Consultative missions at the heart of participatory democracy

The Economic and Social Council is an independent constitutional institution. Set up by His Majesty the King on February 21st, 2011, it insures consultative missions with the Government and both Houses of the Parliament. It gives its opinion on the general guidelines pertaining to the national economy and training programs. The relevance of its opinions, studies and proposals is bound to the mobilized expertise, to the capacity of listening and to the convergence of various components of the society and the lifeblood of the country.

To ensure its missions, the Council relies on a global approach; it privileges transversal themes and encourages audacity and creativity in the production of its opinions and proposals.

A plural composition evincing the economic and social dynamic

Members endowed with the independence and the expertise necessary to guarantee the legitimacy, the credibility and the efficiency of the Council.

The Council consists of 99 members, appointed for a mandate of five years, renewable once. These members, dispatched into five categories, reflect the components of the Moroccan society. The plurality of discipline of the members and their mode of appointment guarantee the representativeness and the independence of their opinion.

The category of the experts, in particular those intervening in the field of social development, training, culture, employment, environment and sustainable development, as well as in the economic, social and financial fields and those relative to both regional and local development and digital economy; these 24 members are appointed by His Majesty the King due to their competencies, expertise, experience and scientific or technical qualifications.

The category of the representatives of the most representative unions of employees from the public and private sectors; they are 24 members, 12 of them are appointed by the Head of Government, 6 are appointed by the president of the House of Representatives and 6 are appointed by the president of the House of Counselors, on proposal of the unions which appoint them.

The category of organizations and professional associations representing companies and employers of the following sectors: trade, services, industry, agriculture, marine fisheries, energy, mines, building, public works and crafts. This category includes 24 members; 12 are appointed by the Head of Government, 6 are appointed by the president of the House of Representatives and 6 are appointed by the president of the House of Counselors, on proposal of the organizations and professional associations which appoint them.

The category of organizations and associations working in the fields of social economy and associative activity, namely those acting in the field of the protection of the environment, social welfare, human development, struggle against poverty and insecurity, as well as those interested by the cooperative and mutualist areas and the protection of the rights of the consumers; these representatives who are 16 members are selected due to their contribution to the above mentioned fields. Eight of them are appointed by

the Head of Government, 4 by the president of the House of Representatives and 4 by the president of the House of Counselors.

The presidents of both houses of the Parliament consult the parliamentary groups before the appointment the aforementioned members.

The category of the personalities representing the following institutions, and which are 11 members:

• Governor of Bank Al Maghrib;

• The High Commissioner for Planning;

• The delegated president of the Higher Council of Education;

• The President of the National Council of Human Rights;

• The President of the Council for the Moroccan Community Abroad;

• The president of the Professional Group of Moroccan Banks;

• The managing director of the National Fund of Social Security;

• The director of the Moroccan Pension Fund;

• The Chairman and Chief Executive Officer of the Morrocan Interprofessional Pension Fund;

• The director of the National Agency of Health Insurance;

• The president of the National Observatory of Human Development.

The competencies of the council are relatively large because they include the following fields:

Economy Society Training Culture Environment

With the exception of the bills of finances, the Government, the House of Representatives and the House of Councilors are required, each in its case, to submit to the Council’s advice:

The projects and the propositions of outline laws concerning the fundamental objectives of the State in the economic, social and environmental areas.

The projects related to major choices in terms of development and the projects of the strategies concerning the general policies of the State in the economic, social and environmental fields.

They can besides, on their initiative, consult the Council on any subject which comes within its areas of competence.

The Council can also on its own initiative, give opinions, elaborate proposals or lead studies on issues that are within its attributions. For its 2011 planning, and since its setting up by His Majesty the King on February 21st, the council was consulted on the following themes:

1. Global Coherence and evaluation of the economic and social impacts of the sectorial strategies;

2. Youth employability , adequacy and reconversion policies in relationship with structural projects;

The Economic and Social Council is composed of a General Assembly, a board, six standing committees and the General Secretary. Besides, the Council can create ad hoc committees or special working groups, to study an issue part of its attributions.

The General Assembly is composed of all the members. It adopts the project of the annual action plan, approves the annual report, the opinions, the proposals and the studies of the Council.

The board includes, besides the president, 5 members, elected by the General Assembly, representing each one of the categories composing the Council. It also includes the presidents of the the Council standing committees. The board assures the preparation of the project of agenda of the General Assembly and coordinates the action of committees and working groups.

Concerning the standing committees, they consist of representatives of each of the categories. According to the internal regulation of the council, every member is required to be part of at least one committee.

3. Policies of youth inclusion through culture;

4. The governance of public services and the relationship between the administration on the one hand and the citizen and the users on the other;

5. Green Economy: opportunities of wealth and jobs creation;

6. The Social Charter.

The relevance, the added value and the results on the short and the middle term were the decisive criteria motivating the choice of the Council’s themes according to the following reference table:

The orientations contained in the Message of His Majesty the King during the setting up of the Council;

The missions and the prerogatives of the Council;

The economic and social context characterizing the launch of the Council’s activities;

The report of the workgroup on the priority action plan;

The observations and the enrichments of the members of council.

