IMPORTANT MEETING Winnipeg Accelerating Construction - Project Design Assignments Tendering amp Contract Awards - Wed January 15 2014 930 - 1130 amMHCA members are invited to attend an important meeting of the MHCA Winnipeg Committee to take place 930-1130 am on Wednesday January 15 2014 in the Training Room at the MHCA offices Its purpose is to consider ways and means by which the City might accelerate its project engineering design award tendering and contract award process

Exports key to 2014 economic performance By Jock Finlayson Previously published in The Winnipeg Free Press January 5 2014

VANCOUVER mdash After a generally lacklustre 2013 what are the prospects for Canadarsquos economy in the coming year As 2014 gets under way the signs are mixed

In the plus column are accelerating US economic growth continued low interest rates and the positive impact of the weaker Loonie on Canadarsquos net trade position and competitiveness Among the factors likely to hold our economy back in the year ahead are sluggish global commodity markets record high Canadian household debt government fiscal austerity at both the federal and provincial levels and a slowdown in residential investment spending

Overall economic conditions should strengthen in 2014 with inflation-adjusted gross domestic product (GDP) advancing in the vicinity of 24 per cent up from 2013rsquos estimated 18 per cent gain The job market is expected to gather steam by the second half of the year although the unemployment rate will remain above the 65 per cent mark throughout 2014 Inflation should edge higher from todayrsquos rock bottom reading but the Consumer Price Index (CPI) will continue to track below the mid-point of the Bank of Canadarsquos one to three per cent target range

Consumer outlays which account for about two-thirds of Canadian economic activity have been more buoyant than forecasters anticipated at the beginning of 2013 particularly given a long stretch of fast-paced household credit growth over the preceding half decade Exceptionally low inflation has helped to buoy consumers With the all-items CPI running at around one per cent even limited gains in disposable incomes have been sufficient to support higher consumer spending And persistent low borrowing costs are also working to the advantage of indebted households

Low inflation coupled with low interest rates has also proven to be a useful tonic for the Canadian housing market which exhibited surprising resilience in 2013 Home sales and prices both moved higher contrary to the expectations of many market analysts

But looking ahead Canadarsquos housing sector is set to lose momentum mdash certainly once mortgage rates climb and possibly sooner Virtually all leading Canadian forecasters expect housing starts to cool over the course of 2014-15 The venerable Economist magazine recently pegged Canadarsquos housing market as among the most over-valued in the world based on what it sees as underlying economic and demographic fundamentals With the ratios of house prices to both rents and disposable incomes sitting at or near all-time highs the possibility of a meaningful housing market correction canrsquot be ruled out But absent a sudden spike in interest rates the most probable scenario is a period of broadly flat housing prices in most regions of the country A few notably frothy urban markets may experience price declines

For the past two years forecasters and Canadian policymakers have been calling for a rotation of economic growth away from a disproportionate reliance on consumer spending and housing expenditures toward stronger gains in business investment and mdash especially mdash exports This happy picture may finally start to come into view in 2014

Faster US economic growth combined with the end of outright recession in the Eurozone modest growth in Japan and the UK and a stabilization of economic conditions in key emerging markets should help to create a more positive backdrop for Canadian exports mdash the only sector of our economy that has failed to return to its pre-2008 level of economic activity

An anticipated pick up in US growth is the most important factor here Americarsquos real GDP increased at a solid 41 per cent annual rate in the third quarter of last year US housing starts are on track to exceed one million per year up from 400-500000 during the worst phase of the epic 2007-2011 housing market meltdown

Most forecasters now predict US growth in the three per cent range in 2014 appreciably better than the two per cent average expansion of the previous three years As the US economy enters a period of hoped-for sustained growth numerous Canadian industries stand to benefit mdash from lumber and other building materials to auto parts and assembly machinery and equipment tourism and various segments of the advanced technology sector

Still any recovery in Canadian exports is apt to be fairly muted given the prevailing soft outlook for many globally-traded commodities and Canadarsquos loss of competitiveness vis-agrave-vis the United States across much of the manufacturing sector during the past decade But even a modest jump in the value of export shipments in 2014 should be enough to underpin an improvement in Canadarsquos overall economic performance

