NAY PYI TAW, 2 Jan—The work coordinationmeeting for boosting agricultural products in Nay PyiTaw Pyinmana, Nay Pyi Taw Tatkon and Nay Pyi TawLewe in Nay Pyi Taw District was held at the Ministryof Agriculture and Irrigation on 1 January.

It was attended by Minister for Agricultureand Irrigation Maj-Gen Htay Oo, departmental headsand officials concerned.

The minister said that the ministry is applyingtwo agricultural methods — boosting agriculturalproduction, and per acre yields of crops; that the firstmethod covers not only extensive reclamation of vacantlands but also launching mixed cropping patterns; thatto meet the second method, high-yield strains,introduction of hybrid strains, and advanced methods

New Year’s Daycelebrations result in

129 deaths, 1,315injuries in L America

MEXICO CITY, 2 Jan—While people all over theworld are enjoying the New Year’s Day celebrations,feelings in Latin America, however, are mixed be-cause of 129 deaths and 1,315 injuries associatedwith different tragedies.

Rodolfo Palomino, director of the Road Policeof Colombia, said on Friday that during the NewYear’s Day celebrations in his country, 36 peopledied and 45 were injured.

According to Paraguay’s National Police, at least13 people were killed during the celebrations. Worsestill, the figure could rise during the weekend.

In Argentina, authorities have not reported thedeath toll during the New Year’s Day celebrations,but disclosed that the number injured was 766, mostof them in traffic and firework accidents.

Jorge Melendez, director of El Salvador’s CivilProtection, said on Friday that a total of 19 peopledied and 96 others were injured during the NewYear’s Day celebrations in the Central Americancountry.

In Honduras, the National Direction of CriminalInvestigation said on Friday that at least 34 peopledied in different violent occurrences and road acci-dents. A 9-year-old girl who was hit by a car wasamong the victims.

In Guatemala, the Guatemalan firefighting au-thorities said that at least 12 people were killed and61 others were injured in different circumstances.Among those killed, seven were killed by fireguns,two in traffic accidents, and one was murdered.

The Dominican Republic’s Centre of EmergencyOperations (COE) said on Friday that during theNew Year’s Day celebrations, seven people died intraffic accidents and one person died of alcohol in-toxication. Meanwhile, 114 others were injured orintoxicated.

The Panamanian National Police said on Fridaythat seven people died as the result of different vio-lent causes, including street fights, traffic accidents,or drowning. —XinhuaSomali pirates hijack Singapore-flagged

chemical tanker LONDON, 2 Jan—A Singapore-flagged chemical tanker was hijacked in the Gulf

of Aden on Friday, the European Union naval force (EU Navfor) said. The 20,000 deadweight-ton M/V Pramoni was seized when it was heading to

Kandla in India, the Northwood-based EU Navfor said in a statement. The shiphas a crew of 24.

It was the first attack in the new year by Somali pirates who have made tens ofmillions of dollars from seizing ships for ransom in the Gulf of Aden.

“The ship’s master reported by radio that the ship was hijacked and all the creware well,” the EU Navfor said.

“The Iraqi governmentregrets and is disap-pointed by the decision,”said Ali al-Dabbagh,spokesman for the Iraqi

WASHINGTON, 2 Jan —Building a home near amoon crater or a lunar seamay sound nice, but mooncolonists might have amuch better chance of sur-vival if they just lived in ahole. That’s the messagesent by an internationalteam of scientists who saythey’ve discovered a pro-tected lunar “lava tube” —a deep, giant hole — thatmight be well suited for amoon colony or a lunarbase.

the volcanic Marius Hillsregion on the moon’s nearside, is 213 feet wide andis estimated to be morethan 260 feet deep, ac-cording to findings pub-lished in Geophysical Re-search Letters, a journalof the American Geo-physical Union.

More important, thescientists say, the hole isprotected from themoon’s harshtemperatures andmeteorite strikes by a thinsheet of lava. That makes

the tube a good candidatefor further exploration orpossible inhabitation, thearticle says.

“Lunar lava tubes area potentially importantlocation for a future lunarbase, whether for localexploration and develop-ment, or as an outpost toserve exploration beyondthe Moon,” writes theteam, led by JunichiHaruyama, a senior re-searcher with the Japa-nese space agency JAXA.

ADDIS ABABA, 2 Jan — An Ethiopianminister has denied reports that millionsof people need urgent food aid afterfailed rains. Disaster Prevention Min-ister Mikitu Kassa told the BBC that thegovernment was helping those hit by thedrought.

