MATTERS ARISING s (a) Arising- out of Item (2) Section (a) of the Minutes - Senator Ballinger enquired on whether the Chairman had already written tfie letter to the Department of Social Welfare. In reply the Chairman pointed out that" he did not receive the necessary information which Senator Ballinger was to pass to him. After considerable discussion the meeting AGREED that the Chairman should write the letter to the Department of Social Welfare after consultation with Senator Ballinger. (b) The Chairman reported that he had written the letter to the Department of Social Welfare applying for the Subsidy for the Secretaries Salaries. NOTED. (c) Arising out of Item ( 6 ) Section (b) of the Minutes regarding repairs the Chairman in opening a discussion pointed out that the meeting should consider the financial position of the Centre. In reply Mr. Mampuru stressed the need for repairing the floor of the Hall. He oointed out that the repair of the Hall should be no problem in that the Hall is able to raise sufficient funds for its maintenance and it is right and proper that we put this Hall in a good state. After considerable discussion the meeting AGREED that the Chairman should invite quotations for repairing the floor of the Hall. 3. 2 . MATTERS ARISING s

(a) Arising- out of Item (2) Section (a) of the Minutes - Senator Ballinger enquired on whether the Chairman had already written tfie letter to the Department of Social Welfare. In reply the Chairman pointed out that" he did not receive the necessary information which Senator Ballinger was to pass to him. After considerable discussion the meeting AGREED that the Chairman should write the letter to the Department of Social Welfare after consultation with Senator Ballinger.

(b ) The Chairman reported that he had written the letter to the Department of Social Welfare applying for the Subsidy for the Secretaries Salaries. NOTED.

(c) Arising out of Item (6 ) Section (b) of the Minutes regarding repairs the Chairman in opening a discussion pointed out that the meeting should consider the financial position of the Centre.

In reply Mr. Mampuru stressed the need for repairing the floor of the Hall. He oointed out that the repair of the Hall should be no problem in that the Hall is able to raise sufficient funds for its maintenance and it is right and proper that we put this Hall in a good

state.

After considerable discussion the meeting AGREED that the Chairman should invite quotations for repairing the floor of the Hall.

3 . CORRESPONDENCEi Letters were read as followss-

(a) From the " Umteteli wa Bantu " that a Complimentary Copy <f Umteteli wa Bantu would be issued to us regularly. ACCEPTED WITH TFANES.

At this stage the meeting instructed the Secretary to write letters of thanks to the Editors of Urnteteli wa Bantu and the Bantu World respectively.

Applications for the use of the Hall were dealt with as follows

(a) From the Manhattan Bros - for the celebration of their 21st Anniversary on the 11th and 12th November, IS 55 respectively! GRANTED under the following conditions

(i) That on both days the Africans will not be refused entry.

(ii ) That the Posters will state that there will be a special day for Europeans only.

(b) From the Southern Transvaal Coloured Lawn Tennis Union for a Dance on the 8th October, 1955. GRANTED*

(c) From the Orlando Mother's Welfare Association for a Concert and Dance on the 15th December, 1955* GRANTED*

(d) From the Zenzele Young Women’ s Christian Association of the Transvaal for a Matinee Dance on the 10th December, 1955 from2 p*m. to 5 p*m, GRANTED*

(e) From the St . Peter’ s Church for a Concert and Dance on the 4th November, 1955. GRANTED.

( f ) From the Transvaal Bantu Lawn Tennis Union for a Dance on the 19th November, 1955. GRANTED.

(g) From Mr. H. Rodriques for a Wedding Reception on the 3rd December, 1955. GRANTED.

4 . ANNUAL FOUNDERS DAYs The Chairman in opening a discussion on the Programme’ of the Annual Founders Day asked the meeting to suggest the names of the Guest Speakers, The meeting AGREED that the Chairman should invites-

(a ) The Right Hon Minister of Native Affairs Dr. Verwoerd with an alternate of

(b) Mr. P . H. Moore. M.F. or

(c) Dr. J . B. Webb of the Methodist Church.

For the Musical Programme the following were suggestedi-

(i) The Johannesburg Symphony Orchestra.

(ii) The Jan H, Eofmeyr School of Social Work Choir.

5 . BLOEMFONTEIN TOURNAMENTi Reporting on the selected team for Bloenfontein the Secretary informed the meeting that the Activities Committee had selected a team of 27 Competitors representing the following events

(i) Billiards and Snooker. (iv) Debate.

(at*) Table Tennis. (v) Draughts*

(ii.i) Lawn Tennis.

The Secretary further gave the following information with . . /

regard the cost of the whole trip for each Competitor which is £3. 1 . 0 .

