Letter from the President
How quickly the last year has passed! By the time you
receive this there will be but a few weeks left until I
pass the gavel to my successor, John Reed, during the
Convention in Sydney.
As you might imagine, the convention is at the forefront
of my mind as we make final arrangements to welcome
you all to our city and country. The registration deadline
has long since passed and we are expecting more than
500 people for another exceptional event.
During the last year your Board of Directors has worked very hard to make IPLOCA
more effective for you, and thus positively affect the industry as a whole. During the
convention we will be seeking members’ votes of approval on some issues that will
affect IPLOCA’s future development and we hope you will be present.
It has been my great pleasure and honour to serve as your president this year. I will
continue to be active in IPLOCA as your immediate past president and to work with
my fellow board members to continue the progress we have made over the past
months.
I hope to speak personally with many of you during the convention, but to those who
are unable to join us in Sydney, I wish you all the best for the future and hope to see
you at a future date.

NEWS fROM GENEvA . . . Summer - if that’s what we’ve just experienced in Geneva -
is almost over. Students have returned to class and
the Convention is almost here. In addition to the usual
and sometimes frenetic activity around the Convention
arrangements, in the past months we have launched a
new www.iploca.com, added an in-house membership
database and co-hosted an international Novel Construction
meeting with participation from more than 30 companies
around the world.
Professor Steven Markham (North Caroline State University
College of Management) presented his case for innovation in
pipeline construction to the meeting attendees.

BOARD MEETINGUpdate
In-depth discussions at the June Board Meeting in
Venice over a three-day period centred mainly around
the structure and organisation of IPLOCA, its Board of
Directors and its committees.
The Board agreed that their role should be to define
and approve committee missions and that the technical
committees should consist of individuals with appropriate
specific expertise rather than solely of board members.
It was agreed that continuity was an important feature and
that in order to achieve their goals, the committees needed
to undergo structural changes. These will be proposed to
the AGM in Sydney for members to vote upon.
Elizabeth Spalding, Business Administrator, provided
the Board with a demonstration of the new website and
Secretariat database and answered questions.
Luc Henriod, Executive Secretary, reported that the Sydney
Convention was already nearing the anticipated capacity
and the Board decided to make some logistical changes
to the Convention arrangements such that all would-be
attendees could be accommodated.

A leading international fusion bond epoxy coatings
manufacturer and supplier to the pipeline industry, the
company is headquartered in Dubai, the United Arab
Emirates. A division of the Jotun group, Jotun Powder
Coatings has nearly 40 years’ experience in the powder
coatings industry with 11 manufacturing sites and an
extensive network covering more than 75 countries.
Segment Manager, Denis Grimshaw, says that Jotun

Established in 1989 the company is a professional
manufacturer of pipeline construction machinery, including
the Daifeng brand hydraulic pipelayer, marsh pipelayer,

According to Dennis Yu, International Marketing Manager,
the Daifeng brand hydraulic pipelayer has become famous
in China because of its quality and outstanding service
and ranks first in market share in China. The capacity of
their pipelayer line is from 15 to 90 tonnes. The company
has obtained ISO9001:2000 certification and the product
has received an export licence for Russia. The pipelayer
has been exported to Russia, India, the Middle East,
Kazakhstan and South America.

MEMBER NEWSMidwestern Manufacturing Co. Announces New Sideboom AttachmentMidwestern Manufacturing Co. of Tulsa, Oklahoma, has
completed field testing of its newly engineered
200,000 pound sideboom attachment for a Caterpillar D9H
tractor body.
The new Midwestern M594C includes hydraulic pilot
controls, an upgraded hydraulic system with load-sense
pressure compensated piston pump, an off-set 35 inch
track shoes (59,612 square cm of ground contact area), a
gross machine weight of 58,318 kg, a good Weight to HP
ratio, and a 335 cm track length.
Modifications were also made to the D9H case and frame
by the addition of rear “track to frame” supports, a stiff bar
and the addition of fish plates to strengthen the sideboom
mounting structure.

Since the 1950s, when Midwestern first introduced the
world’s first hydraulic operated sideboom attachment
for small tractors (“Baby Boomers”) the company has
continuously designed, engineered, manufactured and
tested new and ever larger sideboom attachments for the
worldwide pipeline construction industry. The new M594C
attachment at 200,000 lbs. is the largest ever produced by
Midwestern in its 50 year history.

