The Ansbach High School JROTC program is one of the more robust JROTC programs in Europe. Fifty-seven percent of the high school is enrolled in the program, which is a high participation for a Department of Defense Europe school and considerably higher than the 12 percent national average. The cadet formal inspection results for 2012 were 99.3 percent, the highest in Europe.

SCHWEINFURT, Germany – At a recent “We’re Moving” town hall, hosted by 1st Squadron, 91st Cavalry, leadership May 13, Soldiers and family members had a glimpse at how the upcoming move to Grafenwoehr will unfold.

“It was definitely great to get everyone on the same page. We were able to answer a lot of questions and get a lot of information out there,” said 1st Lt. Mark Sudimack, a 1-91 CAV point of contact for the move. “It was good to have the Graf representatives there to explain what is really going on.”

Those who attended the town

hall were provided with step-by-step instructions that detailed what they need to do before their permanent change of station. The Soldiers and family members also had an opportunity to gain information from the U.S. Army Garrison Grafenwoehr housing, schools, transportation and finance agencies.

around the world will pause to observe Memorial Day. Since its first official proclamation as Decoration Day May 5, 1868, and its first observance May 30, 1868, it has been a day of remembrance for those who sacrificed and died in our Nation’s service. Born from the tradition across many of the towns affected with losses from the Civil War, mourners from these areas honored all of their war dead by decorating grave markers with flowers.

Calling to mind the history and tradition of Decoration Day, I ask that you all put special effort into the “memorial” part of this holiday. Living and serving in Europe gives all of us the unique opportunity to travel and explore the vast cultural and historical sites here. Among those are the American Battle

Monuments Commission 24 American cemeteries and 25 memorial monuments and markers in 15 countries, most of which are in U.S. Army Europe’s area of responsibility. I encourage you to take time during your tour to visit some of these historical sites; I promise you a somber, yet inspirational experience. Even more special is an experience taking part in the many special Memorial Day observances held at these

special and hallowed places.As we emerge from over a decade of war,

we must renew our pledge on this Memorial Day to do all we can to ensure that the sacrifices of our service members and their families are honored, and that those who fell in battle are remembered. They fought for us. Our duty is to fight to make sure they are never forgotten. As Americans, that must be

our charge and our sacred mission not just on Memorial Day, but every day.

To those who died securing peace and freedom, to those who served in conflict to protect our land and to preserve the hope of our Nation in keeping America free for over two centuries, we owe our thanks and our honor. It is important to not only recognize their service, but also respect their devotion to duty and ensure that the purpose for which they fought will never be forgotten.

This Memorial Day, I also ask you to remember that you have an obligation to those you love, to those that you serve with and to those in your community – it is to remember and celebrate the lives of our Fallen safely and responsibly. I am truly grateful for your service and great support to our Nation and it is an honor to serve beside each and every one of you here in United States Army Europe.

USAREUR CG: Memorial Day time to reflect on national sacrifice

On Memorial Day in cities across the world, Americans will gather with loved ones, friends and neighbors to celebrate freedom. Others will gather at monuments or in public places and pause in a moment of remembrance.

U.S. Army Garrison Ansbach team members know firsthand the devastating effects of war and the cost of freedom – loss of loved ones, friends and neighbors. Streets, buildings and even some sons and daughters are named after these fallen heroes. The absence of those who have fallen is felt keenly almost daily for some; for others it is felt in quiet moments during times of reflection.

USAG Ansbach must never forget its fallen and its country’s fallen heroes, and must not let their sacrifice be in vain. Instead, Ansbach must rejoice in and embrace their precious

gift – freedom. When lighting the barbecue this weekend,

community members should pause to remember the lights that shone so fiercely and brightly – the Soldiers, Airmen, Marines, Sailors and Coast Guardsmen – whose lives

were extinguished all too quickly and whose spirit is seen in the smiles and laughter of their fellow Americans enjoying freedom around the globe.

As you enjoy freedom, please do so responsibly and safely. There is an element of risk in everything you do; through proper planning, exercising sound risk management and appropriate use of personal protective equipment (seat belts, helmets, personal flotation device and more) you may prevent serious injury or loss of life. Drink responsibly; alcohol when combined with water-related activities, vehicle operation or other high-risk activities is a recipe for disaster. Some risks are not worth taking.

Enjoy your time off, relish your freedom, celebrate smartly and return safely and soundly to your Army Family, healthy and ready to meet the mission.

thing but do it when no one is looking.”