That is until they are taken away Without confidence at best we cower in the shadows coming out to carry on basic activities and scurrying back for shelter At worst it causes the collapse of financial systems and the distribution of goods and services ndash in a word chaos

The collapse of confidence prolonged the Great Depression Failure of the economy to reset its psychology birthed deficit financing as a means to reboot activity It worked although the experience of that period left a generation jaded for life and marked future generations as well

Neo-gloom was potentially more devastating We used up our fiscal remedies early in the downturn robbing us of the post-Depression periodrsquos most potent weapon leaving us with untested exotic monetary measures One might easily have mused whether confidence might ever return And yet all on its own in June of this year US consumer confidence buried at recessionary levels since mid-2009 burst back into the normal zone with little support other than a terse statement indicating that the end of extraordinary stimulus was near Confidence returned and amazingly all on its own

The US wasnrsquot alone Confidence among Euro-area businesses and consumers is in its longest post-fiscal-stimulus upsurge undoubtedly fuelled by the end of the protracted recession Japan is also in the mix The influential Tankan business survey this week matched the previous peak in 2007 following four quarters of impressive gains The cloud of gloom is not just lifting in North America but everywhere ndashalso affecting media coverage which seems to have taken on a brighter tone lately

Itrsquos sad how such a consequential shift can be misread As powerful a force as sentiment can be in restoring the economy to growth politicians stateside seemed to misread it completely Tripping up over sequestration in March and government shutdown in October could well have spoiled the renaissance in sentiment Americans took it hard and we can only hope that the effects prove temporary If so hopes have indeed been restored adding great promise to the 2014 outlook

Following four years filled with surprises itrsquos hard to imagine anything really causing our hearts to jump in 2013 Face it as with roller coasters most of the economyrsquos post-crisis surprises have been on the downside And like hardened adolescents who have experienced everything the most extreme theme parks could offer most of us probably entered 2013 with a rsquotry mersquo attitude So did anything surprise us Was this yearrsquos surprise that we failed to be surprised by what surprised us in the past

Perhaps But then there were the wars that didnrsquot happen Syria came close to feeling the sting of international disapproval and that was averted by a seemingly offhand comment Some expected bombs to fall in Iran but again diplomacy prevailed How about the sea-change in Chinese policy A wide spate of reforms and significant deregulation was announced in November following the revelation that authorities seem content with 75 per cent growth Funny how blaseacute we can be about such events though ndash they came and went and donrsquot seem to have had much impactyet

Maybe thatrsquos what protracted excessive gloom does to us ndash big things can happen and they just donrsquot seem to land with the same impact Pessimism is a hallmark of the post-crisis period and it was with us for so long we almost didnrsquot notice Confidence ndash its polar opposite ndash is one of those necessities that like water air daily food peace ndash seem to operate in the background taken for granted

Exports key to 2014 economic performance By Jock Finlayson Previously published in The Winnipeg Free Press January 5 2014

VANCOUVER mdash After a generally lacklustre 2013 what are the prospects for Canadarsquos economy in the coming year As 2014 gets under way the signs are mixed

In the plus column are accelerating US economic growth continued low interest rates and the positive impact of the weaker Loonie on Canadarsquos net trade position and competitiveness Among the factors likely to hold our economy back in the year ahead are sluggish global commodity markets record high Canadian household debt government fiscal austerity at both the federal and provincial levels and a slowdown in residential investment spending

Overall economic conditions should strengthen in 2014 with inflation-adjusted gross domestic product (GDP) advancing in the vicinity of 24 per cent up from 2013rsquos estimated 18 per cent gain The job market is expected to gather steam by the second half of the year although the unemployment rate will remain above the 65 per cent mark throughout 2014 Inflation should edge higher from todayrsquos rock bottom reading but the Consumer Price Index (CPI) will continue to track below the mid-point of the Bank of Canadarsquos one to three per cent target range

Consumer outlays which account for about two-thirds of Canadian economic activity have been more buoyant than forecasters anticipated at the beginning of 2013 particularly given a long stretch of fast-paced household credit growth over the preceding half decade Exceptionally low inflation has helped to buoy consumers With the all-items CPI running at around one per cent even limited gains in disposable incomes have been sufficient to support higher consumer spending And persistent low borrowing costs are also working to the advantage of indebted households

