Committee of SRPC held at JSW, Vijayanagar on 13th October 2014
1. Introduction
1.1 The 100th Meeting of the Operation Coordination Sub Committee was conducted at JSW,
Vijayanagar on 13th October 2014. The list of Participants is furnished at Annexure-1A. 1.2 Shri Satish Jindal, Director & CEO JSWPTC extended a hearty welcome to Dr. Vinod Nowal,
Dy. Managing Director, JSW, Shri S R Bhat Member Secretary and other delegates to the
Meeting. He said that it was a proud privilege for JSWEL to host 100th OCC meeting of
SRPC at JSW complex. He thanked OCC forum for giving this honor to JSWEL to host the
100th Meeting. He noted that OCC was an apex subcommittee of SRPC dealing with
technical/operational matters faced in day to day operation to ensure efficient integrated grid
operation. Power sector of Southern Region was facing challenges such as high load
growth, fuel shortages, transmission constraints etc in addition to natural calamities. He
added that the OCC forum of SRPC needed appreciation for dynamic handling of the issues
and ensuring timely resolution at ground level for better and reliable operation of the grid.
1.3 Dr. Vinod Nowal, Dy. Managing Director, JSW Steel Ltd welcomed Shri S R Bhat, Member
Secretary, Shri G. Bhimsha, CEE, SLDC, Shri Suresh Babu, Additional Director, PCKL and
other participants to the Meeting. He expressed that it was a great pleasure for JSW to host
the OCC meeting. Good governance along with social responsibilities were core values in
JSW and they were performing remarkably well on all the required platforms. He added that
GoI policy in encouraging domestic manufacturing was a step in the right direction. He
briefed about the history of JSW steel plant and power plant. The area had been identified
and acquired by GoI and GoK during 1980s and handed over to M/s Hindustan Steel
(presently SAIL) for construction of a steel plant. The land was later returned to GoK during
the year 1991 citing reason that there was no viability to set Steel plant at this location due
to lack of water, coal, infrastructure facilities . Subsequently also, a few companies such as
M/s Essar Steel, M/s Bhushan Steel, M/s Mukund etc backed out after assessing the
feasibility of steel plant at this location. In 90’s, Shri O.P. Jindal, founder of JSW Steel, took
up the challenge to set up a steel plant at this location and provide employment and social
upliftment of the people of the area. Presently the production of steel from M/s JSW Steel
plant was around 13 MTPA which was planned to increase to about 20- 22 MTPA. Steel was
an important economic necessity and average per capita utilization of steel in India was only
around 59 kg compared to average in developed countries of 215 kg. Steel import by India

was around 8-9 MT and the steel production in India had been targeted as 200 MT by 2030.
JSW was paying about Rs 7,000 crores to the Government in form of taxes in addition to
providing employment to 30,000 people. Sustained efforts had ensured that this plant was a
Zero Discharge Plant. An US agency had adjudged JSW Steel as 7th best steel company
(out of 30 topmost) in the world based on 23 different parameters. JSW Steel had been
awarded Prime Minister’s Trophy for excellence in performance of Integrated Steel Plants for
the year 2012-13. He informed that JSW Steel was the largest investment, highest tax payer
as well as largest employment provider in Karnataka state. The Installed generating capacity
in JSW complex at Torangallu was around 1,800 MW of which 800 MW was being utilized
by the steel plant. Around 470 MW of power was being generated from the flue gases of the
plant without any usage of coal. Finally he wished conclusive deliberations in OCC forum to
ensure effective system operation and smooth coordination among various utilities in power
sector.
1.4 Shri S.R. Bhat, Member Secretary, SRPC welcomed all the participants to the 100th OCC
meeting. He thanked JSWEL for the excellent arrangement made for the Meeting. He said
that venue and ambience provided by JSWEL was apt for the milestone 100th meeting of
OCC. However, SR grid was facing effects of the ‘Hud-Hud’ cyclone which had impacted AP
Vizag area severely. Simhadri TPS, major transmission lines and substations in and around
Visakhapatnam area were completely shut down due to Cyclone. He, on behalf of OCC
placed on record cooperation extended by the states, & SLDCs during the contingency. He
also complimented SRLDC for their efforts in these trying times. Presently, the cyclone had
petered off and the restoration process was underway. He also informed that a Special
Meeting on sudden change over in load had been conducted on 25th September 2014 and
the recommendations finalized needed to be implemented. Protection Committee team had
visited 400 KV Guttur S/s on 25th & 26th September 2014 to study repeated trippings of 400
kV Kaiga- Guttur lines and identify remedial measures. A detailed report had been prepared
in this regard. TANTRANSCO had raised the issue regarding df/dt relay settings after
integration of SR grid with NEW grid and the issue had been referred to NPC. He expressed
concern that despite conducting a number of Special Meetings in respect of RGMO, the
improvement had been minimal. He complimented AP and Telangana SLDCs for conducting
regular meetings with Gencos, Discoms regarding RGMO, MVAR interchange and sudden
load change over. Actions taken by the states with regard to RGMO & sudden change over
would be discussed during the course of the Meeting. He expressed concern that closing of
220 kV Upper Sileru- Balimela line had not been achieved as discussed in the last OCC.

1.5 Shri V Suresh, AGM, SRLDC thanked SR constituents for the sincere cooperation extended
during the ‘Hud-Hud’ cyclone. Talcher- Kolar HVDC line was largely located in coastal area
of Orissa and AP which was affected severely and any contingency on HVDC link would
have impacted SR grid. Managing the flows on 765 kV Raichur- Sholapur line would have
been a big challenge in such an event. To avoid any untoward situation, Karnataka, Kerala
& TN were requested to under draw from the grid and flow on Talcher- Kolar was minimized.
TN had gone for load shedding to ensure underdrawal. SRLDC could thus control the
situation because of the effective cooperation from all the SLDCs. However, VSAT
communication needed to be ensured with major generating stations, HVDC stations and
major SS along-with existing communication links.
1.6 Superintending Engineer (O), SRPC took up the Agenda for discussions.
2. Confirmation of the Minutes of the 99th Meeting of OCC of SRPC held on 11th & 12th September 2014 On KPCL’s observation it was agreed to replace KPTCL with KPCL in Para 6.29 (IV) The Minutes of 99th OCCM of SRPC were confirmed with the above amendment.
3. Monthly Outage Plan
3.1 ISGS/CGS Units 3.1.1 DGM, NTECL, Vallur informed that Unit 1 which had been taken out for AOH on 27.08.2014
would be coming back into service on 15.10.2014. It was noted that 50 days of shut down was being availed against the planned outage for 40 days.
3.1.2 In the 99th OCC Meeting, OCC forum had suggested MAPS to complete the S/D of U 2 by
September 2014 or else start the U2 S/D from 31.10.2014 and avail Unit 1 S/D after unit II
S/D.. TANTRANSCO vide letter dated 20.09.14 (Annexure-3A) had also taken up with
MAPS. MAPS vide fax dated 29.09.2014 (Annexure-3B) had informed that U2 had been
taken out for S/D from 06.10.2014 to 14.10.2014. SRPC vide letter dated 10.10.2014
(Annexure- 3C) had taken up with MAPS, Kalpakkam in this regard. OCC forum observed
that MAPS being a regional entity needed to consider constituents/OCC views/suggestions
and was also required to comply with IEGC Regulations wrt Outage Planning.
3.1.3 AGM, NTPC informed that they were planning to avail shutdown of Simhadri TPS U1 from
25.10.2014 for 35 days. AP & Telangana representatives informed that the situation had
altered after ‘Hud-Hud’ cyclone and their Management concurrence was required. AP &
Telangana were requested to finalize and confirm the dates.
3.1.4 NTPC, RGCCP, Kayamkulam informed that shutdown of GT-1 would not be availed before

April 2015 and shutdown of GT-2 would be availed from 01.11.2014 for 14 days.
KSEB/OCC suggested that the S/D of GT -1 be availed before Dec 2014 or after April 2015.
3.1.5 NLC informed that strike by contract labour at NLC was still continuing and shutdown of the
balance units was to be rescheduled/finalized once the situation improves. NLC was
requested to avail shut downs of NLC TS I Exp U1 and U2 without overlap and complete the
maintenance before Dec 2014.
3.1.6 Details of Outages of CGS/ISGS stations approved for the month of September/October
2014 is furnished in Annexure-3D. 3.2 ISTS/State Sector Transmission Lines and Elements
3.2.1 Outage proposals for the months of October/November 2014 in respect of Central and State
Transmission lines and elements were discussed in the Meeting and the outage dates
approved. Details of the same were hosted on SRPC website
(http://www.srpc.kar.nic.in/website/2014/operation/plout13-10-14.xls).
3.2.2 SRLDC pointed out that shut down of 765 kV Transmission lines/elements needed to be
concurred by NLDC as per NLDC outage procedure. Hence it was requested to submit the
proposals for 765 KV elements well in advance.
3.2.3 In earlier OCC meetings, it had been noted that outage planning of states transmission
elements was to be coordinated through OCC. Proper monthly/annual transmission outage
planning was necessary. All states had agreed to furnish Outage plan in respect of 400 kV
Transmission lines/elements, Inter-state lines & Generation evacuation lines for the balance
year. All interstate lines/elements irrespective of voltage level needed to be approved by
OCC.
3.2.4 SE (O), SRPC informed that all the states/utilities except TANTRANSCO had furnished the
Outage plan in respect of 400 kV & 220 kV Transmission lines/elements for the period
October 2014 - March 2015. TANTRANSCO was requested to similarly furnish outage plan
in respect of 400 kV & 220 kV Transmission lines/elements, Inter-state lines & Generation
evacuation lines for the period October 14- March 15 within one week. AP and Telangana to
submit the outage plan for all the inter-state feeders of all voltage levels and OCC approval
was also required for all interstate line irrespective of voltage level. He expressed concern
that shutdown requests for the same month were also being submitted which was to be
avoided.
3.2.5 In 99th OCC meeting, NLC vide letter dated 11.09.2014 had informed that reconductoring
works of 400 kV Neyveli TS II to Neyveli TS I Exp had been proposed by PGCIL between
01.12.2014 and 31.01.2015. During such time the power from NLC TS I Exp station would

be evacuated through Trichy feeder alone which was risky. Hence it had been requested
that proposed maintenance works may be availed during Annual maintenance period of the
units i.e October 2014 to November 2014. OCC observed that evacuation of generation of
both the units through one link alone was not recommended. Hence PGCIL was suggested
to prepone the shutdown of 400 kV Neyveli TS II - Neyveli TS I Exp during Oct/Nov 2014 .
AGM SR-II, PGCIL had said that they would consider this suggestion positively and revert
back on the dates within 10 days.
4. Availability and Requirement
4.1.1 Table below furnishes anticipated availability as furnished in the 99th OCC against
actual availability for the month of September 2014. :

4.1 Anticipated Availability and Consumption 4.1.1 Anticipated availability and consumption as furnished by the states for coming 5 months –
October 2014 - February 2015 is furnished at Annexure- 4A.
4.1.2 DE, APTRANSCO informed that around 1,300 MW of purchase through MTOA/STOA had
been planned .Deficit would be met by purchases through STOA, power exchange etc & the
balance through R & C measures. Jhajjar power (NR) of 304 MW would be available up to
March 2015. AP had been allotted 50 MW power from unallocated power of KKNPP.
4.1.3 DE, TSTRANSCO informed that the generation availability was varying and depended on
coal quality and quantity. Krishnapatnam (JV) power had been included in availability in view
of anticipated CoD. This year Khariff season could be extended to November also and high
demand could continue. Deficit would be met through short term & power exchange
purchases, URS power and the balance through R & C measures. Jhajjhar power (NR) of
221.88 MW would be available up to March 2015. He informed that 2 days Power Holiday in

a week for industries had been imposed and 4 hour scheduled load shedding was also
being carried out.
4.1.4 EE, KPTCL informed that they were planning for power procurement from Dec 2014 in
anticipation of high deficits.
4.1.5 DCE, KSEB informed that the deficit would be met through purchases from power
exchange/STOA, additional scheduling of internal generation, if required while balance
through load shedding.
4.1.6 EE, TANTRANSCO informed that additional LTA from other regions was likely to commence
which would compensate the reduction in wind availability. He also said that the power cut
to HT consumers was again imposed after a relief of 3-4 months.
5. REVIEW OF THE POWER SUPPLY POSITION 5.1 Grid Highlights
Frequency remained within IEGC range during September 2014 (49.90 - 50.05 Hz) for 54.59 % of time.
Frequency remained below 49.90 Hz for 31.18% of time for the month of September 2014. Average frequency for the month was 49.95 Hz.
Frequency remained above 50.05 Hz for 14.23% of time during the month of September 2014.
Andhra Pradesh, Telangana, Karnataka, Kerala & Tamil Nadu imported 211 MU, 221 MU, 11 MU, 4 MU & 248 MU respectively inter-regionally through bilateral exchanges.
Utilities located in Andhra Pradesh, Telangana, Karnataka, Kerala, &Tamil Nadu imported 185 MU, 116 MU, 55 MU, 116 MU & 47 MU respectively through Power Exchange.
Utilities located in Andhra Pradesh, Telangana, Karnataka, Kerala SEPL & MEPL exported 4.28 MU, 24 MU, 49 MU, 2.43 MU, 30.62 MU & 9.00 MU respectively through Power Exchange.
Andhra Pradesh, Telangana, Kerala & Tamil Nadu imported 391 MU, 325 MU, 50 MU & 0.11 MU intra-regionally.
Wind mills of capacity 4.9 MW had been added in Tamil Nadu during the month of September 2014.
MoP vide letter dated 29.09.2014 had allocated 50 MW unallocated power of first unit (1000 MW) of Kudankulam APP to Andhra Pradesh from the date of commercial operation of the unit. SRPC vide letter dated 07.10.2014 had communicated the revised allocation to all the beneficiaries from the date of commercial operation of the unit 1 of KKNPP.

5.4.2 It could be seen from the above that Peak Demand for all constituents(had showed a positive
growth rate which had varied between 2% and 16% as compared to September 2013.
Southern Region as a whole had met maximum demand of 36,030 MW in September 2014,

which was 2,070 MW more than last year’s figure of 33,960 MW. In terms of average daily
energy consumption all the constituents registered a positive growth rate of around 3- 17%.
Southern Region recorded growth rate of around 9 %.
5.4.3 It was also observed from the SR Load Duration Curve for September 2014 (Annexure-5A) that the loads had increased marginally for about 80% of time as compared to August 2014
and increased substantially when compared to September 2013.
5.5 Hydel Availability
5.5.1 Energy availability in major hydel reservoirs at the end of September 2014 vis-à-vis that
for September 2013 was reviewed, which is detailed below:

5.5.2 SRLDC informed that hydro storage as on 30th Sep 2014 was about 10.13 % less compared
to last year and around 17.68% more compared to 10 years average.