Among the battalion’s accomplishments were a physical training pancake breakfast attended by hundreds of people; the return of their unit colors from Afghanistan by the 12th Combat Aviation Brigade, their sponsoring unit; and the completion of a ropes course and an obstacle course.

Pleake, who has been with the JROTC for four years, wants to continue the battalion’s accomplishments and expand upon them during his tenure as commander.

“I want to maintain everything we’ve been doing, and hopefully do more events like the ropes course and obstacle course, add more military training,” he said.

Pleake has been with the battalion since joining when he became a high school student.

His sister was the battalion commander two years ago, and being with the battalion was something natural to him.

“You start out at the bottom and you work your way to the top, and everyone levels out at some point,” said Pleake. “I’ve been in the military my whole life, and I’ve always worked the hardest at JROTC because I felt at home with it. It’s always something I’ve wanted to do. It’s my goal to go into the military eventually.”

Included in the pageantry of the ceremony were a drill team demonstration and a 1940s dance number to the tune of “Boogie Woogie Bugle Boy” in honor of retired Sgt. 1st Class Paul Parent, a World War II veteran in attendance at the ceremony.

ARLINGTON, Va. – The Army’s top enlisted advisor, along with senior enlisted advisors from sister services, took part in a wreath-laying ceremony at Arlington National Cemetery, May 18, in honor of Armed Forces Day.

Sgt. Maj. of the Army Raymond F. Chandler III joined his counterparts from the Marine Corps, Navy, Air Force and Coast Guard, as well as the senior enlisted advisor to the chairman of the Joint Chiefs of Staff, for a ceremony at the Tomb of the Unknowns.

Sergeant Major of the Army honors service members

ARLINGTON, Va. – Nearly 250 members of the Oklahoma National Guard were assisting Tuesday with victim search and security in Moore, Okla., where a monster tornado left at least 51 dead, including 20 children, authorities said.

The twister hit Monday about 3:15 P.M. (CDT), when children were still in two elementary schools in the Oklahoma City suburb.

Oklahoma Guard responds to Moore devastation for search, security assistance

With a population of nearly 40,000 throughout the Grafenwoehr, Vilseck and Garmisch area, along with the deactivation of the 172nd Infantry Brigade, Grafenwoehr is prepared to welcome incoming families, said Jim Van Patten, director of plans, training, mobilization and security at USAG Grafenwoehr.

The 1-91 CAV’s recent return home from a nine-month deployment has not allowed for an expedited relocation process, even though the regiment is scheduled to complete their move by the end of summer.

“We’re currently waiting on orders to be cut, which is taking place right now; unfortunately you can’t do a whole lot without those

orders,” said Sudimack. “Until then going to your transportation and EFMP (exceptional family members program) briefings are tasks that have to be completed by the individual prior to the move.”

[Editor’s note: From working 20 years in the Army postal service, Larry Baricuatro, U.S. Army Garrison Schweinfurt postmaster, has seen how frustrated Soldiers, family members and civilian employees can get when their mail isn’t properly forwarded to their next location. In the column below, Baricuatro gives advice on how to expediently get mail delivered to a new location]

SCHWEINFURT, Germany – Many of you will be processing and moving out of here shortly. To make sure that your mail doesn’t pile up here in Schweinfurt, you will need to forward your mail to your next duty station or an address stateside. Getting this done is an easy process.

During your mandatory pre-deployment preparation out you will need to out process with your mail room. This just simply means that you will need to go to your community mail room, or CMR, and inform the window clerk that you are leaving.

You will then be handed PS-3955 form to fill out. The form

can be completed right then and there at the window counter. This form tells us where we will need to forward you mail.

If you are relocating to Grafenwoehr or any other military duty station in Europe, it is still mandatory for you to come into the CMR and let us know your new address.

For one year, we will forward any first-class mail we receive and also forward your magazine subscriptions for 60 days to your new location.

If you don’t fill out the form or let us know that you are leaving, we are sometimes able to contact units to find out where an individual has moved to, but with units shutting down or moving this may be difficult in the future.

Failure to out-process at the CMR will cause major delays in receiving your mail in a timely manner.

We will do everything in our power to get that mail to that person, but we need your help. If you have questions all you need to do is ask the window service or postal clerks and they will assist you.

Commentary: How to forward an address when PCSing

ANSBACH, Germany – Spring is here and summer is right around the corner. The warmer weather means it is time to look for places to take a dip to cool off on the hot spring and summer days. Swimming in Germany brings unique challenges. Unlike the United States, many public swimming pools, lakes and water parks employ lifesavers rather than lifeguards.

