Officials renew dispatch, prisoner lockup contracts

The Belleville City Council unanimouslyapproved a renewal of its contracts with VanBuren Township for emergency dispatch andprisoner lockup services at its regular meetingMarch 4.
The intergovernmental agreement has been inplace for several years.
Belleville Mayor Kerreen Conley opened thediscussion by noting that the proposed 10-pagecontract was identical to last years contract,including the price of $145,600.
The price includes $122,900 for Van BurenTownship-provided dispatch services for the city,and an additional $22,700 for prisoner lockupservices.
Councilwoman Kim Tindall took issue with astipulation in the contract that requires the city
to pay to the township any additional actual costsincurred by the township in dispatch or lockupservices. Tindall acknowledged that, while thetownship has not requested additional fees during
the years of the contract, she was uncomfortablewith the open-ended nature of the provision.
She also said she was concerned whether ornot the I am responding system, which provides
information by township dispatch services toBellevilles volunteer firefighters, was adequate.
Belleville Fire Chief Brian Loranger said thatas much information as possible was needed fromtownship dispatchers.
Loranger described a hypothetical scenario inwhich the firefighters were told a female was hav-ing difficulty breathing. He said it would be help-ful to know the age of the person, as well.
He recalled that former Van Buren TownshipPublic Safety Director Carl McClanahan hadsaid that every dispatcher would use the I amresponding system every time, but that didntalways occur.
Tom Fielder, former mayor and a longtimeBelleville resident, said in the past, there was astanding committee of officials from Bellevilleand Van Buren Township who met regularlyto discuss and resolve such issues. Fielder sug-gested that renewing a regular, ongoing dialoguebetween the city and the township might a goodidea.
For its part, the Van Buren Township Boardof Trustees unanimously approved the intergov-
ernmental agreement at its regular meeting onMarch 19. Interim VBT Public Safety DirectorGreg Laurain presented the proposed agreementto the board, who voted without comment among
themselves or from the audience. Laurain saidthat the dispatch agreement was now in its eighthyear.
In other business, the City Council approved thetimetable for the development of the citys budgetfor the 2013-14 fiscal year, which begins July 1.
The process begins on May 6, when CityManager Diana Kollmeyer presents the proposedbudget to the council.
It is followed by review sessions in May chairedby council members with each of the citys depart-ments, and a public hearing June 3, whose desiredoutcome is council approval of the budget.
All meetings are open to the public.The council meets at 7:30 p.m. on the first and
third Mondays of each month at the MunicipalBuilding, 6 Main St. Meetings are held in thecouncil chambers.
