WICKHAM’S

ORLD

By now, pretty much all ofyou will have heard aboutDangerous Ellis and hisshenanigans but, onSaturday, I had a situationwhere he became the heroof the day. I was going alongthe road between Coin andAlhaurin Golf when one ofmy front tyres just exploded.I managed to limp the car tothe BP garage and foundthat what was left of thetyre was in shreds andsmoking like a chimney - andthat was only about 100yards away. I know how tochange a wheel but only hada short wheel brace so, evenwith me jumping up anddown on it like some lunaticI had no chance of shiftingthe wheel nuts. I hadalready got the spare tyreout of the boot and checkedthe air pressure but, could Iget the flippin’ shreddedwheel off? Could I heck! Also, I had an appointmentwith one of our advertiserson the coast in an hour thatI couldn’t miss. What to do?I could phone the grua andwait ages for them and feellike a right “girlie” because Icouldn’t do it myself, myhusband was on the golfcourse so no chance there,so I phoned Dangerous andpleaded for help. “Noproblem,” he said, “be therein ten minutes.” And withinten minutes, there he waswith a proper macho socketset complete with torquewrench to release the wheeland, in no time at all I wasmobile again. So, thanksDangerous for being thehero of the day! I shall bevisiting one of the car shopsin the near future with aview to purchasing a copy ofthe aforementioned wrenchso I’ll be able to do it myselfnext time!On Thursday I met up withan old friend and somelovely new people whogrew up in the East End ofLondon. Boy, had they liveda rich life and were full offascinating stories aboutwhat life was like thereyears ago. I could have spenthours with them! Iremember all the oldmarkets in the area and allthe atmosphere, good andbad, that was enjoyed by allof us. What memories!

Judge Castro believesthat Princess Cristinabenefited from that moneythrough her use of fundsfrom Aizoon, a companyshe owns jointly with herhusband and whose sole

Economy minister Luis de Guindos announced on monday inParliament that the recovery of the economy was strengthenedin the fourth quarter of 2013, when GdP grew 0.3 per centcompared with the previous quarter. it was two points higherthan the figure for the second quarter, when the country finallymanaged to pull out of the longest recession of the democraticera. de Guindos said the country is now “faced with a recovery, albeit fragile, but one that is, after all, a recovery”. among thepositive factors he mentioned, de Guindos focused in particularon the fall in borrowing costs for the Spanish state and theaccompanying drop in the risk premium, which all point toforeign investors' increasing confidence in Spain. The ministersaid the housing market was beginning to touch bottom, andthat unemployment fell in 2013. He predicted that theunemployment rate will fall from 25.9 per cent, its currentlevel, to 25 per cent by the end of 2014.

The Supreme Court ruled on monday that France Telecom doesnot have the exclusive right to use the square orange icon ofits mobile phone brand Orange. France Telecom had patentedits brand’s icon in Spain but rival mobile firm Jazztel, which alsouses the colour orange in its logo, filed a suit against the Frenchfirm’s claim to exclusivity. The court ruled that the colourorange that Orange “claims as a distinctive exclusive sign of itsproducts is nothing other than one of the most common in themarket,” and therefore, “should be open to the use of alleconomic operators.” it said it was “in the general interest” notto restrict the availability of colours to other operators offeringthe same products or service. Jazztel and Orange’s legal battledates back to 2009 and the Supreme Court only reached itsjudgment in december of last year. Jazztel’s lawyers had arguedthat in Orange’s case: “The colour orange is represented in themost trivial, insignificant, banal, simple, rudimentary, primary, basic, elemental shape imaginable to the human intellect: thatof a simple two-dimensional square, without contours, borders, texture relief, perspective, without any ornamentation.”

Despite being called amarch for "human rights, understanding and peace",some demonstratorsshouted slogans in supportof the Basque terroristgroup. The march wasorganised by Basquenationalist and separatistpolitical parties after ajudge banned a rallycalling for ETA inmates tobe moved closer to theirfamilies. One marcher, 52-year-old Itziar Goienetxia, told reporters she lived inthe Basque country andhad to travel 1,200 km tovisit her husband in jail inCadiz, at the other end ofthe country.

The victims' associationAVT had applied in vain tohave the march banned, saying it gave "graveoffence to each and everyvictim of terrorism". "Theonly aim of the initiative is

to pay homage to prisonersof the terrorist groupETA," it argued. Radicalleft-wingers havedemanded for years thatETA prisoners should betransferred closer to homebut last Saturdaymembers of the moderateBasque Nationalist Party(PNV) joined the march. However, Basque premierIñigo Urkullu and otherPNV members of theBasque regionalgovernment, were allconspicuously absent fromthe demonstration.

Late last year, the HighCourt ordered the releasefrom prison of several ETAmembers, acting on aruling by the EuropeanCourt of Human Rightsthat Spain had actedillegally when itretroactively appliedlegislation that stopped

them being eligible forearly release. Most of thereleased prisoners hadbeen convicted of multiplemurders.

A spokesman for the

government said ETAsympathisers could marchas much as they like butthe government would notchange its attitude untilETA lays down its armsand dissolves itself.

The people of Haiti have been remembering the victims of adevastating earthquake that struck the country four years ago, killingmore than 250,000 people and leaving at least 1.5 million peoplehomeless, in a country with a population of about 10 million. Fouryears after the quake, some 150,000 people are still living intemporary accommodation and signs of destruction are stilleverywhere.

On Sunday, people attended special religious ceremonies across thecountry and President Michel Martelly laid a wreath at a mass gravein Saint Christophe, where many victims were buried. Thegovernment issued a decree declaring 12th January a day ofremembrance and reflection. Haiti, the poorest country in theAmericas, has struggled to rebuild its infrastructure, despite millionsof dollars in aid pouring into the country. President Martelly said ayear ago that only a third of the money pledged after the 2010earthquake had actually been delivered.

Since the earthquake, Haiti the has been affected by landslides andhurricanes, as well as an epidemic of cholera and rampant crime.

The inventor of theKalashnikov assault riflewrote to the head of theRussian Orthodox Church,Patriarch Kirill, in 2012,expressing fears that hewas morally responsiblefor the people it killed.

Mikhail Kalashnikov, who died last month aged94, said he was suffering

"spiritual pain" over themany deaths it caused. "Ifmy rifle claimed people'slives, then can it be that I,a Christian and anOrthodox believer, was toblame for their deaths?" heasked.

"The longer I live, themore I wonder why theLord allowed man to have

the devilish desires ofenvy, greed andaggression".

The Kalashnikov, orAK-47, is one of theworld's most familiar andwidely used weapons. Itscomparative simplicitymade it cheap tomanufacture, as well asreliable and easy to

maintain. It is thoughtthat more than 100 millionKalashnikov rifles havebeen sold worldwide.

Kalashnikov formerlyrefused to acceptresponsibility for themany people killed by hisweapon, blaming thepolicies of other countriesthat acquired it.

