SUMMARY The Fifth Meeting of the GIFT-MENA network took place on January 28, 2014 (Appendix 1: Agenda of Meeting). It was held at the Arab Planning Institute in Kuwait. The meeting was organized back-to-back with the GIFT-MENA Annual Conference on “Human Capital Formation in the Public Sector and the Challenge of Building the State in Times of Crisis”. The meeting gathered 41 high officials representing 28 institutions from 13 countries and 6 regional and international organizations (Appendix 2: List of Participants). On the occasion of the meeting, participants were invited to:

• Take stock of the network progress and achievements since the last Meeting held in October 2012 in Tunis; including developments related to the network's activities, new members, financial resources, management, challenges and opportunities.

• Present and discuss the most recent developments and initiatives pertaining to capacity development initiatives in MENA countries;

• Get introduced to the GIFT-MENA new web platform available in three languages. • Set a preliminary agenda for the Network’s activities for 2014-2015.

MEETING STRUCTURE AND THEMES

The meeting started by a welcome word from the Director General of the Arab Planning Institute, Dr. Badr MALALLAH, represented by Mr. Karim DARWISH; followed by a brief note by the Director of the Institut des Finances Basil Fuleihan-Secretariat of the network, Ms. Lamia MOUBAYED BISSAT, that welcomed new members and insisted on the need to mobilize all efforts to ensure the network’s sustainability in a volatile and transitional period in the MENA region. The meeting was structured around four pillars: 1. A presentation of the network’s progress and achievements for the period October 2012-

January 2014, by the GIFT-MENA Secretariat, represented by Ms. Rola DARWISH. A copy of the presentation is available in Appendix 3.

2. An exchange session on "Recent Developments in capacity-building in MENA countries”, on the occasion of which 7 member institutions shared their latest initiatives in capacity development, namely:

3. A presentation of the new GIFT-MENA web platform accessible in 3 languages (Arabic, English and French). The portal features seven (7) databases, of members, partners, events and training activities, training modules, publications, trainers, and experts. It is expected to serve as a communication and exchange tool among member institutions. A brief note detailing what is expected from member institutions was distributed (Appendix 4: How to contribute to the GIFT-MENA website?).

4. Discussion about the main challenges facing capacity building in the MENA region in general, and the GIFT-MENA network kin particular: This was the occasion for members to express their specific needs in terms of training and to formulate propositions to enhance cooperation and expertise-sharing. It was also an opportunity for representatives of regional and international organizations to stress on the importance of complementarity between the GIFT-MENA network and similar initiatives in the region and in other regions of the world.

KEY DISCUSSION POINTS AND NEXT STEPS

Issue No.1: Showcase the GIFT-MENA as a success story and model for South-South Cooperation The necessity to endow the network with technical assistance from international organizations was brought to the table. This assistance would help the network documenting and publishing its diversified and rich experience in capacity-building, bilateral cooperation and exchange.

Issue No.2: Enhance cooperation between members’ institutions and create synergies with other European initiatives. Participants highlighted the success of bilateral cooperation between countries of the region such as Algeria and Tunisia, Morocco and Tunisia, Jordan and Lebanon, Bahrain and Lebanon. This increase in bilateral cooperation was commended as a direct result of synergies created and encouraged by the GIFT-MENA network. Representatives of the World Bank and the OECD highlighted the possibility to increase cooperation with international initiatives such as the MENA-OECD Governance program. The French Agency for International Cooperation, ADETEF, reiterated its commitment to support the network and commended the work achieved to enrich the region with innovative solutions in terms of capacity development. The Centre National de Fonction Publique Territoriale (CNFPT) of France offered to host a study visit to its premises in Paris to discuss potential cooperation with institutions from the

MENA region in the area of decentralization and local governance. It announced that a new e-platform run by the Center would soon be launched online and could be used as a space to share useful resources and information about successful initiatives and new practices in these areas.

Issue No.3: New needs expressed by member institutions Participants to the meeting highlighted 5 main issues to be addressed in the coming period:

• Mobilize technical assistance and training in the areas of local/municipal governments in countries such as Libya and Yemen;

• Facilitate the exchange of trainers among member institutions; • Document the successful experiences of member institutions; • Sustain communication and synchronization among GIFT-MENA members to better

meet the needs for specialized training in most member countries; • Help channel international technical assistance to the region to establish institutes of

finance in countries such as Libya, and create a dialogue at the regional level to better understand the modalities and outcomes of technical assistance.

Issue No.4: Provide the necessary support to ensure sustainability of the network Recommendations made by the Secretariat and member institutions included:

• Increase bilateral and multilateral cooperation and share good practices • Lobby for training in the public sector to be recognized as a right and increase

awareness on the central role of capacity development in accompanying modernization initiatives

• Allocate a yearly financial contribution to training and bilateral cooperation in the budget of ministries and public administrations

Preliminary Calendar of activities for 2014-2015 The Secretariat invited member institutions to propose new ideas and activities to be included in the 2014-2015 calendar of activities.

Discussed and agreed upon activities included: 1. Study visit to the Institut des Finances Basil Fuleihan (Lebanon- December 2014)

2. Certified Course in Public Procurement hosted by the national School of Finance (Tunisia – May 2014)

3. Regional Seminar on "Upgrading the Profiles of Trainers" (Tunisia -2014) (Kuwait – 2015)

4. Symposium on Cooperation for State Building and State Reforming (France – March 2014)

5. The MENA Conference for Public Administration Research (Bahrain- April 2014) 6. Study Visit to Morocco on Modernizing Civil Service (October 2014)
