Architectural Committee by Eileen Tsai As part of an occasional series to explain the application process and details of the ARC Guidelines I will try to answer the following questions: Why go through the ARC application process? What is the ARC committee and what do they do? How do I complete an ARC application? I submitted an application, now what happens?

Why go through the ARC application process? As a Colony homeowner you agree to abide by the CC&R’s when changing the exterior of your home and landscape. Such projects include painting home exteriors, fences, installing windows and doors, rain gutters, changing garage doors, upgrading landscaping and hardscape, major construction projects, etc. Please note, backyard or sideyard projects that can be seen from public sidewalk or street require ARC approval. If not visible from sidewalk or street, then there is no need for an application. The City of Irvine Planning Dept requires homeowner associations to sign off on major projects. Architectural guidelines help maintain a sense of character and cohesiveness that gives our community a distinct identity and promotes pride in where we live.

What is the ARC committee and what do they do? ARC stands for Architectural Review Committee. The ARC committee reviews and gives approval for submitted architectural changes. The members of the ARC are all volunteer homeowners. Many have years of experience reviewing applications for projects requiring ARC approval. We may suggest architectural elements, point out alternative types of building materials, and color combinations that you may not have thought of, all to improve the end result of your project. While we cannot recommend anyone directly, we can contact a previous homeowner with a similar project for consent to speak with you about people who may do a great job for you. Our intent is to help our neighbors, not be an obstacle to completing a project.

How do I complete an ARC application? Applications can be emailed or mailed directly to the property manager Jennifer Fontana at Accell Property Management at [email protected] , emailed to Eileen Tsai at [email protected], dropped off at Eileen’s home (please email her for address), or brought to any ARC meeting.

Please include: A photo of the front of your

home (and side if the project is there), paint chips, and building material brochures as relevant to your project. Samples of building materials are appreciated (roof tile, paver, etc). Applications can be found online at colonyirvine.com under Documents. We will try to reach homeowners ahead of time if applications are incomplete or unclear so that missing information can be provided in time for consideration and approval.

I submitted an application, now what happens?

Applications are reviewed at the monthly ARC meetings held the first Thursday of month at 7pm in the Colony Clubhouse. Applications received between meetings are reviewed at the next monthly meeting. You do not need to be at the meeting to be approved – homeowners not present will be called that night or the next day with the approval to start work. Once approved, you should receive a copy of the signed top page of the application at the meeting (plus an extra copy stamped for the City of Irvine if required) or dropped in your mailbox 1-2 days later. As soon as your application is approved you may begin work. You do not need to wait for the official approval letter from Accell property manager to start your project. You are normally allowed 90 days to complete the project. We will notify the property manager when work is completed.

If you are not ready to submit an application but want advice about possible choices of design, materials or colors on an exterior project, please feel free to come to our monthly meetings. It is also more likely that your project will then comply with Guidelines so you can be sure of quick approval when ready. We welcome your questions!

Please note that ARC does not get involved in neighbor disputes, Hearing Panel fines, Board issues, noise or other nuisances, common area concerns, police matters, and so forth. If you see graffiti, vandalism, or other eyesores in our neighborhood please contact the property manager or police if warranted. Violations of Architectural guidelines can be reported to the property manager by any homeowner.

What Does “Suspicious” Look Like? By Myra Radlow

On the evening of Tuesday, May 6 two representa-tives from the Irvine Police Department came to The Colony to inform residents about recognizing drug activ-ity in our neighborhood. Commander Julia Engen and Officer Mark Andreozzi gave a wonderful presentation to nearly two dozen residents, including several boy scouts. After the presentation, they stayed until every-one had a chance to ask a question, including several

very good questions from the boy scouts. Ac-cording to the Commander and the Officer, we – the residents of The Colony – are the most important part of reduc-ing any drug activity in our

neighborhood because we will most likely be the first to see anything suspicious.

Suspicious activities include:

People you don’t recognize sitting in cars for a long time.

Other people coming up to a car that has been parked for a long time and having a very brief en-counter with the occupant (the second person’s hands may go into the car for an exchange).

