A Sailor and airman were recognized as the 2015 Commander, U.S. Naval Activities Spain (COMNAVACTS) Service Members of the Year (SMOY) at the base galley, Feb. 17. Senior Airman Christian Glover, an aircraft support technician at 725th Air Mobility Squadron (AMS), was selected among two other nominees to win the Junior SMOY while Hospital Corpsman 1st Class Javier Palacios, Patient Administration’s leading petty officer at U.S. Naval Hospital Rota, distinguished himself among six others to win Senior SMOY. “I’m honored and thankful for the opportunities that the leadership has given me, not just the leadership, the base, and the way we work together with different services,” said Palacios. “We just have a distinct opportunity that other bases don’t have, which is to work with other branches.” This is the third year that COMNAVACTS has given out the award, which is open to soldiers, Sailors, airmen, and Marines. The award is designed to recognize the best all-around service members assigned to the installation and the National Support Elements who excel in performance, leadership, community involvement and personal and military appearance. “It’s absolutely amazing to be recognized for all the hard work over the past couple years working here,” said Glover. “It’s really an honor to be representing the Air Force and the base.” The journey to the top was a long one. Service members had to be nominated by their individual tenant commands and nominees were scaled down from a pool of submitted write-ups. Next, they had to pass a rigorous oral board covering a broad range of topics, run by senior enlisted leaders from all services and various commands throughout the base. “It doesn’t matter who actually wins today,” said Capt. Greg Pekari, commander, U.S. Naval Activities Spain. “The fact is there were more than 1,000 E-5s and E-6s and more than 800 E-3s and E-4s in the mix and you were nominated by your command to come and represent.” Pekari explained that everyone should be proud of his or her accomplishment of being nominated. “You should keep your head up regardless of if you win or not today because it’s true, you’re all winners. You represent your commands with pride, professionalism, military appearance, your service to your community, as well as to your country and I appreciate it and your leadership definitely appreciates it.” While Glover and Palacios ultimately took home the awards, other service members were nominated. This week I’m writing my CO’s Corner about something that is near and dear to me…the Navy and Marine Corps Relief Society (NMCRS). Today, the NMCRS will

officially kickoff this year’s fund drive for the month of March. The NMCRS is a private, non-profit charitable organization that provides financial, educational and other assistance to our Navy and Marine Corps personnel and their families in times of need. NMCRS is not a government agency and does not receive funds from the Department of the Navy. Their main goal is to help those who come to them for immediate support through

payment of emergency, interest-free loans and grants. In fact, 88 percent of your donated dollars supports interest-free loans and grants, as well as the visiting nurse services and junior sea bags for families with newborns. Their long-term mission is to help Sailors and Marines become financially self-sufficient by learning how to better manage their personal finances and prepare for unplanned expenses.

For those who like a little history, the Navy and Marine Corps Relief Society was founded in 1904 as the result of a suggestion that the proceeds from the 1903 Army vs. Navy football game be split and help widows and orphans of service members who lost their lives when USS Missouri’s 12-inch gun turret blew up. Then in 1922, the NMCRS hired its first

registered nurse to help with the health care needs of service members’ dependents. At that time in history, our Navy only provided health care to active duty service members, not their dependents. The nurse provided in-home nursing assistance and guidance on caring for babies and children. They still do to this day and it’s our visiting nurse program. In 1964, the NMCRS began an education assistance program to help families pursue their academic goals. In the early 1980s, the financial assistance and counseling program was created to help service members better manage their money.

NMCRS is a volunteer-centric organization where everything happens with and through their volunteers. I am constantly amazed and impressed by the commitment of time and energy that so many people make to improve the lives of our military families. Here in Rota, we have many local active volunteers who do a variety of jobs including at the thrift shop workers, caseworkers, client service assistants and publicity workers. Many of the volunteers do more than one job. In addition, NMCRS has volunteers who make the baby blankets for their layette program. There are five shore-based offices under NMCRS Rota - Stuttgart, Lisbon, Menwith Hill, Digby and London - where volunteers are the backbone of our support.

