PHASE 1 SECTION 3 & MWBE PARTICIPATION Altman Charters October 2020 Manpower Report details that 53 workers have been on site, of which: 12 (23%) are Minority, 2 (4%) are women, and 18 (34%) are Secon 3 self-cerfied. As of October 2020, the combined Housing, Site Prep, and Public Improvements contracts include 23.19% African American-Owned Businesses, 0.82% Asian American- Owned Businesses, 1.95% Nave American-Owned Businesses, 9.04% Women-Owned Businesses, and 4.56% Secon 3 Businesses. See aached reports for addional details. 94 individuals submied applicaons for jobs as they come available—68% (64) of these applicaons were in response to signs posted and flyers distributed throughout the neighborhood. The remaining applicants were referrals or walk-ins. 1 Preservaon Square resident, also qualified as a Secon 3 Individual, was referred by USI and hired by Altman Charter as an Assistant Project Manager/Engineer. PHASE 1 CONSTRUCTION PROGRESS

• Site preparation activities are underway in the Phase 1 area (almost 1% complete), and construction is scheduled to be complete at the end of 2021, resulting in 131 one-, two-, and three-bedroom units in 21 townhome and garden-style buildings.

HOUSING STABILITY

• 218 Households (530 residents) are receiving case management services in the Preservation Square area, of which 90% have an updated Housing Stability assessment for the month.

• 44% of residents at Preservation Square have challenges with housing stability related to past due rental balances and lease violations. To best support families, USI established a housing stabilization cohort of 26 HHs. To date, all HHs have received referrals for utility and rental assistance based on need. With support from USI, 6 HHs increased housing stability this month by completing recertification.

EDUCATION

• In partnership with United 4 Children, USI has referred 4 additional families from Preservation Square with children ages 0-2, to create avenues for family support. Specifically, the Sleep Safe Initiative will decrease families’ risk of SIDS through education and increase access to resources for basic needs.

• USI has created strategic partnerships with school-aged youth with the St. Louis Public Schools (SLPS) Adult Education and Literacy Program’s (AEL) and Fresh Start Program to remove academic barriers for students who are not enrolled in school to obtain academic success. As a result, of 13 individuals referred, 15% (2) have enrolled and 46% (6) individuals are pending enrollment.

• As students return to school, 2 HHs are receiving academic enrichment services from YMCA and Love in Action INC.

• USI supported 1 high school graduate in applying to post-secondary opportunities, which led to acceptance and enrollment at St. Louis Community College-Forest Park. The student was also enrolled in the Missouri Job Center’s In-School Youth program for financial aid.

• USI congratulates its 2020 Education RFP for Youth Services Awardee: Big Brothers Big Sisters (BBBS). BBBS will leverage its services to Jefferson Elementary School and will work with USI to establish a referral system

HEALTH & WELLNESS

• 84% (200) adults in Preservation Square reported having health insurance. 85% of the adults with health insurance have a primary care doctor.

• USI is partnering with Affinia to provide access to health insurance to the 16% (32) of Preservation Square adults without healthcare. USI is actively working with 60% (19) of the adults without health insurance:

• 30% (10) of adults were referred for services;

• 12% (4) of adults applied and were enrolled for insurance and health services; and

• 14% (5) of adults obtained health insurance.

• Residents who apply through this partnership gain access to affordable health care and receive consistent care from doctors within walking distance from their home.

• USI is working with 22 Preservation Square HHs with preschool aged youth to increase their access to diapers and formula. As a result, 100% of families with this identified need were enrolled in Affinia’s Diaper Bank Program and will receive diapers on a monthly basis, totaling 400 free diapers per month. This allows 400 diapers monthly to be given to targeted families at no charge. In addition, Walk-N-Faith Inc. donated 17 cases of baby formula to be distributed.

• At Preservation Square, 59% (91) individuals are employed. Of the 41% (63) individuals not employed, 74% (47) reported that they are currently looking for a job, interested in job training, and/or continuing their education.

• In partnership with Employment Connections (EC), USI is has referred 77% of Preservation Square Residents who are looking for a job or interested in job training opportunities. This month a total of 23 residents (increase of 4 residents from the prior month) are enrolled and actively receiving services from an Employment Specialist. This month, the Employment Specialist supported 8 residents in job interviews.

COMMUNITY ENGAGEMENT

USI continues to balance the health and safety of staff while supporting the urgent needs of families. Being the only essential link to some of our families, USI currently is engaging residents using a hybrid approach of smaller in person engagement opportunities when possible and virtual resident meetings.

In October, USI facilitated the following community engagement events and activities:

• October 12th: USI partnered with Urban Harvest STL to host a Farmer’s Day Gardening Event at Flance Early Learning Center. 9 youth from the Carr Square Neighborhood had the opportunity to harvest fresh fruits and veggies in the local community garden.

• October 20th: USI hosted its monthly 14th Street Corridor Placemaking and Loretta Hall Park Advisory Group meeting. This month, the Advisory Group and residents from Carr Square and Old North St. Louis discussed the branding of the 14th Street Corridor, progress with the Economic Empowerment Center (EEC) (an existing historic industrial building located on North 15th Street next to Preservation Square), and

participated in a conversation led by a historian on opportunities for Multi-Layered Historical and Neighborhood Design Elements.

• With support from USI’s full-time Community Service Liaison at Murphy Park Apartments, 74 HHs (241 individuals) are enrolled in case management at Murphy Park. USI is working with the families enrolled in case management on a total of 260 Family and Individual Development Plans to become more stable and thriving.

CRITICAL COMMUNITY IMPROVEMENTS (CCI) HIGHLIGHT: PROPOSED PARK IMPROVEMENTS

Loretta Hall Park sits at the gateway to the Near North Side and is the most immediately accessible park for residents of Downtown West, Carr Square, Loretta Hall Townhomes, and Preservation Square. While landscaping and routine cleanup has been maintained, the park's ancillary structures, playsets, field, trails and lighting, are out of date and inadequate for today's families. The park is currently recognized as a hot spot for criminal activity, with low lighting and perimeter tree canopies obscuring the street view of activities occurring in the park. Often overlooked as the neighborhood's central park, the space is underused though there is a strong request from residents for opportunities to engage in individual and group fitness outdoors. Potential improvements recommended by the Parks, Recreation & Forestry Department include installing:

• Event electric so that Parks Department stage trailers can be rented for performance events

• A new picnic shelter with picnic tables adjacent to Carr Street and the event electric/stage trailer site to accommodate group activities and shelter during events

• Sidewalk replacement to create an exercise path with a new walkway across the park just east of the children’s playground

• Exercise equipment for parents to use while also attending to their children on the playground equipment

• Extensions from the existing building to provide shelter for nearby activities (playground and swing set) and small events

• Basketball court resurfacing and new poles, hoops, and bleachers

• Volleyball net

• New swing set and protective mulch surface

• 10 LED cobra head lights

• Stormwater-mitigation landscaping

• New playground equipment and protective rubber surface material