NPCC Awarded UAE ContractNational Petroleum Construction Company (NPCC),
jointly with Technip, has been awarded an engineering
procurement and construction (EPC) contract for the
Zakum Gas Processing Facilities in the offshore areas of
Abu Dhabi. The contract value is approximately 1.4 billion
UAE Dirhams (EUR 279,500,000)
The project consists of installing gas processing and
compression facilities to increase the production capacity
of the Zakum field, while maintaining the reservoir
pressure.
The new gas compression platform will be connected to the
existing lower Zakum Platform by a bridge and will have
two gas turbine-driven centrifugal compression trains, a
triethylene glycol dehydration unit, an air cooling unit and
a vapour recovery system.
The facilities are scheduled to be operational in January
2010.
Punj Lloyd Ventures into Integrated Drilling ServicesPLL, a global EPC player in the energy and infrastructure
sector has set up a new subsidiary - Punj Lloyd Upstream
Limited (PLUL).
Initially PLUL will be engaged in providing Onshore
Integrated Drilling Services to exploration and production
companies in the domestic oil and gas sector. Drilling
requirements under the New Exploration Licensing Policy
(NELP), coupled with the high crude oil prices, have
resulted in a substantial increase in the requirement of
Integrated Drilling Services (IDS).
The new subsidiary will deploy two onshore drilling rigs by
the end of the fiscal year and increase the fleet periodically.
SocothermIn association with Isoplus, Socotherm has been awarded
a contract for a total value of approximately EUR 20 million
for the thermal insulation of 240 km 20-inch pipes in
Kuwait.
The contract relates to the HFO Pipeline from the MAA
Refinery to the Doha West Power Station and was issued by
the Ministry of Energy of the Kuwaiti Government.
The project refers to the application of Polyurethane Foam
insulation covered by a PE jacket (THERMAPIPE ®) on
about 240 km 20-inch pipes and fittings, their subsequent
3-layer polypropylene anticorrosion coating (PLASTYKOTE
®) and field joint insulation at site (JOINTKOTE ®).
Socotherm has also won an offshore contract in Vietnam
for a total value of about USD 11 million. Insulated and
weight coated pipes will be laid in the offshore field of Cuu
Long in the Vietnamese coast of the Southern China Sea,
operated by the Hoan Vu Joint Operating Company, and
forming, with other three fields, an area which is expected
to produce 700 million barrels in 2010, opening a very
interesting market in the sector of anticorrosion coatings.

The White City Tennis Club is as much a part of Sydney’s
culture as the Sydney Cricket Ground and the famous
Bondi Beach. The Club has a tennis history that is
unmatched by any other venue in Australia. The list of
champions reads like a Who’s Who, and the Davis Cup
tradition is apparent as soon as one steps through the door.
Worldwide Machinery’s event starts with a continental
breakfast in the clubhouse. Immediately following will be
a two level round robin competition on synthetic grass
and rebound ace courts. A full lunch will follow the tennis,
including the awarding of prizes and, of course, a gift for all
participants. The bus will return everyone back to the hotel
in time for the afternoon tour.

Atila and Nilufer Dogan celebrate the success of AD Group of
Companies.
The celebrations were held at the Ankara Sheraton Hotel
on the same date and also at AD’s major manufacturing
hub in Izmit, Turkey.
State officials, local government officials, representatives
of foreign missions, clients, suppliers, employers and
guests participated in both of the celebrations and shared

IN THE HEADLINESConsortium mooted to lay natural gas pipelineThe Turkmenistan-Afghanistan-Pakistan-India natural gas
pipeline is likely to be implemented by a consortium of
companies representing the four countries. The consortium
approach is part of a draft framework agreement that the
ministry of petroleum and natural gas has circulated for
discussion with other ministries. This comes even as the
fate of another framework agreement for Iran-Pakistan-
India natural gas pipeline is unclear. Sources said a
meeting of the steering committee of the participating
countries was scheduled to be held on August 22-23, 2007
at Islamabad, where the draft would be further fine tuned
based on suggestions of the four countries.

Venezuela’s Hugo Chavez Proposes Gas Pipeline to CubaVenezuela President Hugo Chavez supports constructing
a natural gas pipeline beneath the Caribbean to supply
neighboring islands and Cuba, and possibly extending
to Mexico’s Yucatan Peninsula. Chavez called for the
Venezuela-to-Caribbean pipeline in a speech today to the
PetroCaribe summit, a gathering in Caracas of energy
ministers and heads of state from the region. The speech
was broadcast on Venezuelan state television.

Iraq, Syria agree to reopen key oil pipelineIraqi and Syrian oil ministers agreed on Wednesday to
repair and subsequently reopen a key pipeline between
their two countries that connects Iraq’s oil-rich Kirkuk
region and a Syrian port. The agreement between Iraqi Oil
Minister Hussain al-Shahristani and his Syrian counterpart
Sufian Allaw came at the end of a three-day visit here by
a top Iraqi delegation, headed by Prime Minister Nouri
al-Maliki.

speed up negotiations to build oil and natural gas pipelines

talks for a crude oil pipeline and two natural gas pipelines
for two years, but haven’t reached an agreement on
pipeline routes and energy pricing formulas.