An Australian man has received medical treatment to remove a largecockroach that had burrowed into his ear. Local media reported thatthe 2cm pest caused agonising pain for Hendrik Helmer, and defiedhis efforts to suck it out with a vacuum cleaner. He was taken tohospital where a doctor tried putting oil down the ear canal but thatonly made the cockroach crawl in deeper, before it eventually beganto die. It was then that the doctor was able to put forceps into his earand pull out the cockroach. Mr Helmer told reporters: "They said theyhad never pulled an insect this large out of someone's ear." MrHelmer said he was not suffering any major discomfort and wouldnot be taking any additional precautions before going to sleep. Advertising feature Inadequate hospitalstaffing levels blamedfor toddler’s death The mother of four-year-old Sean Turner told aninquest that her son wasreduced to sucking themoisture from wet tissuesas hospital staff failed tohelp him “due toinadequate staffing levels, poor hygiene standardsand lack of training”.

Yolanda Turner saidthat the “beginning of theend” for her child camewhen he was moved fromthe paediatric IntensiveCare Unit to Ward 32 as ahigh dependency patientat the Bristol RoyalHospital for Children andthat the alleged failings inhis treatment and careleft him with “no chanceof survival”.

The little boy, described as a “happy, lively little boy” had goneinto hospital for vitalcorrective heart surgeryin January 2012 but diedfrom a brainhaemmorhage shortlyafter suffering a cardiacarrest in the arms of hisfather, Stephen Turner. He said: "The nurses onWard 32 cared but did nothave the knowledge orknow-how to give Seanthe level of care he sodesperately needed. Noparent should be put inthis situation, in a safeenvironment – having tobeg for help. We have tolive with this for the restof our lives."

Fighting back tears,Yolanda Turner recalledhow her pleas for painrelief for her young son,who was in "considerablepain", were ignored, adding: "I cannotunderstand how a childcould be left to suffer solong."

At least 10 families, including the Turners, allege their children haveeither died or wereleft damaged followingtreatment on Ward 32since 2008 and are takinglegal action againstthe University BristolHospitals NHSFoundation Trust (UHBristol). In November lastyear, Avon Coroner MariaVoisin returned anarrative verdict in thecase of another one of the

10 children – seven-year-old Luke Jenkins – whodied three weeks afterSean on Ward 32.

Luke's parents, from StMellons, Cardiff, believedthe hospital could havedone more to save theirson's life, but the coronerfound "no evidence that agross failure led to orcontributed to hisdeath".

Two further inquestsare due in February andMarch 2014.

Robert Woolley, chiefexecutive of UH Bristol, said in a statement: "We

would like to offer oursincere condolences to Mrand Mrs Turner for theloss of their son, Sean. Wealways aim to do our bestfor the children andfamilies under our careand we are fullycommitted to workingwith the coroner to helpher investigate thereasons for Sean's death. It would not beappropriate for us tocomment further until theinquest has concluded."

The inquest into Sean'sdeath is expected to lasttwo weeks.

How safe is mycompany pension?Forgive me forreminiscing, but Iremember the days whenif you were a member of acompany pension schemeyou were set for life, particularly if it was adefined benefit scheme, even more so if you workedfor the local authority anda member of thesuperannuation scheme,be it a teachers scheme, local government scheme, fire service etc.

Back then I worked forthe Prudential, which hada non-contributory definedbenefit staff pensionscheme set up on a 1/60thbasis. FANTASTIC! Iwas made redundant in1999, so what may havehappened to my deferredbenefits since?

Let’s consider:FUNDING LEVELS...This is the amount in

the pot available to keeppromises to employeesand ex-employees whenreaching retirement andwant to take companypension benefits. Whencalculating these figures,it is necessary for theTrustees to make certainassumptions about futureevents. This means thatthe amount actuallyneeded to provide thebenefits – which includethose benefits currentlygranted on a discretionarybasis, such as any increaseto pensions in payment –could turn out to be quitedifferent from the figuresquoted by the company.

Considering this inmore detail, most companypension schemes areheavily reliant on ‘newmoney’ going into the pot –in other words, those whoare still working andcontributing to the schemeare to a degree funding theincome paid to those whoare retiring.

Many schemes’ fundinglevels have deterioratedover recent years, for acombination of reasons,e.g. poor investmentperformance (someschemes have still notrecovered from stockmarket falls of 2008), thelack of new contributionsgoing in (due to the closureof the scheme to newemployees), mortalityrates (retired people are

living longer and so thereis a bigger drain on the‘pot’ from which pensionincome is paid).

SO WHAT DOESTHAT MEAN TO MYPENSION?

What many people don’trealise is that they cannotrely on what is quoted intheir pension schemebooklet as being the up-to-date situation of theirdeferred pension benefits. For example:

1. At any point priorto retirement, theTrustees can vary theterms of your pension. Sothe accrual rate can beincreased (which meansthat your pension incomeis reduced), the retirementdate can be changed (soyou may have to waitlonger to start drawingyour pension income), thespouses’ benefits can beamended (so your spousemay not receive the 50%income you expected in theevent of your death), etc.

2. At any point postretirement, the Trusteescan also vary the terms ofany annual increases inpayment. So you are notnecessarily guaranteedincreases each year inyour pension income onceyou start drawing it.(Over time, this willimpact on the buyingpower of your pensionincome due to the effects ofinflation).

Unfortunately, thereare now a number ofpension schemes that arein a situation of beingunderfunded. See thefollowing chart:

Aggregate fundingposition of defined benefitoccupational pensionschemes in the PPF 7800index, February 2005 toFebruary 2013 – United

Kingdom £bn

Notes:1. Source: Pension

Protection Fund 7800Index, end-February 2013.

2. The informationin this chart is not aNational Statistic.

3. Aggregatefunding position equalstotal assets minus totalliabilities..

4. The ‘7800 index’covers the 6,316 definedbenefit occupationalpension schemespotentially eligible forentry to the PPF (atFebruary 2013). Thenumber of schemes in theindex has declined overtime.

5. Changes made toactuarial assumptionsfrom 31st March 2008produced a one-offdecrease in liabilities of£40.1 billion.

6. Changes made toactuarial assumptionsfrom 31st October 2009produced a one-offdecrease in liabilities of£71.6 billion.

7. Changes made toactuarial assumptionsfrom 1st April 2011produced a one-offdecrease in liabilities of£30.6 billion.

The other maincomponents of pensionfund expenditure are lumpsums payable onretirement, death benefits, transfers to other pensionschemes (outwardtransfers), andadministrative costs.Expenditure on lumpsums fluctuated around £3billion from the mid-1990suntil 2004, but then roserapidly, reaching a peak of£8.5 billion in 2010. It thenfell back to £7.7 billion in2012.

People who need todispose of a pet's bodyusually contact their localvet or the council'sdisposal service but peopleliving in Cordoba haveanother alternative – theSan Francisco de Asisfuneral parlour in CalleAlfonso XIII, the first onein Spain for pets.