The attributions of the Council include:

Submit its opinion on the general guidelines of the state economy and the sustainable development;

Analyze the economic, social and environmental situation;

Ensure the follow-up of the national and regional economic and social policies and estimate their repercussion on the state economy;

Promote and consolidate consultation and cooperation between the economic, social, cultural and environmental partners;

Publish thematic reports and an annual report.

An operating mode favoring the involvement of the actors

Large and diverse attributions

The standing committees of the Council are the following ones:

1. The committee of the economic affairs and the strategic projects

2. The committee of the training, the employment and the sectorial policies

3. The committee of social affairs and solidarity

4. The committee of the environment and the regional development affairs

5. The committee of the cultural affairs and the new technologies

6. The committee of the analysis of the economic and social conjuncture

The Standing committees adopt an approach based on listening to the components of the society. This approach is articulated around the organization of sessions of auditions of the actors of the society who are most directly concerned by the examined subjects and the implementation of a discussion forum “Al Moubadara Lakoum“ (the initiative is yours), favoring the listening to society and the exchange of experiences.

النواب الحكومة ومجل�س المالية، تحيل قوانين م�شاريع با�شتثناء

المجل�س، اإلى وجوبا يخ�شه، ما في كل الم�شت�شارين، ومجل�س

ق�شد اإبداء الراأي:

م�شاريع و مقترحات قوانين الإطار المتعلقة بالأهداف الأ�شا�شية

للدولة في الميادين القت�شادية، والجتماعية والبيئية؛

التنمية مجال في الكبرى بالختيارات المرتبطة الم�شاريع

في للدولة العامة بال�شيا�شة المنوطة ال�شتراتيجيات وم�شاريع

الميادين القت�شادية والجتماعية والبيئية.

كما يمكن للحكومة ومجل�س النواب ومجل�س الم�شت�شارين تقديم

طلب الإحالة اإلى المجل�س في كل الق�شايا التي تدخل في نطاق

اخت�شا�شاته.

للمجل�س اأن يقوم، من تلقاء نف�شه، بالإدلء باآراء اأو تقديم اقتراحات

اأو اإنجاز درا�شات في مجالت اخت�شا�شه.

ينتخبون من طرف الجمعية العامة، يمثل كل واحد منهم فئة من

روؤ�شاء المكتب ي�شم كما المجل�س. منها يت�شكل التي الفئات

اللجان اأ�شغال وتن�شيق العامة الجمعية اأعمال جدول م�شروع

ومجموعات العمل. ويح�شر الأمين العام لجل�شات المكتب دون

اأن يكون له حق الت�شويت.

2011. وي�شطلع 21 فبراير تن�شيبها من طرف جاللة الملك يوم

المجل�س بمهام ا�شت�شارية لدى الحكومة و لدى مجل�شي البرلمان.

الوطني لالقت�شاد العامة التوجهات حول راأيه اإبداء اإليه يعهد

في تتجلى والدرا�شات والقتراحات الآراء نجاعة اإن والتكوين.

الخبرة التي يجندها وكذا في قدرته على الن�شات وعلى ت�شهيل

اللتقائية بين مكونات المجتمع والقوى الحية للبالد.

من اأجل اإنجاز مهامه، يعتمد المجل�س على مقاربة �شمولية ويف�شل

في والإبداع الجراأة على وي�شجع الأفقي الطابع ذات الموا�شيع

اإنتاج اآرائه واقتراحاته.

الخبرة على ويتوفرون باال�ستقاللية يتمتعون اأع�ساء

المطلوبة ل�سمان م�سروعية، وم�سداقية ونجاعة المجل�س.

يتاألف المجل�س، من 99 ع�شوا تم تعيينهم لولية مدتها 5 �شنوات، قابلة

اأع�شاء المجل�س على خم�س فئات تعك�س للتجديد مرة واحدة. ويتوزع

مكونات المجتمع المغربي. ومن �شاأن تعددية ميادين اخت�شا�س اأع�شائه

ونمط تعيينهم اأن ت�شمن تمثيلية وا�شتقاللية اآرائهم.

فئة الخبراء ول�شيما المخت�شين منهم في مجالت التنمية الجتماعية،

والتكوين، والثقافة، وال�شغل، والبيئة والتنمية الم�شتدامة، وفي المجالت

القت�شادية والجتماعية والمالية، وذات ال�شلة بالتنمية الجهوية والمحلية

اعتبارا الملك جاللة يعينهم ع�شوا، 24 وعددهم الرقمي، وبالقت�شاد

موؤهالتهم وعلى عليها يتوفرون التي والتجربة والخبرة الخا�شة للمعارف

العلمية اأو التقنية؛

البحري والطاقة والمعادن والبناء والأ�شغال العمومية وال�شناعة التقليدية،

و 6 الحكومة، رئي�س يعينهم ع�شوا 12 بينهم من ع�شوا، 24 وعددهم

اأع�شاء يعينهم رئي�س مجل�س النواب، و 6 اأع�شاء يعينهم رئي�س مجل�س