He was speaking after the US-fundedFamine Early Warning System warnedof increased hunger in parts of thecountry in the coming months. Ethio-pia has been extremely sensitive toimages showing its people as starvingsince the famine of 1984-5.

Mr Mikitu said the report was “notevidence-based”. “It is baseless, it is con-trary to the situation on the ground,” he

told the BBC’s Focus on Africa programme.He admitted that 5.7 million people werecurrently getting food aid but argued that“in the Ethiopian context, there is no hun-ger, no famine” and that the situation wasnot as bad as in recent years.

“The government is taking action tomitigate the problems,” he said. The lat-est Famine Early Warning System(Fewsnet) projections show parts of thecountry in the extreme east, north-east andsouth-west as “extremely food insecure”— one level below that for a famine — inthe period January-March 2010.The UNhas already said it is aiming to feed 20million people in East Africa over the nextsix months. — Internet

NATO tankers attacked in westPakistan’s Quetta

ISLAMABAD, 2 Jan—Unknown militants damaged two NATO tankers in westPakistan by opening fire on one of them and torching the other, local TV channelreported on Friday.

Police sources said that the incident took place early Friday on the outskirts ofcapital city Quetta, Baluchistan. The tankers were on their way to the border townof Chaman carrying fuel from the south port city of Karachi for NATO forces inAfghanistan.

The militants opened fire on one of the tankers, smashing its windscreen, theprivate TV DAWN News reported. They torched the other truck and damagedseriously the vehicle’s front.

How long does it take to build a nation intoa developed one? We cannot realize such a verydemanding plan in a couple of years — it is out of thequestion. In my opinion, however, a nation can enjoyremarkable development over a couple of decades ifthe people work hard in harmony with tenacity.

In this regard, I would like to present someinstances, referring to experiences of some of neighouringregions. Japan, for instance, is a land where naturalresources are scarce with harsh climate and frequentoutbreaks of natural disasters such as earthquake andtsunami. In the agricultural sector, it has to make all-outefforts to ensure even food security, let alone foodsurplus. It joined the World War II, exploiting its naturalresources at the highest degree. But, nuclear bomb andincendiary bomb attacks reduced the country to ash anda loser. In the post-war period, Japan did not have muchwith which it reconstructed itself, and was at the mercy

of the victors. At that time, the majority of the people hadto spend much time in queues in supply camps for somefood. About 20 years later, Japan overtook the UnitedStates of America in iron and steel industry; about 30years later, Japanese car companies defeated those inDetroit; and about 40 years later, Japan overtook its allrivals securing a leading position in electronics in theworld. Due to firm determination, great perseverance, andmental power of its people, Japan became world’s secondlargest economy.

Another country to which I would like to refer isthe People’s Republic of China, which was reconstructedon 1 October 1949. At that time, the majority of the peoplewere in the mire of sufferings triggered by the World WarII and very long civil war. The majority of the Chinesefarmers, who had just liberated themselves from feudallords, had to start their new life with one-fourth or half of anacre of land each without harrows, ploughs and draughtcattle. Millions of people died in the Great Leap Forwarddue to food shortage resulting from the defects in thepolicies. The nation was even on the point of collapse dueto the Great Proletarian Cultural Revolution. Amidst thedeteriorating conditions, the nation in 1978 launchedmodernization in far aspects and reforms under the guidanceof visionary leader Deng Xiaoping. In compliance with hispolicy that a cat was acceptable so long as it catches miceregardless of its colour, the nation launched Socialist MarketEconomy. For about 30 years in a rain, China’s economicgrowth rate stood at more than 10 per cent yearly, accountingfor the highest rate in the world. In 2008, the whole worldcame under global financial crisis. But, China did not suffermuch, except fairly slow economic growth. It even providedthe US, the world’s largest economy, with huge loans.China, which once used to be branded “Sick Man of Asia”,is now poised to reach world’s superpower position. It iswidespread forecast that China will become the world’slargest economy by 2050.

Myanmar regained independence in 1948.Myanmar President Sao Shwe Thaik in Declaration ongovernment’s policy and objective delivered at theConstituent Assembly says that “…The initial objectiveof the people of us who constantly make reviews is torevoke the capitalism of the Union of Myanmar and tobuild a Socialist country in which the people haveexclusive right to manage responsibilities of the State.

Socialism is meant to bring prosperity to the peoplewithout any discrimination, not to forcibly nationalizepublic property. Ours will be a good country only ifthe entire people, regardless of status, have aprosperous future.

“Our government has drawn planssystematically to bring economic prosperity to the entirenation, and to avert unnecessary mistakes inreconstructing war-torn industries. Our government willtry to reconstruct the nation in accordance with the plansand to expedite the tasks for economic development ofthe nation.”