Owner Juan CarlosGisbert decided toestablish the service afterhe had to have a pet dogput to sleep and felt theservice provided by vetsand the local council "wasnot dignified enough".

However, he ran intowhat he called a legalvacuum because therewere no pet funeralparlours in Spain so hewent to Germany,

Past disaster overshadowsDoñana anniversary

A holding dam burst at themine, releasing some fivemillion cubic metres ofacidic mine tailings. Thetoxic sludge entered theGuadiamar river, the mainsource of water for theDoñana National Park, oneof Europe’s biggestwetlands. The effects weredevastating. Soil in thesurrounding area washeavily contaminated withdeadly substances includingarsenic, while 37 tons ofdead fish were recoveredfrom the river. The poisonentered the food chain andtests on wildlife in theregion found many specieshad sub-lethal quantities ofheavy metals in liver andmuscle tissue. It took threeyears to clean up thespillage, at a cost of around€240 million. Now theJunta wants to reopen the

mine because the regionneeds economic growth. But for WWF officials, itwould be a "terriblemistake" if proper safeguardsare not put in place.

The park was declared aUnesco World HeritageSite by the United Nationsin 1994, which should havesafeguarded Doñana fromfuture environmentalthreats. Since then, thepark has become a finalstronghold for the endangeredIberian lynx and is home toseveral endangered speciessuch as the Spanishimperial eagle, It is also animportant stop-off forthousands of migratorybirds travelling betweenEurope and Africa.

But the WWF andother conservation groups

associated with the parkare fighting an ongoingbattle on several fronts.Besides the mine, Doñanais also at risk from plansfor underground gasstorage and the dredging ofthe nearby Guadalquivirriver. However, the biggestthreat of all is the use ofillegal boreholes to irrigatethe strawberry cultivationaround the perimeter ofthe park. The farmers areaccused of draining waterfrom the park’s undergroundaquifers, which are crucialfor maintaining the park’secosystem and the vastnumber of species whichlive within it. The problemis so serious that last yearUnesco threatened toremove Doñana from itslist of world heritage sitesif the Spanish governmentfails to address the issue.

“The World HeritageCentre and InternationalUnion for Conservation ofNature (IUCN) remainconcerned about thecumulative impacts of anumber of threats to theoutstanding universalvalue of the property, inparticular the issue of over-extraction of the Doñanaaquifer,” read a Unescostatement. “If these issuesare not addressed theproperty could meet theconditions for inscription

on the List of WorldHeritage in Danger in thenear future.”

Spain must submit a

report to the UN byFebruary 1st, outlining thesteps it is taking toregulate water usage foragriculture.

Memo fromMadridMartin DelfínWrites for the English language version of

The LocalVoice

Muriel Pilkington

Ishould imagine no-one will believethat the Infanta Cristina finallyrealised that the harm her

husband is inflicting on the monarchywill only start coming to an end if shestops appealing against Judge JoséCastro's summons. Apparently shespent a night at the Zarzuela Palacein Madrid last week and waspersuaded to go to court withoutfurther ado. King Juan Carlos is nofool and he knows a few sheep mustbe thrown to the wolves if themonarchy is to survive. Unfortunatelyone of those sheep is his youngestdaughter. I should imagine the kingwould dearly love to throw his son-in-law to a real pack of wolves – and aconsiderable number of people wouldbe only too happy to help him.

The princess's lawyer apparentlyintends to base his defence onthe fact that she's completely

besotted with her husband, as anyonewith eyes can see, and didn't knowthe first thing about his businesses. However, I find it hard to believe thata well-educated, modern workingwoman didn't know what herhusband was up to. He's not just aJohnny-come-lately, although hiscareer as a professional handballplayer with FC Barcelona might leadsome people to think he was aworking-class boy who made good. His full surname name is Urdangaríny Liebaert –- his father is a Basquewith some minor nobility in his familytree and his mother is a FlemishBelgian. He didn't allow his career insports to stop him from studying fora master's degree in businessadministration.

Ithink Judge Castro intends to putUrdangarín behind bars and thesooner his wife stops delaying the

inevitable the better. As for theprincess, I think the judge will besatisfied if he can get her into court ofher own free will and make her looklike a silly woman blinded by love. Itremains to be seen if her marriagecan survive what must be aharrowing experience for her andher four children.

However, if the case drags ontoo long, it could end in theking's abdication. He's never

been a man to take the coward's wayout. He fooled Franco for many years, lulling the dictator into thinking hewould carry on the regime when allthe time he intended to turn Spaininto a parliamentary democracy.Franco's spies apparently kept an eyeon him, but Juan Carlos allegedlysmuggled a variety of pro-democracy,anti-Franco people to meetings at hisresidence in the boots of cars. And if

the only way to save the monarchy isto abdicate, he will.

For Henry

The murder of a formerVenezuelan beauty and popularsoap opera star and her British

husband in Venezuela last week by agang of thieves caused an uproar. Most of the reports in the local andinternational press focused on MonicaSpear, with husband Thomas HenryBerry getting a passing mention.

However, he called himselfHenry – his father is calledTom – when I used to babysit

him in Caracas. The Berrys lived inthe same building as me and myVenezuelan partner. They used tolook after my cat when we went awayfor a weekend, and I was able toreturn the favour after we broke upby babysitting Henry and his littlesister Katie so that Tom and wifeCarol could get away for an evening.

At the time I was active in theCaracas Playhouse amateurdramatics group and I always

played the baddie in the ChristmasPantomime. One Christmas, I wasFleshcreep, the giant's evilhenchman, in Jack and theBeanstalk. I loved the part – itallowed me to be seriously evil and Iloved the way the kids screamed withjoy when Dame Trot finally killed meoff. I'd lie there on the floor, trying notto laugh, and Henry was the only kidwho noticed that. He came to me afterthe performance to accuse me oflaughing "when you were supposed tobe dead". I told him "Henry, it's onlymake believe". He was about nine atthe time.

The last time I saw Henry acouple of years before I leftVenezuela, he was in a

wheelchair recovering from a gunshotwound in the abdomen. His bestfriend had been killed when thievestried to steal the car they weretravelling in. Henry left the countryfor a while, but went back becausehe still loved the place he'd knownas home since he was two yearsold, when his father started toteach mathematics at one ofVenezuela's best universities. I canunderstand that – Venezuela is a verybeautiful country but the murder rateis shocking. I suspect if I'd stayedthere, I would have met the same fateas Henry. RIP Henry, you didn'tdeserve to have your life ended sobrutally.

What was not said in WashingtonSheep to the wolves

Mariano Rajoy has finally gotone of his most desiredwishes. Until a few months

ago, Monday’s visit to the White Housewas just a dream but it was carefullyorchestrated from Madrid to coincidewith good news being offered by hiseconomy minister, Luis de Guindos, that the Spanish economy grew 0.3 percent at the end of the fourth quarter of2013. The accolades coming fromPresident Obama put Rajoy in seventhheaven. The US leader praised theSpanish prime minister’s “sound”leadership for “stabilising theeconomy, moving into growth, reducing the deficit and being able toreturn to the financial markets”.Nevertheless, he said that Spain stillhas a long way to go in grappling withits economy and still needed furtheraction to curtail the country’sunprecedented high unemployment –caveats that Rajoy perhaps wouldrather have not heard.

