To quote the Daily Wire, AOC’s Green New Deal is “…the stupidest document ever written.” The fun doesn’t end there, google ‘Cardi B and taxes’ for a real belly laugh! It can be difficult coming up with topics for the President’s Newsletter and President’s Message, but this month I have more topics than time! The bizarre news the Democrats are supplying this year has left me laughing out loud on numerous occasions, and it’s only the beginning of 2019. My top four would have to be: the chaos in Virginia, Chuck Schumer’s pre-State of the Union response to “fix” the broken economy, followed by Stacey Abram’s actual response to the State of the Union address, and, my favorite, the Green New Deal.

To the top three elected officials in Virginia, your party should have been nicer to Justice Kavanaugh; karma is real. Chuck, we just added 304,000 new jobs to the economy; fact checking works both ways. Stacey you were to give a RESPONSE to the State of the Union, your rebuttal included issues the President did not mention in his SOTU. How about that Green New Deal? Senate and House Committees Announced Lt. Gov. Patrick and Speaker Bonnen have announced their chambers’ committee assignments. Do you know the committee assignments for your Senators and Representatives?

Governor Abbott Announces “Emergency Items” for the 86th Legislature

In his recent State of the State speech, Governor Abbott highlighted his five “emergency items” he wants legislators to focus on - school finance, higher teacher pay, school safety after last year’s gun massacre at Santa Fe High, limits on property tax increases, and improving disaster response and resiliency after 2017’s punishing storm, Hurricane Harvey. With this designation, lawmakers are freed from a constitutional restriction against voting out bills during the first 60 days of their 140-day session. They can now move faster on these five topics.

Growing Your ClubBringing in New Members

Talking Points for Bringing in New Members• Remind people [we quickly forget] that Republicans lost

over 30 contested appellate court seats to the democrats.

• Republicans lost 2 State Senate seats and 12 State Rep seats.

• 50% of all kids, even in Texas, are turning to socialism. Suburban women are turning to socialism.

• Remind people that if Republicans, who are ALREADY REGISTERED, had voted, that we would have won nearly every contested race. The democrats beat us in GOTV [Get Out The Vote].

• Send people to President Trump’s website or go to PromisesKept.com and pull up all that has been accom-plished to date in 14 different areas of our lives. Click on each one for a detailed list.

HOUSE CLEANING TIPS!VP Membership - Put together a list of those who have not re-upped. For every 25 people find a volunteer who will call, text, email and visit the homes of those people to gather membership their dues. FOLLOW THROUGH!

Presidents - TEACH your club members to be bold and ask their friends to join. ALWAYS carry extra applications with you. USE THEM!

Treasurers - Send membership dues and email lists promptly to the TFRW office at [email protected] or 13740 N Highway 183 Suite J4, Austin, TX 78750-1832. Please don’t hold checks and lists. Send them semi-monthly, if at all possible.

Make sure that membership appli-cations are set out at each place for each regular meeting. Make sure your club’s board members have re-upped for 2019.

• Have a Winter Membership event. Hold a competition with other clubs in your area to see who can re-up their members and grow their club. [Keep in mind that sometimes jewelers and boutiques may offer great prizes for competitions.]

• Have a table set up for membership at your Lincoln/Reagan Dinner or ANY Republican event in your town.

• Spend time registering new members. Check out your town’s ‘Newcomers’ list. Be sure and share the Republican values on the back of your club business card with each one.

• Stress the need to put down roots ALL over Texas, throughout your metro areas, your rural counties, among your college popu-lations, and your retirement centers. Hold panel discussions at a college. Hold “Meet and Greets” at a retirement center.

• MENTOR a “New Club” start. Many of our rural clubs are visiting adjoining counties and beginning new clubs. Info to begin a new club is on the TFRW website HERE. District Director Robbi Hull is beginning a “new club” for young moms and looking at meeting in a location that offers babysitting.

• Develop a ‘Babysitting Team’ for young moms and have a MOMS’ CHAT [Chicks Having an Awesome Time] so that your club’s presi-dent and officers can meet with these ladies.

• Announce by email, text, and phone calls that your former members will no longer receive pertinent and important information and newsletters unless they rejoin for 2019. Set a deadline and stick to it.

