1. Introduction

1.1 Background ICLEI - Local Governments for Sustainability is the world's leading association of more than 1000 metropolises, cities, urban regions and towns. ICLEI South Asia, the South Asian arm of ICLEI - Local Governments for Sustainability, aims to build and serve a regional network of local governments to achieve tangible improvements in regional and global sustainability through local initiatives. ICLEI - South Asia is a strong and vibrant local government association with a membership base of over 70 cities in the region.

ICLEI South Asia is one of the key partners and the regional lead of “SE4ALL Building Efficiency Accelerator” (BEA) – a WRI aided public-private collaboration that aims to accelerate local government implementation of building efficiency policies and program through global expertise sharing and action. It actively engages with city municipal corporations, local stakeholders, government representatives and other organizations in the building sector. 1.2 BEA, Nagpur - Project Overview Nagpur city joined the BEA initiative in April 2018. It has been selected by the Global BEA Partnership for deeper engagement and support to improve the building energy efficiency in the city. The local government, Nagpur Municipal Corporation (NMC) and Nagpur’s Smart City SPV, Nagpur Smart and Sustainable City Development Corporation Limited (NSSCDCL), are both partners to the BEA engagement in the city. ICLEI South Asia will be providing technical assistance with support WRI’s support.

The deep dive support to the city includes the provision of on-site staffing and expertise from ICLEI South Asia to assist the city in planning and implementing building efficiency actions. NSSCDCL is the implementing agency from Nagpur city’s side in this initiative. ICLEI South Asia’s team will work with the city for 12 months as technical advisers and facilitate implementation of the following activities through collaboration with global and local partners:

Stakeholder engagement and events.

Technical support, including process, policy and project development, product and service options

and project pipeline development / funding.

City leadership and recognition.

City-to-city networking and peer learning.

Besides this, ICLEI-South Asia will also manage other activities as necessary to enable the city to fulfil its action

commitments. With this process, ICLEI-South Asia targets to build local capacity in the city to continue

building efficiency activities even after direct assistance through BEA ends.

1.3 BEA Intervention in ‘Home Sweet Home’ Project, Nagpur Considering the scale of construction being undertaken by the government and developers under the

affordable housing segment, ensuring comfort to the building occupants through integration of passive

design strategies and enhancing energy efficiency of the project without compromising on the cost

effectiveness is desirable.

As part of the BEA initiative in Nagpur, it is intended to evaluate the design and specifications of the

affordable housing project ‘Home Sweet Home’, undertaken by the NSSCDCL, to identify energy efficiency

opportunities and passive design strategies that can positively impact the affordable housing project.

Furthermore, based on the design review of two affordable housing buildings, ICLEI South Asia intends to

develop a technical building efficiency guidelines which will be included in tender documents and also guide

design and construction of all new affordable housing buildings in Nagpur city.

Around 4000 affordable dwelling units are proposed to be built under this ‘Home Sweet Home’ project for 3

different income groups (Economically Weaker Section (EWS), Low Income Group (LIG) and Medium Income

Group (MIG)). A total number of 1024 dwelling units are planned in the 1st phase of the project and will be

built on a identified plot in the areas of Pardi, Bharatwada, Punapur and Bhandewadi, which come under the

Area Based Development strategy of Nagpur’s Smart City project.

In line with the interest of NSSCDCL in integrating green building principles into the design of affordable

housing buildings, preliminary design for the project has been prepared. The design includes green building

aspects like rain water harvesting, recessed windows for shading, building orientation and Solar Power. The

land parcels for construction of the affordable housing units have been identified and work order has been

issued to a building contractor to initiate the construction activity. Through discussions with NSSCDCL, it was

deduced that there are opportunities for identifying interventions to improve building energy efficiency and

then incorporating them into the design of the proposed 1024 affordable housing units.