6. MAJOR ISSUES
6.1 Initiation of Kudankulam Trip Signal 6.1.1 TANTRANSCO vide letter dated 20.09.2014 (Annexure-6A) had informed that
Kudankulam trip signal had operated in Tamil Nadu System at 09:53 hrs on 18.09.2014
with a relief of 234 MW in Tamil Nadu System. It was observed that Kudankulam Unit 1
was in service with a generation about 800 MW at the time of operation of trip signal.
TANTRANSCO had requested that needful action may kindly be arranged to avoid
unnecessary interruption to the consumers. It had also desired deliberation regarding
actuation of Kudankulam trip signal and the relief realized in other constituents for the same
tripping. APTRANSCO vide letter dated 08.10.2014 (Annexure -6B) had informed about
the relief obtained in AP consequent to receipt of Kudunkulam SPS trip signal on
04.10.2014, 06.10.2014 & 07.10.2014. KSEB vide letter dated 10.10.2014 (Annexure-6C) to PGCIL & SRLDC had informed that trip signal -4 was not received at Eddapon.
6.1.2 AGM, SRLDC stated that in integrated operation of the grid, with regard to inadequate relief
from the constituents/generators of WR, all constituents of SR & other regions should
contribute in providing the desired SPS reliefs and SR contribution was not alone sufficient
to address the issue. NLDC had taken up with WRLDC in this regard and WRLDC was
taking up with the constituents accordingly.
6.1.3 KKNPP letter dated 27.09.2014 communicated to ULDC, PGCIL in this regard is enclosed
at Annexure-6D
6.2 ATC/TTC Computations-issues 6.2.1 TTC/TRM/ATC is to be declared as per Format I of Detailed Procedure for relieving
Congestion in Real Time Operation. SRPC vide letter dated 17.09.2014 (Annexure-6E) had raised the following issues and requested NLDC to kindly examine the issues and
intimate SRPC accordingly:
• Assumptions of Load (MW) and Generation (MW) were not available in the recent ATC/TTC declaration.
• As per Revision No. 12 dated 13th September 2014 for the month of September 2014 the TTC of S1-S2 for 18 to 24 hours for September 2014 was shown as 3,320 MW while reliability margin was 300 MW. The ATC and margin for STOA was shown as 3,320 MW and 529 MW and 529 MW respectively.
• As per Revision No. 14 dated 15th September 2014 for the month of August 2014, TTC/ATC of S1-S2 was revised for 17th August 2014 between 06 to 17 hours due to shut down of Kolar-Hosur D/C line on account of stringing works of 765 kV Dharmapuri – Madhugiri line. The limiting constraint for S1-S2 has been mentioned

as (n-1) contingency of Kolar-Hosur D/C line.
6.2.2 NLDC reply communicated vide letter dated 18th September 2014 in this regard is at
Annexure-6F)
6.2.3 It was noted that NLDC had replied on the issues raised by SRPC Secretariat on
ATC/TTC computations. SE (O), SRPC pointed out that NLDC had also emphasized on
node wise LGB data for better assessment of ATC/TTC computations.
6.3 Outages of transmission lines availed for system improvements/stringing of new lines at power line crossings/commissioning of other equipments: consideration as deemed available.
6.3.1 SR I PGCIL vide letter dated 22.09.2014(Annexure-6G) had informed that replacement
of porcelain insulators with CLR was being carried out on feeders of Vijayawada-Nellore
D/C, Vijayawada-Vemagiri D/C, Simhadri-Vemagiri D/C and 400 kV Vallur-Kalivathapattu
D/C lines. It was opined that frequent tripping of these lines were probably due to the
pollution in the stretched vicinity to the transmission lines. It was also noted that recently
the line trippings due to spurious/mal operations of PLCC system had increased. The
PLCC system of most of the lines are more than 25 years old and due to lack of service
support and spare modules, the system is being forced for replacement/retrofitting and
accordingly PGCIL had taken up this issue for retrofitting of old panels with new panels. It
was requested by PGCIL that these activities being carried out for trouble free system
operation, the outages on account of these activities may kindly be considered as
deemed available.
6.3.2 SR I PGCIL vide letter dated 19.09.2014(Annexure-6H) had listed the transmission
element shutdowns availed for stringing of new lines at power line
crossings/commissioning of other equipments. It was requested that these shutdowns
may kindly be considered as deemed available.
6.3.3 It was noted that some lines of SR II, PGCIL had earlier got approval as deemed
available for similar reasons and OCC agreed for deemed availability for the lines
mentioned in the above referred letters of SR I, PGCIL also. It was also suggested that
works should be completed in few shutdowns for each line by utilizing more manpower
and multiple shutdowns needed to be avoided. Status update needed to be furnished for
these lines.
6.4 Auxiliary Power Supply failure in HVDC Bhadravathi/Non uploading of tripping details

6.4.1 The matter had been deliberated in the earlier OCC Meetings. PGCIL had informed that
the pole blockage (due to auxiliary power failure) event occurred on 1st June 2014 had
been classified to Power Grid account. It was noted that vide letter dated 15th July 2014,
ED WRTS I had informed that Bhadravathi substation had been provided with two
independent sources with two DG sets(each can take auxiliary of both poles) as back up.
It was not understood why DG sets had not taken over when both the DG sets were in
service. SRLDC had informed that the tripping details of HVDC Bhadravathi had not been
uploaded. MS, SRPC vide letter dated 13.08.2014 had requested WRLDC that the matter
may kindly be arranged to be examined. Accordingly the issue was taken up with ED,
WR-I, PGCIL by WRLDC vide letter dated 19.08.2014. It was mentioned in this letter that
CPCC Bhadravathi had informed that HVDC pole had tripped on “Tap changer failed to
start” indication and had asked for clarification about the incident.
6.4.2 In the 99th OCC Meeting, SR I PGCIL had informed that alternate supply through tertiary
transformer was planned to be commissioned by December’14. SR I, PGCIL was
requested to update the status to the SRPC OCC forum till it is commissioned and also
take up with WRTS for timely commissioning. It was also informed by PGCIL that there
was an alternate/redundant auxiliary supply at Bhadrawati and they were unable to
resolve the issue since the asset belonged to WRTS. SR-I, PGCIL was requested to
revert back on whether the redundant supply was being availed from different substation
or same station.
6.4.3 CM, SR I, PGCIL informed that they were regularly taking up the issue through mails with
WRTS.
6.4.4 AGM, SRLDC informed that Mock drill Exercise of Bhadravathi HVDC by-pass for startup
supply to Ramagundam would be taken up on 25th / 26th October 2014 in which WRLDC
would also participate. PGCIL SR I was also requested to join the discussion with HVDC
Bhadrawathi/WRTS.
6.5 Review of SPS operation in respect of 765 kV Raichur-Sholapur line
6.5.1 In the earlier OCC meetings, it was noted that the SPS which had acted (flow threshold
violation, SPS due to line etc) and its source (i.e. Sholapur/Raichur, Wardha&Parli) were
not discernible. The source and type of signal initiation was needed to be ensured to
SRLDC/Constituents. The proposed revisions/modifications suggested by NLDC in
respect of Raichur-Sholapur SPS had been discussed and approved in the 31st Meeting

of PCSC. It was noted that SPS in SR had been implemented while SPS
implementation/modifications in other regions were pending. SRLDC/NLDC/PGCIL was
requested to coordinate with other regions to complete the same.
6.5.2 In the earlier OCC Meeting, the following was noted:
SR I, PGCIL informed that modifications of settings had been completed on 30th
& 31st July 2014.
As could be seen from minutes of OCC meeting of WRPC, there had been
inadequate relief from the constituents/generators of WR and it appeared that
some of WR generators had not implemented the SPS yet. OCC had expressed
that constituents of other region should also contribute in providing SPS relief
and SR contribution was not sufficient to address the issue. OCC expressed that
this matter need to be taken up with NLDC.
SRPC vide letter dated 13.08.2014 communicated to NLDC had requested that
this matter may kindly be arranged to be taken up with Western Region for
needful.
6.5.4 It was noted that the reply from NLDC was still awaited regarding SPS implementation in
WR.
6.5.5 AGM, SRLDC informed that NLDC had taken up with WRLDC in this regard and WRLDC
was taking up with the constituents accordingly. SRLDC was requested to kindly follow
up the status in this regard.
6.6 Segregation of AUFR, df/dt and SPS relief among AP and Telangana 6.6.1 The relief for AUFR and df/dt protection schemes had been segregated and
communicated to APTRANSCO/TSTRANSCO vide SRPC letter dated 13.06.2014 for
needful action to implement the same in the respective States. Andhra Pradesh and
Telangana were requested to provide details of relief as per SRPC letter. For other SPS
schemes Andhra Pradesh and Telangana were to apply a ratio of 0.48 and 0.52.
Segregation of loads into four groups as per IEGC clause 5.4.2 was to be ensured.
6.6.2 TSTRANSCO vide letter dated 26.09.2014 (Annexure-6I) had communicated the
updated list of AUFR and df/dt feeders in Telangana.
6.6.3 DE, APTRANSCO informed that the list of AUFR and df/dt feeders had been prepared
and the compliance from the field personnel was awaited. AP assured that the list would
be submitted in the next meeting of PCSC.
6.6.4 It was decided that segregation of feeders by AP & Telangana for other protection

systems would be discussed in the PCSC meeting since sensitivity study of locations was
involved.
6.6.5 SRPC/SRLDC observed that SCADA mapping of all the feeders under AUFR and df/dt
protection scheme should be coordinated by SLDCs of AP and Telangana.
6.6.6 SRLDC requested all the states to furnish the consolidated list of feeders put under four
groups of protection system within 15 days.
6.6.7 MS, SRPC informed that TANTRANSCO suggestion on df/dt scheme had been taken up
with NPC.
6.6.8 Subsequently APTRANSCO vide letter dated 20.10.2014 (Annexure- 6J) communicated
the list of feeders under AUFR and df/dt schemes.
6.7 Sharing of infirm power from 800 MW Sri Damodaram Sanjeevaiah TPS, Krishnapatanam of AP to Telangana state Distribution Companies
6.7.1 Krishnapatanam Unit I had been synchronized on 31.03.2014 and since then was
injecting infirm power upto 250 MW which was being utilized by all the DISCOMs of
erstwhile Andhra Pradesh till 01.06.2014. TSTRANSCO vide letter dated 18.06.2014 had
informed that infirm power is not being shared by APDISCOMs with TSDISCOMs from
02.06.2014 even though the infirm power was consistently stable. As per the AP State
Re-organization Act 2014, Twelfth Schedule, C.2, the existing Power Purchase
Agreements with respective Distribution companies shall continue for both ongoing
Projects and Projects under construction. In the above circumstances, it was requested to
advise APSLDC/APDISCOMs to share the infirm power to Telangana State Distribution
Companies in the percentage ratio indicated in the G.O.Ms.No.20, Dated 08.05.2014 in
line with the sharing of the infirm power injected by 1000MW Kundankulam Nuclear
Power Plant.
6.7.2 SRLDC’s reply had been communicated vide letter dated 01.07.2014 addressed to
Telangana. It had been informed in the letter that KKNPP is exempted from UI regulations
and could not be compared with Krishnaptanam (AP).
6.7.3 It was noted that other issues were under consideration of higher authorities.
6.8 Allocation of Power to AP DISCOMs from Generating Stations located in Andhra Pradesh /Non-scheduling of power generation by APSLDC from shared projects of APGENCO:
6.8.1 APTRANSCO vide letters dated 23.06.201, 25.06.2014 & 09.07.2014 had informed that
net power transfer from APGENCO stations to Telangana state were indicated in Form-D

despite the fact that APGENCO stations are exclusively for AP State only. It was
mentioned that net power transfer from APGENCO stations to Telangana State is against
Government of Andhra Pradesh instructions and 100 % power of APGENCO power may
be scheduled to AP DISCOMs and APSLDC/AP DISCOMs would be absolved of the
consequential commercial and regulatory issues arising out of non-implementation of the
schedules by SRLDC.
6.8.2 TSTRANSCO vide letter dated 27.06.2014 had informed that APSLDC has not
scheduled power to TSDISCOMs in respect of APGENCO hydel projects as per
percentage allocations given in GO Ms. No. 20, dated 08.05.2014. It was also informed
that TSSLDC is complying to the directives given the Act and accordingly power
generated from Nagarjunasagar HEP had been scheduled to APDISCOMs on 25th, 26th
and 27th June 2014. It was requested that APSLDC may kindly be advised to comply with
SRLDCs directions and also APGENCO hydel stations could be scheduled at least based
on previous day generation. It may be noted that a Special Meeting was held on
24.06.2014 with participation from AP, Telangana, SRLDC, SRPC, and CEA NLDC on
video conference.
6.8.3 It was noted that the issues were under consideration of higher authorities.
6.8.4 In the 99th OCC Meeting, SRLDC had expressed the difficulties in scheduling the Shared
Project Simhadri St-I. It was decided that both the SLDCs would try to minimize the
frequent revisions in cross schedules and major changes of above 50 MW only would be
intimated for revision in excel form until the issue of AP-TG net schedule is resolved.
Regarding revisions / schedule from NTPC Simhadri I, AP SLDC & TS SLDC had agreed
to send the soft copy in Excel.
6.9 PSS tuning of generators required urgently as per IEGC 6.9.1 In earlier OCC Meetings, SRLDC had highlighted the need for reviewing / re-tuning of PSS of
all the major generators in the region. SRPC / CTU were requested for a suitable action plan
in this regard and avail the services of experts if required on urgent basis. It was noted that in
the meeting taken by Secretary (Power) on 11th March 2014, to discuss the Task Force
Report, CTU had been entrusted the responsibility of PSS tuning. The issue had been
deliberated in the TCC/SRPC meetings held on 25th /26th July 2014 CTU was requested to
take up the matter appropriately.
6.9.2 In the 98th OCC Meeting SRLDC had made a presentation on sustained oscillations in NEWS
grid on 09.08.2014. Subsequently, SRLDC vide letter dated 13.08.2014 had informed that

there were sudden and spontaneous oscillations in all India Grid on 9th to 12th August 2014 at
the following time periods.
05:20-05:28 hrs and 05:39-05:53 hrs of 9th August 2014
02:45-04:15 hrs of 10th August 2014
05:46-05:48 hrs of 11th August 2014
00:43:30-00:44:25 of 12th August 2014.
It was also requested that ISG Stations of SR may furnish the following details with
respect to respective generating stations for the periods mentioned above:
i. Details of Disturbance Recorder (DR), Sequential Event Recorder (SER), Numerical Relay Outputs.
ii. Status of all generating units-whether they were on bars at the times mentioned
above iii. Status of Power System Stabilizers (PSS) in generating units-whether in service
or out of service. If in service, the range of frequencies for which it is tuned and
whether any alarms are available for PSS actvation may be forwarded. Also
mention when PSS timing was last done.
iv. Abnormal behavior with respect to any controls in the generating units like
governors, PSS, AVRs etc.
v. Any switching actions done during the above periods including synchronization
or resynchronization of generating units.
6.9.3 It was noted that as discussed in the recent 24th TCC/25th SRPC meeting held on
25th/26th July 2014, CTU had been entrusted the responsibility of PSS Tuning by MoP.
6.9.4 In 99th OCC meeting, all the generators/SLDCs informed that there was no disturbance
observed in the instance cited by SRLDC. SRLDC clarified that this was a standard
NLDC format and even though there was no reported disturbance of SR generating
units, utilities were to submit the details sought in the letter.
6.9.5 It was noted that KSEB vide letter dated 12.09.2014 had communicated the details
sought by SRLDC in this regard.
6.9.6 It was noted that the inter area oscillations were being observed with higher mode and
PSS tuning needed to be taken up in a coordinated manner. In this regard, SRLDC had
again requested to furnish the details at generator end viz. DR & EL, status of PSS for
the incidents between 9th to 12th August vide letter 13.08.14 at the earliest. SRLDC
clarified that this was a standard NLDC format and even though there was no reported

disturbance of SR units, utilities were to submit their replies sought in the letter.
6.9.7 JSWEL opined that all the generators had been installed with PSS tuners but the tuning
might not have been done lately.
6.10 Coal Stock position in different thermal stations in SR:
6.10.1 The issue of critical coal stock/supply was deliberated in the 25th SRPC Meeting held on
26th July 2014. MD KPTCL & Chairperson, SRPC had taken the issue with Secretary
Power, MoP vide letter dated 01.08.2014.
6.10.2 The coal availability in days at various generating stations had been informed as below:
APGENCO:
Vijayawada TPS - <1/2 day,
Rayalaseema TPS -<1/2 day,
TSGENCO stations - 3- 6 days,
KPCL stations - 6-7 days,
TANGENCO stations - 3 -6 days.
6.10.3 AGM, SRLDC requested all the constituents/utilities to furnish loss of generation due to
less coal supply and poor coal quality along with the monthly OCC data.
6.10.5 NTPC & other generators were requested to look into the matter urgently and ensure all
possible efforts to improve the generation level to the extent of on bar normative
capacity in view of the increasing trend of demand.
6.11 Follow up on Petition No.302/MP/2013 6.11.1 As per RoP in respect of Petition No.302/MP/2013, all SLDCs to report with details of
RGMO/FGMO response of each generating station within their control areas and the
details of having taken up the matter with respective SERC in case of lack of response
or inadequate response from the generating units. TANGEDCO and APGENCO had
also been directed to submit detailed note explaining how irrigation requirement is
coming in the way of implementation of FGMO/RGMO, after discussing the matter, if
required, within their State Irrigation Department.
6.11.2 The issue had been deliberated in the TCC/SRPC meetings held on 25th /26th July 2014,
earlier OCC meetings and Special Meetings held to discuss on FGMO/RGMO issues.
6.11.3 in 99th OCC meeting, it was noted that FRC computations were to be initiated by NLDC
based on the frequency data, load/generation lost from the RLDCs by identifying Points

