Apple Season

H arvest season has begun, but what I personally notice many of is apples. Coming into the office in September, everyone has a bowl of apples on their table that theyve brought from their back yards, summer homes, or family farms. By the time November rolls around, its fair to say weve all had our fill of apples. Apple pie, apple sauce, apple juice, and apple cider fill the market stalls around the country.

It doesnt stop at apples. This time of year is great for visit-ing markets and attending food festivals in some of Estonias smaller cities and towns, especially is youre a food-lover like me. Check out some of the many events taking place at

the Viimsi Museum of Coastal Folk, like Meat Day (Lihapev) on September 5, where you can enjoy not only meat, but a buffet prepared by the top food bloggers of Estonia. On September 26, come for Ubinapev, where you will certainly get your fill of apples with the many apple related events tak-ing place, like apple juice making and apple grilling.

No matter what your interests, you are sure to find some-thing in these pages. Read about new restaurants in Tallinn, where to stay active in Tallinn, and venture out of Estonias capital and visit the island of Hiiumaa for a beautiful getaway.

September Highlights01 SEPTEMBER EVENTS AT THE OPEN AIR MUSEUMAutumn at the Estonian Open Air Museum (Vabahumuuseumi tee 12) is full of different activities. The Autumn Fair takes place 6 September and on the 17th you can follow the autumn activities of the Pulga family farm. St Michaels Day (Mihklipev) will be cele-brated on the 29th and on October 4th take part in the Peipsi onion and fish day when traditional onion pies will be prepared and you can learn how to weave onions together.

02 DESIGN NIGHTEstonian designs most important event will take place from 17-20 September in Tallinn. Already in its tenth year, the festival offers exhibits, workgroups, seminars, and fashion shows. The best are presented with awards at the awards gala. Events will take place mainly at the Tallinn Creative Hub (Kultuurikatel, Phja pst. 27a).

03 MATSALU NATURE FILM FESTIVALThe town of Lihula will be filled with nature film producers and friends from 16-20 September. Top docu-mentary films from around the world will be shown. The Matsalu National Park is located nearby where you can admire the flocks of cranes and geese.

04 FAMILY MARATHONTake part in the Tallinn Marathon from 12-13 September. The childrens race starts at Freedom Square (Vabaduse vljak) at 12:00 on the 12th. The main mara-thon starts on the 13th at 9:00 and the half marathon start is at 12:00. The Nordic walkers race starts at 14:00.

05 SIBELIUS 150Jean Sibeliuss 150th anniversary will be celebrated in Tallinn this autumn with a ser-ies of concerts. The first will take place on 29 September at the Estonia Concert Hall. Besides Sibelius, the programme will feature Wagner and Merikanto. Mezzosoprano Monika-Evelin Liivi will be accompanied by Marje Loharu on piano.

The newest location of the small Estonian pub chain St. Patricks is located right in the heart of the city in the Foorum Centre. The Baltic Guide sat down to have a drink and bite to eat, and to watch the people walk by.

The two-floor pub is not only a popular place for lunch among the nearby office workers, but also a spot that attracts a crowd at night. The main floor is bustling, while the second floor is a bit quieter and offers a great city view.

St. Patricks is unpretentious

and offer the budget-conscious traveller refuge from the more expensive city centre and Old Town establishments. Lunch spe-cials go for 3.20 and are quite fill-ing, though if you want a bit more then try their three-course meal deal for 12.90 where you have a choice between grilled pork, chicken, or pasta, soup or salad, and then a dessert. We tried the schnitzel with oven-baked apples and potatoes. Happy hour takes place from 16.00-18.00 daily and every fourth Saku beer is free.

St. Patricks has four other loca-tions in Tallinn, with two in the Old Town. The most popular loca-tion is the Suur-Karja pub, with its medieval interior, but if you want

to duck the Old Town crowds then try the Vana-Posti location. The location with the best view how-ever is certainly the St. Patricks at Merivlja tee where you can enjoy a pint or two at the seaside.

