At this time Donald Keyhoe was working with Irve Tunick on a proposed television program dealing with the UFO mystery. One of the experts selected to appear on the show was ex-BLUE BOOK chiefE.J. Ruppelt. Ruppelt was always something of a mystery to Keyhoe. Would Ruppelt take part? If so, what would he say?

Max B. Miller, who headed the civilian group Flying Saucers International based in Los An­geles, wrote Harold Fulton in New Zealand on January 151

h to say: "Ruppelt has always 'been on the fence,' and I doubt if our Air Force had anything to do with it. Confidentially, AI Chop once told me that Ruppelt was the only member ofBlue Book who disbelieved in UFOs." (xx.)

Additional information. Odds and ends.

Dr. J. Allen Hynek interviewed witness Almiro Barauna. Here are some interesting bits of data. The object undulated (wobbled) and tipped twice. The object was picked up on the Almirante Saldanha's radar 15 minutes before it came into view. Almiro confirmed the fact that all elec­trical power aboard the ship failed at the time the object made its appearance and all power returned suddenly when the object departed. It was also noticed that sea gulls in area disappear­ed just before the object came over the horizon. (xx.)

UFO hits building? Man killed.

A Perth newspaper printed:

"Did 1 0-year-old schoolgirl Janet Kerr see something in the air which caused the mysterious explosion in a banana-ripening room last Thursday?

"This is the question being asked by her parents and friends who have heard her story.

"Police just laughed when she told them that she had seen an object hurtling through the air over the grocery premises ofSydney Pong and Co. just before the ex­plosion which wrecked the storeroom.

"But Janet, who lived on Seventh Street, Wonthella, sticks to her story. " 'The thing was greyish in color and it was about a foot in diameter,' she said. " 'It seemed to be spinning rapidly and was travelling very fast, but not so fast

that I could not see it clearly. "'The object came in from the sea and hit the roof of the building. " 'Then there was an explosion and I saw a great cloud of smoke and dust billow­

ing up.' "No official explanation has yet been made on the cause ofthe explosion, which

fatally injured employee Edward Pong." (xx.)

"Object seen by two adults and four children on 271h February, 1958. Mr. and Mrs.

H. Moreland ofDucan Street, Frankton, were milking their herd on the evening of271h

February at between 6:30 and 6:45p.m. when one of the children began shouting and pointing at the sky.

"Mrs. Moreland saw the object speeding by and called to Mr. Moreland who, after gazing round vainly a moment, also saw the object-a bright orange-red oval as large as a C4 7 aircraft, of which they see a great number over their farm.

"The object appeared to have a rumbling engine noise, but, after the object had disappeared, the engine noise persisted and was in fact a Diesel-electric locomotive at the Frankton yards.

"The object was at an elevation of about 40 degrees above the horizon and was travelling extremely smoothly and at a speed several times that of an aircraft.

"Its direction was from N.N.W. to S.S.E. (approximately north to south) and was in view 15 or 20 seconds over an arc of about 120 degrees of the horizon.

"Later the object's color was further described as 'about the prettiest color you could imagine,' and also it did not shine like, say, a car headlamp having a direct beam but was more in the form of a bright incandescent glow.

"The sighting of this object greatly affected the family concerned and they could talk of nothing else. The children all insisted on giving their own accounts in quite an excited fashion and, considering the interview was some six weeks after they had seen the object, their excitement was quite remarkable." When I got to the window (located on the second floor) I could see a brightly lit object moving west past Eshelman's water tower (see incl 1 ). My brother stated when he looked out the window he could see the object closer and that it was saucer-shaped with a dome on top. As we viewed it, it continued toward the west until it went out of sight. During this time I tried to think what the object might be as I hadn ' t seen it close up. The point that does stand out in my mind is the brightness ofthe object. While watching it I could see the clouds around it . (see incl2) A startling thing then happened. As my brother and I were still looking out the window amazed at what we had seen, we saw this strange object come back from where the first object had gone out of sight. The object was red-orange color and a perfect circle. It stopped in mid-air and then went thru a series of maneuvers before landing. (see incl3) We both were struck by this sighting and didn't report it for fear ofbeing laughed at. I always thought the purpose for the landing was to be near water as the Scioto River was near there. It wasn ' t till recently with the talk ofUFOs and electrical power that I realized the UFO landed at or near the city power station with the river right nearby. That is why I sent you this report because I feel this is a significant sighting with the relationship to elec­trical power.

' 'I've always wondered if the object that landed was the same object I had first seen that changed shape and color or a part from that object. I never went to check the landing site or said anything at the time because of the wave of sightings in November 1957. I figured the UFOs would be found out very soon without my help." (xx.)