For those whose lives the NMCRS has touched, every gesture, no matter how small, has a tangible impact. For 112 years, this organization has been taking care of our Sailors and Marines. Here in Rota, we also support our Airmen! There have been millions of dollars assisting tens of thousands of Sailors and Marines every year due to the generosity of donors who have given to this fantastic organization. Thank you for your support and assistance in this year’s effort to help raise funds in support of the services that the NMCRS provides!

Representatives from the Bureau of Naval Personnel and Navy Personnel Command’s fleet engagement team (FET) will visit Rota, Spain Feb. 29 through March 1 to discuss the latest personnel policies and initiatives impacting Sailors and their families.

“We want Sailors to be able to make the best career decisions, and these briefings are provided so they’ll be able to do just that,” said Capt. Bruce Deshotel, head enlisted community manager.

The FET features personnel experts who will be conducting briefings on enlisted community management and detailing, Limited Duty Officer/Chief Warrant Officer

(LDO/CWO) community management, and Navy Career Counselor training. These briefings are designed to help Sailors better understand the detailing process, distribution processes and some of the challenges specific to each community. The LDO/CWO community managers will discuss community health and conduct a recruiting briefing.

“Detailing, distribution and career information is very dynamic right now,” Deshotel said. “In the last year, the Navy has implemented significant changes to some of our personnel policies and programs. These trips help us inform the fleet about policy changes and how they are affecting Sailors’ careers.”

Don’t think you have to have fish just because you’re on the beach! By the way, I ate there last Saturday and once again, the food was tops! I did have fish as well as picadillo and roasted red peppers with tuna that was great. The portions are quite large and the setting is splendid. Now you can drive down to the beach and park right next to the restaurant.

Ash Wednesday, Feb. 10, began the season of Lent. This period of the Church Year offers the opportunity to improve upon our love of God and our neighbor

(those around us) and it applies not only to Christians, but it can apply to other religious faiths as well. During the forty days of Lent, we make a diligent effort to go beyond our own selfish ways and to be of service toward our fellow human beings while growing in our love for God.

Prayer, almsgiving (giving of our time, talents and treasures for charity) and penance all help in improving our relationship with God and neighbor. One particular aspect that we can apply in our everyday lives is the aspect of sacrifice. We should find ourselves regularly doing sacrifices or freely ourselves to assist the needs of others. Unfortunately, many in this world don’t think this way; in fact, it seems that they do just the opposite.

Selfishness has crept in. Instead of being concerned with the “other”, the world of “me” is the order of the day. We self-indulge ourselves in many ways. Instead of working diligently at our vocation, we decide not to work or to work half-heartedly. Instead of humble lives and not letting our egos get the best of us, we brag about how great we are. Instead of following the directions of others, we decide that our way is the best way. One can certainly see how the world dictates our own self-worth without considering the worth and the dignity of the person.

The season of Lent affords us the opportunity to make some headway in our spiritual life, particularly in our relationship to God and our neighbor. It takes every ounce of our will to counteract what the secular world promotes. It takes every bit of saying “no” to ourselves and saying “yes” to the needs of others. Prayer and almsgiving along with penances and sacrifice helps us say “yes” to God and His will. As fellow shipmates, we should avail ourselves more and more toward our work performance. The quality of work we do today affects the overall quality of the Navy in the days to come. When we spiritually prepare ourselves, especially through sacrifice, we contribute to the overall effectiveness of the Navy. Be people of prayer! Be generous in giving of yourselves, not only monetarily, but with your time and effort in your work and with your neighbor! Offer your daily sacrifices so that, when Easter Sunday comes, you can say that you have truly given of yourself for God and others.

Team Rota in the SpotlightTech Sgt. Joshua Dingler

Aircraft Structural Maintenance Tech Sgt. Joshua Dingler of the 725th Air Mobility Squadron’s (AMS), is the non commissioned officer in charge (NCOIC) of 12 people and has 30 different collateral duties from keeping track of local main tools, training and safety in his office among others. A Lancaster, South Carolina native, Dingler arrived in Rota in 2014,

“Here we provide support for any aircraft coming over. We provide structural maintenance support for those and in addition we work the CTK (composite tool kit) where we maintain accountability of all the tools that are used on the flight line. Then all the maintenance programs like safety, hazardous communication, stuff like that,” says Dingler on the roles of his command.