Apelsini RaudteeApelsini Raudtee, or the Orange Railroad refers to the tracks that linked Paldiski, Tallinn, and Narva that were initially built so that the tsar would have access to fruit all year long. Opened earlier this summer, the old railway building now house a restaurant where chef Marwin Lindeberg showcases international fla-vours with local ingredients. If youve spent any time wander-ing the streets of Tallinn looking for a place to have breakfast, or even just a coffee before nine am, you will know that its hard to find something open. Luckily for us in the city centre, Caf Lyon opened

a second location in Viru Keskus and they are open from 8.30 on weekdays. As you enter in the morning you are greeted with the smell of freshly baked pastries and coffee. Order yourself a croissant or pain au chocolat (one of the best in Tallinn) and sit down with or take-away a great cup of coffee. If youre looking for something a bit more filling, they also offer a breakfast menu

complete with different kinds of omelettes.

The interior at Caf Lyon is modern and stylish. The dis-play at the front counter is filled with wonderful cakes and pas-tries. Its almost impossible to go there and not try some-thing. There is ample seating both indoors and out. Service is friendly and professional, though on a busy day, especially

on the terrace you may need to flag someone down.

The lunch and dinner menu is everything you would expect from a nice French bistro: French onion soup, frogs legs, mussels, goats cheese salad. If the weather stays nice into September, the large ter-race will remain open. The terrace offers its own smaller menu with a selection of different salads and sandwiches or even a burger. Por-

tions are not huge, so its not a bad choice for a light lunch. The indoor menu changes seasonally and daily lunch specials are inspired by the best available ingredients.

Amigo nightclub at the Sokos Viru Hotell brings some of the best bands to Tallinn. In Septem-ber hear the sounds of Eurovision star Tanja or the Estonian rock band Smilers.

Clazz jazz club has live music every night of the week and a great menu. Tables can be booked until 22.00 and performers take to the stage around the same time. Music is not only limited to jazz.

The summer garden at Al Bas-tione will remain open in Septem-ber. Doors open at 19.00 and most concerts are free.

Estonias best jazz pianists, like Tnu Naisso, perform at Chicago 1933. There is live music every night.

Sossi has a big dance floor awaiting dancers on Friday and Saturday nights. Be sure to get there before 22.00 as women get in free and drinks are half price.

You can even get in a dance or two at one of Tallinns brew pubs. Enjoy live music at the Beer House from Thursday to Saturday in the Old Town and music at the week-ends at Kochi Aidad in the port district.

Listen to country, rock, and blues at the Scotland Yard pub at weekends.

Would you like a tour of our gal-lery before or after your meal? I am asked as I enter Art Priori, as restaurant/art gallery that opened earlier this year in Tallinn. I opted for the tour beforehand. The multi-level restaurant has a few nooks and crannies, including a fabulous private room for group dinners. The main dining hall is located on the ground floor.

Art Priori aims to combine art and food, though the food is a work of art itself. The house-baked bread is brought to the table with spotted black butter and black chicken liver pat that I later find out is made black with

ash. The amuse-bouche however is particularly fun, what seems like a homemade oreo cookie, is in fact savoury!

The feast for the senses con-tinues as the waiter brings out the first course, romaine lettuce with roasted potato consomm, a soft-boiled duck egg and tomato. The light, yet earthy flavours of this dish make these simple ingredi-ents come together for a satisfy-ingly complex appetiser. On the main course, roasted quail with celery root, kale and smoked beet-root sauce come served with feet and all, and yes, its ok to eat this one with your fingers. For those that dont have much of a sweet tooth, this is the place you want to have dessert. I tried the beet-root with chocolate and can only describe it as an earthy dessert.

While Art Priori is the kind of place you come to splurge, you wont leave here feeling hungry. Between the beautiful interior, professional and friendly service, semi-open kitchen to watch all the action, and of course the cre-ative menu, Art Priori is a dining experience well-recommended.

Ilkka Kaartises dental practice has been in business in Tallinn for the better part of this century. Earlier, he worked in Katajanokka, a suburb of Helsinki.

On the second floor of the Krediidipank building, the office has a corner view over the tram stop at Narva mnt. While most of Ilkka Kaartises clientele is Fin-nish, the staff at the office speak English.

I do mainly large procedures, crowns and bridge work in par-ticular, explains Kaartinen. Com-pared to Finnish prices, the client saves 50-70. The same can be said when comparing prices in Sweden, the UK, or even Canada and the US.

Estonia uses modern dentistry equipment. One of Kaartises new-est tools is a laser teeth whiten-ing system. 95 of clients have been very satisfied with the results. Among the younger patients, its rare that they experienced any

pain after the procedure. Pain can be eased with a soothing gel. A similar procedure in the UK can cost between 300-500; at Dental Kaartise it is only 150.

