IP57.4 INTERNATIONAL COUNCIL OF PSYCHOLOGISTS, INCORPORATED Winter

Natalie Porter, PhD Professor Emeritus, PhD Program in Clinical Psychology-San Francisco California School of Professional Psychology, Alliant International University.

A WEEK AGO, I RECEIVED

A SURPRISE PACKAGE from ICP parliamentarian O’Roark across the Ocean. With excitement I opened it and found a Gavel expressing appreciation

for my Presidency, 2016-2017, ICP, Inc. I am not sure if I deserve this recognition but I am so very happy with this surprise. It now decorates my home office along with the Medal that I was given during the N.Y.C. Conference.

Any time one is recognized, it inspires one’s motivations of well-being. This reminded me of the business meeting at the N.Y.C. Conference where I, as President, recognized those who contributed to ICP, and, also those who helped and supported me during my Presidency and the Yokohama Conference. I have realized that the names of those people were not submitted on the IPs, so please let me take the liberty of recognizing those names here with appreciation again. Those names in 1 and 2 were given plaques from ICP (according to ICP’s regulations and I added my personal appreciation), and those in 3 and 4 were given a wall hanging made from rice paper which is rather personal, based on the category mentioned above. Those names are:

1. Dr Ann Marie O’Roark, Ms. Nancy Quatrano for appreciation of long-term dedication to ICP, Inc., and for substantial help in the preparation of the Yokohama Conference; Dr.Tara Pir, a former president for contributions to ICP, Inc. and help at the Yokohama Conference; Dr. Janet Segal for recognition as the immediate past President.

2. Dr. Richard Velayo outgoing DAL, for completion of the role; Dr. Cecilia Cheng for completion in the role of DAL.

3. Dr. Florence Denmark as our continuing Parliamentarian; Dr. Jean Chin for representing LAC, N.Y.C. Conference; Dr. Harold Takooshian for taking leadership for the publication, The 75th Anniversary Book; Dr. Justinia Aire, Dr. Merry Bullock, Dr. Josephine Tan, Dr. Wright, Dr. Silverberg (for support during my Presidency as Local Arrangements and Coordinator for Yokohama 2016).

4. Dr. Sandra Neil, Dr. Anna Laura Comunian for the support of my presidency as ongoing DAL and substantial support at the Yokohama Conference.

5. In addition, I appointed Drs. Roth Roswith and Dietrich Albert to our Ambassadors-in-appreciation of their long-term activities throughout the world.

Also, I would like to express my appreciation for the work and support of all of those members and colleagues whose names are not listed here. I am grateful to all for helping me fulfil my role during this transitional period of ICP, Inc.

From a historical perspective, I am thankful that during

CONFERENCE MONTREAL JUNE

PAST PRESIDENT MACHIKO FUKUHARA, PHD

TOKYO, JAPAN CEO. Microcounseling Institute

Motivational Impacts: Council Recognitions and Appreciations

Greetings to all. The ICP 2018 Montreal Conference, June 23-25, Human Rights, Dignity and Justice, promises to be an exciting meeting. Plenary and luncheon speakers include:

• Dr Ashima Nehra, All India Institute of Medical Sciences, New Delhi, India, speaking on Human Rights for persons with Disabilities

• Dr. Elizabeth Davis-Russell, President Emeritus, Tubman University, Harper, Liberia addressing Re-establishing Education as a Human Right Post Civil War

• Meenakshi Arora, Senior Advocate, Supreme court of India, New Delhi addressing Woman’s Rights Internationally

• Dr. Jessica Henderson Daniel, President of the American Psychological Association. Symposia on Human Rights organized Sandra Neil and

on Global and Diverse Leadership organized by Jean Lau Chin are also being planned.

Indigenous Rights and Refugee Rights are two other priorities for this conference. We would appreciate suggestions for plenary speakers in these two important areas.

Program proposals are being submitted and the deadline for proposal submission is approaching (February 1). Please remember that all participants will need to provide a submission. Please feel free to contact me at [email protected] with questions or for assistance in submitting. Further details are available on the ICP website: http://www.icpinc2018.org.

