Whilst Lyndon Thomas has been consulting with MTCBC with regard to the availability of land within the vicinity ofthe MMA site, we have been reviewing your request for vehicular access beneath the A465 and consulting withother relevant stakeholders.
As explained during our meeting, incidents on the wider motorway and trunk road network have resulted in a riskaverse approach to business operations beneath major infrastructure assets such as the Pant Viaduct. As a result ofthis review and consultation it has been concluded that the Welsh Government would not offer a private vehicularaccess beneath the A465 as part of the scheme.
I appreciate this does not align with your favoured approach for mitigating the impact of the scheme on the MMAsite and your business operations. However, the risk of operations beneath the A465 were seen as too great.
I thought it important you were informed of this matter as soon as possible as I appreciate it may influence thestatement of site usage requested to inform MTCBC decision. At present it is proposed to continue to investigatethe availability of the land to the north of the MMA site, but the movement of vehicles and persons from this areato the main site would be via the Public Highway (Pant Road).
As requested, via email 16th March, could you please provide descriptions of how each of the parcels of land wouldbe used in the operations of your business. This should include the type of activities that would be undertaken oneach parcel and the vehicles that would be stored there. Once this information has been provided Lyndon candiscuss further with MTCBC.

Further to the meeting on Friday I agreed to establish what size of accommodation structure MMA would require toallow access between its land to the north and south of the A465. As you will be aware, the current height and widthof the access is effectively unconstrained due to the headroom under the viaduct and the width between piers.Nevertheless, MMA is prepared to compromise and would accept an underpass structure that allows headroom of7.0m, and is wide enough for a 3.0m footway and 8.0m carriageway, but should be checked to allow the tracking of alarge articulated low-loader and a large eight axle rigid lorry to pass through from and to the northern site access.

I trust that this is sufficient for you to be able to design an accommodation structure and I would be grateful for yourconfirmation and also a date when we will receive a plan showing this. I am conscious of the deadline for Inquiryevidence by 3rd April which, with the Easter weekend, effectively makes this Thursday 29th March. You also confirmedthat you would send me the report detailing how the A465 would be constructed across the MMA land and I lookforward to receiving that shortly.