• A GREAT IDEA from District Director Zenia Warren and her Congressman, John Carter. He is sponsoring membership for All of the Young Republicans in her area into her club. They will be able to gain great new tools and the club will be able to mentor the next generation. Check and ask your Congressman to do the same.

Valentine’s Day is over, did you have a fundraiser?

RW of Yoakum Area is my home club, and we raised over $2,000 with bake sales in Hallettsville and Gonzales. Anyone that didn’t bake donated $$$$.

One day, minimal preparation, and some pretty packaging. The sale started in front of respective WalMarts at 10:00 a.m. and sold out by 2:30 p.m.! We had fun working the sale and wishing everyone Happy Valentine’s Day, then telling them they needed cookies to go with those flowers they bought in the store.

Mardi Gras is coming up - how about a King Cake sale? Get a jeweler to donate a couple of small semi-precious stones to bake into a couple of the cakes. Then sell them to the highest bidder or have a good price on the cakes with a sign that says watch each bite for jewels.

Holiday Fundraising

FundraisingFundraisers in North, Central, and West TexasAt the last TFRW Board Meeting, I offered to come to a club in the North, South, Central, East, and West parts of the state to help you plan and execute a fundraiser. Nueces County RW in Corpus Christi was the first club to ask in the South. Rusk County RW asked for the East Texas help. So I’m still offering North, Central, and West Texas my assistance to have the fundraiser of a lifetime.

First to call gets the spot.

There is hardly a holiday that you can’t attach to a fundraiser. With Easter coming up just a few days before Belles ‘N Boots and Legislative Day, you can have a dress the rabbit contest, an Easter egg hunt, or a fill-the-basket contest with items to donate to a women’s shelter or your county’s family services agency. People like to have things to do that are meaningful, have additional benefits, and include the community.

Time for YOU to consider running for an office in TFRW.

At the January Board of Directors meeting, the Nominating Committee was elected, and I am honored to serve as its Chair. The other committee members elected were: Anita Betty, Cassie Daniel, Judge Diane Haddock, Merryl Jones, Marie Maggio, Zenia Warren, Daryl Reynolds, and Rebecca Bradford. As you can see, TFRW has a very qualified and experienced committee to take on the critical task of developing a slate of Officers for the 2020-2021 term.

There is an “application” form that must be filled out if you wish to be considered for a TFRW Officer’s position. The updated form, with instructions, is already on the TFRW website - you must be logged in, and then navigate to https://www.tfrw.org/forms-and-documents/. The application is the first item under the heading “TFRW Board of Directors.”

According to the TFRW Bylaws (Article IX), to be eligible for an Officer’s position, you must be a member in good standing and have served at least one full term on the TFRW Board of Directors (this is waived for the Treasurer’s position).

Our organization is only as good as its leadership, and we can only install good leadership if good members are willing to step up for our cause. Please, if you are

eligible, consider running for an Officer’s position. It doesn’t take decades of Board experience to serve as an Officer; it requires fresh ideas, a willingness to do whatever it takes, and a love for TFRW. A smattering of organizational skills usually

helps. There are a lot of intelligent and capable women amongst our membership; I know because I’ve met so many of you. Now is the time to share those gifts with our state Board.

Dorothy Crockett – who helped found the Texas Federation of Republican Women in 1955 and the predecessor club to Star Republican Women in 1975 – passed away January 20, 2019. She was ninety-four years old.

Star Republican Women members gathered February 4 in Horseshoe Bay at a memorial ceremony for Dorothy at the Church of Horseshoe Bay.

Republicans in The Texas Hill Country and in West Texas regarded Dorothy Crockett as a pioneer for the GOP, particularly in the “early days” when many Texans who espoused the conservative principles near and dear to Dorothy’s heart were

known as conservative Democrats. Through her leadership and tenacity, Dorothy helped others recognize that the Republican Party would better serve their needs.

Born in Denton, Texas, in 1924, Dorothy enjoyed an early start in politics as her father Theron Fouts served as head football coach and later Dean of Men at what is now known as The University of North Texas. Her mother actively participated in Republican women’s groups. They both taught Dorothy and her two siblings conservative principles and the importance of civic responsibility.

Dorothy married Frank Crockett in 1946, and for more than six decades, they partnered in their pursuit of defending and promoting the conservative principles of the Republican Party.

