THE AGENDA 21 What is Agenda 21? Agenda 21 is a program of action into 21 st  century for bringing the Earth into a sustainable future. It was adopted by the participating government of the world in the United Nations Conference on Environment and evelopment !UNCE"# otherwise $nown as the Earth %ummit# in &io de 'aneiro# (ra)il in 'une 1**2. Sustainable Development It focuses on improving the +uality of life for al l of the Eart h, s ci ti )ens wi thout increasing the use of natural resources beyond the capacity of the environment to supply them inde-nitely. It re+uires an understanding that inaction has conse+uences and that we must -nd innovative ways to change institutional structures and inuence individual be hav io r. It,s about ta $i ng act io n# chan gi ng po li cy and pr actic e at al l levels# from the individual to the international.