The Estonian shirt company Sanger is known for its high quality and Norrison is specialised in knitwear. The chain Sokisahtel sells socks for the whole family. A.G.A.N sells clothes by young Estonian designers.

Of the international brands, Cropp sells clothes for teens. There are about 50 Denim Dream stores in Estonia, which also sell Desigual, Tommy Hilfiger, Mtivi, Brooks Brothers, and Guess. The

Venus Club Vana-Viru 14, Tallinn Old Town H3We begin in a club that has taken over all three floors of a turret on the edge of Tallinn Old Town, and sprays fluorescent flashing lights all over the people at ground level on Mere Puiestee, most days of the week. Venus can be quiet in mid-week - Tallinn is not Barcelona, and its career-focused inhabitants rarely go out on a work-night, but it lights up on a Friday and Saturday.

Described by an Estonian friend of mine as the place where local people go to be with their own kind and have a good time without any pressure, Club Venus is generally a locals spot, with the language being mostly Estonian and a smattering of Russian, but you can use this to your advantage, if youre with a local friend or host, to seem a bit more understanding than your average foreign tourist, and blend in.

The drinks are cheap, and though some of the more snobbish Tallinners have complained about the music and atmosphere, its like a Spice Girls concert in 1997: filled with independent, strong young

women who are initially a little bit scary, but are also fun.

Studio Sauna 1, Tallinn Old Town I2Studio is also a club where the locals go in order, partly, to avoid the tourists - but its also becau-se theres none of the pretentio-us invented hierarchy of Vabank or Teater, where youll always be treated better if youre richer or better-looking than the others. At Studio, pretty much everyone is equal. Door charges are low, drinks prices are at least reasonable, and you get to party in an old stone building that goes back centuries.

Studio plays carefully-curated music, not cheesy chart pop, but instead dance music chosen to fit the mood downstairs, and upstairs electronic, hip-hop and dubstep

music that will undoubtedly get you dancing. As a friend of mine and I found, the speakers in the club are the best kind available - their sound is so defined that they are designed so that, even stand-ing directly below them as we were, it was possible to talk to the person next to you at a reasonable volume. One of the usual problem of clubs is the shouting, and this problem is solved by investment in the sound.

Levist Vljas Olevimgi 12, Tallinn Old Town F2-3There has been a trend over the past ten years or so for films and television series to depict cha-racters from the undead, be they vampires, as in Twilight and The Vampire Diaries, or zombies, as in Shaun of the Dead and The Walking Dead. Perhaps too many column inches have been given over to the question of how to sur-vive an impending zombie apoca-lypse. However, there is one place in Tallinn where this information will come in useful.

Levist Vljas, based across the road from the popular Tal-linn Backpackers hostel, is the last bar standing, for the last man or woman standing. A two-floor for-mer trading house, with a dance floor on top and a bar below, its not unusual to pick your way over the sticky floor to a sofa, only to

Allow us to show you two places that will give you the authentic Tallinn experience, and not empty your pockets doing so. Then, let us open a door a world on the sometimes strange, sometimes surprising, world of the post-club venues in Estonias capital.

Quite simply, its the only place that stays open so late all year round. In summer, Must Puudel and Sinilind sometimes stay open until 6 or 7, but Levikas, as its universally known, is hardcore, and it always does that.

late-night, early-morning fast food that tastes generally as good as it sounds like it will, or cross the street at Vabaduse Vljak and go to Loca, a South American-themed fast food bar with plenty of places in which to eat indoors, a fine selection of bur-gers, pizza, spicy meat, kebabs or Estonian food, and generally decent service even at 5am.

Its worth shopping around even for your late-night food, and though Loca isnt the most obvious open option, it is the best in the wee small hours of the morning.

The number of activities in Tallinn continues to grow. For example, walk along the edge of the viewing platform of Tallinn TV Tower, take a ride in a hot air balloon or try your luck at escape games. If thats not enough, a day at an adventure park or rock-climbing with-out safety gear are other options to keep you entertained. Here are five interesting activities if you want to try something new.

Hot Air Balloon RideBalloon Tallinn opened last year to offer visitors a view never seen before of the port area and Old Town. The balloon can take up to 30 people and goes 120 metres above ground. The balloon only goes up with the weather is good, so be sure to check their

website before you go. You can also rent Seg-ways nearby. Balloon Tallinn is located close to the A Terminal of the cruise ship port.