After a considerable discussion the Committee requested the Activities Committee to reduce the number from 27 to 23 at least.AGREED.

6 . SUB-COMMITTEE REPORT ON TROPHIES i Reporting on behalf of the Sub-*Committee the Secretary pointed out that a sum of £27 was received by this Committee from the Treasurer of which £15 was received as a loan which the Sub-Committee promised to pay back from the Tournament Entry Fees. The Sub-Committee in its efforts of paying back raised an amount

of £21. 8 . 6d. which is already banked.

The Secretary further pointed out how the £27. 0. 0* was spent - which is as followsi-

He further pointed out that the amount of 16/£d which remained after buying was returned back to the Treasurer.

9. GENERAL. Reporting on the re-engagement of Mr* P* Ivlakubo as a Home Guard - by the Sub- Committee Fir. Mampuru asked the meeting to sanction their action.

Mr. Nobanda pointed out that he was not opposed to tt • re-engagement of Hr. Makubo but would like Mr. Makubo to apologfse for previous conduct at the Centre.

After a considerable discussion the meeting AGREED that Mr. Makubo should apologise and be admitted into the membership of the * Centre if he applied.

In the absence of quotations from other firms the meeting AGREED to put the matter in abeyance until quotations from other firms are received,

(c) The Chairman read a letter from the Registrar of Welfare Organisations advising all Welfare Organisations under the Welfare Organisations Act, 1947 to apply individually for exemption from paying the Donation Tax and to direct their applications for such exenptions to the Commissioner for Inland Revenue,

After a considerable discussion the meeting unanimously nominated

Dr. Phillips on "behalf of the Centre representative.

Reluctantly accepting this nomination Dr. Phillips pointed out that the meeting should NOTE that it would not be e a s y for him to attend many of this Board’s meetings due to pressure of work.

the aim of its founders.

The Salary Scales of the Secretaries in former days reflected their philanthropic objectives which were left to us to uphold. Unfortunately of late the Centre is losing its leadership in this

field as indicated belows-

1. Donaldson Orlando Community Centre.

Assistant Secretarys £240 x £20 x £420.

2. City Council of Johannesburg. ( Graded Posts.)

Grade As £384 x £L2 x £432.

Grade Bs £312 x £12 x £372.

Grade C; £222 x £12 x £294.

3 . Chiawelo Community Centre,. (Moroka Township.)

Supervisor* £300 x £20 x £420.

4. Child guidance Clinic. (Natal.)

£3360 x £15 x £450.

5. African Teachers' Salary. cz2 58 x £12 x £4 50.

Recommended Salary Scales for the B.Ii.S.C.

Secretary: £300 x £20 x £420.

Assist. Secretary: £240 x £20 x £3360.

In reply Dr, Phillips pointed out that in America a discussion on Salary Scales is never held becuase fixed Scales are of no incentive to good work. In America increments are given in accordance to good work which is not so with our Secretaries - who are like Caretakers.

Mr. Pin in reply to this said, we should also note that our Secretaries have routine work to do.

After a considerable discussion which revealed that there were some vital points to be considered the meeting AGREED to the appointment of a Sub-Committee consisting of the following to look into the matters-*

At this stage the Chairman reported the sudden death of Mr, A* W. Mbatha's father.

The meeting sympathising with Mr. Mbathars family requested the Chairman to write a letter of condolence to Mr, Tvfcatha's family. AGREED.

5. ANNUAL FOUNDERS DAYs A letter from the Minister of Native Affairs Dr, the Eon. "E, P. Verwoerd regreting that he can not be able to attend the Centre’s Annual Pounders Day as Guest Speaker was read, NOTED.

The meeting AGREED that the Chairman should invite Mr. P. A. Moore M.P. who was the next alternative.

The meeting: further AGREED that the Annual Founders Day Celebration should be transferred from the 28th October, 1955 to either the 3rd November, 1955 or the 17th November, 1955 in order to enable arrangements to be made in good time.

The Chairman asked the meeting to suggest the type of programme. The meeting AGREED on the followings-*

Please find enclosed copy of

a letter which I have received as Chairman of the Centre from Senator

Ballinger. The letter raises the question whether the Executive should

not continue discussion with the Department of Social Welfare regarding

the matter at issue.u _

If members feel that we should have a Special Meeting to discuss

this matter, I am quite willing, although it is probable that we shall

not be able to get many members together over the holiday period.

Unless there is a strong feeling that we should call a special

meeting I suggest that the matter be placed on the Agenda for our next

monthly meeting which will be held on the 12th January, 1956.