‘A”, ‘B’ & ‘C’ and corresponding time and subsequently the computations had to be done
by RLDCs and SLDCs.
6.11.4 It was again noted that as per the deliberations in the special RGMO/MVAR Meeting
held on 29.06.2014, SLDCs were to approach concerned SERCs in respect of non
performance of units wrt RGMO.
6.11.5 SRLDC informed that they had posted the two events i.e 15.09.2014 & 20.09.2014 in the
web group for RGMO analysis. The events selected were based on the decision taken in
the Special Meeting on RGMO & MVAR held on 27th August 14 considering the PMU
data for frequency dip/rise & df/dt and the same was confirmed with NCTPS nodal
officer.
6.11.6 All the SLDCs were requested to analyze the response and take up with respective
generators in their control areas for inadequate response. Details may be made available
to SRLDC & SRPC.
6.11.7 KPTCL informed that they had taken up the issue with KPCL and the affidavit in this
regard has been submitted to Hon’ble CERC also.
6.11.8 AGM, SRLDC pointed out that the visibility of RGMO status should be implemented by
all the generators. He informed that SRLDC vide letter dated 07.10.2014 (Annexure-6K) to all CGS/ISG stations for extending the RGMO/FGMO status to SRLDC. He pointed
out that this would be one of the parameter for mandatory certification at the end of the
year as per provisions of Terms & Tariff Regulations. In case RGMO status is not seen,
the same would be treated as Non availability of RGMO feature. SRLDC also conveyed
that they were finalizing the process of certification where in the period from
Nonperformance to Next Performance would be treated as Non Performance. He opined
that the RGMO events were being analysed only by Tamil Nadu stations (MTPS, TTPS
& NCTPS) and other SLDCs needed to be more proactive.
6.11.9 EE, KPCL informed that minute wise data was being analyzed for the RGMO instances
but they were unable to conclude RGMO performance in all instances since the RGMO
features has its own limitations. Number of issues had been deliberated in various
meetings and efforts were being made to improve the performance in field.
6.12 Over Loading of 230 kV Hosur - Shoolagiri line
6.12.1 In earlier meetings, KPTCL had informed that they were planning alternate arrangements
for Yerrandahally which was likely to be in place by July 2015. 400 kV Mylasandra SS
had been planned as part of alternate arrangement. Contract had also been awarded

however there were some disputes in land acquisition. Another 66 kV line had also been
planned. With commissioning of Mylasandra S/S, loading on Somanahally - Hosur would
get reduced. 220 kV S/S at Sarjapur was under loaded and the transmission lines
connected to this substations were under progress. With the commissioning of these
lines, some loads of Yerandahally could be shifted. TANTRANSCO had also informed
that 2nd circuit of Hosur-Shoolagiri, & Uddanapalli (near Hosur) SS were being planned.
Gurubarapalli S/S near Shoolagiri was under progress. They had also requested KPTCL
to expedite the alternate arrangements for supply to Yerrandahally. SRLDC stated that
even if alternate arrangement was made by KPTCL, only limited relief would be obtained
at Shoolagiri. The intra state system at Hosur/ Shoolagiri was needed to be strengthened
by TANTRANSCO. KPTCL should also try to expedite and strengthen their intra state
system.
6.12.2 EE, KPTCL informed that the works would be completed by July 2015. KPTCL informed
that 66 kV cable laying works were under progress.
6.12.3 EE, TANTRANSCO informed that approval was accorded for 2nd circuit of Hosur-
Shoolagiri and the approval was under progress for Uddanapalli (near Hosur) SS.
Tendering was under progress for Gurubarapalli S/S near Shoolagiri.
6.12.4 KPTCL was requested to expedite the alternate arrangements for supply to
Yerrandahally. KPTCL was requested to furnish specific details and progress in each
OCC.
6.13 Implementation of URTDSM (PMU) project in Southern Region 6.13.1 In earlier Meetings, SR I, PGCIL had informed that SR I had completed the survey at all
21 locations except KTPS and Srisailam where PGCIL was not granted permission for
survey. SR I also expressed concern about the issues in this regard like non
coordination at utilities end for allowing survey, signing of MoU etc., nominations of
Nodal officers (AP and Telangana nominations not received yet) etc. MS, SRPC had
expressed concern that there was no status update in this regard and the difficulties
being faced may need to be escalated appropriately.
6.13.2 In 99th OCC meeting, AGM, LD & C, PGCIL had presented the salient features,
status/roadmap of the URTDSM project, the issues being faced for implementation etc. It
was noted that the schedule for completion of the project was 24 months from the date of
award. URTDSM project was a challenging task for PGCIL and they were banking upon

the cooperation/coordination of all the utilities. They had organized different teams for
implementation of the project in such a way that every team could work independently.
Site survey at 49 stations out of 73 PMU locations and 2 control centers (Kerala & Tamil
Nadu) out of 6 control centres had been completed. Site survey at all PGCIL stations and
most of the CGS/ISG stations had been completed but at some stations and control
centers, signing of site survey report was pending. Cooperation of all the utilities for early
completion of the project had been requested. O& M issues would be taken care for 1+6
years which was covered in the scope of the project and assured that there would be
continuous support from M/s Alstom. Training of the Coordinators would commence from
first Quarter of 2015. Information about the project and other details had been made
available to the higher management of all utilities. MS, SRPC had stated that
Coordinators were responsible for sorting out the coordination issues and ensure timely
completion of the project. Coordinators were requested to be more proactive for
coordination with PGCIL and internal coordination among different wings. After
deliberations, it was decided that a Meeting would be conducted on 19th September 2014
at SRPC Bangalore with all the coordinators of the utilities, SR I, SR II, SRLDC, SRPC
and LD & C wing of PGCIL to sort out the coordination issues for smooth implementation
of the project. Subsequently local Nodal Officers of SR-I & SR-II would hold separate
meetings as requested by TSTRANSCO to address the issue to various wings of state
involved, if required.
6.13.3 In the Meeting, it was noted that a Meeting was held at SRPC Bangalore on 19.09.2014
with all the coordinators of the utilities, SR I, SR II, SRLDC, SRPC and LD & C wing of
PGCIL to sort out the coordination issues for smooth implementation of the project.
6.13.6 DE, APTRANSCO informed that SCADA and concerned wings had held a Meeting with
the nodal officers to sort out the programme.
6.13.7 DE, TSTRANSCO informed that field visits at 4 substations & SLDC survey had been
completed.
6.13.8 EE, KPTCL informed that survey at SLDC had been completed on 08.10.2014.
6.13.9 EE, TANTRANSCO informed that site survey and signing of the papers had been
completed in TN system.
6.13.10 DCE, KSEB informed that the works in this regard would be completed by 15th/16th
October 2014.

6.13.11 SRLDC informed that site survey at SRLDC was not completed and was scheduled for
14.10.2014.
6.13.12 CM, SR I, PGCIL informed that number of stations had been revised to 24 from 21 and
the 100% site survey was complete but signing was pending for 2 stations. Status had
been forwarded to corporate office.
6.14 Sudden changes in Load in the SR grid
6.14.1 SRLDC had communicated to all the states instances of sudden load change over under
violation of the Clause 5.2(j) of IEGC and requested to take necessary measures in this
regard.
6.14.2 In 98th OCC meeting, the following had been deliberated:
APTRANSCO and TSTRANSCO had apprised about the power exchange
allotment (huge changes between blocks) which was one of the causes for load
change overs. They had informed that a Meeting would be called with their
Discoms to avoid sudden change over instances.
KPTCL had expressed that there needed to be an inbuilt mechanism since this
matter was beyond reasonable control of system operator. A need for
reassessing the limit of 100 MW in respect of 8,000 MW control area system was
expressed.
KSEB had stated that there were no such reported instances in Kerala system.
SRLDC had pointed that violation messages had been issued to KSEB also.
TANTRANSCO had stated that TN system was unique with installed capacity of
wind of 7,000 MW in which sudden huge variations were visible. Thus 100 MW
limit was very less for a large control area like TN. SRPC and SRLDC were
requested to take up the matter appropriately on behalf of the states.
SRLDC had pointed out that issue regarding variations in power exchange
allotment may be compensated by suitable ramping up/down of own generation.
It was pointed out that SRLDC/SRPC were only entrusted duties for monitoring
and implementing the CERC Regulations. Hence states/utilities may need to
approach Hon’ble CERC with their difficulties for solution. SRLDC informed that
they may be constrained to approach Hon’ble CERC through a petition in this
matter since sustained violation of IEGC Regulations were visible on sustained
basis.

6.14.3 In the 99th OCC meeting, the following had been deliberated:
SRLDC had expressed concern about the huge quantum of under drawal (300-
400 MW) by TN and Telangana and also on the instances of sudden change in
load by the utilities. At times, under drawal of 600-700 MW by KPTCL had been
observed. SRLDC had presented the graphs of Under drawal by Tamil Nadu on
14.08.2014 & 15.08. 2014 It was observed that there was sudden change in
drawal by around 600 MW (U/D of 550 MW) between 18:05 & 18:35 on
14.08.2014 and of around 1100 MW (U/D of 900 MW) between 17:15 & 17 :35
on 15.08.2014. SRLDC added that significant oscillations were also being
observed in Raichur- Sholapur lines whenever 500 MW load change overs
occurs in SR.
MS, SRPC had expressed that the under darwal of 500-600 MW was a matter of
concern and could not be justified. TANTRANSCO was enquired about the high
quantum of changeover/underdrawal ( 600-1000 MW) when there was no load
shedding in the state.
All the Constituents expressed their difficulty stating that 100 MW for sudden load
changes was too low for such large control areas compounded with huge load
shedding, integration of renewable etc
TSTRANSCO apprised about the power exchange allotment (sudden changes in
blocks) which was one of the causes for sudden changes in drawal. On
26.08.2014, they had been allotted 1300 MW from IEX/PXI (jump of around 900
MW from earlier block). In Telangana system, sudden load change overs were
being observed during the periods 0000-0030 hrs, 1230-1300 hrs, 1330-1330
hrs, 1430-1500 hrs and at 2200 hrs. SLDC was monitoring the changeover and
TSSPDCL had been given instructions and improvement had been observed.
AP and Telangana had informed that SLDC would be holding Meeting with
DISCOMs. They informed that they were making all attempts to comply with
regulations strictly by taking proactive and real time actions not to cross 100 MW
during load change overs.
KPTCL stated that the state had substantial NCE sources. Hence to integrate it
for short period through backing down base load generation was leading to
sustained under-drawal in some instances.
ED, SRLDC had pointed out that Karnataka needed to back down its generation
or sell to other states when they have surplus generation but should not under-

draw from the grid. Commercial issues of ESCOMS had to be sorted out and a
mechanism needed to be in place to ensure grid security is not endangered.
After deliberations, it was decided to have a Special meeting on 26th September
14 in this regard wherein SLDCs would present the analysis and details for five
most severe instances of demand & drawal changes in two minutes time (during
the period 13.09.2014 to 22.09.2014). The details should also include reasons for
that change and action taken by SLDCs during such instances, status of load
staggering in DISCOMS/Escoms etc.
6.14.4 In the Meeting, it was noted that a Special Meeting had been held on 26th September
2014 in this regard. The minutes of the meeting are available at

6.14.5 Andhra Pradesh & Telangana informed that they had taken up with their DISCOMs for
staggering of the load and the power exchange purchases were being planned in such a
way to ensure that there was no violation of IEGC.
6.14.6 DE, TSTRANSCO informed that the standard/regular change overs due to load changes
were being staggered and being monitored by DISCOMs and SLDC. However, sudden
variations were being observed due to change in availability which could be due to coal
quality and variations upto +/- 500 were visible. He stated that since the deficit situation
was prevailing, availability forecast was of more relevance rather than demand forecast.
There were lot of variable parameters in the system and the root causes needed to be
sorted out. He opined that the limit of 100 MW for load change overs should be
practically considered till the deficit situation was prevailing in SR.
6.14.7 SE (O), SRPC pointed out that it was noted that in the Special Meeting, TS ISTS drawal
was more sensitive to the state demand and observed there were no much changes in
internal generation even if the load changed. TS confirmed that they do not have much
generation to control and the fluctuations were due to shared projects in AP and
Simhadri I.
6.14.8 EE, TANTRANSCO informed that sudden changes in demand were due to wind
generation fluctuations. Proper wind availability forecast was required to be done by wind
promoters. They were trying to avoid sudden change overs by blocking wind generation
and by staggered load change overs.
6.14.9 All the Constituents expressed their difficulty with the quantum considered for sudden

change in drawl as 100 MW. Constituents were requested to kindly adhere to the
Regulations in place or may take up with appropriate forum for any exemption or
amendment with CERC.
6.14.10 AGM, SRLDC pointed out that the issue of sudden changes in load / generation was
being taken-up with SRPC through 1.5 Notices as per IEGC for more than a year.
However, the issue is still to get resolved. SRLDC also insisted that there should be
contingency demand side management scheme to mitigate wind fluctuations.
6.14.11 It was noted that in the Special Meeting, KPTCL pointed out that sudden changes were
being observed in JSWEL injection, which were being reflected in Karnataka drawal
/demand.
6.14.12 JSWEL expressed that sudden change in load in JSW Steel was due to high capacity
Arc furnaces (switching in and out automatically according to process control). They had
taken up this issue with PRDC to identify remedial measures for implementation.
6.14.13 SRLDC/SRPC stated that JSW needed to take appropriate action or take up suitably
with Hon’ble CERC to ensure that these sudden jerks are passed on to the
State/Regional grid. With the expansion plans by JSW on the anvil the variations would
increase and timely action was required. On a query, AP informed that they were not
facing any fluctuations due to Visakhapatnam Steel Plant.
6.14.14 SRLDC pointed out that SLDC is the responsible entity with regard to sudden changes in
the load and should take up the issue with JSWEL accordingly.
6.14.15 APTRANSCO/TSTRANSCO vide letters dated 22.09.2014 & 29.09.2014 (Annexure- 6L &M) had taken up with their DISCOMs to take suitable steps to stagger the loads.
6.15 Upcoming LGBR and Transmission Scheme details
6.15.1 In the 24th SRPC meeting held on 15th March 2014 SRPC Secretariat was to present ‘Big
Picture’ of the upcoming LGBR and Transmission issues. Draft LGBR for upcoming 5
years and the short term and long term transmission constraints in SR had been
prepared by SRPC Secretariat and were available in the SRPC website. In this regard
the details of Status of Transmission schemes along with forest clearance/ROW issues
etc, comments on draft LGBR for upcoming 5 years comments on Operational feedback
on transmission constraints for the last quarter (January –March 2014) and future
expected constraints in SR Grid submitted to CEA, CTU & CERC by NLDC were still
awaited from most of the constituents.

