Summary• Albania is already working on policy areas covered by SDG11.• There is a need to further align nationals dev objectives with SDG goals & targets.• Albania is embracing data challenges; there are great opportunities for improving

evidence-based policymaking. • In Albania, housing is inextricably linked with social vulnerability• It’s a very multidimensional topic: e.g. housing justice, housing as a right, housing

as a linchpin of social inclusion• How important are environmental objectives for Albania’s housing policies?• Breaking the silos appears to be a priority in order to grasp and address housing

issues in a comprehensive manner.

Aim

Interactive sessions aiming to understand how global indicators for sustainable development could support developing Local Housing Plans (LHP) in the Republic of Albania.

Objectives• To present sustainable development indicators as expressed in the Key

Performance Indicators for Smart Sustainable Cities,• To broadly outline meaning of the indicators,• To discuss how the indicators could be used in the context of LHP.

Role of sustainable development indicators in policy-making for sustainable urban development with a focus on housing (I)

Achievement of the 2030 Agenda:• Essential to develop and review and implement housing- and urban-related goals of the 2030

Agenda‘A robust follow-up and review mechanism for the implementation of the 2030 Agenda for Sustainable Development requires a solid framework of indicators and statistical data to monitor progress, inform policy and ensure accountability of all stakeholders’.

Policy-making: • promote operationalisation of policy objectives into tangible goals, targets, achievement of which

can be quantifiable or qualifiable• enable tracking and reporting on progress towards achieving certain policy objectives in a rigorous

manner.

Role of sustainable development indicators in policy-making for sustainable urban development with a focus on housing (II)Political function:

• have strong legitimating function as they allow manifesting whether and to which extend policy goals have been/were achieved

• demonstrate how various aspects of housing can be linked together in order to improve understanding of causes and manifestations of housing problems

Educational function: • what types of data are needed to sustainable housing and urban development policies and point

out relationships between various types of data.