When one thinks of Hiiumaa the first things that comes to mind are the majestic lighthouses, vast forests, and the sea. Hiiumaa is more peaceful than Saaremaa and where one can enjoy peace and quiet at the beach and in the for-est. I once drove from Heltermaa Port to the other side of the island and did not meet one person. I passed but a few deer waiting at the side of the road. This says a lot about the feeling of Hiiumaa. Estonias second-largest island is home to 8400 people, over a third of which live in the islands only town, Krdla.

Here are a few attractions and nature reserves you must see when visiting the island as rec-ommended by us and by some Hiiumaa locals.

Ristna is a great beach for birdwatching along

with Srve and Psaspea. Ristna

is at its best in October, but one can also visit in winter when the sea rarely freezes. Estonias wind-iest place is also a favourite among surfers. There is a lighthouse and RMK Nature Centre at Ristna too.

Kpu Lighthouse. One of Hiiumaas most import-

ant attractions is the Kpu Light-house, which is one of the worlds oldest lighthouses and the first one of its kind on the Baltic Sea. The first fire was lit there in 1531. You can go inside the lighthouse too. Kpu Cape is partially pro-tected by the rich variety of differ-ent species of vegetation not found anywhere else on the island. Western Estonias highest point can also be found at Kpu (68 metres above sea level).

Vanaje Valley. A river flows through this deep

valley and a rare breed of mink has made a home along the river bank and has lived in Hiiumaa for many years.

Sru. Hiiumaas most southern point is an excel-

lent nesting spot for birds where you can find many rare species. From Sru Port, take the six kilo-metres long ferry ride to Saar-emaa.

Kina and Kassari are fantastic nesting spot for

birds. Reeds fill the bay at Kina and in autumn it becomes home to thousands of ducks, geese, and cranes. There is a bird watching platform in Orjaku and a nature trail that follows the shoreline of the bay. Kassari Island has many unique beaches and juniper meadows. Avocets, sandpipers, and other rare species of birds can be found at the sea shore of Kassari Island.

Sretirp is a long and narrow peninsula that

turns into a narrow cape at its southern end. You can walk all the way to the end along a rocky trail.

The Wild Island of HiiumaaEstonias most forested county is known for its lighthouses and untouched wilderness.

Three island locals, either living or born in Hiiumaa gave The Bal-tic Guide some tips about their favourite places in Hiiumaa.

Harri Rinne, part-time resident of Hiiumaa, musician, writer, song-writer.My favourite place is my terrace with a view over the sea, but this is meant only for me. I have spent 17 summers and sometimes spring, autumn, and winter.

Hiiumaa has an astonishing-ly-varied natural landscape and

there are places I havent even vis-ited. Places and their atmosphere can be rated by the events that are organised there. There is a jazz festival in the boat shed, there are exhibits in old electrical buildings or even Reigi kirikla, dancing in barns. There are different events held in the lighthouses too.

If I had to choose it would be Kalbaldi Sands. There are people on the island that dont even know about it though its visible from Google Earth. It is ten-hectare beach in the middle

of the forest. Its a place where nothing grows, giving it a sense of magic, an untouched place.

Second place would go to Saaretirp, the narrowing cape among the junipers with a trail that stretches all the way to the sea.

In third place, I would men-tion the local Eiffel Tower. One mans dream was a wooden tower with, at its base, the the foot of it a garden made from different pieces of furniture and other bits and pieces.

In fourth place would the Tah-kuna lighthouse where the rem-nants of firearms litter the beach.

Some of it is also not typical to Hiiumaa: the river among the high desert coastal slopes. Its small but

at the same time mighty.It's off the beaten track so it's possible you wont run into anyone when youre there.

Kaibaldi Sands a tten-hectare area sandy plain in the middle of Hiiumaa.

Tahkuna is known for the majestic lighthouse

built in 1873. Tahkuna is also interesting for nature lovers. Hiiumaas most northern cape has a combination of old forests, marshes, and beautiful sandy beaches. Neeme Cape is also a great area for birdwatching.

Hiiumaa Eiffel. It was one mans dream to build a

31.4 metres tall tower (1/10 of the height of the Eiffel Tower in Paris) and it has now become one of the islands most recognised landmarks.