Low inflation coupled with low interest rates has also proven to be a useful tonic for the Canadian housing market which exhibited surprising resilience in 2013 Home sales and prices both moved higher contrary to the expectations of many market analysts

But looking ahead Canadarsquos housing sector is set to lose momentum mdash certainly once mortgage rates climb and possibly sooner Virtually all leading Canadian forecasters expect housing starts to cool over the course of 2014-15 The venerable Economist magazine recently pegged Canadarsquos housing market as among the most over-valued in the world based on what it sees as underlying economic and demographic fundamentals With the ratios of house prices to both rents and disposable incomes sitting at or near all-time highs the possibility of a meaningful housing market correction canrsquot be ruled out But absent a sudden spike in interest rates the most probable scenario is a period of broadly flat housing prices in most regions of the country A few notably frothy urban markets may experience price declines

For the past two years forecasters and Canadian policymakers have been calling for a rotation of economic growth away from a disproportionate reliance on consumer spending and housing expenditures toward stronger gains in business investment and mdash especially mdash exports This happy picture may finally start to come into view in 2014

Faster US economic growth combined with the end of outright recession in the Eurozone modest growth in Japan and the UK and a stabilization of economic conditions in key emerging markets should help to create a more positive backdrop for Canadian exports mdash the only sector of our economy that has failed to return to its pre-2008 level of economic activity

An anticipated pick up in US growth is the most important factor here Americarsquos real GDP increased at a solid 41 per cent annual rate in the third quarter of last year US housing starts are on track to exceed one million per year up from 400-500000 during the worst phase of the epic 2007-2011 housing market meltdown

Most forecasters now predict US growth in the three per cent range in 2014 appreciably better than the two per cent average expansion of the previous three years As the US economy enters a period of hoped-for sustained growth numerous Canadian industries stand to benefit mdash from lumber and other building materials to auto parts and assembly machinery and equipment tourism and various segments of the advanced technology sector

Still any recovery in Canadian exports is apt to be fairly muted given the prevailing soft outlook for many globally-traded commodities and Canadarsquos loss of competitiveness vis-agrave-vis the United States across much of the manufacturing sector during the past decade But even a modest jump in the value of export shipments in 2014 should be enough to underpin an improvement in Canadarsquos overall economic performance

That is until they are taken away Without confidence at best we cower in the shadows coming out to carry on basic activities and scurrying back for shelter At worst it causes the collapse of financial systems and the distribution of goods and services ndash in a word chaos

The collapse of confidence prolonged the Great Depression Failure of the economy to reset its psychology birthed deficit financing as a means to reboot activity It worked although the experience of that period left a generation jaded for life and marked future generations as well

Neo-gloom was potentially more devastating We used up our fiscal remedies early in the downturn robbing us of the post-Depression periodrsquos most potent weapon leaving us with untested exotic monetary measures One might easily have mused whether confidence might ever return And yet all on its own in June of this year US consumer confidence buried at recessionary levels since mid-2009 burst back into the normal zone with little support other than a terse statement indicating that the end of extraordinary stimulus was near Confidence returned and amazingly all on its own

The US wasnrsquot alone Confidence among Euro-area businesses and consumers is in its longest post-fiscal-stimulus upsurge undoubtedly fuelled by the end of the protracted recession Japan is also in the mix The influential Tankan business survey this week matched the previous peak in 2007 following four quarters of impressive gains The cloud of gloom is not just lifting in North America but everywhere ndashalso affecting media coverage which seems to have taken on a brighter tone lately

Itrsquos sad how such a consequential shift can be misread As powerful a force as sentiment can be in restoring the economy to growth politicians stateside seemed to misread it completely Tripping up over sequestration in March and government shutdown in October could well have spoiled the renaissance in sentiment Americans took it hard and we can only hope that the effects prove temporary If so hopes have indeed been restored adding great promise to the 2014 outlook