6.15.2 The issue had been deliberated in the recent 25th/24th SRPC/TCC Meetings held on
26th/25th July 2014 and it was agreed that the matter would be discussed in Special TCC
after the SCPSPSR Meeting.
6.15.3 All the Utilities/constituents were requested to kindly furnish the status
updates/comments.
6.16 Demand Forecast to be displayed at SLDC website
6.16.1 In the 93rd OCC Meeting it was noted as desired by MoP and as per decision taken in the
Special meeting held on 18th January 2014 at Hyderabad, SLDCs were to carry out
block-wise demand forecast and make arrangements to ensure that forecasted 15
minute demand graph with the portfolio management be displayed along with the actual
graph (demand met from various sources and load shedding) in each 15 minutes block.
In the 95th OCCM constituents had raised the apprehension about displaying the block
wise demand along-with portfolio management in public domain. Username and
password could be shared with concerned officials to view this information. It had been
suggested that apprehensions, if any, in this regard could be raised by Senior
Management appropriately.
6.16.2 It was again noted that this was a requirement of MoP and was needed to be complied.
6.17 Low Voltage and UV Relay
6.17.1 In the earlier OCC Meetings the following had been noted:
• The issue had been deliberated in the 25th/24th SRPC/TCC Meetings held on 26th/25th
July 2014 and KPTCL had agreed to implement UV relays.
• SRLDC had furnished 220 kV stations in low voltage pockets of Southern Region.
• KPTCL had informed that tenders were floated for procurement of 500 MVAR Capacitor
banks for which budget provisions was also made. Regarding UV Relay they would
come up with the details in the forthcoming PCSC meeting.
• TANTRANSCO had informed that 1005 MVAR capacitor installation at distribution level
was under various stages of installation. Their management was not in favor of providing
UV relays since UV relay trippings affected the system predominantly. They would rather
go with the tap change of ICTs, provide MVAR support and real time monitoring/actions.
• KSEB had informed that they were yet to get approval from higher management.
Locations to install UV relays had had already been identified keeping in view SRLDC’s
observations. The scheme would be implemented within a month.

• SRLDC had presented the list of proposed feeders/elements for physical regulatory
measures in case of sustained under voltage condition(less than 380 kV). SRLDC also
presented the effects in the respective system upon carrying out physical regulations. It
was agreed that physical regulations could be initiated when voltage was less than 380
kV & MVAR drawal from grid existed. The feeder/ICT could be restored once the voltage
reaches 385 kV. Low Voltage Physical Regulation would be carried out only after issuing
warning notice. Fine tuning would be undertaken with necessary feedback from
constituents. SRLDC stated that physical regulatory measure would be last resort of
system operator. A message/notice would be issued to constituents before going in for
regulation. Constituents would also be given sufficient time/oppurtunity to respond before
applying physical regulatory measures.
• SRLDC had pointed out that tap change of ICTs by Tamil Nadu may not help when both
400 kV and 220 kV voltage levels are either low or high.
• Capacitor installation and UVR installation was required in parallel.
• It was noted that the voltage profile needed to be maintained within IEGC limits else
utility had to go for UV Relay as mandated in IEGC/CEA regulations.
6.17.2 In the Meeting, it was noted that KPTCL had agreed to implement UV relays in the 24th
TCC /25th SRPC TCC meeting. EE, KPTCL informed that this issue was being discussed
in PCSC meetings and numerical relays had the feature under voltage and it was only
question of enabling the feature after approval of the scheme by Management. He
informed installing capacitor banks at low voltage points was also being undertaken.
6.17.3 EE, TANTRANSCO reiterated that they would prefer the tap change of ICTs, provide
MVAR support and real-time monitoring/actions for controlling low voltages. He also
informed that two 400 kV SS would be coming at Udumalpet which would improve the low
voltage conditions.
6.17.4 DCE, KSEB informed that the scheme was returned by Management with certain
observations/comments and revised scheme would be submitted for approval.
6.17.5 SRLDC/SRPC stated that voltage profile needed to be maintained within IEGC limits else
utility has to go for UVR as mandated in IEGC/CEA regulations. TANTRANSCO was to
take appropriate steps in this regard.
6.17.6 AGM,SRLDC pointed out that implementation of UV relay was one of the
Recommendations of the Enquiry Committee and requested Karnataka and Tamil Nadu

to implement the scheme by Dec 2014.
6.18 Low Voltages and High MVAR drawal at Udumalpet
6.18.1 SRLDC vide letter dated 20.06.2014 had informed that during past few days the voltage
at Udumalpet area was decreasing. The MVAR drawal were also very high. A study was
conducted to alleviate the measures. In the 97th OCC Meeting SRPC informed that there
were some concrete actions listed in the latest meeting held on 08.07.2014 (on
withdrawal of wind generation, LVRT, low voltages etc.). TN had agreed to furnish the
action plan in the next OCC meeting. The issue was further deliberated in the 25th/24th
SRPC/TCC Meetings held on 26th/25th July 2014.
6.18.2 AGM, SRLDC pointed out that the details of action taken by Tamil Nadu with regard to
SRLDC study report were still awaited.
6.18.4 EE, TANTRANSCO informed that 130 MVAR capacitors out of 135 MVAR planned in
Udumalpet area had been installed and 713 MVAR capacitors out of planned 1005
MVAR had been commissioned throughout the state. TANTRANSCO would furnish
reply to SRLDC report within one week.
6.18.5 TANTRANSCO was requested to kindly expedite and furnish the action plan to
SRLDC/SRPC within one week.
6.19 KKNPP Related Issues
6.19.1 The following issues were under deliberation regarding KNPP:
Auto reclose with 11/2 Breaker scheme
KKNPP had a similar scheme was in trial operation at RAPS station for 10-
12 days. All possible efforts would be put to ensure the A/R scheme before
COD after successful operation at RAPS station.
SCADA Inputs to be ensured from KKNPP
Regarding the pending SCADA input to SRLDC, alternate method was
being studied by KKNPP and they would revert back.
Interpretation of Capability Curve(limiting MVAR absorption to 100 MVAR)
MVAR capability curve limit was based on the operational experience of
1,000 MW units in Russia and Bulgaria and the unit absorption would be
restricted upto 105 MVAR. Issue had also been taken-up with concerned.

Status review of changing GT tap position at Kudankulam NPP corresponding to 400 KV & Review of absorption / injection of MVAR
KKNPP had stated that the issues had been taken-up with concerned and
they would revert back soon.
6.19.3 It was again noted that KKNPP should ensure completion of pending SCADA inputs to
SRLDC and auto reclose with 1½ Breaker scheme before the COD of Unit 1.
6.20 Collection of data regarding Power Supply to Rural Areas
6.20.1 CEA vide letter dated 09.04.2014 had informed that in the Meeting held at MoP on
09.04.2014 it had been decided to collect the data invariably from DISCOMs in a
simplified format. SRPC vide letter dated 11.04.2014 enclosing CEA letter dated
09.04.2014 had requested that the data in this regard in the requisite format may please
be arranged to be communicated to SRPC Secretariat at the following E-mail addresses:
6.20.2 MS, SRPC requested all concerned to ensure that data in respect of previous month be
communicated by first week of the month.
6.21 Taking all available Inter-Regional lines into service
6.21.1 In earlier OCC Meetings, the following was noted:
Upper Sileru- Balimela line had been tested with two units of Balimela in service.
APTRANSCO had expressed concern that it had taken more than ½ hour for
exchanging the code and for Odisha SLDC to take necessary action. Minimizing the
code exchange time was necessary. SRLDC had assured for review of the process
& would take-up with NLDC / ERLDC for quick exchange of codes.
APTRANSCO had informed that the 220 kV Upper Sileru- Balimela line was closed
from AP end and the closing at Orissa end was pending. Power from Balimela could
be drawn only during low generation levels in Upper Sileru/Sileru complex.
It was noted that a Video Conference was held on 18th July 2014 in respect of
closing of 220 kV Upper Sileru- Balimela line, with the participation of NLDC,
ERLDC, SRLDC, ERPC, SRPC, Orissa, AP and Telangana.
MS, SRPC had informed that in 25th SRPC meeting held on 26.07.2014, it had been

decided to conduct another round of trial operation on 220 kV Upper Sileru-
Balimela line.
It was noted that GM, ERLDC vide letter dated 15th July 2014 had taken up the
issue with Director(Commercial), GRIDCO(Ltd)
ED, SRLDC had informed that ERLDC had addressed a letter in the first week of
August 2014 to Odisha regarding trial operation. Once Odisha agrees, the trial
operation would be conducted.
In 99th OCCM, it was decided to have a trial operation of Upper Sileru-Balimela inter
regional line from 19.09.14. SRLDC was requested to take up the matter suitably
with ERLDC/NLDC.
6.21.2 In the Meeting, it was noted as agreed in 24thTCC/25th SRPC Meeting, and further
deliberation in 99th OCCM, it was decided to have a trial operation of Upper Sileru-
Balimela inter regional line from 19.09.14. It was also noted that 220 kV USL-Balimela
line had been kept charged radially from Upper Sileru end.
6.21.3 AGM, SRLDC informed that ERLDC was following up the issue with Odisha and had
called for a special meeting. NLDC had also taken up the issue with CEA and a meeting
may be called in 10-15 days. SRLDC was requested to follow up with NLDC/ERLDC
6.22 System Depletion
6.22.1 In earlier OCC meetings, it was agreed that prolonged network depletion & split bus
operation needed to be monitored and informed to SRLDC/SLDC. The issue also
needed to be focused for remedial action.
6.23 Compiled Telemetry status – Utility wise- as directed by Hon’ble Commission
6.23.1 Vide order dated 19.12.2013 on Suo-moto petition No. 56/5M/2013 Hon’ble Commission
had directed all the utilities to provide the required telemetry within six months of this
order. Progress of compliance in this regard by various utilities w.r.t. the report submitted
on 25.09.2013 was compiled and submitted to Hon’ble Commission in March 2014
furnished by POSOCO, a copy of the same was forwarded to SRPC.
6.23.2 In the earlier OCC Meeting it had been requested that necessary action to communicate
the status of the pending field inputs as well as action plan/action taken to rectify the
same may please be furnished in a timely manner. KPTCL had informed that in respect
of UPCL, Karnataka had made all efforts and in the affidavit submitted to Hon’ble CERC
also, KPTCL had requested CERC to issue proper direction. SRLDC had pointed out

that UPCL was an embedded generator of Karnataka. It was therefore the responsibility
of Karnataka SLDC. SLDC had to ensure the data was being received at SLDC/SRLDC.
PED had informed that they had changed hardware wrt FEP and the inputs would be
made available in the new SCADA. SRLDC confirmed the same. NLC informed that the
configuration of 4 transducers was pending which was being addressed.
6.23.3 It was again requested that UPCL, MAPS, KGS & KKNPP may furnish the compliance
status of pending SCADA inputs within 15 days. Details in this regard were available on
SRLDC web site. It was noted that data from Talcher STPS was coming up to SRLDC
but was yet to be integrated with the new system.
6.24 Implementation of RRF Mechanism
6.24.1 In the 91st OCC Meeting provisions of CERC Order dated 07.01.2014 in respect of
Petition No. 356/SM/2013 were noted. Forecasting and scheduling of Wind Generation
was to be continued and the data needed to be preserved.
6.24.2 It was noted that forecasting and scheduling of Wind generation was to continue and
validated data needed to be furnished in timely manner. In case of non-furnishing states
needed to approach their SERC.
6.24.3 EE, KPTCL informed that forecasting and scheduling of wind generation was being done
and the data was available with SLDC.
6.24.4 EE, TANTRANSCO informed that they had taken up the issue of non forecasting and
non scheduling by wind generators/promoters with NLDC/CERC.
6.24.5 SE (O), SRPC reiterated that the states needed to take up the issue with SERC’s
regarding non furnishing of wind data.
6.25 Pollution Mapping
6.25.1 In earlier OCC Meetings it was noted that the training for all the coordinators had been
completed and fitting of insulators was under progress by all the constituents.
6.25.2 In 97th OCC Meeting, it had been noted that in the Meeting held at NTECL, Vallur it had
been agreed to put more number of dummy insulators in that area to assess the pollution
levels more accurately. SR I, PGCIL and TANTRANSCO were kindly requested to take
appropriate action.
6.25.3 In the 98th OCC meeting, SR II, PGCIL informed that state wise status had been sent to
the states. State wise status report furnished by PGCIL vide letter dated 04.08.2014.

6.25.4 It was noted that a Meeting was held on 26th August 2014 at Powergrid Regional Head
Quarters, Secunderabad to discuss the progress/issues related to Pollution Mapping in
SR. It was also noted that first set of readings were planned from 15th to 25th Oct 2014
while second set of readings were planned for Jan 2015.
6.25.5 AP informed that 80% of dummy insulators had been provided while 20% were pending.
Telangana and Karnataka informed that locations of dummy insulators had been
identified and the works were under progress.TN informed that installation of dummy
insulators had been completed.