In the United States, the lifeguard supervises the safety and rescue of swimmers, surfers, and other water sports participants at swimming pools, water parks and beaches. Lifeguards are strong swimmers. They are trained in first aid and certified in water rescue using a variety of aids and equipment. Lifeguards are present to prevent as well as respond to aquatic emergencies.

All lifeguards are trained in lifesaving and rescue techniques, so all lifeguards are lifesavers in the United States. However, in Germany not all lifesavers are lifeguards.

A lifesaver may or may not have the same skill set as a lifeguard. In some instances,

lifesavers may only be capable of performing elementary assists such as reaching, throwing, wading or rowing – not necessarily by a swimming rescue. Lifesavers provide basic first aid and lay-responder CPR. The skill set is determined by the owner of the swimming area.

The days and time periods when emergency services are available will vary, as such it is best to call best to call ahead and check with the site’s management to determine when and what type of emergency services (lifeguard or lifesaver) they provide onsite.

Regardless of the type of emergency services (lifeguard or lifesaver) provided, parents and guardians must maintain responsibility of their and their family’s safety. Parents and guardians must always supervise their children when they are in or near any body of water. Children who know how to swim are still at risk of drowning. All children must be supervised in the water, no matter how well they swim. Infants, toddlers and weak swimmers should have an adult swimmer within arm’s reach to provide

“touch supervision.”Parents and guardians should invest

in properly fitting Coast Guard-approved flotation devices (life vests) and use them whenever a child is near water. Weight and size recommendations are on the label, the child should try it on to make sure it fits snugly. Children younger than 5 years old should have a vest with a strap between the legs and head support; the collar will keep the child’s head up and face out of the water. Inflatable vests and arm devices such as water wings are not effective protection against drowning.

The water in some of the surrounding lakes and ponds are murky. As such, swimmers should never dive head or feet first into the water. Swimmers should always wade into unknown water to determine its depth. The depth of a lake can change without notice and hidden or unexpected rocks, branches or water temperature can easily take a swimmer by surprise.

SCHWEINFURT, Germany – Did you know that Americans seeking to settle in Germany are entitled – under certain circumstances – to take an integration course, cost-free, which will assist learning the German language and culture?

Did you know that many, though not all, American driver licenses are automatically convertible to the German system with no further driving courses or exorbitant costs required?

Did you know that Army and Department of Defense retirees in Germany are not forbidden from working in Germany and are even entitled to enter the German health care system once they start working?

These and many other facts will be discussed June 6 at 6 p.m. at the Conn Community Club during an information seminar “Settling in Germany.”

The Pan-American Club and the Integrationsbeirat (Integration Council) of Schweinfurt – in partnership with the Soldier and Family Assistance Center and Army Community Service – are sponsoring this seminar for Americans who wish to stay in Germany following the closure of the USAG Schweinfurt.

Many members of the Schweinfurt Military Community recently attended the Schweinfurt Job Information Day at the Mercure Hotel April 13. During this event, members of the Pan-American Club collected many questions and concerns from visiting Americans.

The seminar June 6 is in direct response to input received at the April 13 event and is intended to meet the unique needs of the Schweinfurt community. In short, the goal of the seminar is both to inform you and debunk

the myths often associated with immigrating to Germany.

While it is true that integrating into a new community can be difficult, there are many resources available in the city to assist you staying here in Schweinfurt beyond base closure. Even if it is your intent to settle in a German community other than Schweinfurt, the information presented at this seminar will help you in your goal.

Presentations will be made on behalf of the Volkshochschule (Community College) of Schweinfurt, the Bundesagentur für Arbeit (Job Center), the Paritätischer Wohlfarhtsverband, the ABBI Project and the Ausländerbehörde (Immigration Office) of

Schweinfurt. Topics will include where to obtain

language classes and certification, how to search for a job, the German medical system and the process for receiving a resident permit for Germany.

Following the formal presentations, you will have the opportunity to direct questions to the subject-matter experts. English-Spanish-German translators will be on hand to ensure that your questions are properly understood and answered.

to farms and host wildlife. Even if the water looks clear, clean and inviting, it may be unhealthy due to the local bacteria and germ population. The district of Weissenburg, which includes the City of Gunzenhausen, tests local public lakes and ponds monthly from May 15 through Sept. 2 for bacteria growth and post the results at their website at www.landkreis-wug.de/index.php?id=0,420. This information is also posted on the garrison Facebook when it becomes available. Bacteria can float downstream after periods of significant rainfall. It is advisable to avoid natural swimming areas after rainfall. That’s when large amounts of contaminants are flushed into bodies of water.