Krgessaare Coast is another good nesting

place for birds. Its worth a visit in summer to see the Krgsaare Orchid Trail, which is home to tens of species of wild orchids.

How to get there? Take the ferry from Rohukla Port, which has several daily departures. An 20-kilometre trip to Heltermaa lasts one hour and 15 minutes.

Paks Margareeta Fat Margaret (Paks Margareeta) is the most important fortification tower in Tallinn. She was built in the early 1500s. The diameter of the tower is 25 metres and the walls are up to 6.5 metres thick! She was constructed to protect Tallinn from intruders from the sea. Viewing PlatformsKohtu Platform - offers one of the best views of the Old Town. The impressive tower of the Niguliste Church seems at arm's length. The church was even taller in medieval times and the tallest building in the world in its time. Nowhere else can you see the city wall from a better angle. Raekoja platsTallinns Old Town was declared a UNESCO World Heritage Site in 1997. The Town Hall Square (Raekoja plats) is Northern Europes best-preserved medieval town hall square and was built at the beginning of the 1400s. Tallinn Old Town H 1-2.

St Olafs Church (Oleviste kirik)Climb the stairs of the St Olaf Church and you will discover not only the lower town bene-ath, but also the magnificent palaces facing the slopes of Toompea Hill, and the upper town. The old town of Tallinn is divided into a lower and upper part. The lower town was inha-bited by hanseatic traders and the upper town, or Toompea, was inhabited by nobility. Katariina kikBlink and you might miss this narrow passageway off of Vene. Built in 1246, St. Catherine's Monastery (Pha Katariina kloos-ter) is the oldest building in Tallinn. This passageway is also known as the Latin Quarter of Tallinn, and where you can find one of Tallinns first Italian restaurants. Tallinn Old Town H 2-3.

RaeapteekThe Town Hall Pharmacy (Raeapteek) is one of Europe's oldest pharmacies, which still operates in its original location, on Town Hall Square. Tallinn Old Town H1.

Toompea CastleThe Tall Hermann Tower (15th century) on the southwest corner of the hill, and the blue, black, and white Estonian flag signify indepen-dence and freedom for Estonians. Today, Toompea is the centre of Estonian government and the Riigikogu (parliament). Look for the pink building behind the Russian Orthodox Aleksander Nevsky Cathedral. Tallinn B1.

Kiek in de Kk and the Bastion TunnelsThe Kiek in de Kk tower is the entrance to historical underground bastion tunnels. In Soviet times they were supposed to serve as bomb shelters and protect the communist elite in case of a war. Kiek in de Kk means look into the kitchen in Low German, as this was one of the main things soldiers spent their time doing while on the lookout for intruders. Kiek in de Kk dates back to the 15th century. The tower is 38 metres tall, and the walls are four metres thick.Komandandi tee 2, Tallinn B1.

KGB MuseumA fascinating museum about Soviet history in Estonia is located on the top floor of the Viru Hotel. The hotel rooms were under KGB sur-veillance. The rooms were equipped with microphones, and small holes were made in the walls, where cameras could be placed to take pictures of hotel guests.The museum is only accessible by guided tour. Kalamaja & KopliKalamaja (Fish house) is a historic suburb filled with wooden houses and old factories. Since the 14th cen-tury, Kalamaja has served as Tallinns main fishing port and was home to fishermen and fishmongers. When the railroad connected Tallinn with St. Petersburg in 1870, many factories

opened. The colourful wooden hous-es you still see today were built in the 1920s and 1930s to house the grow-ing working population. Kalamaja has seen a revival over the last few years as artists and other bohemian types have moved in for the large spaces and cheap rent. Restaurants and cafs began to open, and the area con-tinues to grow .

Have you ever seen the hull of a real submarine from below? Or better still, crawled through the narrow living and working quarters of a fully refurbished sub from the 1930s? The submarine Lembit was one of two Estonian submarines built in the UK in the mid 1930s.

Another sight is an authentic rep-lica of the Short Admiralty Type 184 seaplane, a British two-seat reconnaissance, bombing, and torpedo carrying folding-wing seaplane used in the Estonian War of Independence in the early 1920s and later for mail service. The museum is located in the for-mer seaplane hangars built during WWI by the Russian tsar. The con-struction is architecturally unique since it was the largest armoured concrete ceiling in the world at the time of construction.