2 Description of Services

2.1 Purpose of the project The main objectives of this assignment are to evaluate the building design and specifications of the ‘Home

Sweet Home’ affordable housing project and suggest design changes to enhance energy efficiency of the

building and comfort levels for the residents. The specific objectives of the assignment are as follows:

1. To evaluate the building design of two affordable housing buildings to be constructed by NSSCDCL

for energy efficiency, thermal and visual comfort level and suggest improvements in building design

and layout plan.

2. To identify passive technologies and design interventions that can improve the energy efficiency of

the two buildings without compromising on the cost of the project.

3. To assess the feasibility of using energy efficient lighting and equipment for the two buildings.

4. To assess the potential of deploying on-site renewable energy systems in the affordable housing

project

5. Based on the design review for two buildings, co-develop along with ICLEI South Asia team, technical

guidelines which will promote adoption of building efficiency and green building measures in future

affordable housing projects. The technical guidelines will succinctly indicate technical specifications

and standards for design and construction and is intended to be incorporated in tender documents

for all future affordable housing that will come up in Nagpur.

The consultant(s) should refer to ongoing developmental and public sector driven initiatives of the Indo-Swiss

Building Energy Efficiency Project (BEEP), Shakti Foundation, Indian Green Building Council (IGBC), GRIHA,

Public Works Department, HUDCO and others as relevant, in the sphere of affordable housing in order to

identify successful and emerging practices on improved energy efficiency and green building principles and

experiences thereof. Alignment should also be sought with building efficiency standards such as Energy

Conservation Building Codes (ECBC).

2.2 Scope of Work

2.2.1 Objective 1: Building design evaluation Review all available building design and specifications (including architectural and engineering designs)

documents as relevant for the affordable housing project. It is to be noted that the preliminary design

prepared for the project already incorporates certain green building design aspects like building orientation,

recessed windows for shading etc. Therefore, the objective is to conduct a detailed assessment of the

building plans and design specifications to identify and establish areas and opportunities for improvement

with regard to the comfort level of the occupants (thermal and visual) and energy efficiency opportunities

for two selected affordable housing buildings.

Out of the total number of building blocks proposed on the designated plot for different income groups, 2

buildings would have to be chosen for design evaluation by the consultant(s) jointly with NSSCDCL and ICLEI

South Asia team. The thermal and daylighting performance of these two buildings should be assessed such

that the geographical location of the city, temperature variations over a period of time, climatic conditions,

wind patterns etc., are accounted for. While reviewing the existing design of the building blocks, the

consultant(s) should cover at minimum the following:

Siting and Orientation of the building

Shading features of the building envelope

Fenestrations and associated leakages

Natural Ventilation

U - factor of wall (OTTV and RTTV)

Roof treatment and Heat Island Effect

Solar Heat Gain Coefficient (SHGC) and Visible Light Transmittance (VLT) of windows

Solar reflectance of exterior wall

Building materials

The architectural and engineering plans of the project are ready and the detailed building design, layout plans

and existing tender specifications of the selected building blocks will be shared with the consultant(s) at the

time of commencement of the assignment. The approximate built-up area of each dwelling unit under this

project is summarized below.

Expected Output: Post the design evaluation process, any design modifications suggested by the

consultant(s) should be supported by a brief report containing the modified drawings, specific parameters

changed, and justification for the design changes suggested.

2.2.2 Objective 2: Identifying passive design strategies and measures After a thorough review of the design and construction documentation, site visits and meetings with

NSSCDCL representatives, passive design strategies that can harness optimum amount of daylight ensuring

thermal and visual comfort to the occupants have to be identified for the two selected affordable housing

buildings. This will have a direct impact on the energy consumed by the residents throughout the year. The

possibility of integrating passive technologies/design strategies like Passive Downdraught Evaporative

Cooling (PDEC), Roof Surface Evaporative Cooling (RSEC), Light Pipes, Common Ventilation shaft, Cross

Ventilation channels etc. should be investigated.

Expected Output: The consultant(s) should conduct feasibility analysis on various passive technologies and

design strategies that are found to have a positive impact on the project.