6.25.6 MS, SRPC expressed concern that the dates for first set of readings were approaching
while installation of dummy insulators was not yet complete.
6.25.7 PGCIL informed that they would take up with R&D wing which is the nodal agency and
furnish the status update. It was agreed that PGCIL would compile and furnish the status
update to the states with a copy to SRPC and progress would be monitored in OCCM
subsequently.
6.25.8 All the utilities were requested to submit the status of installation of dummy insulators
and take first set of readings as per the recommended guidelines.
6.26 Vallur-Kalivanthappattu & Vallur-Almathy lines insulator replacement
6.26.1 In 97th OCC meeting, PGCIL was requested to complete the insulator replacement
immediately after the completion of KVPT-Pugalur lines.
6.26.2 CM, SR I PGCIL informed that insulator replacement had been postponed by one month
due to prevailing paddy crop season.
6.26.3 SR I, PGCIL was requested to finalize the dates and entire replacement was to be
completed by Dec 2014.
6.27 Transmission Line Patrolling Protocols/ Guidelines
6.27.1 Transmission Line Patrolling Protocols/ Guide Lines had been submitted to Hon’ble
CERC vide letter dated 21.05.2014. Communication has been sent to constituents vide
letter dated 21.05.2014 for implementation/necessary action.
6.27.2 Categorization of lines has to be done in this regard and monthly compliance report of
the Patrolling is required to be furnished to SRPC/SRLDC.
6.27.3 In earlier OCC Meetings, the following was noted:
SR II, PGCIL had informed that the Guidelines finalized were in variance with
internal guidelines of PGCIL. This issue had therefore been referred to their
Corporate office for further directives in this regard.
PGCIL, SR II vide letter dated 01.09.2014 had communicated that present
patrolling norms adopted by Powergrid were effective in maintaining high
availability with reduced outage and had requested to reconsider the matter and
to maintain consistency throughout the country Powergrid norms may be
considered for use by other utilities also.
CERC had notified the tariff norms for 2014-2019 tariff block as per norms and in

case the SRPC patrolling guidelines were to be followed then there could be
additional cost which was not factored in.
It was clarified that the Guidelines had been framed as per CERC directive in due
consultation with all stakeholders and the Guidelines had been informed to
Hon'ble Commission also.
6.28 NPC/Implementation of Enquiry Committee
6.28.1 Implementation of measures to prevent Grid Disturbance
A. Third party Protection Audit:
I. It was noted that as per CERC order CERC on the Petition No. 146/MP/2013 with
I.A 36/2013, phase-I activities were to be completed by 01.05.2014 and phase-II
activities were to be completed by 01.09.2014 time schedule and the status was
to be communicated to SRPC/SRLDC bimonthly.
II. In the 98th OCC Meeting, it was noted that DPR of KSEB had been provisionally
approved by Appraisal Committee for PSDF fund utilization. Andhra Pradesh had
submitted DPR to NLDC (Nodal Agency for PSDF fund). Other states/utilities had
been requested to submit the DPRs to NLDC. KPTCL had informed that Nodal
Officer for KPTCL had been communicated to NLDC.
III. A Special Meeting had been conducted on 19.08.2014 to discuss the progress in
detail. The minutes of the meeting are available at the link

IV. It was noted that KPCL vide letter dated 22/26th August 2014 had sought time
extension for the Compliance of the Hon’ble Commission’s Order on Petition No.
146/MP/2013 with I.A 36/2013 on behalf of KPCL.
V. SRLDC pointed out that all the utilities had filed affidavits but progress required to
be visible in the field. All the utilities were requested to put sustained efforts in
completing the pending works.
B. Reactive Power Planning:
I. In the 23rd SRPC meeting held on 26th October 2013, Utilities had agreed to
furnish the schemes relating to Reactive Power Planning including at distribution
level within one month. The time schedules for implementation would also be

indicated.
II. It was requested that all the constituents may furnish the schemes relating to
Reactive Power Planning including at distribution level.
III. MS, SRPC reiterated that all the states should finalize the schemes at distribution
level and submit to SRPC. The proposals may be taken up with NLDC for PSDF
funding, if required.
IV. Tamil Nadu informed that the installation of capacitor banks was going on in the
state. 713 MVAR capacitors had been commissioned out of planned 1005 MVAR.
AP and TS had taken up the issue with their DISCOMs for Reactive Power
schemes. The schemes could be posed for funding through PSDF.
V. It was noted that it was a NPC agenda and utilities needed to be ready with the
schemes.
VI. APTRANSCO vide letter dated 09.10.2014(Annexure- 6N) had taken up with
their DISCOMs and requested them to furnish schemes relating to Reactive
Power Planning at Distribution level along-with time schedules for implementation
of schemes.
C. Ensuring proper functioning of UFRs and df/dt relays:
I. In the Second NPC Meeting, it had been decided that all SLDCs and RLDCs
would upload the details of feeders to be tripped through the UFRs and the
expected load relief at different frequency levels in their respective
States/Regions on operations of UFRs. It was also decided that RPCs would
send inspection report of healthiness of UFR and df/dt regularly on a quarterly
basis to NPC Secretariat.
II. It was noted that as per CERC orders, certified relief quantum by SRLDC and
SRPC had been furnished to the constituents. Observations in this regard had
also been communicated earlier. Subsequently vide letter dated 23.04.2014
compliance report in respect of the following certified by SRLDC and SRPC was
communicated to CERC:
Status of the additional identified loads which were to be implemented
Status of additional loads to be identified and implemented
Status of SCADA mapping and the action plan to achieve 100 % mapping

III. In earlier OCC Meetings, all the constituents had been followed up to implement
the additional feeders in order to make the declared relief available and also to
achieve 100% SCADA mapping to SRLDC. In the 96th OCC Meeting, SRLDC
had mentioned that the time schedule granted by Hon’ble CERC vide direction on
petition no. 263 / MP / 2013 for implementation of AUFR and df/dt for the
quantum decided by SRPC & ensuring visibility to SRLDC SCADA was already
over. Despite regular follow up, there was significant backlog by all the SR
constituents. Only KSEB had approached CERC seeking time extension with
detailed action while other constituents had not responded with any details on
status of implementation. The scenario amounts to non-compliance of directions
of Hon’ble Commission and all the constituents were requested to appraise the
Hon’ble Commission urgently. Only APSLDC had created a monitoring table in
their SCADA while all the other SLDCs also need to create such monitoring table
in their SCADA. The details are to be regularly monitored by the respective
SLDCs. The same table may be mapped to SRLDC SCADA system.
IV. In the 97th OCC Meeting, SRLDC had pointed out that UFR relief being monitored
by was inadequate in SR (around 50 %) in instance on 5th June. It was stated that
the average flow of feeders should be considered for ensuring the relief. All the
constituents were requested to improve the visible relief and achieve 100%
mapping. Also AP, Telangana, TN and Karnataka needed to approach Hon’ble
CERC for exemption/extension of compliance. All constituents were also
requested to give specific action to improve the relief realization through AUFR
and df/dt.
V. In 99th OCC meeting, it was noted that Order on Review Petition No. 7/RP/2013
filed by APTRANSCO at Hon’ble CERC was awaited. All the constituents to
improve the visible relief and achieve 100% mapping. As per the decision taken
in 24th TCC/25th SRPC meeting, all constituents to improve the relief realization
through AUFR and df/dt by 20 % by next SRPC meeting which would be held in
November 2014.
VI. In the Meeting, SRPC/SRLDC requested all the constituents to improve the
visible relief & achieve 100% mapping and finish the works of additional feeders
also. Constituents were suggested to approach CERC for exemption/extension of
compliance. As per the decision taken in 24thTCC/25th RPC meeting, all

constituents were to improve the relief realization through AUFR and df/dt by 20
% by next SRPC meeting which would be held in December 2014. AGM, SRLDC
informed that the average relief obtained from the UFR & df/dt relays of SR was
stuck around 65 to 70% for the monitored feeders. Implementation of additional
feeders for UFR & df/dt by AP, TS, KAR & TN was also still pending. Only Kerala
and Puducherry had completed the implementation of relays. It was noted that
the CERC Order on review petition filed by AP was awaited. AGM, SRLDC
pointed out that pending final Order, existing regulations/orders needed to be
followed. All the constituents were requested to furnish action plan for
implementing additional feeders and for improving SCADA visibility within 15
days. SRLDC was not getting SCADA data from Puducherry due to FEP
problems. Puducherry was requested to rectify the SCADA problems.
D. Islanding schemes
It was noted that all the works related to existing Islanding schemes were
completed. Modifications as per recommendations of the Task Force were under
study in PCSC.
6.28.2 Reporting the Status of implementation of the recommendations of the Enquiry Committee
6.28.2.1 All RPCs are requested to update and forward the status of implementation of
recommendations of the Enquiry Committee on Grid Disturbances on 30th and 31st
July 2012 to CEA in the prescribed format on fortnightly basis regularly i.e. the
status as on last day of the month to be forwarded by the 3rd day of the following
month and that as on 15th of the month to be forwarded by 17th of the month. All
members agreed to submit the above information on fortnightly basis through RPCs.
6.28.2.2 MS, SRPC requested all the constituents to kindly update and forward the status in
a timely manner.
6.28.3 Review of Zone 3 Philosophy
The issue had been deliberated in Protection Sub-Committee Meeting held on 21st
November 2013 and settings for critical 400 kV lines had been finalized for
implementation.
6.28.4 Ring Fencing of Load Dispatch Centers

The status report on this was to be submitted every month to the NPC Secretariat. The
report had not been received from any of the SLDCs/Transcos. It was requested to
kindly submit the status updates in a timely manner.
6.28.5 Implementation of CEA Regulations
In 23rd SRPC Meeting held on 26th October 2013, the following had been noted:
• TCC had suggested that CEA be kindly requested to send its Officers to the RPC
forum to help improve awareness of the Regulations through Workshops,
Seminars etc.
• Chairperson, SRPC had opined that increased awareness could be created in this
Workshop, during which the experts go into issues threadbare.
6.28.6 Number of Stages for AUFLS
All four stages (49.2, 49.0, 48.8 & 48.6 Hz) of UFR in the region had been
implemented in SR.
6.28.7 Methodology for determination of quantum of load for AUFLS in different regions
6.28.7.1 Based on the communication received from CEA vide letter dated 6th August 2013,
State-wise Break-up of the UFR quantum to be provided at each stage had been
agreed for implementation.
6.28.7.2 In the 95th OCCM, SRPC had informed that revised computations had been worked
based on 2013-14 data .Since there was only minor shifting among the constituents,
the forum agreed for existing quantum till further directive from NPC.
6.28.8 Implementation of Demand Management Scheme (IEGC 5.4), Grid Security Expert System and Demand Estimation
Hon’ble CERC vide order dated 20.02.2014 had observed monitoring of parameters for 6
months before considering the GSES scheme.
6.29 Present Generation level at RTPS Unit VIII
KPCL informed the unit was likely to achieve full load within 3-5 days.
6.30 Energy Generation data Management from Renewable Energy Sources
6.30.1 Energy Generation from RES connected to Grid is being collected by CEA from SLDCs

from April 2012 onwards. It had been decided that CEA would bring out a monthly report
of RES containing data of generation in MU from RES Month-wise, State-wise, Sector-
wise and Category-wise etc including details like Peak Generation from RES, time of
occurrence etc. Action taken w.r.t to Minutes of the meeting held on 8th November 2013
was awaited (Minutes annexed with 90th OCC minutes).
6.30.2 MS, SRPC had observed that despite repeated reminder/follow ups there was no status
update from any of the constituents. He expressed concern and stated that SCADA
inputs were necessary from Renewable sources. He requested all the constituents to
kindly furnish status update by next OCC. He suggested that SLDCs may obtain the
inputs from the concerned division.
6.30.3 In the 25th SRPC Meeting the issue regarding integration of wind generation being a
natural resource with variability related issues etc was deliberated. A Meeting is
scheduled to be conducted on 16th October 2014 at SRPC Bangalore to discuss on the

6.31 Upcoming Generating Stations
6.31.1 It was noted that KKNPP unit I was under shutdown since 26th September 2014.
6.31.2 ADE, APGENCO informed that testing of Unit I of Krishnapatnam JV (SDSPP) was
continuing and COD was expected by 2nd week of November 2014.
6.31.3 DGM, NTECL informed that 3rd unit was planned to be commissioned by 1st week of Dec
2014, however extension for infirm power injection had been sought till December 2014.
6.31.4 DGM, NLC informed that unit I of NLC II Expansion would be commissioned by end of
Oct 2014 however extension for infirm power injection had been sought till March 2015.
6.31.5 It was noted that the units of M/s Coastal Energen PP was expected by December 2014
and M/s Hinduja PP by January 2014
6.31.6 It was pointed out that identified ATS for SDSPP needed to be to expedited and
completed by APTRANSCO at the earliest. DE, APTRANSCO said that he would revert
back with details.
6.31.7 In earlier Meetings, SRLDC had informed that a compliance certificate from SRLDC was
to be taken before declaration of CoD by all new generators. Unit 3 of NTECL, Vallur
should be implemented with RGMO/FGMO features before declaration of CoD. The trial
operation had to be performed by unit in accordance with CERC Regulations/Guidelines.
Also, NTECL Vallur needed to intimate all the beneficiaries regarding trial run operation

through a letter in advance. In case of non availability of voice channel, SRLDC would
not be in a position to issue the compliance certificate of successful trial run.
6.32 Islanding Scheme: Priority for Railways in the matter of Restoration of Supply
6.32.1 Four Special meetings had been held in this regard on 23.07.2013, 23.09.2013,
22.11.2013 & 12.02.2014. Minutes of the Meeting held on 12.02.2014 are available at
http://www.srpc.kar.nic.in/website/2014/meetings/special/mnsm-cmp-12-02-14.pdf.
6.32.2 It was noted that all the SLDCs had finalized and notified the Operating procedure with
respect to traction feeders. All the SLDCs were requested to establish the hot links
between TPC and SLDC wherever pending.
6.33 System Strengthening in Tamil Nadu
6.33.1 The issue regarding over loading of lines of Kolar - Hosur and SV Chatram-Puducherry
lines, load generation balance in Chennai area and associated transmission/generation
evacuation issues had been deliberated in various forums of SRPC. Decisions taken in
the Special TCC Meeting held on 08.05.2014 and Special meeting held on 30.05.2014(in
which CEA and CTU had also participated) were needed to be adhered.
6.33.2 TANTRANSCO/PGCIL had informed about the status/ commissioning dates of
transmission elements as below:
• Tiruvalam-Melakottiyur (PGCIL) : Commissioned on 24.07.2014
• Pugalur-Kalavindapttu(TANTRANSCO) :1stCkt commissioned on 23.07.2014
2nd Ckt by October 2014
• Mettur-Singarpettai-Tiruvalam(TANTRANSCO) : Completion by 15.11.2014
• Almathy-Tiruvalam (TANTRANSCO) : October 2014.
• Tiruvalam SS and downstream system (TANTRANSCO):-

