un degré dereprésentation de tous les éléments de la Famillerégimentaire. L'AARC est représentée au Sénat par leprésident du conseil d'administration de l'associationet de son président. Le Sénat fonctionne désormaisconformément aux règles et politiques établies,comme on pouvait s'y attendre du conseil de toutegrande société. En outre, le Sénat a créé cinq comités,en grande partie gérés par des volontaires, axés surdes domaines importants de la gouvernance. Lerésultat de tout cela a été un corps de gouvernancediscipliné et efficace avec la capacité d'effectuer untravail précis. Ceci pose maintenant une fondation quis’assurera que la Famille régimentaire est sur unetrajectoire productive laquelle peut être supportée.

As part of this effort, the Senate has developed, incooperation with the Association and otherstakeholders across the country, an updated version ofthe Family Strategy. This has been endorsed by theSenate and will be published in the near future. Withthis, the next step will be the development of animplementation plan that will see us bring greaterfocus to the challenges facing the Regimental Family.

The State of the RCAA L'État de l'AARC

At the last AGM, I raised the issue of the directionand sustainability of the RCAA. Indeed, the proposalto energize and focus the seminar was an outcome ifthat discussion. However, I feel more needs to bedone.

Lors de la dernière AGA, j’ai soulevé la question dela direction et de la durabilité de l'AARC. En effet, laproposition de dynamiser et de concentrer leséminaire était un résultat de cette discussion.Cependant, je sens que plus doit être fait.

As with all associations, the RCAA is facing ashortage of volunteers and a limited bank account.Indeed, young people are not joining associations, asevidenced by the age in this room. Recruiting peopleneed to be the priority for the association. I realizethat everyone here knows that, as it has been the casefor some time, but I have difficulty seeing any signsof progress. If the association is to survive, this mustchange.

Comme avec toutes les associations, l'AARC estconfrontée à une pénurie de bénévoles et d'un comptede banque limité. En effet, les jeunes ne se joignentpas aux associations, comme en témoigne l'âge danscette salle. Le recrutement doit être la priorité pourl'association. Je me rends compte que tout le mondeici le sait, comme cela a été le cas pendant un certaintemps, mais j’ai de la difficulté à voir des signes deprogrès. The serving leadership has a role to play here and isdoing so. Unit Commanding officers have beendirected to play a greater role in the family, includingsupporting the RCAA. This isn’t an easy transitionfor some, in particular the Regular Force units, as weare trying to change culture. Indeed, I know there arethose both serving and retired, who are resistant tosuch change. But it is a necessary one if we, as aRegimental Family, are to realize the long-termobjectives we have set for ourselves. I believe weneed to reach a level of change where our culture isthat all gunners, regular and reserve, from Gunner onup see their responsibility for supporting theRegimental Family as part of their professionalobligations.

Le leadership en fonction a un rôle à jouer ici et lefait. Les commandants d'unité doivent jouer un plusgrand rôle dans la famille, notamment en soutenantl'AARC. But change will not come with only effort by thechain of command; it must also come from within theassociation. While the senior leadership may “push”the serving members to embrace the family and theAssociation, the association must also pull allGunners into the fold. Only by working together willwe, over time, change the culture and ensure all arepart of the team.

Mais le changement ne viendra pas avec seul effortpar la chaine de commandement, il doit aussi venir del'intérieur de l'association. I should also remind you that the idea behind theseminar was to create a professional forum ofsufficient quality that gunners want to attend. Theassociation must capitalize on that idea and seek waysthat attract people to its cause. And in doing so, it willneed to be very pragmatic as there are no end to theobstacles in the way. The current challenge offunding the attendance at the AGM of servingpersonnel is but one example. Such limitations onpublic support are not new and are not likely to bereversed quickly. We therefore may have to findopportunities to build on events that are sanctioned,wherever they may be.

Je tiens également à vous rappeler que l'idée derrièrece séminaire était de créer un forum professionnel dequalité suffisante pour que les artilleurs veuillentassister. L'association doit capitaliser sur cette idée etchercher des moyens qui attirent les gens à sa cause.Et, ce faisant, il devra être très pragmatique car il y apas de fin aux obstacles sur le chemin. Finally, the relationship between the Senate and theRCAA is good, but needs to be improved upon. Wehave discussed before that the relationship should becollaborative and, while respecting the independenceof the RCAA, avoid unnecessary duplication ofeffort. Indeed, we should ideally be able to determinewhere each will focus their efforts. While thisphilosophy is easy enough to agree to,operationalizing it will not be. But I believe it is avital part of ensuring that, together, we havesufficient volunteers and the capacity to meet theneeds of the Royal Regiment.

I have long believed that the RCAA is the heart of theRegimental Family. I believe we all have aresponsibility to ensure that heart is a healthy one andcan maintain the body of the Royal Regiment. Byworking together we can get there.

My predecessorswere a great source of both.

My hopeis they will hang in there until we do.

Their loyalty and attention to therequirements of the Royal Regiment wasoutstanding and I am continually impressedby them all. They have my sincere thanks andthat of the Royal Regiment.

Perhaps more important, Joe hasestablished a body of policy andunderstanding at the senior levels that allowsus to manage fund raising strategically.