Before being stationed with the 725th AMS Dingler was stationed at Spangdahlem Air Base, Germany from 2003 to 2005 and Little Rock Air Force Base, Arkansas from 2006 to 2014. Dingler noticed a big difference between his first two commands and working at Naval Station Rota with the 725th AMS.

“My favorite part about working at this command is normally my career field wouldn’t be integrated with the flight line guys like it is here. So it’s kind of a unique perspective to be able to see the other side of the flight line. On a main base we would be in totally different squadrons. We wouldn’t be working with each other. So it provides us the opportunity to see it from their side too,” says Dingler.

Before working at his previous commands, Dingler attended the Air Force tech school Aircraft Structural Maintenance Apprentice course for his career field and he attended the Air Force Advanced Composite Repair course.

Dingler’s schooling doesn’t end with his Air Force training. Outside of work he takes time for studying for his Bachelor’s degree in Engineering Sciences. He also enjoys playing sports, reading and volunteering.

“ I p l a y e d o n a rugby team unt i l I got hurt, I’ve set up some retirement and promotion ceremonies for guys here. I raised money for Donor ’s Choose . I l i ke t o play golf and I enjoy reading Lee Child. I’m pretty busy with school though. I’m working on my Engineering in Sciences degree so that takes up a lot of my time,” says Dingler.

Al though school t akes up a l o t o f D ing ler ’s t ime, he has stil l made time for traveling to fully appreciate his time here.

“I love being in Spain. I just went to Madrid, I’ve been to Huelva, Granada and Ronda," says Dingler.

Of all the advice he has for those that are new to Rota, traveling is the most important.

“Advice I would give to people that are new to Rota, is to travel. You’ve got to get out there. There’s so much to see here. Don’t get stuck on base, or in just Rota. There’s so much more to see,” says Dingler.

Seabee battalion turns over detachment sites and oversight of construction projects worldwide at Naval Station Rota, Spain, Feb. 16, 2016.

The turnover concluded a seven month deployment for 760 service members assigned to Naval Mobile Construction Battalion (NMCB) 1 and NMCB 27, and it demonstrated the transfer of authority of deployment sites and projects to NMCB 133.

"I could not be prouder of the work the Seabees from NMCB 1 and 27 have done this deployment,” Cmdr. Kemit Spears, NMCB 1 commanding officer. “They have performed brilliantly and without fail literally across the world."

NMCB 1 had 23 details that supported 57 different sites across Africa, Europe, Middle East, Central and South America, and in the Pacific. Over the deployment, the battalion provided construction readiness operations, exercise related construction, and mobile outstation support while building partnerships.

"The missions we have supported have spanned the globe and combatant commands including U.S. Africa Command, U.S. Central Command, U.S. Europe Command, U.S. Pacific Command, and U.S. Southern Command,” said Spears. “We have executed key missions supporting U.S. interests and our supported

units couldn't be happier with our execution." With the deployment of personnel all over the globe, members of NMCB 1

collectively experienced a large spectrum of challenges."Many of our Seabees operated in challenging climates, work environments,

and locations with unique logistics challenges,” said Spears. “In every case, our Seabees never let obstacles get in their way but overcame them in the proudest tradition and heritage of the Naval Construction Force."

The battalion supported and participated in 11 exercises across Africa, Europe, and the Pacific including: Ulchi Freedom Guardian 2015, Saharan Express, Sea Breeze, and Trident Juncture 2015.

During Exercise Trident Juncture 2015, NMCB 1 deployed five task-tailored details to provide general engineering and logistical support for Special Operations Command Europe, U.S. Marines Corps Forces Europe, and U.S. Naval Forces Europe in various locations throughout Spain and Portugal.

