I am ready for spring. Talking about spring, our next General Meeting is scheduled for Tuesday, April 11, 2017 at 7 pm. We will meet in the Tamarack Clubhouse. Mark your calendar and plan on attending the meeting. We need 25 homeowners to attend to have a quorum to conduct official HOA business. Your Board of Directors recently met and we discussed our inability to have a quorum of homeowners at our biannual meetings. We concluded that we can decrease our dependency on the meeting quorums by soliciting approval of HOA business by sending letters and/or emails to homeowners. In addition, we can improve the communications in the neighborhood by delivering some of the pending business issues directly door-to-door. As a by- product of this approach, it may turn our biannual meetings into more of a social gathering and less of a business meeting. We can also use the meetings to invite local speakers of interest to the homeowners. Therefore, during the month of February and into March, we will be requesting your approval of the following deferred business: Meeting Minutes from the April and November 2016 meetings and the 2017 Proposed Budget. We need to replace and update our lighting at the Rt. 59 entrance. We are soliciting bids on this work which will be around $10,000 and will be requesting your approval for the capital expenditure. We must have a majority of the homeowners approve this project. We have the money to fund the project. We have an opening on our board of directors supporting the association’s communications. A new homeowner, Mohammed Khurram, has volunteered to join the board to fill this opening. If you are interested in filling this same position, please notify me by February 24, 2017. After that date, I will send out an election form to each homeowner to elect a person to fill this opening. We have received the new Tamarack Fairways Directory from the printer. We will be distributing the directories door to door in February with any of the above materials that are available. We are into the New Year and, in my opinion, winterhas already worn out its welcome. I am ready forspring. Talking about spring, our next General

Meeting is scheduled for Tuesday, April 11, 2017 at 7 pm. We willmeet in the Tamarack Clubhouse. Mark your calendar and plan onattending the meeting. We need 25 homeowners to attend to have aquorum to conduct official HOA business.

Your Board of Directors recently met and we discussed ourinability to have a quorum of homeowners at our biannualmeetings. We concluded that we can decrease our dependency onthe meeting quorums by soliciting approval of HOA business bysending letters and/or emails to homeowners. In addition, we canimprove the communications in the neighborhood by deliveringsome of the pending business issues directly door-to-door. Making traffic stops are a part of a lawenforcement officers daily duties. However,for citizens they are a rare (hopefully) and

stressful experience. Police officers never know what wewill encounter on traffic stops. A proper understanding ofhow to act or respond on a traffic stop is key to goodcommunication. We would like to share some tips on howto respond during a traffic stop to make the encounter lessstressful for all involved.

When an emergency vehicle is pulling you over, pullover to the right side of the road. You may activate yourturn signal or emergency flashers to look for a safe spot tostop. This also alerts the officer of your intention to stop.

Place your vehicle in park, turn off the radio, roll downthe window all the way and give the officer your attentionto ensure communication is both effective and efficient.Please remain in your vehicle with your hands visible onthe steering wheel until you are given direction by theofficer. Normally the officer will approach on the driver’sside, but for safety reasons sometimes the officer willapproach on the passenger side. Don’t be alarmed if thisoccurs. Officer safety is the highest priority whenconducting traffic stops and the officer is attempting toapproach in the safest manner possible.

If the traffic stop is at night, please turn on your interiorlight so the officer can see who is inside the vehicle. Don’tmake any sudden movements or rummage through yourbelongings looking for your wallet until you are asked fordocumentation. Do not reach for anything anywhere!Remember that law enforcement officers are killed everyyear while conducting routine traffic stops so it’sunderstandable that an officer may treat you withsuspicion.

Upon the request of the officer, disclose if you have a

concealed carry permit and have a weapon in the vehicle.This also applies to any passengers in the vehicle.

Please be courteous with the officer even if youdisagree with reason for the traffic enforcement decision.Contesting the reason for the stop should occur in thecourt of law and not on the side of the street.

