The 2018 Nuclear Deterrence Summit’s theme is The Administration’s New Nuclear Posture Review. For the 10th year, we’ll bring together leaders from across the U.S. nuclear enterprise to discuss high-level policy recommendations as outlined in the administration’s new Nuclear Posture Review (NPR). The final document, expected by the end of 2017, will assess plans for each leg of the nuclear triad, the nuclear warhead work at the National Nuclear Security Administration (NNSA) and the Nuclear Command and Control requirements.

The review will detail the administration’s priorities for modernization and how this effort will relate to the nation’s policies on nonproliferation, arms control and keeping the nation safe from nuclear attack, as well as continuing efforts by the Department of Homeland Security and Domestic Nuclear Detection Office to combat future nuclear smuggling and terrorism activities.

Deterrence is generally viewed as to having two pillars: 1) deterrence through the possession of strategic offensive capabilities, and 2) deterrence through nonproliferation initiatives aimed to eliminate the spread of nuclear weapon technology, and to reduce existing stockpiles of nuclear weapons. This workshop will discuss recognizing counterproliferation as the third pillar of deterrence. The workshop will also discuss an expanded role of organizations (agencies) already involved in deterrence and counterproliferation such as the Department of Defense and FBI, and the potential role of technical organizations such as Department of Energy and national laboratories.

The U.S. nuclear weapons stockpile has proven to be a reliable deterrent over the decades. While the nature of our national security threats has changed in that time, the need for a stockpile hasn’t. The Nuclear Posture Review, which could have major ramifications for a U.S. nuclear arsenal that is at its lowest level in many years, should be finished by the time of the event. Some are calling for an increase while others a continued decrease in the number of strategic weapons. In this session we will look at the history of our stockpile, where we are today, and where the stockpile should go in the future, both in numbers and technology.