This was the first visit to theWhite House since the PartidoPopular (PP) leader came to

office in 2011. Rajoy, who had beenadamant in calling for early electionsthroughout his years as oppositionleader during the past administrationof Socialist predecessor José LuisRodríguez Zapatero, was just asdetermined to get invited to the OvalOffice during this term. And it came onthe day – coincidentally, mind you –that De Guindos gave Congress thepositive growth figures.

Yet the prime minister wasn’tabout to upset the watersespecially after all the kudos he

received from the American president. He didn’t take a firm stance – like hisGerman and French counterparts – inrejecting spying activities by theUnited States on Spanish officials, asrevealed by wanted former USintelligence contractor Edward J.Snowden. Instead he told reportersthat he was satisfied with theexplanations US officials gave him butdidn’t go into detail. No doubt theSocialists and the United Left (IU)coalition will be pressing the primeminister for a full disclosure in thecoming days, if they intend to assumetheir responsibilities as the opposition.Nothing was said – at least publicly –about the Spanish High Court’sconcerns that the United States is notcomplying with its bilateral treaties inhelping in the ongoing but stalledinvestigation into the death of JoséCouso, the Telecinco news cameramanwho was killed in Baghdad when USforces attacked the hotel where he andother journalists were staying nearly11 years ago. Judge Santiago Pedrazissued a writ addressed to Justice

Ministry’s international section earlierthis month complaining that theUnited States has refused to cooperatein the case, and has even “failed tonotify” the three former US officerswho are being held accountable by theHigh Court for Couso’s murder.

Besides a brief question about theCatalan independence drive bya reporter – an issue on which

Obama remained silent –- there wasno mention of the ongoing corruptionand criminal investigations intomembers of Rajoy’s PP party. The twoleaders did acknowledge that theydiscussed security issues in NorthAfrica and relations with LatinAmerica.

Obama did thank the Spanishgovernment, however, forallowing US forces to beef up

their facilities at Rota Naval Base inCádiz, where the United States, alongwith other NATO allies, areestablishing a European anti-missiledefence shield. This agreement wasactually hammered out by Zapatero inhis final diplomatic fait accomplishortly before leaving office, but Rajoyno doubt underhandedly walked awaytaking all of the credit. Yet it is fair tosay that as opposition leader, Rajoydid agree with Zapatero on the signingof this memo of understandingbetween the US and Spanish defenceofficials that took place only weeksbefore the 2011 general elections.

There were also other items on thediscussion agenda, includingObama’s push for a trans-

Atlantic trade pact that he claims willboost employment on both continents.“We both agreed that there isenormous potential for increasingtrade and growth between two of thelargest economic actors in the world, but it will require intensive work andserious compromise on all sides, andthe prime minister and I agreed thatit's well worth the effort," the USpresident said.

Later in the day, Rajoy received awarm welcome by IMF directorChristine Lagarde who also gave

the Spanish leader credit for turningaround the economy. But the biggestaccomplishment from this Washingtonvisit has been Rajoy’s own personalsatisfaction. He walked away from theWhite House smiling like a bigCheshire cat, without any clearindications of what all this back-slapping means for the Spanishpeople.

A trip to London is never quite longenoughSteeped in history and with more shops to wander round than you could ever want, here’s a few morethings to do in the Capital, plus a bit of history.Taking a trip to the capitalof the UK seems to almostbe over before you start.

There are literallythousands of hostels, bedand breakfasts, and hotelsfrom the fairly cheap tothe absolute epitome ofluxury to stay in withalmost as many websitesselling their beds but, shoparound and you’ll veryoften pick up a last minutebargain. If you fancy aparticular hotel it may beworth phoning them directto see if they’ll drop their“rack” rate. As they say inthe trade: “It’s better tohave bodies in beds thanempty rooms.”

Once you’re settled andyou know the lie of theland as far as transportfrom where you are isconcerned, now’s the timeto browse through allthose leaflets you pickedup at the airport and inyour hotel’s reception.Last week we took you toGreenwich. This weekwe’ll just touch on a fewmore places that are wellworth seeing but not verywell publicised.

Museums

If you’re on a family tripthere's Pollocks ToyMuseum. Opened in 1956it is dedicated to theBritish toy theatre whichwas very popular at theturn of the century.Named after BenjaminPollock who was a famousprinter of toy theatrebackdrops, it's at 1 ScalaStreet, London W1 and isnow run by his grandson.Nearby is Covent Gardenthat has lots of artisanstalls in the old marketplus street jugglers, dancers, musicians and allmanner of things going on.The area is a warren ofsmall shops and cafes.

Then there's the V&AMuseum of Childhood inBethnal Green and theCartoon Museum in LittleRussell Street inBloomsbury (not strictlychildhood but interestingfir children nevertheless).

Brook Street Londonhas the Handel Museumdedicated to the German

composer who became aBritish citizen in 1927. Helived in the house fornearly three decades andit's preserved in the styleof the times.

One place that, so far Ihaven’t visited myselfbut would love to, isThe Bell Foundry at32/34 Whitechapel Road,London E1 1DY where BigBen, the bell that’s in thetower at the Palace ofWestminster was made, aswell as the Liberty Bellthat is now on permanentdisplay in PhiladelphiaUSA. The company wasestablished in 1570(during the reign of QueenElizabeth I) and has beenin continuous businesssince.

Whitechapel BellFoundry's business hasalways been, and still is,the manufacture of bellsand their fittings. Themanufacture of large bellsfor change ringing peals inchurch towers, singletolling bells, carrillonbells, and a completerange of accessories suchas framework, wheels, clappers and theirassembly in Churchtowers accounts forapproximately four-fifthsof the company output. The other fifth of thebusiness lies in themanufacture of handbellsfor tune and changeringing, and other smallbells. Its long historyspans the reigns of twenty-seven English monarchs.

During the war years, the Foundry switched tomanufacturing castingsfor the Ministry of War. Inthe aftermath, it was verybusy replacing peals lost tobombing raids and fires, including the bells of St.Mary le Bow (within thesound of which allcockneys must be born)and St. Clement Danes of'Oranges and Lemons'nursery rhyme fame.

You can take tours on aSaturday at 10am, 1.15and 4pm. These have to bebooked well in advance, Iphoned them lastThursday to check detailsand they are alreadybooked through until Juneso, if you want to go later

London’s past

London’s importancewas probably firstestablished by the Romansin around AD 43 when itwas known as Londinium.By the Tower of Londonthere remains a section ofthe wall that was built byRoman hands. Standbeside the church of AllHallows and look towardsthe Tower of London andthere, in a single glance, you can see two thousandyears of history, anexperience that can berepeated again and againall over the city. Deepwithin the church you willfind an arch, part of itsoriginal construction thatdates back to Saxon times. In the Tower itself, QueenElizabeth I was heldprisoner by her older sisterand from there she wouldhave been able to hear thebells peeling from thesteeple of All Hallows.