While working with partner and allied nations during exercises, the Seabees completed 55 community relations events with more than 2,750 hours of volunteering. Seabees volunteered to tutor students at a high school in the Republic of Marshall Islands, to support special events, such as a Breast Cancer awareness run and Special Olympic bowling event. Other community relations events included working with the Boy Scouts and Girl Scouts on projects, and

assisted the Rota Animal Welfare League by walking animals and cleaning cages. While being deployed during the holidays, NMCB 1 Seabees spent the holidays volunteering for events such as Veterans Day ceremonies, haunted houses, trunk or treats, Thanksgiving parties, and going Christmas caroling in Guam.

"Doing community relations d o e s t h r e e t h i n g s f o r t h e Seabees,” said Lt. Aaron Bell, chaplain and community relations manager for NMCB 1. “It gets Seabees out of the barracks, prov ides a chance to bu i ld relationships with the community, and it gets the Seabees' name out there. Everywhere we've volunteered this deployment, the local community can't help but recognize and appreciate us.”

NMCB 1 is a Seabee battalion that specializes in contingency construction, disaster response, and humanitarian assistance. The battalion's homeport is in Gulfport, Mississippi.

Upon taking office almost a year ago, Defense Secretary Ash Carter promised reforms, saying “that a blended retirement system is a key step in modernizing the department’s ability to recruit, retain and maintain the talent we require of our future force.”

An overhaul of the current military retirement system is slated to take effect January 1, 2018. The new system has three elements: a 401(k)-style component with Defense Department matching funds for entry-level and other service members, a mid-career continuity bonus, and a retirement annuity similar to the one now in place for service members that complete twenty or more years of eligible service.

DoD News spoke with Army Sgt. Maj. Mike Schultz while he was the senior enlisted advisor to the Assistant Secretary of Defense for Manpower and Reserve Affairs about

the details of the new modernized retirement system.One key point, Schultz said, is that many of those now serving will have the choice

to opt into the new blended retirement plan.Training the Force on Retirement OptionsThe first critical step in the change, he said, is educating senior leaders about

the program’s provisions. Those leaders will then ensure training takes place at the “camps, posts and stations” where service members work.

Training tools now in the works will include online classes and benefits calculators for troops and their families, as well as classroom and distance learning, Schultz added.

He said the “deliberate approach to educate the force” will be a key effort from now until rollout.

Grandfathering and Opting InThe sergeant major said the question he hears

most often about blended retirement is: “What will it mean to me?”

First, he said, all troops now serving are grandfathered and will be allowed to remain in the current system.

Those who have served in uniform for fewer than 12 years as of December 31, 2017, will have a choice to stay in the current system or to opt into the new retirement plan, Schultz said, and those who enter service after the blended retirement rolls out will automatically be covered by the new modernized retirement system.

Incentives, ‘Portability’ Built InThe phase-in will, Schultz noted, both keep

faith with those who could retire under the current system, and offer new options for what he termed a “portable” retirement benefit plan to those who will serve in the future.

The aspects that make the plan “blended” are automatic and matching government contributions in the Thrift Savings Plan, similar to a 401(k) and transferable on leaving service, for service members in the new retirement plan, and retaining lifetime monthly retired pay for those who serve at least 20 years.

The government will automatically contribute 1 percent of a member’s basic pay into the member’s TSP account even if the member contributes nothing. After 24 months of service, the government will match member contributions, dollar-for-dollar, up to the first 3 percent the member contributes and fifty cents per dollar for the next 2 percent the member contributes.

Thus, if a member contributes 5 percent into the member’s TSP account, the government will contribute an additional 5 percent (1 percent automatic plus 4 percent matching), Schultz said. Members who serve at least 24 months and then separate will be able to keep the government contributions and transfer them to a new employer’s retirement plan. For service members that stay in the military for a full career of 20 years or more, the new plan continues to offer monthly retired pay similar to today’s system, although it will be computed based on a length-of-service factor of 2 percent per year, instead of the 2.5 percent per year used in the current system.

“A midcareer bonus is in addition to the TSP account and the 20-year annuity modeled on the current plan,” Schultz said. The DoD will pay a bonus of at least two and a half months’ basic pay (one-half month for reserve and National Guard members not serving in a full-time capacity) to those service members who have served 12 years and who agree to remain in uniform for four more years.