According to our source:

"A large object colored a vivid green was seen in the sky by a Hastings resident early this morning. Miss M. M. Prude, of205 Knight Street, said she had awakened at 1:30 a.m. to see a large, brightly lit elliptical-shaped object through the bedroom win­dow. It appeared to have two tails. She said it descended from a westerly direction, hovered for a moment, and then shot toward the south." (xx.)

"Whirling saucer?"

Our source states:

" ... David Pollock, 12, saw what he called a flying saucer. He was staying for the weekend at a boy scout camp called the 'Honey Pot,' north of Toronto. About 3:00a.m. he woke up and couldn't sleep. It was a beautifully clear night and a full moon lit up the countryside. Putting on a few clothes, he went outside for a walk with a chum who was also awake at the time. Outside were a few other lads from another patrol, maybe they couldn't sleep either. Out of the sky came a 'swishing noise' and an object David des­cribed as 'saucer-shaped,' curved more on the top than on the bottom. It appeared to be 'whirling' and about the length of a car. Flames were coming from the back and sides as it lit up the surroundings and flew in a northwesterly direction. All the aforementioned boys witnessed the sighting. David has never read a saucer book and his parents say he doesn't tell wild tales." (xx.)

From England came the following story:

"Police Inspector Leonard Buckley and other early risers in Halifax Road, Rochdale, observed a very bright, blue-green ' fireball,' with a long tail of misty light, when it travel­led slowly in the direction ofLittleborough at 4:15a.m. on the 25th of April1958.

"It, is noteworthy that apart from being a Police Inspector, the key witness in this sighting has had over 500 hours flying time in the R.AF. during the last war. He states on the report that he has never seen anything of this nature before and the comparatively slow speed struck him particularly.

"He estimated the speed to be about 100 to 150 m.p.h., the height between 100 to 200 feet and the distance about 300 feet at its nearest. Direction of travel was West to East. Weather was fme and clear and the object showed up sharply.

Saucers observe steel mill?

In 1975 a Mr. James McCloud revealed an event he claims took place many years before:

"It took him 17 years, but former Fontanan James H. McColud is ready now tore­late the details of an evening in 1958 when he saw silver disks, which he thinks were flying saucers, hovering over the Kaiser Steel plant.

"It was May of that year. McCould, now a resident ofMuscoy and 56 years old, was on his 'lunch' break at about 8:30p.m. in the scarfmg yards at Kaiser. The moon was out, and he was relaxing with his meal.

"He said he gazed up at the sky and saw two flying saucers about I ,000 feet in the air 'flying in a sort of formation.'

"They were silver gray in color and perfectly round, said McCloud. Their surface was 'rough, like tiny honeycomb pits.'

"The saucers came from the north at about 200 to 300 mph. McCloud estimates, then stopped in mid-air at about the center of the mill. He believes they may have been observ­ing the operations there.

"'I'm guessing they were 100 to 200 feet wide. They stayed there four or five minutes, then tilted forward and downward at about a 45-deree angle, then swooped upside down and went back to where they came from,' he said. They had no windows, no flashing lights and were absolutely silent.

"'They were so quick it amazed me,' he added. 'I thought no group of people on earth was capable of building those saucers.'

"The whole episode lasted about five minutes, according to McCloud. He was alone in the area at the time with the exception of one other man, who, when McCloud asked him if he had seen the saucers, 'looked at me and grinned and said, "You're nuts.'"

" 'I thought it might cost me my job so I kept quiet,' he added.

" 'I was afraid ifl went to the sheriffs they ' d have a trip to Patton (mental hospital) for me, so I never mentioned it for 13 years.'

"But lately he says he has found the courage to men­tion it to friends, and after speaking recently with a fel­low church member, he decid­ed to come out with it. Be­cause he finds the physical description of the saucers hard to explain; he has constructed a model of plastic, grout and hobby glue.

"McCloud, who is an of­ficer of the Disabled American Veterans, San Bernardino Post 12, is now waiting to hear from the head ofthe Twentieth Century UFO Bureau, an or­ganization he says investigates sightings." (xx.)

"A curious case occurred last June in Ceara [A province along the northeast coast], where a flying saucer communicated with a promoter of Justice [Justice of the Peace?] of the city ofPucatubu. The promoter was sitting in his car on his.iarm listening to the car radio when through the window screen he saw a luminous object rapidly approaching his house from a hill.

"Disturbed by this sight the promoter started running towards the house, at the same time shouting to .his wife. When they met, the mysterious object, already nearing the house, was travelling at meteoric speed. Begimling to run toward his house the promoter started to wave his arms in the direction of the vehicle, which the flying saucer seemed to see even at that distance. Much to his surprise he saw that the flying saucer, which was just above his head, now began to turn as if responding to his signals.