It was this very samesteeple that diaristSamuel Pepys climbed toobserve and record theGreat Fire of London in1666 that wiped out agreat part of the city thatwas then mainlyconstructed of wood.

Great Plague

A year ealier, in 1665,he had made note ofseveral houses in DruryLane having red crosseson them and the words“Lord have mercy uponus”. These were the housesthat had become infectedby the Great Plague, theterrible epidemic ofbubonic plague that was toeventually wipe out atleast 70,000 lives beforethe disease had run itscourse. Many believe thatthe Great Fire was tothank in large part for theend of the plague.

The standardtreatment for the plague, from which very fewrecovered, was aconcoction of the herbssage, rue, buttercupo root, angelica root, snake rootand saffron infused in,

oddly enough, Malagawine! At the time itremained unknown whathad first caused thedisease but, two centurieslater it was found thatfleas from the rats thatswarmed over the slumsoutside London’s walls inSt. Giles, Cripplegate,Whitechapel, Stepney andLambeth were to blame.

A vast majority of itsvictims were the poor wholived in extremely closeproximity to theirneighbours and, at thattime in London’s history itwas quite common foreach dwelling to housemore than one family. Therich, on the other handwere largely able to isolatethemselves from the restof the population sosuffered far less severely. The dead were put in thestreets for the burial cartsto collect and a man with abell shouting “Unclean, unclean” would walkbefore the cart to warnpeople not to come near. Inmany churchyards inLondon you can still findburial pits.

After sending his wifeoff to the country “for herown safety” Mr. Pepys inher absence took fulladvantage of the situationby having numerousaffairs and on December31st 1665 he wrote: “Ihave never lived somerrily as I have done theplague time!” Despiteliving throughout the timein London, he survived totell the tale.

Great Fire

In the early hours ofSunday, September 1st1666 a fire broke out in abaker’s shop in Pudding

Lane, near to LondonBridge. To start with itwas thought to be only asmall fire and even whenit spread to straw in thecourtyard of the nearbyStar Inn, nobody reallytook any notice. However, the summer had been hotand dry that year and asmany of the buildings andbridges were of timberconstruction coated inpitch it was to turn into afire of mass destruction.

Nearby warehouses bythe river were crammedwith goods includingtallow, oil and spirits andwood and coal was stockedon the wharves. The fireeasily leapt the narrowalleyways and, on a risingwind, by the time theprimitive fire enginesarrived on the scene, the fire was totallyunstoppable burning downthe Royal Exchange, St.Paul’s Cathedral and theGuildhall.

To stop the fire Cityauthorities had to takedrastic measure and it wasdecided that seamenshould be brought in touse gunpowder to blow upwhole rows and streets ofbuildings to create a firebreak. Once the winddropped, the fire wasbrought under control butin the five days it raged, ithad completely destroyed373 acres of the city ofLondon including 89churches, 44 craft andguild halls and over 13,000houses, with almost aquarter of a millionpeople made homeless.Amazingly, there were noknown deaths!

After the fire Londonersrebuilt their city, but thistime used bricks andstone. It was a unique

opportunity for the greatarchitect Sir ChristopherWren who produced plansfor a new city with wideboulevards and finehouses and churches. However, because of theurgent need to rebuild, most of his plans were notadopted and the old streetpatterns were retained.Wren was, however, stillresponsible for many finenew buildings including,of course, the new St.Paul’s Cathedral. Mostinhabitants moved out ofthe city and the centralSquare Mile of the citybecame the financial andbusiness district knowntoday as “The City”.

All Hallows still bearsthe scars of the Blitz of theSecond World War whenthe church took an almostdirect hit. However, thebells still ring out everySunday and people arestill baptized within itswalls.

To all points of thecompass beyond this spotlies Greater London withits modern shops, officesand homes, plus thehomes of Kings andQueens of the past and thepresent time.

So, there’s a few bitsand pieces for you aboutLondon and, if you haveanything interesting inthe area you come fromthat you think our readersmight like to visit, pleasesend me the details [email protected] by snail mail to Buzon300, Spanbox, CC LaTrocha, Coin 29100,Malaga and we’ll let themknow.

An important event isthe Ofrenda de Floresa la Virgen de losDesamparados, a beautifulceremony every year, that

The new Chicago Jim BandIt's been cold in ChicagoUSA recently with plentyof snow, in fact –27º C,wind chill at – 40º C and500 passengers stuck on

snowbound Amtrak trainsfor 15 hours only a weekago. But never mind, thereis always a warm welcomefrom the Chicago JimBand on a Sunday at Pógsin Fuengirola, where theyare the new resident bandfor the popular SundaySession.

Lead singer, front manand acoustic guitaristChicago Jim, along withman of many talentsMandolin Mick, have puttogether what many say istheir best band yet. Basedon their ongoing concept ofacoustic roots – Celticfusion, the band blendsIrish Jigs and Reels withMotown hits and Soul, now adding a touch ofblues rock, means theband has opened up onsome new fronts.

Chicago Jim has lostnone of his talent foraudience banter, StefanÖstgård is the new bassand accordion player, MickDraycott stays on bothguitar and mandolin, witheither, all action AndyMack or Manolo JoSanchez on drums. Theirrange of music is broaderthan most pub rock bands, from Steve Earle's GalwayGirl and Chris Rea's Roadto Hell, mixed with TheTemptations Get Ready.

Chuck Berry and “Bruce”,The Waterboys, John LeeHooker and Ray Charles, all the way over toSantana’s Evil Ways,Stefan Wolf and theirown popular Celticinstrumentals. They givegood value, usuallyplaying three solid sets ormore at the SundaySession, often withperformances fromspecially invited guests, like blues harmonicaspecialist Paul Stylianou, singer guitarist AliceReay, Kasper Jensen, andguitarist Texas Ken. Theyhave many friends and forboth the band and thePógs crowd these inviteswork well.

The true story of JordanBelfort (DiCaprio) – a NewYork Stock broker whobecame a symbol of theexcesses of Wall Street inthe 90s, was indicted onmoney laundering andother charges and turnedin his friends and workcolleagues to the FBI in aplea deal – is a rich mix ofmeaty material into whichScorsese sinks hisdirectorial teeth withgusto.

He has directed adeeply black comedic odeto gluttony and greed, with eye-popping excesses, including lots of nudityand DiCaprio scooped theGolden Globe this week forbest actor in a musical orcomedy.

