In the initial stage, some 17 ANSPs have indicated theirinterest in joining PENS. Other ANSPs may also join in thefuture.

Potential PENS ApplicationsPan-European Network Service (PENS)
A joint EUROCONTROL ANSP led initiative to provide acommon IP based network service across the Europeanregion covering voice and data communication and providing efficient support to existing services and newrequirements that are emerging from future Air TrafficManagement (ATM) concepts.
Benefits of PENS
■ more cost effective than fragmented network services;■ will meet current and future communications needs;■ will achieve flexibility and speed of deployment by
providing a managed international IP (Internet Protocol)service environment;
■ provides greater capability for integrated developmentsinvolving the whole ATM community by enabling arapid and secure exchange of information;
■ aligns with Single European Sky Implementing Rulesand industry standard services by supporting IP-based networking.
Potential PENS Users
■ EUROCONTROL;■ Air Navigation Service Providers (ANSPs);■ Any stakeholders needing to exchange information
for ATM purposes.
Strategic Significance
PENS will be one of the main enablers for the Collabora-tive Decision Making (CDM) concept that is being devel-oped in the context of SESAR.
PENS governance bodies:
■ The PEN Service Steering Group (PSSG), representingthe PENS users, which would set policy and standardsand review performance.
■ The PENS User Group (PUG), consisting of membersfrom the user community, which provides technical,financial and administrative advice to the PSSG.
■ The PENS Management Unit (PMU), which implementsthe policy and standards set by the PSSG, and manages the PEN Service.