Following four years filled with surprises itrsquos hard to imagine anything really causing our hearts to jump in 2013 Face it as with roller coasters most of the economyrsquos post-crisis surprises have been on the downside And like hardened adolescents who have experienced everything the most extreme theme parks could offer most of us probably entered 2013 with a rsquotry mersquo attitude So did anything surprise us Was this yearrsquos surprise that we failed to be surprised by what surprised us in the past

Perhaps But then there were the wars that didnrsquot happen Syria came close to feeling the sting of international disapproval and that was averted by a seemingly offhand comment Some expected bombs to fall in Iran but again diplomacy prevailed How about the sea-change in Chinese policy A wide spate of reforms and significant deregulation was announced in November following the revelation that authorities seem content with 75 per cent growth Funny how blaseacute we can be about such events though ndash they came and went and donrsquot seem to have had much impactyet

Maybe thatrsquos what protracted excessive gloom does to us ndash big things can happen and they just donrsquot seem to land with the same impact Pessimism is a hallmark of the post-crisis period and it was with us for so long we almost didnrsquot notice Confidence ndash its polar opposite ndash is one of those necessities that like water air daily food peace ndash seem to operate in the background taken for granted

But looking ahead Canadarsquos housing sector is set to lose momentum mdash certainly once mortgage rates climb and possibly sooner Virtually all leading Canadian forecasters expect housing starts to cool over the course of 2014-15 The venerable Economist magazine recently pegged Canadarsquos housing market as among the most over-valued in the world based on what it sees as underlying economic and demographic fundamentals With the ratios of house prices to both rents and disposable incomes sitting at or near all-time highs the possibility of a meaningful housing market correction canrsquot be ruled out But absent a sudden spike in interest rates the most probable scenario is a period of broadly flat housing prices in most regions of the country A few notably frothy urban markets may experience price declines

For the past two years forecasters and Canadian policymakers have been calling for a rotation of economic growth away from a disproportionate reliance on consumer spending and housing expenditures toward stronger gains in business investment and mdash especially mdash exports This happy picture may finally start to come into view in 2014

Faster US economic growth combined with the end of outright recession in the Eurozone modest growth in Japan and the UK and a stabilization of economic conditions in key emerging markets should help to create a more positive backdrop for Canadian exports mdash the only sector of our economy that has failed to return to its pre-2008 level of economic activity

An anticipated pick up in US growth is the most important factor here Americarsquos real GDP increased at a solid 41 per cent annual rate in the third quarter of last year US housing starts are on track to exceed one million per year up from 400-500000 during the worst phase of the epic 2007-2011 housing market meltdown

Most forecasters now predict US growth in the three per cent range in 2014 appreciably better than the two per cent average expansion of the previous three years As the US economy enters a period of hoped-for sustained growth numerous Canadian industries stand to benefit mdash from lumber and other building materials to auto parts and assembly machinery and equipment tourism and various segments of the advanced technology sector

Still any recovery in Canadian exports is apt to be fairly muted given the prevailing soft outlook for many globally-traded commodities and Canadarsquos loss of competitiveness vis-agrave-vis the United States across much of the manufacturing sector during the past decade But even a modest jump in the value of export shipments in 2014 should be enough to underpin an improvement in Canadarsquos overall economic performance

That is until they are taken away Without confidence at best we cower in the shadows coming out to carry on basic activities and scurrying back for shelter At worst it causes the collapse of financial systems and the distribution of goods and services ndash in a word chaos

The collapse of confidence prolonged the Great Depression Failure of the economy to reset its psychology birthed deficit financing as a means to reboot activity It worked although the experience of that period left a generation jaded for life and marked future generations as well

Neo-gloom was potentially more devastating We used up our fiscal remedies early in the downturn robbing us of the post-Depression periodrsquos most potent weapon leaving us with untested exotic monetary measures One might easily have mused whether confidence might ever return And yet all on its own in June of this year US consumer confidence buried at recessionary levels since mid-2009 burst back into the normal zone with little support other than a terse statement indicating that the end of extraordinary stimulus was near Confidence returned and amazingly all on its own