Dorothy was among a group of women in 1955 who met in San Antonio to create what is now known as the Texas Federation of Republican Women.

After marrying, the Crocketts moved to Odessa. In 1960, Dorothy helped found the Odessa Republican Women’s Club and later served as its president in 1966. Today, Ector County Republican Women’s Club is one of the most successful among the federated clubs of TFRW.

Horseshoe Bay in 1970, Dorothy began to organize a Republican presence in her new home in Llano County. She brought together a small group of Republican women in 1975 to organize the Highland Lakes Republican Women’s Club to serve Llano, Burnet, Kingsland, Deer Haven, and Lampasas municipalities in the tri-county area. It took all that large sweeping area just to find enough Republican women to form a club. The first meeting was held in Kingsland. Dorothy wrote the bylaws, and they were voted on and accepted.

Distance was an issue from the beginning because, even though the meetings were rotated among Llano, Marble Falls, Kingsland, and Deer Haven, those from the other areas were not always inclined to attend meetings thirty miles away. Even so, the club’s membership grew to nearly forty-five active members by 1982 – with Dorothy playing a major role in recruiting and retaining members.

Dorothy had planted the seed in the Hill Country and additional clubs soon formed as offshoots. The first was the Burnet Republican Women’s Club in 1977, which continues to be an active organization in Burnet County, particularly in Burnet and Marble Falls.

In 1987, Dorothy helped a group of women in the south end of Llano County organize a second new club – the South Llano County Republican Women’s Club. Dorothy served as the club’s president in 1996 and 1997, as well as chairman of various committees afterwards. The club’s name was changed in 2010 to STAR Republican Women and today has more than 150 active and associate members. STAR is among the largest and most active Republican women’s group in the Hill Country.

Dorothy worked hard for the local clubs as well as the Texas Federation of Republican Women. She served as a TFRW District Director for Region XI and Senate District 24. TFRW first honored Dorothy as “10 Outstanding” Republican Woman in 1975 and many accolades followed for her continued service to TFRW, local clubs, and communities.

In 1992 and 1993, Dorothy served as TFRW’s Vice President of Legislation. Dorothy is the lady who dreamed up the idea that Republican women should all wear RED on TFRW’s Legislative Day at the State Capitol to visually show the growing number of Republican women. That year, she made sure invitations were sent to every TFRW federated club urging the attendees to wear red when they came to Austin, and several hundred women did. It was an awesome site! It was reported that the Democrat Governor Ann Richards, who by chance was wearing red that day, saw the large number of Republican women in red, and she went back to the Governor’s Mansion to change her outfit!

Dorothy worked tirelessly for the Republican Party of Texas, as well. For more than forty years, she was a delegate or alternate to the Texas GOP Convention. She also was elected as a Texas delegate to the National Republican Convention several times. Dorothy’s enthusiastic Get Out The Vote efforts on behalf of Republicans seeking key office have been instrumental in putting Republicans into key offices across the state.

The 2019 Convention Committee planning is coming together nicely. All of our Chair positions have been filled with the addition of the Sargeant-at-Arms Committee Chair, we welcome Elizabeth Quigley to the Convention Committee.

Galveston RW and Clear Creek RW combined their monthly meetings for February to sponsor and coordinate a special meeting for the Convention Committee. The Convention Committee had the opportunity to present the activities of the Committee to all the TFRW Clubs in SD11. There was a great response to the luncheon which was held at the Tremont Hotel in Galveston. The various committees of the Convention Committee succeeded in signing up volunteers to help with the convention. However, we still need many more. If you are planning on attending the convention and want to volunteer by helping with registration, greeting, information booth, filling tote bags, etc., let us know. If you wish to just have your name on a list to fill in as needed rather than committing to a specific task, we can do that too. There are lots of moving parts and lots of opportunities to get involved!

The Sponsorship Form and Sponsor Levels (LINKS) have been completed and are being mailed out to possible sponsors at this time. We are asking TFRW Clubs to consider being a General Sponsor, placing an

ad in the Program, or placing a small item in the tote bags. Anything you do will be appreciated and will make the convention even more special!

We also offer the TFRW Clubs a discounted rate on a booth in the Exhibit Hall.