The conference banquet on June 24 will also support human rights endeavors. The dinner will be held at Robin des Bois, a restaurant that is a not-for-profit organization. The restaurant is staffed mostly by volunteers and donates its profits to four community organizations addressing solitude, social isolation, and poverty.

The ICP 2018 is taking place during the National Holiday of Quebec, the feast day of Saint John the Baptist. The holiday has been known to be celebrated in Quebec since 1636 by the First French colonists. It became a legal holiday in 1925 and was declared the national holiday in Quebec in 1977. In Montreal, bonfires, traditional folk songs, and parades, nighttime fireworks, and free concerts are all part of the celebration. We are fortunate to witness and participate in this multicultural event described as Montreal’s (and Quebec’s) favorite holiday.

During this year of political, social, and natural upheavals, the need for coming together at ICP is crucial. Sharing our experiences, learning from each other, giving and receiving support and sustenance is essential to sustain the commitments and work on behalf of international social justice.

this time I could arrange 2 Conferences, as Chair, LAC, Yokohama Conference, to celebrate a part of the Jubilee year after 26 years of our 48th Anniversary which I arranged in Tokyo, as a S-G, LAC.

Our history will lead to changes but they make the

Association stronger and more stable. Rome was not built in a day, I feel. Now, into the future.

I understand that the Long Range Conference Arrangement Committee headed by Dr. Bullock and Lavooy is assisting President Elect Natalie Porter and Local Arrangements Chair Ada Sinacore of Montreal in their work preparing for the 2018 Conference. It is earlier than usual next year. Please do not forget to participate by registering for both the Conference and membership.

Also, I would like to remind you that the spring election for PE and DAL will be announced in IP. We expect to send a

ballot out for your vote in the next several weeks. All Members are able to vote if they are “in good standing.” Dues paid or “Emeritus” status].

PLEASE VOTE Finally, a warm welcome to Dr.

Bullock in her role as permanent Secretary General and appreciation to Arthur Roh

for the dedicated work he has done , as interim S-G. I wish each a Happy and Peaceful New Year!

TREASURER MESSAGE

ICP December 10, 2017

In addition to using monies from our convention account to offset our operating expenses, we have also resumed our membership dues structure from before the 2015-16 pilot membership dues structure used for 2017 dues. We anticipate that will bring in more monies to support our operating costs. We continue to look creatively for ways of increasing our income to insure that operating costs will be covered by what we take in as an organization.

ICP,INC Bank of America Accounts As of December 15, 2017 current balance in the ICP,INC. Operations Account is $24,571.08. Balance in the Convention Account is $27,700.87.

Andrew Simon, PhD Seton Hall University, New Jersey Psychology Department This is an exciting time of growth for ICP. Plans that have been in the works for the past two years

will be taking form in 2018. Specifically, this year we’ll be offering new means through which ICP will continue its tradition of linking professionals around the world. Members will also find an increase in ICP’s online presence. The following is an update on our membership and a brief overview of what’s ahead. As Membership Chair, I am pleased to report that our

membership base grew throughout 2017. We have now doubled the size of ICP over the past two years. It’s clear we’re succeeding in getting out the word and introducing our colleagues to the value of ICP. I encourage everyone to keep up the good work so our base will continue to grow in 2018 and throughout the coming years. For those who have not yet renewed membership for this year, please take a moment to do so. I want to thank everyone who replied to my email from November, 2017. I requested information so we could begin compiling a database of members’ expertise and interests. Our plan is to make this information available so we can connect on issues related to, for instance, best practices, research collaborations, and mentoring. I encourage all those who have not yet had a chance to send me this information to reply when you can. We hope to include everyone in this project. In the coming year, our efforts to supply and share information will extend beyond connections within ICP. Merry Bullock and I are close to completing a project that will provide members with information on dates and locations for conferences offered by an array of international associations. We will post this information on our webpage, making it available to anyone who visits our site. Finally, I am pleased to report that ICP will begin its practice of offering webinars in 2018. Merry Bullock, ICP,INC new Secretary General, and I are in the process of setting up the technology and lining-up presenters.