The US wasnrsquot alone Confidence among Euro-area businesses and consumers is in its longest post-fiscal-stimulus upsurge undoubtedly fuelled by the end of the protracted recession Japan is also in the mix The influential Tankan business survey this week matched the previous peak in 2007 following four quarters of impressive gains The cloud of gloom is not just lifting in North America but everywhere ndashalso affecting media coverage which seems to have taken on a brighter tone lately

Itrsquos sad how such a consequential shift can be misread As powerful a force as sentiment can be in restoring the economy to growth politicians stateside seemed to misread it completely Tripping up over sequestration in March and government shutdown in October could well have spoiled the renaissance in sentiment Americans took it hard and we can only hope that the effects prove temporary If so hopes have indeed been restored adding great promise to the 2014 outlook

Following four years filled with surprises itrsquos hard to imagine anything really causing our hearts to jump in 2013 Face it as with roller coasters most of the economyrsquos post-crisis surprises have been on the downside And like hardened adolescents who have experienced everything the most extreme theme parks could offer most of us probably entered 2013 with a rsquotry mersquo attitude So did anything surprise us Was this yearrsquos surprise that we failed to be surprised by what surprised us in the past

Perhaps But then there were the wars that didnrsquot happen Syria came close to feeling the sting of international disapproval and that was averted by a seemingly offhand comment Some expected bombs to fall in Iran but again diplomacy prevailed How about the sea-change in Chinese policy A wide spate of reforms and significant deregulation was announced in November following the revelation that authorities seem content with 75 per cent growth Funny how blaseacute we can be about such events though ndash they came and went and donrsquot seem to have had much impactyet

Maybe thatrsquos what protracted excessive gloom does to us ndash big things can happen and they just donrsquot seem to land with the same impact Pessimism is a hallmark of the post-crisis period and it was with us for so long we almost didnrsquot notice Confidence ndash its polar opposite ndash is one of those necessities that like water air daily food peace ndash seem to operate in the background taken for granted

VANCOUVER mdash After a generally lacklustre 2013 what are the prospects for Canadarsquos economy in the coming year As 2014 gets under way the signs are mixed

In the plus column are accelerating US economic growth continued low interest rates and the positive impact of the weaker Loonie on Canadarsquos net trade position and competitiveness Among the factors likely to hold our economy back in the year ahead are sluggish global commodity markets record high Canadian household debt government fiscal austerity at both the federal and provincial levels and a slowdown in residential investment spending

Overall economic conditions should strengthen in 2014 with inflation-adjusted gross domestic product (GDP) advancing in the vicinity of 24 per cent up from 2013rsquos estimated 18 per cent gain The job market is expected to gather steam by the second half of the year although the unemployment rate will remain above the 65 per cent mark throughout 2014 Inflation should edge higher from todayrsquos rock bottom reading but the Consumer Price Index (CPI) will continue to track below the mid-point of the Bank of Canadarsquos one to three per cent target range

Consumer outlays which account for about two-thirds of Canadian economic activity have been more buoyant than forecasters anticipated at the beginning of 2013 particularly given a long stretch of fast-paced household credit growth over the preceding half decade Exceptionally low inflation has helped to buoy consumers With the all-items CPI running at around one per cent even limited gains in disposable incomes have been sufficient to support higher consumer spending And persistent low borrowing costs are also working to the advantage of indebted households

Low inflation coupled with low interest rates has also proven to be a useful tonic for the Canadian housing market which exhibited surprising resilience in 2013 Home sales and prices both moved higher contrary to the expectations of many market analysts

That is until they are taken away Without confidence at best we cower in the shadows coming out to carry on basic activities and scurrying back for shelter At worst it causes the collapse of financial systems and the distribution of goods and services ndash in a word chaos

The collapse of confidence prolonged the Great Depression Failure of the economy to reset its psychology birthed deficit financing as a means to reboot activity It worked although the experience of that period left a generation jaded for life and marked future generations as well

Neo-gloom was potentially more devastating We used up our fiscal remedies early in the downturn robbing us of the post-Depression periodrsquos most potent weapon leaving us with untested exotic monetary measures One might easily have mused whether confidence might ever return And yet all on its own in June of this year US consumer confidence buried at recessionary levels since mid-2009 burst back into the normal zone with little support other than a terse statement indicating that the end of extraordinary stimulus was near Confidence returned and amazingly all on its own