There are wildly comicmoments, Jonah Hillprovides a spot-on comedyfoil as the haplesssidekick, and the moviecracks along – which isjust as well, because at

three hours long, it couldtest the patience of anyaudience. But the storyof how Belfort makesmillions, and embraces alife of drugs, sex and livinghigh on the hog has had alot of critics rating it asone of Scorsese’s best, and in DiCaprio’s fifthcollaboration with thedirector, he deliverspossibly his bestperformance.

DiCaprio plays the rolewith brio and his breezy, sleazy, easy-going charmkeeps the audience on sideso it will be interestingto see how he fares inthe Oscar nominationstomorrow (Thursday).

The movie is based onBelfort’s own memoirs andit’s a smart, funny exposéof Wall Street excesses.

Strangely, you may be feeling unusually serious at the moment, there is muchthat you wish to put into place and you will be using this week to make plansconcrete. The more you know, the clearer you will soon be on how to directyour life this year. Be very careful with your words and actions as this is not thepoint to make impulsive decisions but to pay attention to the details and consultwith loved ones, especially on the home and career front.

Right now it is all about getting your foundations operating as you want them. But be crystal clear on what you need whilst formulating a game plan to makesure you get it what you want. There is one relationship in your life that you cancount on where you feel a solid sense of security and this will also become anarea you wish to strengthen.

Your feelings could be sky high this week full of emotion and inner smolderingpassions. This can have the effect of your becoming impatient and trying toforce things into happening too quickly. Be patient for now but remainpositive, it is just that the time is not quite right yet. Financially it also requiresyou to exercise some tolerance, give it a week or so and things will work outyour way.

Moderation is your key to good living and it will become critical that youbecome clear about what you need to put in place in order for you to maintainbalance in your life. You will be surprised at how others come forward tosupport your intentions. Contracts could be up for negotiation andadvancements in the world of work could be up for discussion. There is an airof progression about you.

This week is all about you; it is about creating habits that help you instead ofhinder. When you are looking after your needs properly and have a naturalcreative outlet then you are able to be extremely productive with your life. It isnot about depending on another to feel good; it is about finding what makesyou come alive from within and sticking with it.

You have been slightly overwhelmed lately but the truth is you would not trustanother to do the job as well as you can do it. At least you know it will be done rightor to your standards and the detail will not be forgotten. By the weekend you canease up a little on the workload and give time to affairs of the heart and as you doso a warm security starts to flood over you – very cosy.

Life does not seem under your control right now – it is as if someone else isholding the reins and steering your destiny. This influence is nowencouraging you to start to think of your own needs, to rely upon yourselfmore, instead of putting the needs of others before yourself. You will domuch for love but do not give so much that you lose yourself in it all.

Getting your goals moving and motivating yourself to write, teach or to goplaces you have always wanted to visit is highlighted now. There is nothing inthe way to stop you from achieving what you want – only you. Make the mostof every day and this can be a time of remarkable achievements and success. You have finally been given a green light so that you can move forward withrelative ease.

Financially there is a need perhaps to cut back and slow down on youroutgoings. Tightening your belt and sticking to it could be the theme that isplaying on your mind. By the weekend though there could be significantfinancial gains in the most unexpected ways. You will find that talents andabilities rise up to show themselves from within and these will be put to evengreater use this year.

Whatever you put your energy into right now the universe is likely to giveback to you tenfold. There are those around you that are looking out for youand there will be a sign that this is the case this week. New beginnings areall around you so keep your eyes and ears open for opportunities. Keep yourfeet rooted to the ground and you will remain aware of all that is going onaround you.

There could be something going on behind the scenes and perhaps there issomeone who is working hard to help you, pulling strings on your behalf. Thebigger picture is your focal point and this will help you to remain steady andcertain and on track. The clouds of the past are beginning to clear and as theydo a new brilliant, glorious horizon comes into focus.

A change to support the direction that you wish to go in is likely and it will feelliberating to have made a decision. Important life choices that will radically affectyour life for the foreseeable future are on the table. Each choice will lead you in avery different direction, but each choice is equally as good as the other, so it comesdown to what you want the most.

Dear Calvin,

May, Fuengirola

Dear May,

Oily hair is often confusedwith an oily scalp. Usinga purifying shampoo isrecommended, and avoidany products that say theyadd shine and gloss as thesewill only add more oil to yourscalp. An oily hair quick fixis to dab a bit of talcumpowder on the roots of yourhair, or try a dry shampoo.

When shampooing, haveyour water as cool as youcan stand it as hot water

stimulates the oil.

Dear Calvin,

My hair gets very tangled, what can I do about it?

Karen, Estepona

Dear Karen,

The key to preventingtangles is to reduce theamount of chemicals (dyes, relaxers, perms) that you putin your hair, and always usea good conditioner. Also makesure your hair is tangle freebefore you wash it.

Avoid brushing outtangles. Use a wide toothcomb or your fingers andapply a leave-in conditionerto help. Start by gentlypicking out the tangles at theends first, and graduallymake your way up to the rootarea.

Be patient, if you rush it,it can often result in makingit worse.

We may one day relyon caffeine to boostmemory as well as towake up, researchersat Johns HopkinsUniversity haveconcluded aftertesting the memoriesof 160 people over 24hours. They foundthose who tookcaffeine tablets, rather than dummypills, fared better onthe memory tests, butwarned people toremember caffeinecould cause negativeeffects, such as jitterinessand anxiety.

Twenty-four hours maynot sound like a long time, but it is in terms ofmemory studies. Most"forgetting" happens in thefirst few hours afterlearning something. Onlya few previous studieshave been carried out intocaffeine's effect on long-term memory and havegenerally found littleeffect.

This study was differentbecause people took the

caffeine after, rather thanbefore they had seen andattempted to memorisethe images.

The researchers saidtheir findings do not meanpeople should rush out anddrink lots of coffee, eat lotsof chocolate, or take lots ofcaffeine pills. "Everythingin moderation. Our studysuggests that 200mg ofcoffee is beneficial to thosewho do not regularlyingest caffeine," they said."But we also found aninverted U-shape doseresponse suggesting thathigher doses may not be asbeneficial."

Caffeine couldboost memory

It has been 33 years since actor andscreenwriter Colin Wellandfamously declared ‘The British arecoming..!’ during his Oscar winner’sspeech and since then the Britshave enjoyed highs and lows. TheGolden Globe awards on Sundayproved to be a disappointment –with 18 Brit nominations, includinghigh profile folk of the calibre ofDame Judi Dench, EmmaThompson, Kate Winslet, ChiwetalEjiofor and Idris Elba, there wasjust one triumph.

It was an important one – Britishdirector Steve McQueen’s criticallyacclaimed and searing movie ‘12Years A Slave’ did take the awardfor best drama.

So all eyes will be on the

announcement tomorrow(Thursday) of the Oscarnominations, and the hope will bethat the Golden Globes will notbe the precursor for moredisappointment for the Britcontingent.

McQueen lost out in the bestdirector category to Alfonso Cuaron, for Gravity, and his leading manChiwetel Ejiofor (along with fellowBrit Idris Elba for Mandela: LongWalk to Freedom) lost out in thebest actor stakes to MatthewMcConaughy, who shed 45 poundsto portray a man fighting AIDS inthe Dallas Buyers Club.