Our goal is to provide members with an ongoing selection of expert presentations and a forum for generating dialogue. We anticipate offering ICP’s first webinar in the spring. An announcement will be made via email. We welcome any suggestions for presentation topics and would like to see the experts within ICP lead some of the webinars. In time, we hope to be able to offer continuing education credits as part of this program. It holds great potential. As with all of our efforts, this is another opportunity in which ICP can serve the international community. I look forward to seeing you online.

The ICP, Inc. is a vibrant international psychological association that continually acts to promote international psychology and for the benefit of its members. Much of my ICP activities is tied in to my role as the ICP Awards Coordinator where I work with the chairs of the various ICP awards: the Fukuhara Advanced International Research and Service Award, the Frances Mullen Distinguished Contributions to International Psychology, Denmark-Grunwald Feminist Research and Service Award, the Sukemune-Bain Early Career Research Award, and the Dayan-O'Roark In-Absentia Graduate Student Poster Conference Award. The recipients of the 2017 ICP awards were recently announced in volume 57, issue 3, of The International Psychologist.

I am also involved in other ICP activities that relate to awards and

grants. After the 75th ICP annual conference in New York City this past summer, we started a new awards cycle. I worked with the award chairs to prepare detailed descriptions of the different awards for posting on the ICP website. A generous donation from Tokiwa University, Japan, allowed the ICP to establish two new awards that are designed to assist early career professionals and students whose first language is not English. Following substantial consultations with Dr. Machiko Fukuhara, Dr. Merry Bullock, and the ICP Board to delineate the details associated with both awards, the ICP Early Career/Student Conference Travel Grant and the ICP Workshop Development Grant are now ready for the 2018 awards year. The Conference Travel Grant will help individuals travelling from distant or economically-challenged countries with the costs of attending and presenting at ICP conferences. The Workshop Development Grant is designed to help in the development and implementation of workshops that will provide training and/or mentorship of early career scholars or students whose first language is not English.

I am pleased to announce that Dr. Swati Bajpai from the All India Institute of Medical Sciences in New Delhi, India, will be chairing the ICP Early Career/Student Conference Travel Grant. She is the 2017 Sukemune-Bain award recipient. I am also pleased to announce that Mr. Joshua Wright (University of Western Ontario, Canada) who is a Graduate Student Representative on the ICP Board will also be serving on the committee as a reviewer.

Finally, I have been attempting to complete a historical list of ICP award recipients that had been started in the previous years. While we have most of the information, we are still missing some data. I would like to take this opportunity to reach out to the IP readers and see if anyone can help me fill in the blanks. We need the name and institutional affiliation/country of the award winners for these years:

(i) Sukemune-Bain award: years 2005/2006through to 2010/2011

(ii) Frances Mullen award: years 1988through to 2011. It is possible that the award was not given out regularly until 2011.

If anyone has the missing award information, I would be delighted to hear from you. Please contact me at [email protected]. In closing, I wish everyone peace, security, and success in 2018!

Dear ICP, Inc.,

I want to thank all the members and leaders at ICP, Inc. for their wonderful work and effort in advancing the values of the organization this past year. The 2017 conference was a wonderful learning experience for myself and I am excited to see what ICP, Inc. has in store for 2018. It has been a great honor in serving as the interim secretary-general. I firmly believe in ICP's mission to emphasize social justice and global wellness as well as to create meaningful relationships. I am confident that the incoming, permanent Secretary-General, Dr. Merry Bullock will help guide, support, and lead ICP, Inc. in the right direction.

Thank you again. Wishing a happy, healthy, and productive 2018!

Best, Arthur Roh

EDITOR’S COLUMN Ironies and Persistence:

Making a Difference in the Lives of Others

Ann Marie O’Roark, PhD.,ABAP Independent Practice Consultant St. Augustine, Florida

January, 2018. St. Augustine, Florida. USA. The annual Pasadena, California Parade Of Roses’ theme for 2018 was “Making a Difference” with colorful floats handmade with flowers, seeds and other natural greenery. Infrastructures of ever more complex and unusual mechanical devices animate the giant assemblies representing creatures and structures, mountains and underwater scenes, imaginary characters and human artifacts. Marching Music Bands from schools from many states, popular concert performers and elected political officials, beauty queens and parade honorees enhance the five mile long journey of the roses on parade.