The objectives of the nation in the post-independence period reflected the government’sbenevolent attitudes for economic growth of the nation,irrespective of status, to reconstruct the war-tornnation, and generate a better future of the nation.

In fact, according to theexperiences of the citedcountries above, a periodof 60 years is much morethan enough fordevelopment of a nation.But, the nation laggedbehind other countries inthe region indevelopment due tovarious reasons.

Here, I do notwant to put all the blameon any particular person.By blaming one another,we cannot build adeveloped nation in ashort time.

Only when thepeople work hard inconcert will it be possiblefor our country to catchup with regionalcountries that are nowmuch more developedthan ours. And we canbring a prosperous futureto the entire people, asaspired by the nationfounders.

Myanmar isgifted with fertile soil,temperate climate pattern,rich natural resources, areasonable size ofpopulation, a large area,and a strategic location.According to manyexperts, Myanmar has thepotential for economicgrowth.

Yet, the nationhas not been able toembrace the goldenopportunity fordevelopment for morethan 60 years.

In this regard, itis not wise to hold anyparticular personresponsible for that. Thepeople are all responsiblefor their brighter future.They are required toremain cohesive. Puttingblame on others can causenothing more thanirresponsibility anddisunity among thepeople. Today is the mostopportune time to build anew nation. The country hasenjoyed the sufficientsupply of irrigation andwater resources which isthe lifeblood for thefarming.

Though succes-sive governments hadmade endeavours for de-velopment of the farmingsector for nearly 40 yearsafter the country gainedthe independence, theycould build only 138 damsincluding reservoirs from1948 to 1988 due tounstability of the State andsome circumstances.

Only 1.3 millionacres had been fed by irri-gation and over 3.8 millionacres had been used fordouble cropped farming.

After 1988, newdams and reservoirs havebeen built across thecountry. The new dams,reservoirs, river waterpumping projects,underground waterpumping projects haveboosted the agriculturalproduction in the country.

Farmland andwater resources play avital role in boosting agri-cultural production. As thegovernment has made ef-forts for reclamation offarmland and irrigation,the number of farmlandhas increased 23.8 millionacres in 1988 to 56.9million acres in 2008-2009.

As part of effortsfor irrigation, thegovernment built a totalof 228 dams, 322 riverwater pumping projectsand sank 8001 wells andrenovated reservoirs from1988 to 2009.Dam Projects

ThaphanseikDam located in KyunhlaTownhip, Sagaing Divi-sion and inaugurated on17 April, 2001 is the largestone in Myanmar and thelongest in south-east Asia.The earthen-type dam is108 ft high and 22,587 ft(over four miles) long andit is considered as an inlandsea. Russia announces anti-crisisprogram for 2010

MOSCOW, 2 Jan—The Russian government hasannounced an anti-crisis program that lists socialstability, improvement in social security andcontinued economic growth as priorities.

According to the program posted on thegovernment’s website Friday, the government plansto inject 36.3 billion rubles (about 1.21 billion U.S.dollars) in the job market and continue to fulfill theeconomic stimulus packages announced in 2009.

It will also maintain measures in support ofregional credit markets and facilitate majorenterprises’ debt restructuring.

To reform the economic structure, thegovernment will set up a fund to provide subsidiesand loans in order to resolve the problem of single-industry cities. The government also intends tomap out measures to tap the potential of the pensionand insurance systems to activate the financialmarket.—Xinhua

Monywa-Bawditahtaung railroad section inauguratedNAY PYI TAW, 2 Jan—Hailing the 62nd Anniver-

sary Independence Day 2010, Myanma Railways todayopened Monywa-Bawditahtaung railroad section ofMonywa circular railroad project in Monywa, SagaingDivision, at Aungtha railway station in Monywa.

It was attended by Chairman of Sagaing Divi-sion Peace and Development Council Commander ofNorth-West Command Maj-Gen Myint Soe, Ministerfor Rail Transportation Maj-Gen Aung Min, Ministerfor Sports Brig-Gen Thura Aye Myint, Deputy Minis-ter for Rail Transportation Thura U Thaung Lwin,departmental personnel, members of social organiza-tions and locals.

Commander Maj-Gen Myint Soe in his speechsaid that Tatmadaw Government had been upgradingold railroads and building new ones and Aungtha-Bawditahtaung railroad, the first phase of Monywacircular railroad, would contribute to smooth andsecure transportation for students of TechnologicalUniversity and 11411 residents of seven villages.