Cate Blanchett picked up bestactress in a drama for her role inWoody Allen’s ‘Blue Jasmine’ and

the hot money is on her for a shoe-in on Oscar night. American Hustlewas the biggest winner with threeawards – but with no sweep-the-board winner the Oscar field looksto be wide open. U2 picked up thegong for best song – Ordinary Love– for the Mandela movie.

In an emotional acceptance speech,as he picked up best actor for amovie made for television, MichaelDouglas, who played Liberacein ‘Behind the Candelabra’,commented that the role came afterhis treatment for cancer, when hehad not been sure if he would everwork again. He thanked co-starMatt Damon as well as his wifeCatherine Zeta Jones, watching ontelevision from the couple’s NewYork home.

There were plenty of nominations, and the pre-bash bets were on lots of gongs but it was not to be

For centuries the mystery of thesuper-star remained, and it wasnot until 1731, over 100 years

after the invention of the telescope, that English astronomer John Bevishappened to spot a small fuzzy cloudexactly where the Chinese hadreported their star. But even thoughthe ‘smoking gun’ had been found, telescopes had not developed wellenough to say for certain what hadcaused it.

In 1758 a French astronomer namedCharles Messier independentlyrediscovered the ‘fuzzy blob’.

Messier however was very interestedin ‘fuzzy blobs’. He was a dedicatedcomet hunter and when a comet is faraway from the Sun, before the tail has hada chance to develop it looks very much likea ‘fuzzy blob’. At the time, Messier wasbusy hunting for the return of Halley’sComet that had been predicted to returnthat year.

He was infuriated at having to checkon every ‘fuzzy blob’ that hediscovered time and time again

wasting valuable telescope time so hedecided to accurately catalogue every oneof them that he found, thus eliminatingthem from his comet hunting. The firstobject he catalogued was the mysteriousChinese ‘fuzzy blob’. He named it M1. Inall, Messier catalogued 110 objects and hiscatalogue was so accurate thatastronomers still refer to it even today.

In 1844 another astronomer observedthe M1 ‘fuzzy blob’ this time using amuch more powerful 36” telescope.

What the Earl of Rosse saw andsubsequently drew at his observatory verymuch resembled a crab and so the CrabNebula was christened. But even then noone could give a reasonable explanation asto what it was and what had caused theChinese to report such a strange sight backin 1054.

It was not until 1921 whenphotographic techniques haddeveloped sufficiently, several

photographs taken years apart werecompared and it was found that the CrabNebula was actually expanding. Tracingthe expansion backwards revealed that thenebula must have become visible on Earthabout 900 years before, exactly the sametime that the Chinese had reported seeingit. The Crab nebula was the remains of aSuper Nova, a star that had exploded. Butas the Crab Nebula is about 1,600 lightyears away from Earth it actually hadexploded about 500 years before the birthof Christ and had taken that long for thelight to reach us from the blast.

The Crab Nebula has always been afascination for astronomers bothprofessional and amateur. It is still

expanding at the rate of over 1500 km persecond, it currently measures about 13light years wide. But what is interesting toprofessional astronomers is what

happened to the star after it had exploded?

As late as 1963 the centre of the CrabNebula was found to be emittingextremely powerful radio waves, in

fact the most powerful source of radiowaves and X-rays in the whole sky.Peering deep inside the cloudy gases thatsurround it astronomers discovered a tinystar less than 30 km wide but weighingmore than our Sun. It is also spinning veryfast at around 30 revs per second andemitting a strong pulse of energy on eachrevolution, a bit like a speeded uplighthouse. This discovery led to a newname being coined for these types of stars–Pulsars.

The Crab Nebula is not visible to thenaked eye but it can be seen throughbinoculars if the seeing conditions

are right. Today’s modern telescopes andespecially The Hubble Space Telescopehave produced some magnificent images ofthe Crab Nebula (see above). To see it, firstlocate Orion; follow the three stars inOrion’s belt up to the right to a bright red-coloured star called Aldebaran. Aldebaranmarks the eye of Taurus the bull. Nowimagine the two horns stretching out to theleft of Aldebaran marked by two mediumbrightness stars, M1 The Crab Nebula sitsjust above the lower star. (See diagrambelow.)

e Crab NebulaIn January 1054, the Chinese record seeing a very bright star appearthat was visible for a few days even during the day time.

Further to my letter aboutthe illegal hunter on theLa Carreta area and howworried all of us that livethere are about possibleaccidents involvinganimals and children, I amafraid I have to write againthis week to inform youthat, lying on the publicfootpath that runsalongside the Rio Pereilla,is a very large Mastin dogthat has been shot, thecartridge case lying next toit.Whether this was a

deliberate act, or whetheran accident, nobody (apartfrom the person that shotthe poor animal, of course)knows but it just goes toshow just how dangerousthis “sport” is. There areresidents’ houses within100 metres of where thisperson or persons areshooting and next time –bad enough that it is that adog should be shot andthen left there for all tocome across as they walk –it could be a child or anadult out for a walk just

minding their ownbusiness. On occasions we getstopped by the GuardiaCivil and paperwork ischecked but they don’tseem to be doing anythingabout this hunter.Perhaps those of us whoare concerned for localsafety should gathertogether and go to thepolice en masse, perhapsthen they’d make sure thelaw is upheld.

I wanted to tell all ourreaders about somethingthat is in the pipeline withThe News.

Details have to be workedout throroughly yet but weare getting together withone of our advertisers to tryand find our Local Heroes.Even in this economicclimate there are still lots ofpeople on the Costa del Solwho put their time, andsometimes their money aswell, into helping friends, neighbours and sometimeseven total strangers. We want you to write inand tell us about thosepeople who very often goquietly about making hugedifferences to people’s lives, often not even getting asimple “Thank You” fortheir efforts. It is all too easy to sitaround moaning about ourlot and, let’s face it, there’splenty who do but there ismuch more to be made fromlife by making a little bit ofeffort and I can guaranteethat, if you help someoneout in some way, you willfeel much better about theworld.

You will read in my columnthis week about my car tyreblowing to smithereens lastweekend. Normally a verycapable woman, I found Iwas a damsel in distress asI couldn’t change the wheelwhere they’d put the nutson with an airgun. One call to my neighbour, the famous Dangerous Ellisand he was there withinten minutes, changed thetyre in 20 and I was backon the road in 30 minutesall told so, he was my heroof last weekend. I couldhave been stranded forhours and it’s little thingslike that that make theworld a better and muchpleasanter place.I will let you all know thedetails of the competitionas it comes along and let’sgive all our heroes a boost.Oh, yes, there’ll be a prizefor the winner and if anybusinesses out there wouldlike to donate more prizes, please let me know. All ourheroes deserve a medal!

For those Britishpensioners who are unsurewhat to buy with their tenpound Christmas bonus, why not invest in a BonoBus ticket, on sale at atobacco shop?