Dear Dr. Phillips,

I have at last got a little tine to reply to your letter dated 22nd September 1955 in which you enclose copy of a letter t© the Secretary for Social Welfare, Pretoria under the heading "Use of subsidised Social Centres Halls for Political meetings and functions."

" Sir,Use of Bantu Men's Social Centre for Political________________ Meetings.______________________

I write to acknowledge the receipt of your letter of the 25th August, 1955, relative to the above, and to say that your name featured in a communication to the Chairman of the Bantu Men’s Social Centre only because the Executive Committee of that institution enquired whether you would be permitted the use of the Centre Hall for the purpose of reporting back to your constituents upon your work in Parliament. It is inferred from the contents of your letter that you had a sight of the Department's communication to the Chairman of the Bantu Men's Social Centre. Suffice it to say that the Department's communication hardly bears any resemblance to the contents ascribed to it in the extract quoted by you from the minutes of the Executive Committee Meeting of the Centre, held on the 9th June, 1955.

The Bantu Men's Social Centre is a charitable institution subsidised by the Department. It is in conflict with the Department's policy that such institutions should be used for the purpose of political meetings and functions and it is unfortunately not possible to authorise a departure from the accepted policy in vour case.

You will note from the first paragraph of the letter_that the Secretary seems to be under the impression that I saw the Departments circular to you as Chairman of the Bantu Men’s Social Centre.

You w ill also note he goes on to say that "the Departments ce communication hardly bears any resemblance to 'the contents ascribed to it from the extract in the Minutes of the meeting held on the 9th June 1955."

In other words it now appears clear to me that had my name not been raised at the Committee Meeting there would have been no question of my not being allowed to hold a meeting of all voting units for the ouroose of reporting to them incidents and legislation passed by Parliament. Furthermore I think it is necessary that the Social Centre should take up the last paragraph of the Secretary for Social Welfares’ letter which describes the Centre as a " charitable institution subsidised by the Department".

In addition the last sentence of the Secretary’s letter will have to be challenged since the Department of Social Welfare is not the only organisation that subsidises the Centres’ activities, and as _you are aware none of then have ever challenged the holding of political meeting and functions in the Centre.

I should like to have your observations on the foregoing at the earliest possible moment, since I wish now not only to give publicity to the whole matter, but will raise it on the floor of the Senate at the appropriate moment.

1 , MINUTES; The Minutes having been circulated were taken as read and adopted with the following amendments,

(i ) That the recommended Salary Scales should read as follows:

(a) Secretary; ;3240 x .£20 - £420.

(b) Assistant Secretary; £200 x .£20 - £360.

(c) Physical Instructor £180 x £20 - £300*

2 , MATTERS ARISING;

(a) The Chairman presented a quotation fron Rhodesian Timber Company for a new Hall floor at £533. 0 , 0 , This was far below those submitted by two other Companies which had tendered.

The Chairman further pointed out that the quotations did not i include the ceiling and stage - which needed repairs too. He had asked for supplementary tenders for flooring the stage.

The meeting in accepting the quotation authorised the Chairman to make arrangements for installing the new floor in the Hall.

(b) Arising out of Item (4) of the Minutes re: Annual Founders Day Guest Speaker - Mr, Nobanda pointed out that the Minutes did not re"£lect the different views expressed by some of the Executive Committee Members. In reply tl>e Chairman pointed out that the Minutes record decisions arrived at after discussion. They can not cover all the points of view expressed during discussion by individual nerfcero.

The meeting AGREED with the Chairman and the natter was closed,

(c) Arising out of Item (5) paragraph (5) of the Minutes - Mr, Crawford pointed out that it was not clear whether the meeting adopted the suggestion that Secretaries Salary Scales should operate at the beginning of the Financial year or not.

The meeting AGREED that the matter be included in the Agenda of the next meeting,

3 , CORRESPONDENCE; Applications for the use of the Hall were received and dealt with as follows:-

(a) The Secretary asked the meeting to confirm the action of the Emergency Sub-Committee which granted the Western Areas Musical Society permission to hold a Dance on the 15th December, 1955, CONFIRMED*

( 2.)(b) Fron the St . Cyprians Church for a Fund raising function on

the 6th April, 1956 and 5th Octobcr,

(a) The Secretary reported on having received a donation of a Gross of used cups from the National Cash Register Co., (S .A .)

The meeting deciding on what to do with the cups - the Secretary recommended that they be given to Miss, S . Teyise.

After considerable discussion on whether they should be given to Mi?s• Teyise or sone Nursery Schools - the neeting AGREED that they be *iv gi\Ten to Miss* S. Teyise*.

(b) Mr. Nobanda gave notice of notion that the Non-European Meribers of the Executive Comittee should attend functions and give help