U.S., Azerbaijan sign $1.7 mln grant deal on Caspian pipelineThe United States and Azerbaijan Thursday signed an
agreement on a $1.7 million grant for a feasibility study
of Trans-Caspian oil and gas pipelines. The agreement
was signed by General Counsel for the U.S. Trade and
Development Agency James Wilderotter and President
of Azerbaijan’s State Oil Company Rovnag Abdullayev
in the presence of Azerbaijan’s Foreign Minister Elmar

UK CATS gas pipe repairs on track for Sep restartRepairs to the CATS North Sea gas system are on track and
the pipeline that supplies up to a fifth of Britain’s gas should
reopen in September, a spokeswoman for operator BP (BP.L:
Quote, Profile , Research) said on Tuesday. The pipeline
carrying associated gas from a cluster of North Sea oil and
gas fields was shut on July 1 for repairs after its protective
concrete casing was damaged by a ship’s anchor.

Sinopec pipeline approvedChina’s top economic planner has given Sinopec the nod
to build a pipeline from gas-rich Sichuan to South China, a
source from Asia’s top refiner said yesterday. “As reserves
from Sichuan’s Puguang Gasfield prove to be larger than
expected, we have been given the greenlight to pipe gas
from Sichuan to ... the Pearl River Delta,” the Sinopec insider,
who didn’t want to be named, told China Daily, citing
documents approved by the National Development and
Reform Commission, the country’s top economic planner.
“By the end of 2009, Sinopec may supply natural gas to
Guangdong, Hong Kong and Macao,” the source added.

Gazprom to reduce gas supplies to Belarus unless bill is paidIn the latest of its many disputes over payments with
neighboring countries, the Russian energy giant Gazprom
said Wednesday that it would reduce natural gas supplies
to Belarus starting Friday, unless the former Soviet state
paid an outstanding gas bill of $456 million before that
time. As in previous disputes, the tough tactics could
affect Gazprom customers farther west along the pipelines.
Poland, Lithuania and parts of Germany are supplied via
the pipeline that crosses Belarus, Gazprom said.

Call for Nominations:
IPLOCA BOARD Of DIRECTORSNominations — including self-nominations — are currently
being sought for the upcoming Board elections.
The IPLOCA By-Laws explain eligibility for service on the
Board of Directors.
3.7 Member Representation
3.7.1 All Members, Associate Members and Academic
Members shall nominate in writing to the Executive
Secretary the name of a person who shall be their
Representative. Members or Associate Members
may change their Representatives at any time on
notification to the Executive Secretary.
3.7.2 Election to the Board
Representatives of Members shall be eligible for
election to the Board of Directors, providing they
are owners or executive officers of the respective
Member.
3.7.3 Associate Member Representation
The Associate Members shall elect two Directors to
the Board, who shall have the same voting rights as
any other Directors.

and make the information available to the membership so
that they may learn more about you.
Please be aware:
The association asks that you make a full commitment to -
the position and are willing to share your expertise and
enthusiasm for the betterment of the industry.
There are four separate board meetings each year -
requiring international travel and your attendance.
Absence is strongly frowned upon.
Becoming a director can be expensive. Your company -
must be prepared to spend up to USD 40,000 for travel,
hotels, meals etc. during a one-year term.
This amount is approximate, of course, but it is a realistic
estimate. Please be very mindful of these issues before
committing to run.

NExT IPLOCA PRESIDENT CEO of Heerema
John Reed, CEO of Heerema Marine Contractors Nederland
B.V. , will succeed Andy Lukas as President of IPLOCA and
assume leadership of the association during the Sydney
Convention.
John and his new Board of Directors will be presented to
the membership on Friday morning during the Annual
General Meeting, following the elections that take place on
Thursday to fill the open board positions.
From 2006-2007 John served on the IPLOCA Board
of Directors as its 1st Vice President, under outgoing
President Andy Lukas.
Early in his career John worked as a staff engineer in the
tyre and pharmaceutical industries in his native State
of Mississippi. He graduated from the University of
Mississippi with an engineering degree and later obtained
an MBA from Delta State University.
John joined Heerema in 1981 in the Commercial
Department where he prepared and negotiated tenders
and contracts. Later he was promoted to Commercial
Manager. As deepwater efforts expanded in the Gulf of
Mexico he was named General Manager of North and
South America and helped launch Heerema’s efforts in
the region.
Following an assignment with INTEC Engineering he
returned to Heerema in 2006 as its CEO.

Says John, “Our current President, Andy Lukas, initiated a
change process to vastly improve the value of IPLOCA to
our membership.
The Board has worked extremely hard to turn good
ideas into practical reality. As next year’s president, I
look forward to building on the current initiatives to
further enhance the value and influence of IPLOCA on our
industry.”

In MemoriamWe have received notification from J. Patrick Tielborg
of the sad loss of Kathy Somerville, wife of Paul
Somerville, Associated Pipe Line Contractors, Inc.
Kathy died on 26 July 2007 after a long battle with
cancer. She is survived by her husband Paul and
daughter Courtney; brother Jim Gorman and his wife
Bea; and by her mother Rosalie Gorman. Funeral
services were held in Houston, Texas on 30 July.