If you observe a traffic stop that does not involve you,please do not approach the officer as they are conductingthe traffic stop. Illinois has “Scott’s Law” or the “MoveOver” Law. This mandates that when approaching a policeor other emergency vehicle stopped along the roadway,you must reduce your speed, change lanes if possible andproceed with due caution.

Remember, there is no such thing as a routine trafficstop. If you respond appropriately to the officer’sdirections, are cooperative and do not give any cause foralarm, the officer will extend you the same respect.

TOO MUCH SALT IS HARMFUL TOOUR ENVIRONMENT

The City of Naperville usesplows and salt trucks as

necessary before, during and aftera winter weather event. Road saltworks by lowering the meltingtemperature of water to 15degrees Fahrenheit, which

allows the snow to melt in moderately coldweather. However, did you know that the

salt used on roads and sidewalks eventually finds its way to theDuPage River? Salt can be toxic to fish and detrimental to ourlocal water quality. While melting snow may wash away downriver, road salt does not dissolve and will sink to the bottom ofthe river, where it is nearly impossible to remove. Too muchsalt can also hurt our pets’ feet, damage our landscaping, ruingarage floors, and be corrosive to our cars. Conserving saltusage can help make a big fiscal and environmental difference.Salt works best before snowfall. If you salt once before anysnow hits the ground, you won’t have to salt again. Whensalting your driveway or sidewalk, remember that more saltdoes not mean more melting. A 12-ounce coffee mug of saltshould be enough to cover 12 squares of sidewalks, or about300 square feet. Most salt stops working if the temperature isunder 15 degrees Fahrenheit. Please consider doing your partto help conserve the natural beauty of the DuPage River, yourneighborhood landscaping, and your own pocketbook. Salt less,save more!

NAPERVILLE’S ENVIRONMENTAL COLLECTIONCAMPUS IS ONCE AGAIN SERVING AS A COLLECTIONPOINT FOR ELECTRONICS RECYCLING

Located at 180 Fort Hill Drive, the City’s EnvironmentalCollection Campus serves as a drop-off center where residentscan properly dispose of traditional recycling materials as well asscrap metal, hazardous household waste and, once again,electronics. Electronics drop-off is available Monday throughFriday from 7 a.m. to 3 p.m. and will be maintained by eWorksESI through a contract with DuPage County. A fee will becharged for CRT, flat screens, projection TVs and monitors.Screens under 21 inches will be assessed a $25 fee per unit.Screens 21 inches and larger will be assessed a $35 fee per unit.An attendant will be on duty to accept payment in the form ofcash or credit card and to answer questions. FREE INCOME TAX PREPARATION ASSISTANCE FORSENIORS - VOLUNTEERS NEEDED TO HELP

The Naperville Park District is partnering with AARP to offerarea seniors free income tax preparation assistance at theAlfred Rubin Riverwalk Community Center between Februaryand April. Persons interested in volunteering to help with thisprogram are invited to investigate the AARP Foundation’s Tax-Aide program that is co-sponsored by the Internal RevenueService. Appointments are available on Mondays andWednesdays from early February through early April 2017.Taxpayers need not be members of AARP to take advantage ofthe services provided by the free program. The Bi-annual General Meeting was

held November 7, 2016 at the

Tamarack Club House at 7 pm.

• Board Attendees: Marty

• Call to Order: Nineteen

homeowners were represented. There

was no quorum.

• Approval of Minutes: Minutes of

the April 28, 2016 meeting were not

approved due to lack of quorum,

however, according to bylaws the

minutes may be electronically

approved.

• Financial Report: In the absence of

Treasurer Gokul Das, Marty

Samojedney reviewed the Balance

Sheet. Accounts receivable are at

$2,187. Net income is $6,679. The

proposed budget was presented but

not voted on due to lack of quorum.

Twelve homeowners have not paid

their dues, four of whom are more

than one-year overdue. After two

years collections go to litigation. This

number represents a one-third

shrinkage from the previous year due

to collections.