"Hoping that the flying saucer would continue on its trajectory in a southeast direc­tion, he stopped. All of a sudden it described a violent, rapid 360 degree curve, returning to its previous trajectory at much the same speed as it arrived, and, turning; disappeared into cosmic space." (xx.)

Air Force "on the spot."

These were difficult days for the Air Force. On June 20th, for example, the military was briefmg House members about the UFO problem (See the monograph UFOs: A History 1958 May- June, pages 49-50)

While searching USAF Historical Archives at Maxwell AFB, Alabama, UFOlogist Jan Al­drich found an undated sheet of paper near, or in, 1958 material dealing with A TIC's self­criticism of project BLUE BOOK. The piece of paper mentions the president ofthe Brookings Instutute and an "Edward Trapnell, Asst. Public Affairs," who is otherwise not identified. Jan Aldrich suggests that the document foreshadows the Condon Committee effort to "get the Air Force offthe spot." (See document on page 29)

At the present time there is a suit filed against True, Fav1cett, Cahn etc etc for 512,000,000 by Silas M Newton and me. The defendants managed to wig g le out of Arizona and the case will now be tried in Connecticut where they do business or in Delaware where they are incorpo rated,

Summer 1958. The RAF and MoD.

The way authors Clarke and Roberts tell it, English authorities were "on the spot" too:

"Senior RAF and MoD officials were no different from the public in that some rejected the [UFO] subject as nonsense, while others nurtured a more open mind. This was certainly the case among the few who had witnessed phenomena them­selves and had fallen foul ofthe Ministry's often clumsy attempts to warn them against speaking about their experiences in public.

"The nearest S6 ever got to accepting the possibility that some 'unexplained' UFOs could be exotic phenomena appears in an internal minute sent to a sister de­partment during the summer of 1958. This occurred at a time when a number of UFO groups, whose members believed that a conspiracy of silence existed, enlisted MPs to put pressure upon the Air Ministry to make a statement. The campaign culminated in a series of questions by the Aetherius Society, which demanded that the government reveal 'the facts about flying saucers.' Mr. West of S6 noted: 'The authors of the cam­paign are firmly convinced that extraterrestrial manifestations have appeared, whereas the Air Staff are by no means certain [Clarke & Roberts emphasis]. As it is not possible to release official information about something which does not e]\iSt, it is difficult to satisfY those with preconceived ideas to the contrary."' ( xx.)

"As a direct result of further questions from both UFO believers and MPs, a de­cision was taken in August 1958 to ensure that all public statements on the subject were made by one central department [A lesson learned from the U.S. Air Force no doubt], with DDI (Tech) personnel acting simply as technical advisors. All contact with the press and public was transferred to Secretariat 6 (or S6, as it was known), which became the immediate forerunner of all branches that were to have respon­sibility for UFO matters following the creation ofthe modem MoD in 1964. It was then that UFO responsibilities moved to S4, which became DS8 in 1972 and fmally Secretariat (Air Stafl) 2A in 1985." (xx.)

"In 1958 my late mother visited my late husband and I to recuperate from a virus. The month was August. She was with the FAA, and there had been numerous news accounts ofUFOs being sighted at that time [This is correct. See the monograph UFOs: A History 1958 August-September. Check the first halfofthe month of August].

"Late one afternoon, about 4:00p.m., I sighted my husband returning from up the lake, where he had been fishing. He was some distance, but we had a red boat, and it was then the only one that color on the Lake Placid.

"We went outdoors to see what he had caught. As we stepped out on the grass and looked at the lake, movement from the direction beyond Signal Hill caught our eyes. An extremely strong wind was blowing from the south. A large, seemingly elongated, flattened blimp-like vehicle was flying against that wind at great speed. The sky was cloudless-and a vivid blue. We ran the length of our property, down to Sa­ranac A venue-approximately 11 0 feet-and watched it continue on course perhaps three times the height of Signal Hill, until it vanished through the undulation after­ram.

"Our then next-door neighbor was preparing dinner for her husband. She had seen our running and wondered if an accident had occurred, never thinking to look in the direction we had been gazing (to his rear). It was aluminum(?) colored, and appeared to be metal. There were red somethings on it-lights or a recessed deck (?). We could see no evidence of landing gear or wings, or tail fms. She was very excited, as was the writer, and said she was going to tell the FAA what her experi­iences had been on her return to New York. Whatever happened to her account I have no idea. My then neighbor scoffed it off as a 'weather balloon,' but we knew it was not one. It was the largest airborne craft one could see-in broad daylight. We heard no sound." "Two Overbrook men told the Ottawa Citizen today they sighted a strange, illuminated object hovering in the sky high over the southeast end of the city late last night, then disappeared when an aircraft approached it.