The 129th Parade of Roses awarded the international prize to a float from China (China Airlines) titled “Caring for Our Seas” and depicted a waterfall with a giant koi-like fish trying to jump over the waterfall. The ancient myth is that when the fish leaps across the falls, it becomes a dragon. The float had no dragons represented, nevertheless possibilities of a dragon appearing are awesome.

Right behand that was a float by agPHD that was their first ever entry. Possibilities for making a difference were illustrated by fields of corn and other vegetable crops. Along with oversized tractors, picker equipment and towing machines were farmers dresses for working the fields. The humorous aspect of this first-time entry was that it was the only float towed by a tow-truck. The float engine would not start when the parade started and the farmers were determined to complete the journey.

The annual rose parade serves as my tea leaf reading for guesstimating mood, priorities and interests of the general public in the USA. Perhaps, a frivolous excuse to watch a parade, but usually a trigger for my writing muses. This year, my personal favorite was “The Gift of Time,” featuring a giant Aztec calendar. An entry by Donate Life, the organ donor organization, that won the award for “most outstanding presentation of the Rose Parade Theme.”

The thumbnail analysis of this year’s rose leaf/tea leaf event is summed by irony and persistence.

ICP, INC. 2018. How does irony and persistence relate to the Council? December 15, the 76th anniversary of the founding of the Council, marks a journey toward peace and wellbeing that began in a time of acute world stress and violence between nations. Ironically, the association persisted in its vision and managed across time and internal struggles about remaining independent to

hold its course by expanding active inclusive collaborations among psychologists from different countries, of different races, beliefs and psychological training and specialization. Intentional collaborations and friendships across political and geographic regions were enabled by the annual meetings and enabling English as second Language members to hold leadership responsibilities as well as present papers in conjunction with other members of similar interests. An area chair system of membership recruitment was an innovative feature of the Council early on. This set the stage for regional meetings and comraderies among ICP, INC members living in the same part of the world.

The greatest ironic connection between ICP, INC and this Rose Parade is the theme: Making a Difference. That was the theme for the annual meeting organized by Natividad A. Dayan of the Philippines. Dr. Dayan organized the first ICP, INC annual meeting held in China. The 62n annual conference was held in Jinan, China August 2-6, 2004. Dr. Dayan also hosted a regional ICP, INC meeting in Manila. Her clinic, Dayan’s Psychological Clinic, is located in V.V. Soliven Shopping Complex, Edsa, San Juan, Metro Manila. Both she and her husband were generals in the Philippine military when Ramos was President of the country. Both President Ramos and his wife, a psychologist, attended the ICP,INC banquet dinner-dance. Naty taught leadership at La Salle University and for the government.

After considerable inquiry when Dr. Dayan failed to attend the ICP,INC 2016 annual conference as she indicated she would, disturbing information indicated that “gossip” in Manila is that both Naty and her husband, Roger, are currently imprisoned.. Please take time to think about our 62nd ICP,INC President and consider how the Council can continue “Making a Difference in the Lives of Others” (Eds N.Dayan, ,E.Grotberg, ,R.Roth, ,C.Hiew and A.B.Bernardo. (2006). Aachen: Shaker Verlag Publishers).

An overarching concern will continue to be assurance of the ethical use of psychological knowledge and with competent, evidence based applications. But while some may agree with psychologist Stanley Milgram's pessimism, that "our species [has] only a modest chance for survival," others prefer the optimism of the blind-deaf sage Helen Keller: "Although the world is full of suffering, it is full also of the overcoming of suffering." The question remains: What responsibility and optimal roles do we envision for psychologists and psychological associations?