KadriorgKadriorg Park is the area that houses the Presidential Palace (Presidendi kantselei) and the Kadriorg Palace (Kadrioru loss), and the KUMU Art Museum. (All located on Weizenbergi). Kadriorg means Catherines Valley in Estonian, and dates back to the 18th century. The park and the palace were built

by Peter the Great, who apparently helped in its building. As was custom-ary at the time, the main house was named after his wife. There are plenty of other things to see in this beauti-ful and prestigious park. From the Kadriorg Palace, head straight along the park trail to the Russalka monu-ment, located at the shore of the Gulf of Finland. The famous Song Festival Grounds (Lauluvljak) are only a short walk from the park as well.

PiritaPirita is an area located a short distance to the east of the city centre and offers a variety of things to see and do. Start by visiting the ruins of St Birgittas Convent (Pirita klooster) whose colourful history dates back to the 15th century. A stroll through the ruins and the surrounds, including the small cemetery, is a moving reminder of the past. Its proximity to the Pirita River and the beach makes it perfect as part of a day excursion. The 2km long beach can attract up to 30,000 visitors a day in

summer. Also located a short distance from the beach is the citys Botanical Gardens (Botaanikaaed) and the famous Tallinn TV Tower (Teletorn), which is a must see as it not only pro-vides a number of interactive exhibits but also offers one of the best views of the city and the district. Visitors can catch a glimpse of the Estonian countryside and village life

from the past. The venue has a dis-tinctive rural atmosphere that includes various farm buildings as well as its own church, tavern, and schoolhouse. Several mills, a fire station, fishing net sheds, a dancing area, and a village swing add to the character of the place. Some of the countrys iconic windmills can also be seen. Various demonstrations, displays and interactive activities help bring the past to life and provide visitors with a fun and educational experience.

Patarei Prison gives an eerie glimpse into gloomy Soviet era prison life. For a small entrance fee you can take a self-guided tour through the dark halls of this old sea fortress that has served as a bar-racks, and then as a prison during Soviet times.

A Journey WithinAn exhibition of the early art of Concordia Klar (19382004) and Peeter Ulas (19342008) TEXT KRISTINA LUPP, PHOTOS KUMU

Discover Surrealism in Estonian art from the 1960s to the 1980s in the drawings and paintings of Concordia Klar and Peeter Ulas.

The early drawings of the print-maker couple Concordia Klar and Peeter Ulas were never made into engravings, but offer interesting insight into the works of both art-ists. In fact, these drawings were before their time, anticipating growing interest in Surrealism in Estonian art.

A selection of both artists drawings and prints in the vernis mou technique highlight Surreal-ism in Estonian art from the 1960s to the 1980s. Vernis mou is a type of varnish used in etching.

Ulas graduated from the State Art Institute in Tallinn in 1959. Ulass work-intensive engravings developed from his drawings showing untamed fantasy and dar-ing spatial perception. Concordia Klar graduated from the the State Art Institute in Tallinn in 1963.

Klar focused on drawing. What makes her work particularly inter-esting is the way she tied cultural history, architecture, and nature together. The lithe female figure playing music became a charac-teristic image of her work.

A Journey Within will be open in the Cabinet of Prints and Draw-ings until the end of the year. For those interested in learning the vernis mou technique, courses will take place at the Kumu Graph-ic Arts Workshop. Courses will introduce the technique and works from the collection will be studied. The courses will be supervised by Maria-Kristiina Ulas.

No international drivers licence is required to drive in Esto-nia, but the following rules apply to all drivers: Blood alcohol level must be zero. Estonia has no motorways per say. Please mind intersec-

tions and cyclists. The speed limit is most often 50km/h in towns, but can

vary between 30-70km/h depending on the area. Speed limits will be posted. Outside of cities and towns the speed limit is 90km/h and 110km/h on dual carriage-ways.

All cars must carry a warning triangle, wheel chocks, a first aid kit, and fire extinguisher. Drivers must wear fluorescent vests when stopped at night.

In case of collision, please call the police. Insurance docu-ments and driver information should be exchanged.

Please pay parking and speed fines to avoid further penalty.

Parking in Tallinn can be confusing. There are public paid areas as well as private parking lots. The first 15 minutes of parking is free , if the driver is using a parking clock or written notice stating the start time placed visibly on the windscreen of the vehicle. This does not apply to privately owned off-street car parks.