• Tamarack Golf Club

Ryan Rocha, General Manager of

Tamarack Golf Club, recently

transferred from Texas who replaces

Brett Hafstad, was unable to attend

our meeting and will be back on the

agenda for the next meeting.

• Neighborhood Traffic Status

Marty Samojedny presented the

Speed Summary Report from July 3

to September 30, 2016, generated by

the Wheatland Township Road District

on Royal Porthcawl where the speed

limit is 25 mph. Average volume was

1793 cars per day. The maximum

speed was 70 mph, while the average

speed was 24.18. The 50th

Percentile Speed was 23.77; 85th

Percentile Speed was 28.76; and

Pace Speed Range was 19 to 29.

DIRECTORS REPORTS

• Beautification

Kirk Handley reported on the new

landscape company. Problems with

consistency have been solved.

Suggestions were made for mums to

be planted in the monuments next fall

and mulch to be placed around trees

next spring. There is an electrical

issue in the parkways on Rt. 59.

Plans are for low voltage LED lighting

instead of the high voltage which is

currently there as well as in our 4

monuments. A vote will be needed for

such a project. A quorum of 25 for

Capital Expenditures is needed. Also

new wiring for monuments was

discussed. As soon as estimates for

wiring are available, Kirk will present

them to homeowners. Kirk will have

an article on beautification status in

the next newsletter. Holiday décor is

on its way for both entrances. A new

company will handle holiday lighting

which will be up before Thanksgiving.

• Social Activities

Jan Mackey reported that the first

event for next year will occur early in

March – possibly a casino night. The

social committee is also working on

other events for the next year and

possible events for the Bi-annual

Meetings.

• Architectural Committee

Mark Zamora went over approvals

currently in the works which include

fences and patio decks. He reminded

homeowners that any exterior

modification needs approval and

reiterated that approval forms can be

accessed on the homeowners’

website.

• Communications Committee

Brad Culen has resigned his position

and anyone interested should contact

Marty Samojedny. The directory is still

in process. E-mail notification of the

meeting is working. If anyone is not

getting e-mail, please go to website to

update the information.

• Code Enforcement

Marcia McKee discussed various

complaints such as sheds on

homeowners’ property, what

constitutes an abandoned car and

when garbage cans may be put out

for garbage pickup. She reminded us

that there is a complaint form on the

Tamarack website

(tamarackfairways.org under rules

and regulations, complaint form),

which should be used when filing a

complaint.

• New Business

Marty called for nominations for

Communications Director position on

the board of directors. Marty passed

out the 2017 Proposed Budget and

called for questions.

The meeting was adjourned at 8:20

pm.

My first home, where I was formost of my life, was very active and noisy with several children, two dogs, and another cat. OMG, that wasway too much for me to handle. My second home was quieter, but my human companion became ill andwas no longer able to care for me. I'd be most comfortable in a low-key home with no other pets orchildren. I like catnip and feather-type toys, and I love being petted and scratched behind my ears. That'snot too demanding, right? Do you think your home is the purr-fect one for me? I'm counting on it!

I am still working on some of my manners, such as jumping, so it would be best if childrenin my new home were at least 12 years old and had experience with dogs. Also if you want to take me toobedience training that would be great as well! ALASKA SALMON BAKE WITH

PECAN CRUNCH COATING

2 tablespoons Dijon mustard 3 tablespoons butter, melted 5 teaspoons honey 1/2 cup fresh bread crumbs 1/2 cup finely chopped pecans3 teaspoons chopped fresh parsley 6 (4 ounce) fillets salmon salt and pepper to taste 6 lemon wedges

Preheat the oven to 400F. In a small bowl, mixtogether the mustard, butter, and honey. In anotherbowl, mix together the bread crumbs, pecans, andparsley. Season each salmon fillet with salt andpepper. Place on a lightly greased baking sheet.Brush with mustard-honey mixture. Cover the top ofeach fillet with bread crumb mixture. Bake for 10minutes per inch of thickness, measured at thickestpart, or until salmon just flakes when tested with afork. Serve garnished with lemon wedges.