6.33.3 It was noted that 200 MW load would be coming in Tiruvalam area with the above
network.
6.33.4 TANTRANSCO was kindly requested to ensure that the projects are expedited and there

is no further delay.
6.34 LGBR for upcoming five months 6.34.1 In earlier OCC Meeting the following had been noted / deliberated:
The need for having quality node wise data from the constituents (for 96 time
blocks / different scenario like peak / off-peak) was emphasized before
computation of ATC for optimal utilization of transmission system.
SRLDC had suggested having Study Committee meeting to discuss the LGB
and get expertise by the SLDCs in furnishing node wise accurate data in the
base case / PSSE format, running studies for the respective control area etc.
SRPC had pointed out that as per provisions of Congestion Regulations,
States/SLDCs were to carry out proper analysis of data and pass it to RLDC.
Thus, there was need for high involvement/commitment from the SLDCs.
Constituents had expressed that it may not be possible for them to provide
LGB for 96 time block due to hydro & NCE uncertainty. SLDCs had to
develop a proper framework in this regard. SRPC/SRLDC mentioned that in
the absence of quality data submission by the constituents, it may not be
appropriate to give any comments on the ATC declaration of SRLDC.
TSTRANSCO had informed that there was no dedicated system study team
at SLDCs though SLDCs works/responsibilities had increased manifold.
Manpower resource management was thus required.
It was pointed out that as per provisions of the CERC Congestion Procedure,
States needed to have “Reliability Coordinator(s)”. SRLDC too had conducted
many workshops in this regard. It was noted that in the Meeting in MOP also,
the issue had been deliberated and it was emphasized that all states should
have study committee.
It was noted that requirements of SLDC manpower had been highlighted in
many reports/forums. All the SLDCs were deficit in manpower resources
w.r.t. Pradhan Committee recommendations. SRLDC opined that the issue
of adequate manpower should be taken up at a higher level. It was pointed
out that while submitting the Affidavits to Hon’ble CERC by the states, such
concern had never been raised.
After deliberations, it was noted that the man power issue at SLDCs may be
taken up at higher level by SRPC/SLDC but the SLDCs too should raise their
concern internally with their management. All the constituents agreed to

furnish node wise LGBR data for coming five months (appropriate period
considering outages etc) from September 2014. Necessary procedure should
be in place at SLDCs in this regard.
SRLDC stated that initially SLDCs may furnish node wise data and block
wise data for four different hours in a day to be furnished viz. 0300 Hrs
(morning off-peak), 0900 Hrs (morning peak), 1500 Hrs (evening off peak)
and 2000 Hrs (evening peak). The period of consideration for the data of
those hours is as below:
It was noted the Network would be modeled that generators connected upto
132 kV and loads up to 220 kV. It was decided that SRLDC would prepare
the SR network model and a System Study Committee would be called to
finalise the Model.
6.34.2 MS, SRPC reiterated that in 24th TCC/25th SRPC Meetings, it had been agreed that the
issue would further be discussed in the Special Meeting of TCC. In the Special
Meeting, constituents would revert back on the issues being faced (with facts/figures)
with regard to the data to be furnished by SLDC. SRLDC would also present its view
about the importance and need for getting such data for ATC computations. All the
Constituents were requested to furnish the issues in this regard which would be
deliberated in the Special TCC meeting.
6.34.3 In line with the decision taken in 98th OCC meeting, SRLDC had circulated the existing
model in sr_powersystems web group on 08.09.14. Present TTC/ATC Base case was

6.34.4 SRLDC also informed that Study committee could suggest further improvements to the
method being followed by SRLDC. Constituents were requested to validate the model.
6.34.5 In 99th OCC meeting, it was decided to conduct a Study Committee meeting on 20th
October14 and all constituents were requested to get the model validated and come
with specific inputs for discussion in the Meeting. The need for dedicated System
Studies Group for ATC/TTC/ Operational Planning was once again highlighted. SLDCs
were requested to apprise the Management of the requirement.
6.34.6 It was also noted that a Meeting to discuss the issues was scheduled for 20th October
2014 at SRPC Bangalore. All the Constituents were requested to nominate an officer
for the meeting and furnish the issues in this regard which would be deliberated in the
Special meeting. All the states expressed concern that the SLDCs were facing shortage
of staff for doing studies and node wise forecasting and requested the forum to put forth
this issue at appropriate forum.
6.34.7 All the states requested to take up the issue of adequate manpower at SLDCs with
Higher Management in order to perform additional functions like load forecasting,
operational system studies etc.
6.34.7 MS, SRPC informed that SRPC/TCC was appraised of manpower crunch at SLDCs in
25th TCC/26th SRPC meetings.
6.35 Strict Compliance of IEGC 6.5.33 6.35.1 In case of any discrepancy detected in the final implemented schedule issued for the
previous day, it must be informed to SRLDC within 5 days by all the Regional
Entities/Traders for timely verification & re-conciliation.
6.35.2 AGM, SRLDC informed that in case of any discrepancy detected in the final
implemented schedule issued for the previous day, it must be informed to SRLDC
within 5 days by all the Regional Entities/Traders for timely verification & re-conciliation.
It was pointed out that some utilities were reporting the discrepancies even after REA
preparation.
6.36 Low frequency operation of the grid - Issue raised by TANTRANSCO 6.36.1 TANTRANSCO vide letter dated 20.09.2014 (Annexure-6O) had expressed their
concern about the low frequency operation prevailing in All India Grid (daily from 1800
hrs or 1900 hrs and persisting for more than one hour). It was noted that low frequency
operation was noticed in the All India Grid particularly during the evening peak hours

from 19:10 hrs on 21st, 23rd, 26th, 27th, 28th August 2014 and on 2nd September 2014
due to huge change in power flow (800-900 MW) between regions of the integrated
grid. It was also pointed out that in case of any of major generating unit or line tripping,
the situation would further deteriorate causing protection systems to act. It was
requested by TANTRANSCO that this issue may kindly be taken up with NRLDC and
timely action may be taken by them to restrict higher quantum of power transfer
between regions (SR-WR/ SR-ER).
6.36.2 DE, TS also endorsed the observations made by Tamil Nadu. He informed that around
1900 hrs, the frequency was being maintained low in the integrated grid though SR
constituents were drawing as per the schedules. It was opined that other regions might
be overdrawing during that times. There were sudden reversals of power during that
time.
6.36.3 AGM, SRLDC observed that SR constituents should maintain the deviations and
adhere to grid discipline at all instances. The observations made by TN & constituents
would be studied and would be taken up with NLDC, in case action was required from
constituents of other Regions.
6.36.4 SRLDC was requested to kindly study this issue and revert back.
7.0 GRID FREQUENCY
7.1 High frequency
7.1.1 High Frequency Grid Operation
It was noted that the Regional Grid had operated above IEGC range i.e. 50.05 Hz for 14.23% of the time. It was also noted that the frequency on some of the days was higher for considerable periods as shown below:

7.1.2.1 Summary of statement of instances of sudden Change in Demand above 100 MW given by
SRLDC is at Annexure- 7A
7.1.2.2 Summary of deviation statement on UD/OI by States/Stations and Max MW when frequency
was > 50.05 Hz is at Annexure-7B.
7.1.2.3 NLC expressed that the over injection of more than 25 MW was happening due to ramp
up/ramp down during a block and those instances cannot be avoided. Concern was
expressed that there were few discrepancies in sustained over injection data given by
SRLDC and some absurd figures had aslo been observed. SRLDC stated that they were
directly taking SCADA data for preparation of statement and it was difficult to check entire
data of Southern region. Hence SRLDC requested all the regional entities to verify the data &
intimate the reasons and discrepancy to them. SRLDC also emphasized that the correct data
has to be ensured by the user to SRLDC and they should cooperate to ensure validation of
data.
7.1.2.4 SRLDC pointed out that this issue was regularly being followed up and requested following remedial measures to arrest high frequency operation in the Grid:-
Implementation of staggered Load changeover by the constituents/DISCOMs.
Moderating own generation
Restricted Governor Mode of Operation of all eligible machines to be in place.
Proper load management to prevent the sharp rise in frequency.
Implement ADMS
Exploring the possibility of running in pump mode the Kadamparai and Srisailam units
Planned and advance intimation for surrender of ISGS.
7.1.2.5 MS, SRPC suggested that instances of any sustained over injection needed to be restricted
at high frequencies. Validation of SCADA values was required to ensure the veracity of the
reports. Further staggering of load change-over was to be carried out.
7.2 Low Frequency
7.2.1 It was also noted that the frequency of grid operation was at times in the lower range of
IEGC. The grid had operated below IEGC range i.e 49.90 Hz for 31.18 % of time. It was also
noted that the frequency on some of the days was less than 49.90 Hz for significant duration
as shown below:

7.2.2 SRLDC stated that proper demand side management measures had to be initiated by the
constituents to curtail low frequency operation. Summary of violation messages to
Beneficiaries and Generators are furnished at Annexure-7C and Annexure-7D respectively.
Based on the directions from NLDC the frequency correction factor had been incorporated for
working out net under drawal and over drawal values and the deviation messages would be
issued on net UD/net OD only. The details of over drawal of states below 49.90 Hz for the
month of September 2014 is given at Annexure-7E
7.2.3 DE, APTRANSCO informed that load shedding around 36.89 MU up to 843 MW had been
carried out in AP. Bilateral Purchases of more than 768 MU had also been made from other
states/regions/MPPs. There was three hours (in two spells, 1½ hour each) scheduled load
shedding in Tirupathi and Visakhapatnam. Three hours (two spells, 1½ hour each) scheduled
load shedding in Corporations and District Head Quarters, Four hours (two spells, two hour
each) Scheduled load shedding in Towns and Municipalities and 6 hours scheduled load
shedding in Mandal HQs throughout the month. Lighting supply from 6 PM to 6 AM and day
supply along with agricultural supply was being given to the rural areas during September
2014.
7.2.4 DE, TSTRANSCO informed that load shedding around 259 MU upto 2,452 MW had been
carried out in Telangana. Bilateral Purchases of more than 643 MU had also been made from
other states/regions/MPPs. There was four hours (in two spells, 2 hour each) scheduled load
shedding in Hyderabad & Warangal. Five hours (two spells, 2 ½ hour each) scheduled load
shedding in Corporations and District Head Quarters, Six hours (two spells, three hour each)
Scheduled load shedding in Towns and Municipalities and 8 hours scheduled load shedding
in Mandal HQs throughout the month. One day power holiday per week which had been

7.2.5 EE, KPTCL informed that load shedding around 196 MU upto 1100 MW had been carried out
in Karnataka. Bilateral Purchases of around 54 MU were also made from other
States/Regions.
7.2.6 DCE, KSEB informed that load shedding around 15 MU upto 450 MW had been carried out in
Kerala. Bilateral Purchases of more than 166 MU were made from other States/Regions. He
informed that there was no scheduled load shedding carried out during the month of
September 2014.
7.2.7 EE, TANTRANSCO informed that load shedding around 144 MU upto 2447 MW had been
carried out in Tamil Nadu. Bilateral Purchases of around 166 MU were made from other
States/Regions. Restrictions on HT/ LT industries had been imposed from 23.09.2014 which
was lifted earlier from 01.06.2014.
7.2.8 MS, SRPC requested the constituents to plan the Load Generation Balance block-wise to
avoid any operation below 49.9 Hz.
7.2.9 SRLDC presented the Frequency Histogram & Frequency Duration Curve (Annexure-7G) for
September 2014. It was observed that the Frequency Duration Curve for September 2014
was almost coinciding with August 2014 and substantially lower when compared with
September 2013.
8. VOLTAGE PROFILE

without further delay. Also, installation & ensuring healthiness of capacitor banks at
distribution level should be ensured by all the constituents.
8.1.6 It was noted that Tamil Nadu and Kerala were furnishing the status of healthy capacitors. AP,
Telangana and Karnataka were also requested to furnish the status of healthy/faulty
capacitors regularly in OCC Meetings.
8.2 High Voltage
8.2.1 SRLDC presented the following table, highlighting the severity of the problem:

8.2.2 In the earlier OCC Meeting, SRLDC had requested co-operation of VTPS and Srisailam
to absorb MVAR as per capability curve limit. Also, during MVAR capability testing at
Srisailam LB, the station had mentioned that they would take-up with manufacturer
regarding limiting level of MVAR absorption in synchronous condenser mode operation.
However, feedback was yet to be received and the same needed to be expedited.
MVAR capability demonstration at SEPL/MEPL had been conducted on 23/24th August
2014. SDSPP (Krishnapatnam JV) tap position was set corresponding to voltage level of
420 kV and it was to be changed to tap corresponding to 400 kV voltage level .
8.2.4 TSTRANSCO had informed that in respect of MVAR absorption at Srisailam LB the
manufacturer was not giving specific recommendations. Accordingly TSGENCO had
decided to conduct the test upto 80 MVAR from the current level of 60 MVAR on one
unit and study the results. The test could not conducted due to heavy inflows. If the test
is successful and validated they would enhance absorption for all the units up to 80
MVAR.
8.2.5 It was noted, with regard to Kaiga units, there was no change in the tap status. On
analysis of Kaiga MVAR injection/absorption, it was found that Units 1 & 2 were mostly
injecting even at higher voltages (>230 kV) with higher V Ref Voltage. Kaiga was advised
to operate with Normal V Ref and change the GT Tap as per the recommendation
considering the improvement in the voltage profile.
8.2.6 All the constituents/utilities were requested to follow the recommendations finalized in
the RGMO/MVAR Meeting held on 27th August 2014. Tap changing to be done as per
the recommendations finalized in the Meeting held on 27.08.2014.
8.2.7 Upon enquiry from SRLDC for the tap change of Krishnapatnam JV to nominal voltage
level, APTRANSCO informed that they had communicated to APGENCO for tap change.
8.2.8 MS, SRPC stated that the recommendations finalized in the Special TCC meeting held
on 21st August 2013 and also in the Meetings held on 29th June 2013, 25th July 2013,
30th Sep 2013, 29th Jan 2014, 23rd June 2014 and 27th August 2014 were required to be
implemented. Status in this regard was required to be communicated to SRPC/SRLDC.
Information regarding MVAR interchange had to be furnished to
[email protected]. He requested all the SLDCs/generators to follow the
recommendations finalized the meeting held on 27.08.2014 and SLDCs to monitor

MVAR absorption/injection of generating units in their respective control areas in
realtime.
8.2.9 Hon’ble CERC Order dated 23.12.2009 merited attention in this regard. It had been
stated in the Order that all agencies needed to provide required reactive compensation
thus avoiding the need for exchange of reactive power to/from ISTS and maintain ISTS
voltage within specific range.
8.2.10 Following remedial measures had been reiterated:
Maximize the MVAR absorption by generators near high voltage zones Concerted action/follow up by SLDC was required at High Voltage nodes. Operation of machines in synchronous condenser mode wherever feasible Installation of Bus reactors as recommended by Standing Committee on Power
System. Optimizing Tap Position of all GT’s / ICTs to ensure that the Grid Voltages remain
close to 400 kV. Tap position of new generating units (before COD) were also required to be optimized.
Optimising GT Tap position to ensure that the Grid Voltages remain close to 220/230 kV or as applicable (where the generating stations were feeding to the grid).
Capacitors Banks to be taken out. Line opening would be the last resort by SRLDC after receipt of message from the
constituents.
8.3 Status of Bus/Line Reactors commissioning at Guttur & shifting of Hoody reactor 8.3.1 In earlier OCC Meetings, it was noted that the bus reactor for Guttur had been received
at site and commissioning activities had been initiated. It was also noted that the delay in
shifting was being reported to CERC under prolonged outages.
8.3.3 EE, KPTCL informed that the line reactor had been shifted to Guttur and the installation
would be completed by March 2015.
8.4 Status of commissioning of Balance Bus/ Line Reactors/STATCOM as agreed in the Standing Committee meeting
8.4.1 The updated information on schedule of commissioning of Reactors as agreed in the
Standing Committee on Power System Planning of Southern Region is furnished at
Annexure –8A.
8.4.2 It was noted that in 24th TCC meeting held on 25.07.2014, KPCL had informed that
Reactor at Raichur would be commissioned by September 2014.
8.5 Additional Reactors at Kaiga
8.5.1 It was noted that requirement of additional 125 MVAR Bus Reactor at Kaiga was

discussed in the 37th Meeting of Standing Committee of Power System Planning of SR
held on 31st July 2014. It was also noted in the minutes(Para 10.3) that it was agreed by
NPCIL that they would provide 2x125 MVAR reactor and the 63 MVAR reactor may be
used as a spare.
8.5.2 Subsequently NPCIL vide letter dated 25.09.2014 (Annexure-8B) NPCIL had furnished
their comments on the above quote from the minutes. In the letter NPCIL informed that
implementation of 1 x 125 MVAR bus reactor was under review (for which PGCIL
conducted studies) and not agreeable for implementation of 2nd 125 MVAR reactor &
usage of 63 MVAR reactor as a spare.
9. SYSTEM SECURITY MEASURES
9.1 U/F &df/dt Relays Schemes 9.1.1 Updated AUFR / df/dt quantum implemented/expected by states at various stages is
furnished as Annexure-9A. 9.1.2 Details of Load Relief obtained through various defense schemes are enclosed as
Annexure-9B.
9.1.3 As per clause 9(2) of CEA (Grid Standards) Regulations, 2010, all constituents shall
submit a detailed report of operation of AUFR at different frequencies to SRLDC and
SRPC on daily basis. It was noted that only KSEB and PED were submitting the daily
report regarding operation of relays.
9.2 Automatic Demand Side Management Scheme (Petition No. 250/MP/2012) & GSES (Petition No. 265/MP/2012)
9.2.1 Automatic Demand Management Scheme in line with clause 5.4.2 (d) of the IEGC was
to be provided by all the constituents by 01.01.2011.
9.2.2 With respect to Petition (No. 265/MP/2012) Hon'ble CERC had issued final Order dated
20th February 2014. Para 57 is reproduced below.
“57. …… the view that the performance of Grid in regard to parameters envisaged to be
controlled under GSES scheme should be monitored for six months before considering
the scheme for implementation of GSES. The petitioner is directed to file performance of
Grid after 6 months from the date of issue of the order indicating necessity of GSES,
even after implementation of ADMS, SPS, AUFRS. If the situation warrants need for
implementation of GSES, the petitioner is at liberty to approach the Commission along
with technical details of defense mechanism equipment, comprehensive scheme of