It’s best to swim in well-maintained private or municipal pools – never in cattle ponds or

water troughs. Any local lake may look good but still teem with harmful bacteria. Consult the District of Weissenburg website at www.landkreis-wug.de/index.php?id=0,420 or the garrison Facebook for any closures, warnings or reports.

SCHWEINFURT, Germany – In the last quarter of the 2013 school year at Schweinfurt High School, the video communications students are stepping up to show that they’ve still got creative work to do.

Under the tutelage of teacher Zachary Cyphers, seven students prepared themselves for the DoDDS-Europe Film Festival.

After a lot of work and fine-tuning, Kalyn Sligh, a sophomore in Cyphers’ class, submitted her work to be judged in the festival.

“It’s nerve wracking to get feedback from someone other than Mr. Cyphers,” Sligh said.

Ethan Bryant submitted his action movie trailer, “Bananas 2: Time to Peel” to be judged in hopes that it would make the judges laugh.

Taking his time with his video, Jack McCauley created a mockumentary called, “Infected: A Zombie Story.” With special effects make-up and the aid of others in his class, he created a bare bones video in the hopes of entertaining and enlightening the judges with his take on the school zombie problem.

Nobody likes a bad sport, and that is exactly what theme Lajuarren Burks addressed in his public service announcement titled, “Show Good Sportsmanship.” Burks enjoyed making his video and said, “I took my time and made sure to record everything just right. … I like making videos and I don’t care who watches.”

“I’m so proud of my video students,” Cyphers said. “They’ve worked so hard this quarter writing, storyboarding, shooting and editing their videos. I believe these are the best work that our school has produced yet, and I’m excited to see SHS represented at the fest this year.”

Savings fund application warningThe Apple App Store is offering a free iPhone application called TSP Funds that is not sanctioned by the Thrift Savings Plan. The app asks TSP participants for their account login information. Bicycle fines increaseThe German parliament has approved increases in the fines for bicycle offenses. Failing to use a bike path or riding without a light now costs 20 euros instead of 15 starting this month. The fine for biking through a pedestrian zone is now 15 euros instead of 10. Parking a car on a bike path costs 20 to 30 euros.

Closures and changes

B14 ResurfacingResurfacing of the road that is currently in progress on B14 near the entrance to Urlas Housing and Shipton Kaserne will continue but will move toward the city of Ansbach. Because of this, temporary modifications to normal traffic patterns will take place. Drivers travelling from the city of Ansbach to Shipton or Urlas will be guided through a detour (or Umleitung) that will lead to the Kaufland shopping complex and the Windmill (Windmüle) hotel. Drivers traveling from Urlas or Shipton to Katterbach will be detoured through the village of Obereichenbach. Detour signs will be easy to see. There is no date yet as to when the resurfacing of the road will be complete; plan accordingly when traveling to Urlas or Shipton.

CYSS shortageDue to a critical staffing shortage in Child, Youth and School Services, patrons will experience temporary relocations and reductions in CYSS as described below. Patrons may also experience limited availability for hourly care and longer than usual wait times for other services. Normal business operations resume May 28. Day spa operating daysThe day spa will shorten operating days Aug. 1. The spa will only be open Wednesdays through Fridays from 10 a.m. to 6 p.m. and Saturdays from 10 a.m. to 4 p.m. The spa will be closed Sundays through Tuesdays.

Changes for Bamberg CDCHourly care services at the Bamberg Child Development Center are temporarily reduced to 8 a.m. to 2 p.m. There also is currently reduced space at the School Age Center.

Applications sought for the Military Youth of the YearThe Military Youth of the Year is a Boys & Girls Club of America recognition program that partners with the Military Child and Youth Services. Local clubs recognize members ages 14 to 18 as Youth of the Month winners and select a Youth of the Year, who then participates in state competitions. State winners each receive a $1,000 scholarship and participate in regional competitions. Five regional winners each receive a $10,000 scholarship and compete on the national level. The National Youth of the Year receives up to an additional $50,000 scholarship and is installed by the president of the United States. May 26 Bicycle Tour (Car-free Sunday) $15This German event is offered only once a year, so don’t miss your chance to participate. Meet at Schweinfurt ODR at 11 a.m. and bike from there to local villages participating in the car-free day. Vendors will sell bratwurst and drinks while local bands play traditional German music. There will be thousands of cyclists from all over. The group returns at approximately 5 p.m. If you have your own bicycle, the trip costs $5 for the use of the guide.