The Moody Gardens in Galveston is a beautiful backdrop to this exciting convention. You will

want to arrive Wednesday afternoon to participate in the special event being

planned for Wednesday evening and to attend the Candidate Meet and Greet Thursday morning before the General Session starts Thursday afternoon.

The updated forms for the “Most Improved Newsletter Award” and the “Best Newsletter Award” are on the TFRW website for your newsletter editor to download and review.

Printing copies of your newsletters is one of the most effective ways to promote your club to your

community and other individuals. Remember that a bird in hand (your newsletter) is worth its cost of

printing! Mail a copy to your elected officials and your various companies within your community and around it.

Here is a great opportunity to share with your members and your communities all of the hard work that the Texas Federation of Republican Women are doing. Share your newsletters with your other clubs and your county party!

It’s important to review the updates in the Content Requirements that must be in each newsletter and any Additional Content Requirements that must be in the four (4) hardcopies of your newsletters.

Remember that each club must submit hardcopies of two club newsletters from 2018 and two club newsletters from 2019 when you submit your award application.

The categories for both of the awards are based upon the size of the club’s membership:

• Small 10-30 members

• Medium 31-60 members

• Large 61- 100 members

• Jumbo 101-200 members

• Super Jumbo 201+ members

Your club must identify itself by full name and address - also, any individuals in a picture. Email your newsletter/press release and/or send a hard copy to me when you publish it.

Thank you to the many clubs that have turned in their bylaws for review. Several clubs are using this time to organize for the new year; that means reviewing your bylaws. If you your bylaws were not reviewed in 2018, now is a good time. Remember, there is a mandatory amendment adopted at the 2017 Convention. That amendment to Article III must be added to your club bylaws and does not require a membership vote. The language is on the TFRW website, or you may contact me. Follow these simple steps:

1. Add the mandatory amendment to Article III (no vote is required).

2. Highlight all amendments to your bylaws since the last review.

3. Email the highlighted version to [email protected].

4. Look for an approval letter within 48 hours; call me at 817-917-1100, if you don’t receive a letter.

Club Treasurers

It is important to prepare an annual Budget at the beginning of every year for approval by your Board and Membership. Budgets ensure that the Board is being fiscally responsible and that the club remains financially sound. You can draft a new budget by following one from a previous year. Those projections, coupled with the previous year’s actual income and expense numbers, will form the basis of your estimates for the coming year. You can use this information to adjust your plans or expectations going forward.

A 12-month budget can be updated with actual expenditures and revenues every month so that you know you’re on target. Periodically report the Actual Revenues and Expenditures compared to Budget Revenues and Expenditures to your Board and Membership.

If you need to amend your budget or disburse funds “Outside the Budget,” follow the procedures established in your club’s bylaws.

Preparing a Budget

2019 is now well underway, and so is the healing process from the last election cycle. Let us lead the way with a high standard of behavior in our interactions, especially toward others within our own party and even more so toward our sisters in TFRW.

I heard Congressman Louie Gohmert speak last year at a rally, where he mentioned a fellow Republican on the ballot. He shared that the candidate was not quite as conservative as he, but the candidate was conservative by comparison to his opposition! The Congressman spoke of their friendship, their mutual respect, and their cooperation. Knowing we needed to come together as a party in the general election, he took the opportunity to show courtesy and respect for his fellow Republican, setting a great example for all of us to follow.

My prayer for 2019 is that our party returns to the days

of civility, where we can disagree and debate during primary seasons, but come together in the general. Each one of us is in a slightly different place on the continuums of conservatism, age, and activism in the party. But we can all wear the same red team jersey!

I look forward to proudly displaying my red with you at the upcoming Legislative Day in April. I hope to meet many of you at this special biennial event. It is always a blessing to see our ladies join in friendship and patriotism. Part of our friendship for one another is to send cards at appropriate times. TFRW is proud to announce the appointment of Laura Koerner to the Texas Veterans Commission by Governor Greg Abbott.

Laura was appointed to the Texas Veterans Commission by Governor Abbott in June of 2018. Serving on this board gives her the opportunity to advocate for Texas veterans and their earned benefits.

She is a former Naval Officer, serving as a Surface Warfare Officer. She deployed on several several large ships, including the USS Enterprise, helping maintain the ship’s nuclear reactors.

