P. 1 of 18 Physical Development Half-yearly Progress Report For the Period Ended 31 December 2019 This half-yearly report covers the progress of Capital, Alterations, Additions, Repairs and Improvements (AA&I) as well as major renovation, spatial reorganization and fitting out projects delivered by the Campus Development Office (CDO) from July to December 2019. Capital Projects Under Construction and Funding Applications (Appendix A and B) Under the UGC-funded Hostel Development Plan to construct six new hostels to mitigate the shortfall in hostel bed places in the past years, foundation works of the new hostel for New Asia College was in progress during the report period. Consultants were also engaged to commence the detailed design of two new hostels for United College and Shaw College respectively. The other three hostels for Chung Chi College, Wu Yee Sun College and Postgraduate Students were scheduled in future phases of development. 2. In parallel with the UGC-funded projects, foundation work was also in progress for the donation-funded Chung Chi Student Development Complex and consultant was engaged to embark the detailed design of a donation-funded annex for the Art Museum of the University, namely the Lo Kwee-Seong Pavilion. 3. In spite of the social unrest and disturbances during the report period, e.g. road blockages, impact on mass transit services and situations on the campus ground etc., only marginal impact was registered in the abovementioned works as the site operations were mainly foundation works with limited machinery and labour content only. 4. During the report period, significant progress was also registered in UGC funding applications with the submission of four new capital project proposals in September 2019; following the Government’s announcement in the 2019-20 Budget to set aside a dedicated provision of HK$16 billion to cater for the expansion and improvements of the local institutes and universities. 5. These submissions included the Technical Feasibility Studies (TFS) and Project Definition Statements (PDS) for: (a) Proposed Engineering Building at Central Campus; (b) Innovation and Sustainability Building at Station Road; (c) Centralised General Research Laboratory Complex (Block 3) in Area 39; and (d) Teaching Building Adjacent to Art Museum. Physical Development – Half-yearly Progress Report

For the Period Ended 31 December 2019

This half-yearly report covers the progress of Capital, Alterations, Additions, Repairs and Improvements

(AA&I) as well as major renovation, spatial reorganization and fitting out projects delivered by the

Campus Development Office (CDO) from July to December 2019.

Capital Projects Under Construction and Funding Applications (Appendix A and B)

Under the UGC-funded Hostel Development Plan to construct six new hostels to mitigate the

shortfall in hostel bed places in the past years, foundation works of the new hostel for New Asia College

was in progress during the report period. Consultants were also engaged to commence the detailed design

of two new hostels for United College and Shaw College respectively. The other three hostels for Chung

Chi College, Wu Yee Sun College and Postgraduate Students were scheduled in future phases of

development.

2. In parallel with the UGC-funded projects, foundation work was also in progress for the

donation-funded Chung Chi Student Development Complex and consultant was engaged to embark the

7. Regarding the Food & Health Bureau (FHB)-funded capital project of Proposed Teaching-Research

Complex in Area 39 for Faculty of Medicine, Category B- status was already granted by CWRAE to

apply for the detailed design funding. However, the process was impacted by the disturbances to the

LegCo Complex during the social unrest; the LegCo meetings have to be rescheduled to 2020 after

completion of the reinstatement works.

8. Progressive liaisons were also conducted with FHB regarding site and funding allocations to provide

CUHK with the needed facilities and new buildings in association with the Redevelopment of the Prince

of Wales Hospital (PWH) which was underway. FHB has also clarified that these provisions on CUHK

and PWH campuses to support the needy expansion of medical education, research and nurse training

would not be accountable under the UGC space inventory.

AA&I, Renovation and Minor Works Projects (Appendix C, D and E)

Funded by the Food & Health Bureau (FHB), urgent renovations works for the Choh-Ming Li Basic

Medical Sciences Building was delivered swiftly by the Campus Development Office during the report

period to facilitate the intake of increased number of medical and nursing students in the academic year

2019-20. In parallel, the UGC-funded AA&I projects e.g. Sports Centre Annex, alteration and addition

works to existing laboratory buildings were in steady progress together with various universal access and

slope enhancement works etc.

2. Regarding the assets enhancement works for the aged facilities, privately-funded renovations were

being carried out to various I-Houses, University lodges of Chiangs Building and Chan Kwan Tung

Inter-University Hall. Detailed Design was also in full swing to facilitate the conversion of the

Inter-University Hall near MTR Station into an InnoHub for knowledge transfer and incubation.

3. With the funding support to establish six research centres for the Health@InnoHK and

AIR@InnoHK in Hong Kong Science & Technology Park (HKSTP) under the HK$10 billion Innovation

Funding Scheme initiated by the HKSAR Government, users’ engagement and fitting out works design

were also coordinated progressively with the project consultants; works will be tendered and carried out

in phases to tally with the operational schedules of the six InnoCentres and space availability in HKSTP.

Preliminary Master Plan Concept for Redevelopment of Existing Public Transport Interchange

near MTR University Station

In response to an earlier conversation between the Government and the University Management, a

Preliminary Master Plan Concept was also compiled to explore the potential redevelopment of the

existing Public Transport Interchange near the MTR University Station and the adjacent areas to cater for

CUHK and CUHK Medical Center’s future expansions and long range developments in the vicinity.

Project Portfolio

The updated portfolio of active projects under planning, funding applications, detailed design and

construction are summarized as follows; the monthly and cumulative totals for consultancies services and

works in progress are listed overleaf for reference:

i) UGC-funded capital projects under detailed design and construction amounted to HK$2,600mil;

ii) Donation-funded capital projects amounted to HK$850mil;

iii) The budget estimates for new capital projects under planning and applications for UGC / FHB funding

amounted to HK$11,600mil.

scheduled to be issued in March 2020. PWSC and FC

meetings of the Legislative Council were scheduled in 2nd