OPGW, etc in accordance with law.”
It was also noted that because of the affidavits and requests by various constituents in
the country, CERC had deferred the implementation of GSES.
9.2.3 It was noted that Hon’ble CERC had issued show cause notice under section 142 to
many constituents (all the SLDCs of SR) in its ROP in Suo motu Petition No.
005/SM/2014.
9.2.4 In earlier OCC Meetings the following had been noted:
• SRLDC had stated that in Southern Region, though all the constituents informed
CERC through affidavit that Automatic Demand Management system was in
place, but in none of the SLDC the scheme was made automatic.
• The logic to be implemented was clear with the details in Deviation Settlement
Mechanism Regulation, IEGC amendment 2014 and the OCC consented
message issuing procedure of SRLDC. The constituents had to develop
appropriate logical steps in this regard.
• ADMS was not restricted to Automatic Load Shedding Scheme but had wider
scope like demand response (TOD metering etc) which could be different for
each utility/DISCOM.
• AP & TS had informed that ADMS would be implemented after the
commissioning of new SCADA system only.
• KPTCL informed that they were finalizing the scheme in discussion with the
DISCOMs.
• KSEB informed that new ADMS works were under progress and would be
completed within 3 months.
• TN informed that the logic had to be finalized by P&C wing. TN was requested to
furnish the status report within one week to comply with the orders of Hon’ ble
Commission.
9.2.5 AP & Telangana informed that ADMS would be implemented after in 3-6 months after
commissioning of new SCADA system. It may take another one month to commission
new SCADA.
9.2.6 KSEB informed that ADMS was in place and nodal agency was also formed.

9.2.7 KPTCL informed that they would complete the scheme by Dec 2014.
9.2.8 TANTRANSCO informed that ULDC (P&C wing) would implement the scheme by Dec
2014.
9.2.9 SRLDC pointed out that the timelines given by CERC had exceeded and the present
status needed to be reported to CERC. SRLDC observed that only KSEB had
implemented the ADMS but other states were having semi- automatic scheme.
9.2.10 TANTRANSCO was requested to furnish the status report within one week to comply
with the orders of Hon’ble Commission. All the states were also requested to furnish the
status report on ADMS by 20.10.2014. It was noted that status of ADMS had been
furnished by NLDC (also uploaded on SRLDC website) to Hon'ble CERC in compliance
of ROP for 222.05.2014 on Petition No. 005/SM/2014.
9.3 Status Review of Automatic Load Disconnection Scheme for overdrawing constituents (IEGC clause 5.4.2 (c))
It was noted that SRPC in its 14th meeting held on 27th August 2010 had agreed to
implement Automatic Load Disconnection Scheme for overdrawing constituents with the
following relief:

The issue was noted for compliance by the concerned utilities.
9.4 Grouping of loads (IEGC clause 5.4.2 (e)) 9.4.1 As per IEGC, to maintain the frequency within stipulated band and also to ensure
network security, the interruptible loads were to be arranged in four groups of loads, This
was for the purpose of scheduled power cuts/load shedding, loads for unscheduled load
shedding, loads to be shed through UF relays, df/dt relays and loads to be shed under
any SPS scheme. These loads are to be grouped in such a manner that there is no
overlapping between different groups of loads.
9.4.2 The issue was noted for compliance by the concerned utilities. SRLDC requested all the
states to furnish the updated details to SRLDC/SRPC in this regard (By October 2014
end).

9.5 Tripping Details/Reports 9.5.1 In the 23rd TCC meeting held on 14th March 2014, SRLDC had raised concern that
SRLDC was not getting tripping information/data within 24 hrs as per IEGC and
sometimes the information from both the ends was not being received. Also at times line
details only were being received without DR&EL details. SRLDC was unable to analyze
events on account of non-receipt of details of tripping in a timely manner. The status of
information being received is enclosed as Annexure- 9C. SRLDC also said that all
tripping details should be uploaded on the SRLDC web portal.
9.5.2 SRLDC stated that all tripping related information and analysis needed to be furnished
with DR & EL report within 24 hours in line with IEGC/CEA regulations.
9.5.3 As per the CERC RoP on Petition No. 146/MP/2013 with IA 36/2013(for date of hearing
19.12.2013) the following was noted:
“7 The Commission also noted that the petitioner raised the issue of Non-compliance of
the Regulation 5.2(r) of the Grid Code which mandated all users to report the
disturbance/fault to RLDCs within 24 hours of occurrence. The Commission directed the
Petitioner to submit the instances of non-compliance by SLDC/Users by 10.01.2014.”
Subsequently CERC had issued the Final Order dated 20.02.2014 for Petition No.
146/MP/2013. Para 29 from the order is reproduced below:
“29. …... We administer a strong warning to the respondents to take all possible
measures permissible under the Act and the Grid Code to provide data /information to
RLDC and RPC for maintaining reliability and security of the grid. We also make it clear
that failure in this regard will amount to non-compliance of the directions of this
Commission and render the constituent liable for proceedings under Section 142 of the
Electricity Act, 2003 and other relevant provisions. We also direct the petitioner and
SRPC to coordinate and monitor the progress and compliance of Commission's
directions and ensure compliance of Regulations 5.2 (r) of the Grid Code and report
instances of non-compliance to the Commission...”
9.5.5 MS, SRPC reiterated that non furnishing of timely tripping details would be treated as
non compliance. Procedure for timely furnishing information was needed to be
streamlined by the utilities.
9.6 Declaration of availability and healthiness of various protection / defense mechanism

9.6.1 In 96th OCC Meeting, SRLDC had pointed out that the healthiness certification received
from constituents gives an impression that the focus on proper site level checking before
issuance of certificate was missing. Number of instances of multiple trippings due to
protection system lapses endorsed the observation of SRLDC. Therefore, to avoid any
big mishaps, it was requested all the constituents to ensure thorough checking of all the
equipments and their protection system before issuing healthiness certification.
9.6.2 MS, SRPC noted that healthiness certificates and other reports were being requested as
per directives of higher bodies. The validated certificates should be communicated in
timely manner.
9.7 Special Protection Schemes
9.7.1 Status of SPS under implementation 9.7.1.1 Status of ongoing SPS scheme is enclosed as Annexure-9D. Respective utilities were
requested to expedite the same.
9.7.1.2 In 99th OCC meeting, SRLDC had pointed out that with respect to Talcher- Kolar SPS
trip signals, Telangana should also contribute in providing relief. Based on the SRPC
letter, the relief should be bifurcated and implemented. It was noted that communication
channels needed to be extended to Telangana and APTRANSCO/TSTRANSCO/PGCIL
were requested to kindly coordinate in this regard.
9.7.1.2 It was noted that the relief bifurcation issue between AP & Telangana would be discussed
in PCSC Meeting.
9.8 Status of Contingency Plan by TN to overcome variability of wind generation 9.8.1 In the Meeting held on 7th June 2013 at SRPC, Bangalore TANTRANSCO had agreed to
take up the LVRT settings and Reactive Power Compensation issues with wind
generators. Study of SPS requirement in the contingency of tripping of any one of the
230 kV lines terminating at Tirunelveli etc. was also to be undertaken. In the meeting
held at Kudankulam on 22nd July 2013 the urgent need for having the scheme was
emphasized keeping in the view that wind generation was currently at a high level
coupled with injection from KKNPP during August 2013.
9.8.2 As per the final CERC order dated 22nd February 2014 in respect of the Petition No.
120/2011, Hon’ble CERC had directed TANTRANSCO to take necessary steps to
implement automatic demand side management scheme to deal with the emergency
situations such as sudden variation of wind generation or forced outages etc. and submit

the monthly progress report to SRLDC and SRPC in this regard.
9.8.4 In earlier OCC meetings, TANTRANSCO had informed that they had identified the
feeders of quantum of 650 MW and the P&C wing of TANTRANSCO was implementing
the scheme. SRPC had requested TANTRANSCO to submit the details of ADMS along
with the implementation schedule to SRLDC/SRPC in a timely manner as monthly status
report was to be furnished to CERC as part of regulatory compliance. It had been noted
that five incidents had occurred in last one year of around 1,000 MW wind withdrawal.
The recommendation finalized in the meeting held on 08.07.2014 needed to be
implemented immediately by TANTRANSCO & KPTCL. It was noted that sudden loss of
wind generation was also to be considered while finalizing the contingency plan.
9.8.5 Earlier TANTRANSCO vide letter dated 28.06.2014 had communicated that the list of
feeders along with the load and the logic to be implemented in Automatic Demand/Load
Disconnection had been given to P & C wing of TANTRANSCO and the action plan
would be furnished by 30.06.2014.
9.8.6 In 99th OCC Meeting, the following were deliberated:
TANTRANSCO said that they were having the ADMS was in place but it
was semi-automatic. Renewable data was coming to TNSLDC.
SRLDC/SRPC had stated that as per the inputs received from TN &
during SLDC visits it had been observed that only around 50 % of wind
data was coming online to SLDC but other 50 % of data was being fed
manually.
SRLDC had pointed out that SR was having the wind generation of about
10,000 MW without LVRT which may cause severe grid
disturbance/collapse. SRLDC observed that this contingency plan for wind
generation was completely different from ADMS. SRLDC/SRPC
requested TN to furnish status update of Contingency Plan for Wind in
line with the CERC order.
It was also noted that for non conventional energy (NCE) sources, the
following should be ensured for smooth operation:
• Online data availability
• LVRT
• Generation forecasting/scheduling
• SRLDC/SRPC expressed concern that no concrete progress was visible in this

regard. KPTCL was also requested to prepare Contingency plan since the wind
contribution was already significant and was likely to rise further. TANTRANSCO
was requested to furnish the status report within one week to comply with the
orders of Hon’ble Commission.
9.8.7 In the Meeting, SRLDC/SRPC noted with concern that in the last OCC, TN had agreed
to submit the action plan within one week for contingency plan but yet no details had
been furnished. Non furnishing the details of contingency plan and its non
implementation was violation of specific Order’s of the Hon’ble Commission. Serious
concern was expressed since no concrete progress was visible in this regard. KPTCL
was also requested to prepare Contingency plan since the wind contribution is already
significant and was likely to rise further. It was noted that sudden loss of wind generation
was also to be considered while finalizing the contingency plan. Tamil Nadu was
requested to furnish the status report within one week to ensure compliance Hon’ ble
Commission Order.
9.8.8 AGM, SRLDC observed that this contingency plan for wind generation was completely
different from ADMS.
9.8.9 EE, TANTRANSCO informed that they were blocking wind generation and implementing
load shedding during sudden changes in wind generation. TN informed that some of the
wind generation data was being entered manually and they were in the process of
acquiring ABT meters with AMR facility for automated wind data collection.
9.8.10 AGM, SRLDC pointed out that manual interventions would not help the grid since there
were instances of instantaneous changes of 600-700 MW in wind generation.
9.8.11 EE, KPTCL informed that unlike TN, the degree of wind generation visibility was very
high and they were managing the variability.
9.8.12 MS, SRPC stated that validation of wind generation data also needed to be taken up &
completed urgently by the concerned utilities.
10. SCADA & COMMUNICATION ISSUES
10.1 In the Meeting, SRLDC presented the status of data, voice and internet communication
and pending field inputs. Details are enclosed as Annexure-10A.
10.2 It was noted that the Voice Communication and standby data channel from NTECL
Vallur to SRLDC was not working and standby data channel from 400 kV SS (SR-1 and

SR-2) was to be made through. NTECL Vallur informed that the communication link
through BSNL would be made available within a week. SRLDC pointed out that without
the communication link, the certificate for declaration of CoD of 3rd unit would not be
provided.
10.3 It was noted that Talcher-II data was to be integrated in SRLDC new SCADA system
and would be completed by October 2014.
10.4 It was noted that Hon’ble CERC vide Order dated 25.04.2012 on Suomoto Petition no.
SM/007/14 had issued show cause notice under section 142 to many constituents
(KPTCL in SR) for non compliance of Commissions direction dated 26.09.2012 in
Petition No. 168/MP/2012.
10.5 SRLDC pointed that there were frequent interruptions of ICCP links and requested all
the utilities to look into it.
10.6 SE (O), SRPC stated that regarding the validation of SCADA data between generating
stations & SLDC and SRLDC & ISGS as decided in the Special Meetings on RGMO &
MVAR, compliance report of validation was to be furnished and to be carried out
regularly. All the SLDCs were requested to submit the monthly status report of validation
completed.
10.7 AGM, SRLDC informed that they faced difficulties to communicate with Simhadri TPS
during the period of ‘Hud- Hud’ cyclone and requested all the utilities to maintain reliable
and redundant communication systems in place. VSAT communication was required
from all critical generating stations, HVDC Stations, 400 KV Substations etc.
10.8 SRLDC also requested all the states to make arrangements to ensure real time SCADA
data of renewable energy generation.
11. PHYSICAL AND CYBER SECURITY/CRISIS MANAGEMENT PLAN/BLACK START PROCEDURE
11.1 Physical and Cyber Security 11.1.1 Status update on Crisis Management Plan(C&DMP) of Power Sector is to be furnished
every quarter. The information regarding Cyber Security was to be furnished to Chief
Engineer, DPD, CEA, Sewa Bhavan, and New Delhi-110066. Report on Physical
Security, other Mock Drills for CMP, Mock Drill for Black Start Restoration was to be
furnished Chief Engineer, DMLF, CEA, Sewa Bhavan, New Delhi-110066. A copy of the
reports was to be sent to SRPC Secretariat ([email protected] and

[email protected]).The practices being followed in respect of Cyber
Security/Physical Security/CMP/Mock Drills w.r.t. Black Start was also required to be
communicated once a year.
11.1.2 CEA, vide letter dated 26.11.2013 had enclosed MoP letter dated 21.11.2013 regarding
Security of power installations and status. It is therefore requested that the following
information in this regard may please be furnished to Member (GO & D), CEA, New
Delhi for onward communication to MoP with a copy to this office:
• Standard Security guidelines for power installations and the status of implementation including Cyber Security.
• Systematic up gradation and modernization of security systems and procedures.
• Coordination and liaison with local police and intelligence units.
11.1.3 SE (O), SRPC observed that few constituents were only furnishing the requisite
information. Utilities/constituents may please contact respective Nodal agencies for any
queries and clarifications with respect to Cyber Security. Other details like Physical
security, Mock drill for CMP, Mock drill for Black Start Restoration is to be sent in the
required format. The above information required by MoP was to be communicated by all
at the earliest. Spectrum Power Generation Limited Kakkinada informed that Mock drill was
conducted on 24th September 2014. NTTPS communicated vide letter dated 08.10.2014 that mock drill was
conducted on 29.09.2014.
TNEB had furnished the mock drill scheduled for 2nd Half of the year.(Annexure- 11A).
APTRANSCO had furnished details of Mock Drill conducted/scheduled for
starting up of generating stations as a part of BSRP from January 2014 to June
2014 is given at Annexure-11B)
11.2 Black Start Procedure 11.2.1 SRLDC expressed concern that all the states/constituents were not following point to
point exercise as given in the standard format communicated for Disaster
Management. SRLDC requested all the utilities to furnish reports in the format of
Disaster Management. Few utilities like Kerala were only furnishing reports in the
circulated format.