A lot of visitors to a particular residence, sometimes at odd hours of the day.

What can you do? The Commander and the Officer strongly encourage you to report anything suspicious right away. The more quickly you call and report what you saw, the sooner they can respond, and investigate.

They also urge you to be a good witness. That means being able to notice and report relevant information.

Things to notice include: How many people you saw. Where you saw them. When you saw them. Physical descriptions (height, weight, sex, hair color,

eye color, complexion, type of clothing, color of clothing, body type, anything notable (eyeglasses, beard, distinctive tattoo, colorful shoes, etc.).

If they are in a car, the color/make/model of car be-ing driven, and license number, if you can get it with-out being noticed.

Which way they were headed, if on the move.

We live here because it is a safe community and Irvine PD is there to help keep it that way. If you notice any-thing you feel is suspicious, you are strongly encouraged to call any of these numbers – right away – to notify the police to come and investigate: 949-724-7200 , or 855-TIP-OCCS (Orange County Crime Stoppers). If it’s an emergency, call 911.

For you tech-savvy, smartphone people, an anonymous tip can be transmitted via the Access Irvine app from the city of Irvine.

Pool News

The pool is up and running. The pool hours are from 6:00am to 10:00pm, 6:00 am to 8:00am is for quiet swim. We recently had an issue with the electrical panel that controlled the pool pumps which caused the pool heating system to go out but it has been repaired, so the pool is now heated.

Our new pool maintenance company is Aquatic Balance and their number is (714) 435- 9080. If there is an emergency with the pool you should contact Aquatic Balance or Accell Property Management at (949) 581-4988.

The pool monitors, Premier

Aquatic and Recreations Services have

started as of Memorial Day weekend.

They will continue to work weekend

afternoons until school is out; then they will be there

every afternoon until Labor Day. For your safety, please

remember to always obey the pool rules and the pool

monitors when present. Enjoy our beautiful pool this

summer… it looks like it’s going to be a hot one!

Landscape Committee

Early Santa Ana winds this year took a toll on a couple of the silk oak trees in Colony Park. Douglas Landscape reports that at some previous time the silk oak trees near tennis court and inside pool area were improperly topped and will have weak branches growing up from that point. We will need to keep the branches trimmed to near this level each year to try and prevent loosing them in a strong

wind.

The winds also took out a couple of the city crape

myrtles trees along The Mall and some branches from one of the large pine trees. Another of the large pine trees at The Mall and Walnut must have been weakened by the winds and came down a few weeks later with a loud crack at about 4:30 am.

Douglas Landscape will be replacing the hedge along part of the pool fence. The escallonia bushes will be removed and replaced with Ligustrum. This will match up both sides of the gate on the north side of the pool.

The State of California has declared a statewide drought and, in response, the Irvine Ranch Water Dis-trict has asked consumers to voluntarily reduce water use by 20%. But you still want your front yard to look good. What to do? Here are some tips for using water more efficiently in your front yard.

Water your lawn before 8 A.M. to avoid loss from evaporation. Could save you 25 gallons of water per day.

Visually inspect your system at work (probably not before 8 A.M.!) to see if there are any leaks to repair or sprinkler heads to replace or repair. Could save you 17 gallons of water per day.

Also check to see that the water is going on the grass and not anywhere else, like the sidewalk.

Replace existing sprinkler heads with rotating noz-zles. Could save you up to 5 gallons of water per head, and a rebate may be available. Go to http://www.irwd.com/save-water-money/rebates for rebate information.

Know what type of grass you have. Different types of grass want different watering schedules. If you know what type of grass you have, you can probably research on-line how much water it wants per week. If you are unsure, dig up a small patch and ask your local nursery shop to help you identify it.

Replacing your lawn with drought-tolerant native plants will surely reduce your water usage. There are many local native-plant nurseries that can help you plan your new look.

Lastly, removing your lawn and replacing it with drought tolerant plants or a synthetic lawn can reduce you water usage. Right now, IRWD is offering a $2.00 per square foot rebate for removing your grass. More in-formation at irwd.com/CALscape or at http://www.irwd.com/save-water-money/rebates.