"Envisioning the Future for International Psychology"

ICP,INC’s liaison to IAAP, A. M. O’Roark, submitted a proposal for a Discussion Forum at the Montreal ICAP2018 congress. The intent of the forum is to support the IAAP interest in conncecting science to solutions and to introduce the Council’s Anniversary Book: Resources for International Psychology. (Eds. Takooshian, Gielen, Denmark, O’Roark. New York: Global Scholarly Publications.) ICAP2018 THEME. Psychology: Connecting Science to Solutions – was chosen to promote and increase exchange among psychologists from around the globe in their common pursuits of science and science-based solutions to problems. As the programme will also feature the latest developments in basic psychological research that can be applied to “real world” problems, this Congress will also enhance dialogue between applied and basic psychological science. ICAP2018 PROPOSAL OPTION Discussion Forum A Discussion Forum is intended for sharing, exploring and stimulating thoughts and ideas about an issue/topic/case, a program or intervention, or for brainstorming alternative approaches to research, practice and/treatment and/or policies. Each Discussion Forum is submitted by a leader who is expected to provide a clear but brief summary (5 minutes maximum) of the core issues, ideas or approaches, interventions, etc. to be shared and explored. In addition, the leader is expected to inspire participants into sharing and engaging with each other and with the forum topic. Council’s Proposal Statement Envisioning a future for the science and practice of psychology in the 21st century as well as an optimal role the community of psychology organizations in addressing emerging challenges to human well being can spark endless debates and aspirations. The brainstorming session today intends to heighten participants interest in exploring and refining viable objectives that could contribute to development of solution protocols. Segments of vision statements from prominent leaders in psychological associations submitted for publication in the International Council of Psychologists, Inc. 75th Anniversary book will be used to “prime the pump” for eliciting additional ideas from the panel and participants. Technologically heightened awareness of traumatic effects on life caused by natural and human forces will influence the unfolding of global psychology, adding a new dimension to the professional work of psychologists. Indeed, psychologists will continue to go about increasing the discipline’s core knowledge base on behavior and mental functioning. Research and practice venues will continue to include individual, group, and organizational perspectives. An overarching concern will continue to be assurance of the ethical use of psychological knowledge and with competent, evidence based applications. But while some may agree with psychologist Stanley Milgram's pessimism, that "our species [has] only a modest chance for survival," others prefer the optimism of the blind-deaf sage Helen Keller: "Although the world is full of suffering, it is full also of the overcoming of suffering." GUIDELINES FOR HOSTING AN INTERNATIONAL COUNCIL OF PSYCHOLOGY ANNUAL CONFERENCE AND BOARD MEETING

The International Council of Psychology, Inc holds an annual scientific program and Board meeting each year in accord with the policy of freedom of movement of scientists . The conference host (local arrangements commit- tee) must be a member of ICP,Inc. To establish the feasibility of submitting an application, a potential applicant might begin with an overview of some logistical issues for proposing a Congress venue:

• Is there a conference venue to host at least 100 participants? (50)? (30)? • Are there sufficient hotel rooms close to the conferencevenue • Is there a scientific community to develop or sponsor theprogram? Proximity in time and site to other major professional congresses. ICP operates in alliance with the International Association of Applied Psychology [IAAP, quadrennial congresses], the International Union of Psycho- logical Science [IUPsyS, quadrennial congresses that meet in between the IAAP cycles]; the American Psycho- logical Association or the Canadian Psychological Asso- ciation; with options for meeting near allied professional association on intervening years. Geographical Rotation among continents and countries attempts to guarantee broad geographical coverage, prox imity to other major professional conferences, or in regions where psychologists may not have presented a scientific program previously. The scientific community in the conference country is especially invited to participate in the scientific program. Communication: There is a requirement for intensive and frequent communication between the Board President, Scientific Program Chair, Local Arrangements

Chair, Workshops Chair, InAbsentia Student Posters Chair, and Awards Chairs. Costs for participating in the Congress are another factor. The Board will expect that the registration fee will be reasonable, that there is a range of good hotel rates (particularly including inexpensive ones), and that travel costs can be kept as low as possible. Despite efforts to keep costs low, travel is expensive for young psychologists, and for psychologists from the developing world and transition countries. It is therefore important to pro- vide a plan that will guarantee special fees, housing, and support for those colleagues.

A balanced budget needs to be provided in outline. It is important to show realistically how the income (registration fees and other) will cover your costs. It may be helpful to consult the preceding organisers of Conferences in drafting the budget. The budget is reviewed by the President and the Treasurer, who can offer advice.