2.2.3 Objective 3: Feasibility of using energy efficient lighting and equipment for the buildings The cost and energy saving potential of energy efficient lighting and equipment have to be analyzed and

compared with the existing building specifications to identify desirable specification changes for the project.

The Bureau of Energy Efficiency (BEE) Star rating will be the standard accepted by stakeholders for

considering energy saving equipment.

Expected Output: Energy saving potential of using BEE rated energy efficient systems and their cost-benefit

analysis should be clearly mapped out by the consultant(s).

2.2.4 Objective 4: Assessing the potential for on-site Renewable Energy On-site generation of renewable energy will make the project more self-sustaining and energy efficient.

Building RE systems like Rooftop Solar PV systems, Solar thermal water heaters, Solar outdoor lighting, small

scale wind-solar hybrid systems etc. have to be assessed for their suitability to the project.

Expected Output: The consultant(s) should at a minimum study the technical feasibility, carry out shadow

analysis, and establish the potential to deploy renewable energy systems including rooftop solar PV systems,

rooftop solar thermal systems, and any other renewable opportunities as applicable.

2.2.5 Objective 5: Develop Technical Guidelines for the Affordable Housing segment in Nagpur. ICLEI South Asia intends to develop technical guidelines for the affordable housing segment in Nagpur

addressing local conditions. The technical guidelines will be a brief document that includes all technical

specifications and standards for design and construction, to be used by Nagpur city’s agencies, for inclusion

in tender documents of future affordable housing projects. The consultant(s) are expected to co-develop this

guideline document along with the ICLEI South Asia team by providing inputs based on their findings from

the design evaluation process. They are also expected to supply information on architectural and mechanical

specifications and standards to be adopted for affordable housing, including any schematic representation

as needed.

Expected Output: A practically applicable technical guideline document with specifications and standards for

affordable housing in Nagpur, as suitable to the local context, should be prepared. The identified

specifications and standards will be based on the design review of two affordable housing buildings

performed as part of this assignment.

Note: Any design suggestions and changes in building specifications that can have a desirable impact on

the project will be considered after consultation with all the stakeholders. The consultant(s) should ensure

that the design modifications suggested are sufficiently supported by a technical analysis and simulation

(showcasing energy saved and tCO2eq. abated) and an economic analysis that can reflect its impact on the

economics of the overall affordable housing project.

2.3 Deliverables and schedule

2.3.1 Deliverables 1. Site visit and project briefing meeting after the contract has been signed to meet the city officials

and project partners for discussion and to resolve any queries from both parties.

2. Present the findings of the design evaluation process to all the project stakeholders and incorporate

any suggestions as relevant.

3. Reporting of the Design Evaluation assignment:

- Consultant(s) should prepare separate brief reports explaining the review, parametrical

changes, simulation models developed and the results of analysis that demonstrate energy

savings and cost benefits of the identified measures. This will later be incorporated into the

final report on the design evaluation process as Annexures or Chapters as suitable.

- The final report must provide a description of the methodology employed, equipment

used, calculations, charts, findings from the design evaluation process, modified design

drawings and recommendations for energy efficiency measures justified with an economic

feasibility analysis (for bankability).

4. Prepare the technical guidelines document for affordable housing segment in Nagpur City from a

local context, in consultation with the ICLEI South Asia team. The guidelines should include all

technical specifications and standards for design and construction, to be used by Nagpur city’s

agencies, for inclusion in tender documents of future affordable housing projects.

2.3.2 Project Timeline The following table provides the timeline for activities and deliverables agreed upon for this assignment:

2.3.3 Payment Schedule The fee is payable upon satisfactory completion and acceptance of the deliverables by ICLEI South Asia.

Breakdown of deliverables and percentage is as follows:

1. 30% of total work value on signing of work order and completion of site visit and project

briefing meeting.

2. 30% of total work value on submission of preliminary draft report including recommendations

for design changes and energy efficiency opportunities.

3. Remaining 40% of total work value upon satisfactory completion of work and submission of

final report after incorporating all queries/ concerns raised by ICLEI South Asia.