Laura holds a Bachelor’s Degree from the US Naval Academy and an M.S. in Nuclear Engineering from the Massachusetts Institute of Technology and is a certified Project Management Professional. She remains part of the Navy family as a Blue and Gold Officer at the US Naval Academy where she counsels, recruits, and interviews local candidates on behalf of the Admissions Department.

Laura enjoys being an active volunteer on boards for military-related groups. She is also in political organizations helping elected officials and candidates. In May 2017, Laura was elected Councilwoman, Place 4 for the city of Fair Oaks Ranch, Texas, where she is an at-large representative for all city residents.

Laura Koerner lives in Fair Oaks Ranch with her husband, Mike, a retired Naval Officer, and twin daughters, Alexandra and Eva. She is a valued member of the San Antonio Republican Women, serves on their Executive Board, and has taken care of technical needs for the club.

Attention All Club Presidents and Award Chairmen!

One of the highest honors awarded by TFRW is the “10 Outstanding” Award. It is the responsibility of the local clubs to nominate someone from their club if they have a member they believe should be considered for this special recognition. This prestigious award will honor ten of these outstanding members of the Texas Federation of Republican Women at TFRW’s Biennial State Convention in Galveston, October 3-5, 2019. A federated local club may nominate only one woman, and she must be a member of that club. Current elected officers of the state board of the Texas Federation of Republican Women and the National Federation of Republican Women are ineligible. The nominee must not have previously received this award. The “10 Outstanding” Awards Committee Chairmen are appointed by the TFRW President, and the committee

members are all previous “10 Outstanding” Honorees. To be considered, all nominations must be received by Saturday, July 20, 2019. The application form for “10 Outstanding” is on the TFRW website under Awards and Scholarships.

TFRW Governor’s Appointments Committee is actively seeking TFRW clubs to present information to about the application process.

Our goal is to identify members that have an interest to serve on boards and commissions to be our voice for statewide policies and decisions that can impact all Texans.

There are many different types of boards with very specific needs. However, some boards may need a public/at-large member, no specialized background necessary.

The Official office will fill about 3,000 positions during the Governor’s term. The terms run for six years, they are staggered, so please be aware being placed can be a lengthy process.

There are many areas of interest to serve, these are just a very few:

• Healthcare, such as the Diabetes Council

• Human Services, with the Family and Protective Services

• Regulatory, such as small Business Compliance or Animal Health

• Natural Resources, important Water Boards.

You can apply as many times as you like, but you may only serve on one at a time. When applying remember to specify areas of interest and community service volunteer activities.

Our committee has been busy reaching out to area clubs. If you are interested in hearing about the process, we can give a ten minute presentation to members for information on serving the state.

Guest Speakers

Once again, TFRW was very fortunate to have had two more outstanding speakers at our board luncheon. On Saturday, January 12th, McLennan County Sheriff Parnell McNamara of Waco and Susan Peters, Executive Director of UnBound and Co-Founder and Chair of the Heart of Texas Human Trafficking Coalition, both did presentations on Human Trafficking.

Sheriff McNamara has been involved with many high-profile criminal cases in which he worked very closely with “America’s Most Wanted.” His sheriff’s office has led the charge to fight human trafficking and has arrested nearly 600 individuals charged with human trafficking and related offenses in just the past three years.

Susan Peters’ UnBound organization helps victims of human trafficking reassimilate back into a more normal lifestyle.

If you were unable to attend our January luncheon, you will have an opportunity to hear these two amazing speakers do special presentations at TFRW’s Legislative Day workshops on April 25th in Austin. Be sure to attend! And - Be sure to attend the upcoming TFRW board meeting luncheons to hear outstanding speakers present current and viable information.

Human Trafficking

North Shore RW’s guest speaker for January was Debi Tengler, National Relations Officer for Arrow Child and Family Ministries. They have a facility for victims of human trafficking; Debi and her staff have rescued victims. (From left: Sarah Tillman, Programs Chair; Debi Tengler; Kim Greene, President)

Northwest Austin RW’s February program was on human trafficking with guest speaker, Katie Watson, MPA/MSW, a youth counselor at a residential facility and recently worked at The Refuge. Her research on human trafficking has been used by law enforcement and academics. Her work has been published in The Houston Chronicle and The Texas Tribune.