"Kenneth McKay of 465 Queen Mary Ave., and Harold Bradley of 465 Queen Mary Ave., said they were sitting on their front lawn at 10:52 last night When a large spherical object, flattened at the top and bottom, and bathed in a yellowish light appeared in the sky and remained there for 60 seconds before disappearing to the south.

"The control tower at Uplands reported no unusual aerial operations during that period. Defense Research Board spokesmen at Shirley's Bay said no equip­ment is maintained to make such investigations.

"Mr. Bradley said that the object was first noticed as it passed over his home, flying in from the northwest at between 4,000 and 5,000 feet. 'It was going at a fairly reasonable clip,' he said, 'then it slowed down and stopped for three to four seconds. It remained in this position until we noticed a plane approaching from Up­lands at about 1,500 feet. Then the object took off at a terrific speed and disappear­ed to the south. Mr. Bradley said it looked like a huge ball, flattened at the top and bottom and appeared to be at least ten times larger than any existing aircraft.

" 'It wasn't a falling star or any type of celestial body. It wasn't a Sputnik as it did not maintain a constant speed, and it defmitely was not an aircraft. There was no noise whatsoever,' he said." (xx.)

Motor suddenly stops.

Mr. J.P. Walop was driving his motorcycle in the woods near Rijen (North Brabant) when his motor suddenly stopped. He couldn't fmd any defects to his motor, but while he was inspected his bike he happened to glance up. And at that very moment he saw a strange disk-like object flying in the air at a height of75 meters. It had a diameter of about 20 to 30 meters and gave off a dull red glow. As the object slowly passed by, Mr. Walop thought he heard a slight humming sound. As soon as the object was out of sight, the bike's motor functioned again. (xx.)

"Buddhist UFO Center?"

James Rigberg's funky Flying Saucer News, published at his First A venue book store in New York, carried an ad in the October issue about a "Buddhist UFO Research Center." Apparently this group came and went without quickly with­out leaving any impression on the UFO commu­nity (I have not the slightest idea what it was all about-L.E. Gross).

"Amesbury had its first unidentified flying object report in recent months yesterday when a Lake Attitash resident reported sighting a flat, disc-shaped object hovering over Lake Attitash.

"Mrs. William Bailey, a Lake Attitash resident, told police she saw the object short­ly before 3 yesterday afternoon. She said she could also hear a motor humming.

"She said she went into her home to obtain binoculars, but on her re~urn found the object had disappeared. She was interviewed by Civil Defense Director Daniel J. Flynn, who was told that she had twice before sighted objects while a resident of Lowell." (xx.)

"It behaved too strangely."

According to a press account:

"Mrs. Patricia Hageman, of 19 Parkinson Avenue, Mt. Roskill, called into the gar­den by her children, aged 14 and 13, at 7:13p.m. last night, saw a red glowing object descending.

"She said: 'It looked as though it would come down into the Mt. Roskill shopping centre. But suddenly it stopped. Then it shot upwards very quickly and disappeared.'

"Auckland air traffic control said they had received no reports of strange objects. "Mr. H.H. Fulton, president of the Civilian Flying Saucer Investigation Organi­

zation, said several reports of unidentified objects had been received. "'We are expecting more reports because at this time ofthe year the planet Mars

gets nearer to Earth and seems to produce this sort of phenomena,' he said. November 8 is the day when it is nearest."' (xx.)

The "Martian cycle."

It was a statistical fact UFO activity and the close approach ofthe planet Mars correlated for the years 1950 - 1956. Beginning with 1957, however, the pattern breaks down with UFO sightings more of constant, year round, phenomenon. Did the change have anything to do with the launch of satellites by Russia and the U.S.? One guess is as good as another.

Jacques Vallee plotted some data and produced the graph below:

November 1958. N1CAP's new program.

Associate Editor Richard Hall proposed a new system of gathering UFO information through local committees of experts. The increase of valuable data would, it was assumed, make possible some conclusions about the UFO mystery. Questions that might be answered included the fol­lowing:

" -Any correlation with A-bomb tests. -Sighting cycles linked with Mars or Venus approaches with earth. -Specific areas apparently under special UFO observation. -Any correlation with launchings of satellites or other space rockets. -The question of possible UFO links with certain aircraft accidents and

disappearances. -The question of strange radio signals, suggested as linked with space craft. -Reports of UFO interference with radio, television, engine ignitions and

other electrical systems." (xx.)