The US wasnrsquot alone Confidence among Euro-area businesses and consumers is in its longest post-fiscal-stimulus upsurge undoubtedly fuelled by the end of the protracted recession Japan is also in the mix The influential Tankan business survey this week matched the previous peak in 2007 following four quarters of impressive gains The cloud of gloom is not just lifting in North America but everywhere ndashalso affecting media coverage which seems to have taken on a brighter tone lately

Itrsquos sad how such a consequential shift can be misread As powerful a force as sentiment can be in restoring the economy to growth politicians stateside seemed to misread it completely Tripping up over sequestration in March and government shutdown in October could well have spoiled the renaissance in sentiment Americans took it hard and we can only hope that the effects prove temporary If so hopes have indeed been restored adding great promise to the 2014 outlook

Following four years filled with surprises itrsquos hard to imagine anything really causing our hearts to jump in 2013 Face it as with roller coasters most of the economyrsquos post-crisis surprises have been on the downside And like hardened adolescents who have experienced everything the most extreme theme parks could offer most of us probably entered 2013 with a rsquotry mersquo attitude So did anything surprise us Was this yearrsquos surprise that we failed to be surprised by what surprised us in the past

Perhaps But then there were the wars that didnrsquot happen Syria came close to feeling the sting of international disapproval and that was averted by a seemingly offhand comment Some expected bombs to fall in Iran but again diplomacy prevailed How about the sea-change in Chinese policy A wide spate of reforms and significant deregulation was announced in November following the revelation that authorities seem content with 75 per cent growth Funny how blaseacute we can be about such events though ndash they came and went and donrsquot seem to have had much impactyet

Maybe thatrsquos what protracted excessive gloom does to us ndash big things can happen and they just donrsquot seem to land with the same impact Pessimism is a hallmark of the post-crisis period and it was with us for so long we almost didnrsquot notice Confidence ndash its polar opposite ndash is one of those necessities that like water air daily food peace ndash seem to operate in the background taken for granted

Perhaps But then there were the wars that didnrsquot happen Syria came close to feeling the sting of international disapproval and that was averted by a seemingly offhand comment Some expected bombs to fall in Iran but again diplomacy prevailed How about the sea-change in Chinese policy A wide spate of reforms and significant deregulation was announced in November following the revelation that authorities seem content with 75 per cent growth Funny how blaseacute we can be about such events though ndash they came and went and donrsquot seem to have had much impactyet

Maybe thatrsquos what protracted excessive gloom does to us ndash big things can happen and they just donrsquot seem to land with the same impact Pessimism is a hallmark of the post-crisis period and it was with us for so long we almost didnrsquot notice Confidence ndash its polar opposite ndash is one of those necessities that like water air daily food peace ndash seem to operate in the background taken for granted

That is until they are taken away Without confidence at best we cower in the shadows coming out to carry on basic activities and scurrying back for shelter At worst it causes the collapse of financial systems and the distribution of goods and services ndash in a word chaos

The collapse of confidence prolonged the Great Depression Failure of the economy to reset its psychology birthed deficit financing as a means to reboot activity It worked although the experience of that period left a generation jaded for life and marked future generations as well

Neo-gloom was potentially more devastating We used up our fiscal remedies early in the downturn robbing us of the post-Depression periodrsquos most potent weapon leaving us with untested exotic monetary measures One might easily have mused whether confidence might ever return And yet all on its own in June of this year US consumer confidence buried at recessionary levels since mid-2009 burst back into the normal zone with little support other than a terse statement indicating that the end of extraordinary stimulus was near Confidence returned and amazingly all on its own

The US wasnrsquot alone Confidence among Euro-area businesses and consumers is in its longest post-fiscal-stimulus upsurge undoubtedly fuelled by the end of the protracted recession Japan is also in the mix The influential Tankan business survey this week matched the previous peak in 2007 following four quarters of impressive gains The cloud of gloom is not just lifting in North America but everywhere ndashalso affecting media coverage which seems to have taken on a brighter tone lately
