The Rio Declaration defines principles for the relationship of states among each other and the relationship between states and their citizens in the field of environment and development. Agenda 21 is the programme of action (21st century) for sustainable development containing recommendations for action in all areas of policy.

In addition to Agenda 21 the Rio conventions were adopted as instruments of global environmental protection that are binding under international law. These were the UN Framework Convention on Climate Change (UNFCCC), the Convention on Biological Biodiversity (UNCBD) and the Convention to Combat Desertification (UNCCD). The Statement of Forest Principles is not legally binding.