Lake Conroe Area RW speaker for January was Montgomery County Precinct 3 Constable Ryan Gable. He spoke about “Internet Crimes Against Children” which included information about human trafficking and grooming these children to leave home.

THANK YOU to all the clubs for helping with our January statewide service project for Traffick911.

It was a huge success! We were able to fill and provide 300 first response backpacks. We had donation money left over and were able to give a donation to our lunch speaker, Unbound of Waco. We even made the NFRW newsletter! I’m sad to say that at least eleven of those backpacks have been used in the last week of January and first week of February, but happy to say these victims were saved.

Clubs across the state held programs to bring awareness to the epidemic of Human Trafficking. Fighting human trafficking is a priority of our first Lady of Texas Cecilia Abbott, and TFRW is helping in the fight to this modern day form of slavery. By bringing awareness to this awful practice, we can hopefully help to save those being exploited here in Texas.

To combat this awful epidemic, Texas Strong Republican Women member, State Senator, and Chairman of the Senate Finance Committee Jane Nelson has filed legislation to give additional support to state agencies. SB 1, the Senate’s base budget, includes $89 million across agencies to support investigations, prosecutions, and services for victims. That’s an increase of $64 million over the current budget.

Chairman Nelson also filed SB 72, which will encourage state agencies to coordinate resources and develop a strategic plan to address human trafficking. The

additional funding will be provided across multiple agencies involved in this fight. Those agencies include the Department of Public Safety, the office of the Attorney General, Department of Family and Protective Services, Texas Alcoholic Beverage Commission, and the Department of Licensing and Regulation.

According to Chairman Nelson, “One wouldn’t normally think of the Texas Alcoholic Beverage Commission (TABC) or the Texas Department of Licensing and Regulation (TDLR) as agencies involved in this issue. However, they play important roles. TABC enforcement officers provide eyes and ears to identify suspicious activity at licensed entities, and our budget adds $5.6 million for that effort. TDLR licenses cosmetologists and other professionals who work in spas and salons

— where victims forced into prostitution are often taken. TDLR provides critical education to licensees, and we are adding more than $500,000 to expand that effort and create a rapid-response team.”

Fly the American FlagOn February 1, 1865, National Freedom Day was proposed by Abraham Lincoln and ultimately became the 13th Amendment. It was ratified on December 18, 1865, and was established to abolish slavery.

On February 12, the flag should be flown in celebration of the birthday of Republican Abraham Lincoln. He accomplished much including freeing slaves, composing the inciteful Gettysburg Address, and establishing Thanksgiving. A little-known fact is that Lincoln was a very accomplished wrestler. His wrestling exploits were often used in his campaign.

February 18 is President’s Day, which is George Washington’s birthday. Even though we usually think of George Washington and Abraham Lincoln on President’s Day, two other presidents were also born in the month of February, William Harrison and Ronald Reagan.

February 22, 1732, George Washington’s birthday. On February 4, 1789, Washington was elected unanimously as the president.

Black History MonthIn 1926, the precursor to Black History Month was designated as Negro History Week, which was chosen to be the second week in February to coincide with the birthday of President Lincoln (born February 12, 1809) and Frederick Douglass (born February 1818). The black community has celebrated Black History since the late 19th century. After all, America is “the melting pot of civilization.” Now fast forward to 1969, when the idea of Black History Month was first proposed by black educators and Black United Students at Kent State University. Black history should be taught as part of the curriculum and perpetuated by continuing events in the schools and churches. A year later on February 1 of 1970, the first celebration of Black History Month occurred; six years later President Gerald Ford recognized February as Black History Month, which is celebrated beginning on Friday, February 1 and ending on Friday, February 28.

February 2 Groundhog Day has been a celebrated tradition since 1887 in Punxsutawney, Pennsylvania. If the groundhog sees his shadow, there will be seven more weeks of winter.

February 8, 1910, is Boy Scouts of American Founders Day, which was established in 1910. It was founded by William Boyce who patterned it after British Boy Scouts.

February 14 is Valentine’s Day which is widely celebrated around the world. Everyone knows that flowers and chocolate are the prevalent gifts to the delight of florists and chocolatiers. Don’t forget dark chocolate is healthier and more nutritious.