In exchange for a crumpledsoup-stained ten euro noteone gets a strip of redcardboard, with journeysmarked 1 to 10. It isimperative the ticket is asstiff as a dead Welsh sheepso that when the busskipper feeds it into hisclipper and gives it aforearm smash worthy ofBoris Becker, the skipper

and his clipper workin perfect harmony, amputating a fragment ofticket and/or a stray digit.

Formalities over, say onRoute 4 to the outpost ofCarvajal, one sees theusual seats, plus an arrayof metal poles and barsstretching down the aisle, and thoughtfully paintedin blood red. The poles arefor use by those ladies whomight want to try PoleDancing (or Lap Dancing ifthe bus is full) while theceiling bars are strictlyreserved for the male"wannabe" gymnasts, to

swing their way to the exit. Among them are thoseBrits, shirtless andtattooed with fondmemories of the "Tarzan"films of the Forties.

Even before your 10journeys are done you canstill find extra value as aresident at the bus stop byhosting your own versionof BBC's "Question Time"and answering a raft ofenquiries from those luckyenough to be on holiday.

And you will have enoughleft of your 10 euros for asoothing coffee!

'Cash cow' criticism promptsUK Government to tackleparking chargesThe law setting aminimum charge forparking penalties in theUK could be abolished toallow local authorities tolower parking fines forminor violations.

The Department forTransport (DfT) isconsidering legal optionsto make the changes aftercriticism that councils useparking as a ‘cash cow’.

The DfT is also lookingat making five minute‘grace periods’ – whichsome councils alreadyoperate voluntarily – astatutory requirement.

Local authorities willalso have to publishparking accounts toimprove transparency.

The announcementsform the official responseto a House of Commonsreport published bythe Transport SelectCommittee last year.

The report found ‘a deeprooted perception thatlocal authorities viewparking enforcement as acash cow’.

It also questioned the

disparity between parkingfines compared with finesfor more serious offencessuch as speeding.

Councils collectedrecord profits fromparking charges and finesin 2012/13 but inDecember TransportSecretary PatrickMcLoughlin froze parkingpenalty charges for theremainder of the currentParliament.

A public consultation –due to end in February –on aggressive parkingpolicies was also launched. It included the idea ofscrapping CCTV cameracars for parkingenforcement.

Louise Ellman, chairman of the TransportSelect Committee, welcomed theGovernment’s actions. She said: "There is afeeling that people aren'tbeing treated very fairly, and that's what the reportwas about.

"Councils do have a lotof discretion and that'sright as it is a local service

but it is about beingreasonable.

"Councils must be muchclearer about what theyare doing with theirmoney and what moneythey are making."

Professor StephenGlaister, director of theRAC Foundation, saidchanges were needed toreflect the fact thatparking offences were onlymisdemeanours .

He added: "We needsome proportionality andtransparency.  It wasalmost four years ago thatthe coalition promised toend the war on themotorist.

“It isn't over yet butperhaps these latestproposals will take us astep closer to victory."

Spain has expanded the carsubsidy programme by 175million euros and estimatesit should generate relatedtax income of 1 billion euros,Deputy Prime MinisterSoraya Saenz deSantamaria (right) said.

Under the scheme, carowners who scrap their oldcar and buy a new one get asubsidy of 2,000 euros, half

from the government andhalf from the carmaker. ThePIVE program, expandedfour times to total 465million euros, indirectlyboosts public coffers as carsin Spain are subject to aregistration tax as well asvalue-added tax.

Spanish car sales jumped18 percent in December, thefourth month of growth, and

rose 3 percent overall in2013, data from carmakers'association Anfac showed.

Spain tops up car subsidyscheme by 175 million euros

The UK's soaring motormanufacturing industryhas seen it surpass ailingneighbour France in termsof total car production forthe first time since 1966say industry chiefs.

As the UK carproduction speeds up,French car-makers arehitting the brakes allowingthe UK to cut in ahead of itand assume its currentthird place position. It’ll be

the first timeBritain has beenahead of its gallicrivals sinceEngland won theWorld Cup atWembley in 1966and the growth shows nosign of slowing asit  accelerates towards anew record high.

Rising sales of British-built cars – both at homeand in key export markets

– mean France is set to berelegated from third tofourth place in theEuropean production‘league-table, behindGermany and Spain, asBritain overtakes it.

Rising sales of UK-built cars seesdomestic factories move aheadof European rival

Rolls-Royce Motor Cars isgetting closer to deciding onwhether to make an SUV,CEO Torsten Mueller-Oetvoes said in aninterview.

"It's a very interestingsegment, definitely, and weare thinking about it,"Mueller-Oetvoes toldReuters Insider televisionon Thursday, in response toa question about whetherbuilding such a car wouldbe feasible. “We are playingwith some drawings and weare starting now to lookeven deeper into the wholething. A decision will onlybe done if we are convincedthat this fits to the brand,"Mueller-Oetvoes said.

The CEO said the maindifficulty was reconcilingsuch a vehicle with theRolls-Royce brand valueswhich have not beenassociated with sportinessor offroading.

Rival ultraluxury brandBentley plans to launch anSUV in 2016 and has said itexpects to create a newsegment with the model, which reports say will costaround 180,000 euros.

A number of people haveasked me: How do you playStud? Well here are thebasic rules to get youstarted.

Before the start of theTexas Hold'em boom over10 years ago, Stud hadalways been the mostpopular poker variation inthe United States. Thegame is played with two toeight players. Probably thebiggest difference between7 Card Stud and TexasHold'em is that 7 CardStud is a non-flop game. Each player gets dealt atotal of seven cards, ofwhich three are dealt facedown and four are dealtface up. From these sevencards the player has tochoose his best five-cardcombination. The handrankings are identical tothose in Hold'em; a RoyalFlush is the best possiblehand and the worst hand isthe high card hand (nopair).

Every player starts offwith getting dealt threecards; two cards face-downand one card face-up. Thetwo face-down cards arecalled the 'hole cards' andthe face-up card is calledthe 'door card'. Based onthese three cards youdecide whether or not youwant to continue with thehand. Like in any pokervariation, hand selection is

extremely important in 7Card Stud.

Antes, bring-in andbetting

Every player pays anante before getting dealtany cards. In our examplewe are playing a 1€/2€ Studgame with a 0.10€ ante anda 0.50€ bring-in.

The three cards are dealtand the player with thelowest door card is forced topay the bring-in of 0.50€.This player can also chooseto bet 1€, which is called 'tocomplete'. The bettingcontinues clockwise aroundthe table, with playershaving the option to call, raise or fold. Once thebetting is complete, everyplayer left in the hand isdealt a fourth card (4thstreet). Now, and in allrounds still to come, theplayer with the highest up-cards is the one who startsthe betting.

Minimum bets for theremainder of the hand are:4th street: 1€ 5th, 6th & 7th street (theriver) : 2€