11.2.2 A Meeting for the review of Black Start Restoration document post bifurcation of AP &
TG was conducted on 21st August 2014 at Hyderabad. SRLDC had posted the BSRP in
line with the decision taken in the said meeting. Comments on updating of Black Start
Restoration Procedures of AP system as furnished by APTRANSCO is at Annexure-11C. Comments on updating of Black Start Restoration Procedures of and Telangana
system as furnished by TSTRANSCO vide letter dated 25.09.2014 is at Annexure-11D.
11.2.3 AGM, SRLDC pointed out that they had faced real time problems during ‘Hud-Hud’
cyclone period though BSRP documents existed. They were unable to extend start up
power to Simhadri Unit. SRLDC requested for the thorough involvement of SLDCs
during black start mock exercises. It was pointed out that KPTCL was not furnishing the
consolidated BS mock exercise reports in the requisite format. Black Start power needed
to be extended to UPCL bus and this end to end exercise needed to be completed.
KPTCL agreed to furnish the report in required format. All the SLDCs were requested to
submit the consolidated Reports on Black Start procedures conducted with clear
observations and recommendations.
11.2.5 It was requested that other constituents to complete point to point exercise as per
circulated format. Operational feedback would be helpful in updating BSR Procedure.
11.2.6 KSEB vide letter dated 10.10.2014 (Annexure-11E) had furnished the mock drill
schedule for July- Dec 2014.
12. RGMO
12.1 RGMO response had been deliberated in the Meetings held on 29.06.2013, 25.07.2013,
21.08.2013(Special TCC), 30.09.2013, 29.01.2014, 23.06.2014 & 27.08.2014. The issue
was further highlighted in the 24th TCC/ 25th SRPC Meetings held on 25th /26th July 2014.
Inadequate response was an area of serious concern and there was no noticeable
improvement. Therefore the non compliance had been reported to the Hon’ble
Commission under section 1.5 of IEGC. SRLDC had also filed petition in this regard on
06.11.2013 before CERC. The issue was further deliberated in the MoP Meeting held
on 13.01.2014 & 07.02.2014. The RGMO response was analyzed in the meeting of
RGMO/MVAR held on 23.06.2014 with the participation of CERC and Action Plan was
finalized.
12.2 In the earlier OCCM Meetings, SRLDC had stated that new generating stations were to
demonstrate RGMO before COD as per new Terms and Conditions of Tariff
Regulations. It needed to be deliberated how the RGMO testing could be validated. All

the constituents were requested to ensure strict compliance of IEGC in the matter of
RGMO / FGMO with MI performance as well as proper Demand Management without
sudden change of huge quantum.
12.3 MS, SRPC requested SLDCs to analyze the RGMO instances posted by SRLDC for the
generators in their control area and take up with SERC regarding cases of inadequate
response. Action on recommendations finalized in the Special Meetings held on
23.06.2014 & 27.08.2014 needed to be taken by generators/states. All the SLDCs to
analyze the RGMO response for specific instances posted by SRLDC for the generators
in their control area. All the generators were requested to take all steps to ensure
intended RGMO/FGMO response. Constituents to update the status of RGMO/FGMO
with Manual Intervention as given in Annexure-12A. Generators were once again
requested to furnish the information through Web Group ([email protected]). 12.4 SRLDC stated that all the new generators like Krishnapatnam JV (SDSPP), TPCL, etc
needed to put RGMO into service before COD and the status to be made available at
SLDC/SRLDC.
13. LGBR & OUTAGE PLANNING
13.1 Status Review on development of load forecasting tools by SLDCs as per IEGC Clause 5.4.2
13.1.1 The issue was noted for compliance by the states/SLDCs.
13.1.2 In this regard the following was noted from the Order dated 19.12.2013 on Petition No.
249/250/251/MP/2012
“We direct all STUs/SLDCs of the Northern Region, Southern Region and Eastern
Region to forecast their demand and make adequate arrangements to avoid
dependence on Unscheduled Interchange for meeting their demand or for injecting short
term surplus power, irrespective of the frequency”
13.1.3 In earlier OCC Meetings, it was noted that Gujarat SLDC had been forecasting in precise
manner by utilizing certain forecasting tools. It was proposed that a Committee from SR
with members from all SLDCs etc may visit Gujarat SLDC. One team from SR consisting
all SLDCs had visited Gujarat SLDC on 23.08.2014. The minutes are available on SRPC
website. OCC was appraised of the salient points of the load forecasting model adopted
in Gujarat and plans for professional services which were likely to be utilized in future.
SR constituents were requested to start load forecasting based on the experience
gained from Gujarat Forecasting methodology. There was need for further involvement

of DISCOMs for their 96 block load forecast and by state generators of their 96 block
generation forecast. SLDCs needed to play more proactive role in this regard.
13.2 Outage deviation report for the period July –September 2014 in respect of Generating Units/Transmission Elements of Southern Region
SE (O), SRPC requested all the constituents to furnish the reasons for outage deviation
w.r.t. the planned outage which needs to be communicated to CERC.
13.3 LGBR and Outage planning for the year 2015-16
SE (O), SRPC requested all the constituents to submit the Annual LGBR and Outage
Planning data for the year 2015-16 by 31st October 2014.
14. TRANSMISSION NETWORK ISSUES AND SYSTEM OPERATION ISSUES 14.1 Over loading of 765 kV/400 kV lines 14.1.1 SRLDC had expressed concern and had suggested all the constituents to take
appropriate actions to avoid over loading of Kolar - Hosur, Raichur – Sholapur,
Nagarjunasagar – Cuddapah, Hiriyur- Nelmangala lines.
14.1.2 In the earlier OCC meetings, SRLDC had informed that 400 kV Hiriyur- Nelamangala
was crossing 650 MW on few days against the maximum limit of 580 MW which was to
be avoided. In order to control the flow on this line, KPTCL should carry out load
shedding in Bangalore area. Any tripping during such high loading could lead to cascade
tripping. KPTCL had informed that the overloading had occurred on few days on account
of non-availability of UPCL units for which corrective action had been taken. There were
four lines from North Karnataka to South Karnataka which very getting overloaded and
presently the flows in 400 kV Gooty- Nelamangala & BTPS- RTPS had come down.
SRLDC had pointed out that wind generation would have to be reduced when line over
loadings were prevailing. SRLDC had stated that 220 kV Hiriyur- Gowribidanur line
commissioning would mitigate the line loadings. KPTCL had informed that the
completion of this line was pending at 2 locations and it was expected by September
2014. KPTCL was requested to manage upstream generation so as to control the line
loadings else SRLDC would go for physical regulations if flow exceeded more than 600
MW.
14.1.5 In 99th OCC meeting, SRLDC had informed that the overloading on 400 kV Hiriyur-
Nelamangala continued and it was leading to insecure grid operation. KPTCL had
informed with the commissioning of new elements in the recent past, the dynamics of the

system had changed. Earlier all the lines from North Karnataka to Bangalore were being
loaded equally. With the commissioning of new elements, the line flows on 400 kV Gooty
–Nelamanga and Gooty –Somanahally had reduced. The reduction of flows in these
lines was impacting the loading on 400 kV Hiriyur – Nelamangala line. It was suggested
that optimal utilization of the lines Gooty- Nelamangala and Gooty- Somanahally lines
which were presently loaded to less than 200 MW was required. It was opined that with
the backing down of generation may not help much as it would cause increase in other
AC links. Loading on Hiriyur- Nelamangala would be constrained if there was more
injection at Kolar. The issue needed to be studied comprehensively for remedial actions.
After deliberation, it was noted that KPTCL would control the line flow through
appropriate Generation management at Upstream and Load Management at
Downstream else SRLDC would go for physical regulations if flow exceeds violation
level. KPTCL could raise its specific concern with CTU/SCPSPSR.
14.1.6 All the constituents to maintain their LGBR, restrict their over drawal/under drawal and
adhere to SRLDC instructions.
14.2 Frequent tripping of 400kV Kaiga-Guttur Ckt 1 &Ckt 2
14.2.1 In 99th OCC meeting, SRLDC expressed concern of frequent tripping of 400kV Kaiga-
Guttur Ckt 1 & Ckt 2 even at lower voltage and on faults. KPTCL was requested to
address the issue of frequent tripping of 400kV Kaiga-Guttur Ckt 1 & Ckt 2 on emergent
basis. KPTCL clarified that action had already been initiated and they were further
studying the situation for improvement.
14.2.2 MS, SRPC informed that a team visited in this regard on 25th & 26th September 2014. A
detailed report in this regard had been circulated.
14.3 Non operation of Auto reclosure
14.3.1 In earlier OCC Meetings, SRLDC had pointed out that while analyzing the tripping
reports, it was observed that many faults were due to either mal operation or non
operation of auto reclosure feature. SRLDC had also enquired about non operation of
auto reclosure in the case of B-N fault of 400 kV Ramagundam-Chandrapur I line on
25th Aug 2014 17:52 hrs and PGCIL was requested to anayse and revert back. Neyveli
was requested to ensure Auto Reclose on 220kv Neyveli –Villianur & Neyveli – Bahoor
line. SRLDC also mentioned that Auto reclosure at Kaiga GS (For 400 kV Kaiga - Guttur
Lines) was pending. SRLDC had stated that as per one of the CERC orders, all the 220

kV and above lines should have auto reclosure scheme.
14.3.2 NLC informed that they would be putting A/R on two Puducherry lines. SR II PGCIL
informed that Kaiga reply in this regard was still awaited.
14.3.3 Kaiga GS informed that they would implement the auto reclosure scheme after gaining
experience at RAPS.
14.3.4 In 99th OCC meeting, SR I, POWERGRID had informed that Auto re-closure feature
could not be enabled due to some technical difficulties expressed by HVDC Bhadravathi
but the details were yet to be ascertained.
14.3.5 It was suggested that all utilities should be make available auto reclosure in all 220 V
lines and the status needed to be discussed in forthcoming PCSC meeting. Also the
issue of Ramagundam- Chandrapur and Neyveli 220kV auto reclosure would further
be discussed in PCSC Meeting. SRLDC stated that A/R issue could also be
deliberated with HVDC Bhadravathi during the AC bypass Mockdrill.
14.4 Dead bus charging
14.4.1 SRLDC informed that during the recent visit to Sabarigiri HEP of KSEB and
Kayamkulam RGCCP of NTPC, it was observed that the deadbus charging was not
being done without any technical rationale. It was requested that it could be studied
and revert back with exact details.
14.5 Details of Prolonged Outages reported to Hon’ble CERC as furnished in Annexure-14A. SRLDC pointed out that during the period of ‘Hud –Hud’ Cyclone it was observed
that there were prolonged outage of 400 kV lines Kalpaka- Vemagiri and Kalpaka- VTPS
tie breaker since last 6 months which caused a major problem/dealy in extending power
to Simhadri TPS. APTRANSCO was requested to look into the issue.
14.6 MS, SRPC said that such issues needed to be addressed and timely information should
be made available to SLDC/SRLDC. None of the elements should be on prolonged
outage and specific revival plan should be ensured by all the utilities.
15. OTHER ISSUES
15.1 ATC/TTC calculation by SLDCs SRLDC pointed out that ATC / TTC computations needed to be furnished by State
utilities. LGBR for the next five months was also needed to be furnished by all the
constituents before 5th of every month for the purpose of ATC computations. If the

constituents furnish the LGBR details in the specified format in specified format or
submission of network data in PSSE format (.raw file) on day ahead basis, ATC
computation could be done by SRLDC with better accuracy on day ahead basis.
15.2 Minimum/Maximum Demand Ratio of Constituent States It was noted that Members were aware that the matter regarding wide variation between
maximum demand and minimum demand was being regularly taken up with the
constituents in the OCC meetings. The details of percentage variation between
maximum and minimum demand for the month of September 2014 are furnished below:

15.3 Forced outages of thermal units
15.3.1 OCC was apprised of the forced thermal outages of more than 24 hours duration during
the month. (Annexure-15A) Day wise percentage of forced outages in respect of
Central Sector stations had varied from 2.73 % to 20.22 % and in respect of State Sector
it had ranged between 11.19 % and 17.76 %. Planned outages in respect of Central
Sector stations had varied from 6.15 % to 20.09 % and in respect of State Sector were
10.85 % to 15.67 %.
15.3.2 OCC recommended that the planned/preventive maintenance be carried out as per
schedule to reduce the instances of forced outage.
15.4 Status of Srisailam/Kadamparai pump mode operation
It was noted that Kadamparai machines had consumed about 14.38 MU respectively in
pump mode during the month.

15.5 Data/ Information requirements of SRLDC
15.5.1 SRLDC requested timely reporting of the following:
Loss of generation due to coal shortage / technical problems needs to be furnished for onward transmission to NLDC by 1000 hrs on a daily basis.
Providing split-up of details of Non Conventional Energy Sources generation for Solar, Biomass, Wind, Biogases & Small Hydels in monthly data.
Load Forecasting Day wise Block wise
Power Supply Position Report: Hourly Load Shedding & Daily L.S in MU to be submitted before 03:00 hrs for previous day for calculating correct shortage.
15.5.2 SRLDC raised certain commercial issues and requested early action by the concerned
(Details furnished in Annexure-15B). SRLDC requested the constituents to furnish the
data for Grid Elements, Annual Report etc in a timely manner.
15.6 Wind Generation 15.6.1 SRLDC presented the day-wise Wind Generation pattern in Karnataka & Tamil Nadu
during the period 1st September 2014 to 30th September 2014. Wind generation in Tamil
Nadu had varied between 1.203 MU (29.09.2014) to 55.501 MU (10.09.2014). Wind
generation in Karnataka had varied between 2.153 MU (23.09.2014) to 27.403 MU
(01.09.2014). Details are furnished in Annexure-15C.
15.7 Monthly generation data in respect of Renewable Energy Sources MS, SRPC said that Monthly generation data in respect of Renewable Energy Sources
was to be sent to CEA with a copy to SRPC.
15.8 Coal Stock Position 15.8.1 It was noted that as per CEA norms, coal stock position is termed as critical (< 7 days) or
super critical (< 4 days) of coal stock. The daily Coal stock position report as on 29th
September 2014 as downloaded from CEA website is furnished at Annexure-15D. It
was noted that the coal stock position in the following thermal stations was less than that
for 7 days generation:
