RESPONSE BY PENICUIK & DISTRICT COMMUNITYCOUNCIL TO THE MIDLOTHIAN COUNCIL’S“CONSULTATION ON SECONDARY SCHOOL PROVISIONFOR PENICUIK”

1 . This response has benefited from a discussion with MrColin Taylor, Head of Education, at the CommunityCouncil’s meeting of 1 3th June 201 1 and the attendance ofsome Community Councillors at the public meetings held atBeeslack Community High School, Penicuik High Schooland Penicuik Town Hall.

2. We recognise that something must be done inthe light of the present evidence that secondaryschool pupil numbers will fall markedlybetween now and 2021 .

3. However, we believe that, at present, thereare too many uncertainties to be sure that any

decision taken now will be in the pastoral interestsof the young people concerned and will provide the

educational experience which meets their aspirations andthose for them of their parents and teachers. Theproposed central option and the variants around it are nodoubt all viable assuming the conditions are right: it is thevalidity of that assumption which concerns us. And thatamounts not to whether something should be done, butrather when it should be done.

4. Recommendation – in the light of some significantuncertainties, Midlothian Council should delay for at leasttwo years a decision on the proposed merger to form adual campus single High School in Penicuik using the sites

TAROT OF THE MONTH

TemperanceIn a world which seems unsettled the Temperancecard emerges to give us a little balance and hope. Now that Mercury is no longer in retrograde (itplayed havoc with all forms of communication, human and electronic) it feels as if the confusingdark clouds have lifted and the rainbow of hopecan now be seen. We all need a little bit of hopeand positivity in our lives, if we continually look atthe negative, we only attract more of that kind ofenergy.

This month, no matter whatlife presents to us, keep apositive outlook and most ofall make sure YOU make thechanges YOU want to see!!There is no point looking outwith ourselves for ourhappiness, look within youto find out what you can doto make your ownhappiness!!

of the present two schools, or any other of theoptions indicated in the consultation document.

5. The main factors we have taken intoconsideration are:-a) Parents of the youngsters attending the schoolsand the youngsters themselves are solidly againstthe merger proposals: they wish to retain the statusquo. We are aware that that is also the view of teachersat the two schools.

b) The possible solutions of a single school on a newcampus, or by extending one of the schools on its existingsite are currently ruled out because of excessive cost.

c) The school population projections for the benchmarkyear of 2021 in the consultation paper are reasonably

secure because they are based on numbers ofyoung people already born and within the rangeof starting school ages. Moreover, theRegistrar General’s latest populationprojections (published 201 0) show a continuingdecline in Midlothian but exclude the effects ofmigration and new house-building - private or

otherwise. However, the effect of that exclusioncan be particularly acute when it comes to projecting

school-catchment-populations for residential areas withinthe County - so longer term uncertainty abounds forPenicuik.