2.4 Methodology The consultant(s) will report to ICLEI South Asia and will work closely with ICLEI personnel, NSSCDCL and

Nagpur Municipal Corporation representatives involved in the BEA project. Project relevant communication

with the consultant(s) will be done through ICLEI South Asia. The consultant(s) will attend a project briefing

meeting organized by ICLEI South Asia with the concerned city officials and project partners in Nagpur city to

collect inputs from the stakeholders and to resolve queries, if any, from either parties.

The methodology proposed by the consultant(s) for the scope of work given in this assignment should have

a clear focus on the objective of improving the design of the affordable housing project, for enhanced energy

efficiency and comfort levels for the residents, without compromising on the economic aspects of the

project. This will be achieved through coordination with stakeholders; document review; technical design,

feasibility and simulation analysis; economic analysis; data collection; desk research; interviews; meetings;

report writing; and focused discussions with officials and representatives from NSSCDCL and Nagpur

Municipal Corporation.

The BEA project team will not provide any equipment or technical support in executing the assignment. It is

expected that the consultant(s) will sufficiently resource himself/herself in carrying out the design evaluation

work (where it shall be included in the Financial Proposal).

3 Bidders Eligibility Criteria and List of Required Documents

3.1 Bidder Eligibility Criteria

Both independent consultants and firms are welcome to apply. The consultants should ideally have the

following expertise and experience:

3.1.1 Professional Experience

Minimum 8 years of relevant professional experience in energy efficiency projects, green

buildings. International experience will be an advantage.

Minimum 10 completed design review assignments in the last 3 financial years with building

energy simulation component in it.

Experience with affordable housing projects is desirable.

Experience with the ESCO business models (energy analysis and audits, energy management,

project design and implementation, maintenance and operation, monitoring and evaluation of

savings, energy and/or equipment supply, provision of service) will be an advantage.

Experience with energy management projects for Government institutions in India will be an

advantage.

Knowledgeable in energy policies and energy management procedures of India will be an

advantage.

3.1.2 Financial requirements

The bidder (if a firm) should possess a valid GST registration.

The bidder must be registered with Income tax department and should produce Latest Income

Tax clearance certificate/income tax return details

3.1.3 Education Requirement

The consultant/ Team lead (if a firm) should have a minimum of Bachelor’s/Master’s degree in Architecture or Engineering.

3.1.4 Language Requirement

Proficient in English. Proficiency in Hindi/Marathi will be an added advantage.

3.2 Documents to be Submitted by Participating Bidders

Interested individuals/firms must submit the following documents/information to demonstrate their

qualifications:

3.2.1 Technical Bid

The Technical bid should provide the following information/ documents:

a) Consultancy/ company profile (both independent consultants and firms are encouraged to

apply)

b) Bidder's experience on assignments of similar nature, the outline should indicate, inter alia, the

profiles and names of the staff provided (if in case of a firm), duration of the assignment, contract

amount, and firm's involvement.

c) The bidder must possess written evidence in the form of Letter of intent/Work order/ project

completion certificate issued by the client (any city/ state/ national/ international agency) for

related consultancy.

d) On-going consulting assignments can be submitted with detail of progress supported by suitable

documents (E.g. copy of invoice or payment received till date or through certificate from the

respective client).

e) Detailed Approach and Methodology for undertaking the current Assignment.

f) Project Schedule with activity and duration to accomplish the task within the scheduled project

duration along with detailed work plan.

g) Against the list of proposed staff, details of tasks assigned to each staff as per his / her experience

shall influence the evaluation

h) All relevant CVs shall be provided in full detail. If the CV of a proposed staff is found incorrect, the

award of the consultancy to the bidder may also be liable to cancellation in light of such an event.

i) Each page of the CV must be signed in original by the authorized representative together with

original or electronic signature of the key team member at the proposal stage. However, at the

time of contract signing, original signatures of both authorized representative and the Key

Personnel shall be required.

j) The consultant shall make an assessment of required support personnel both technical and

administrative to undertake the assignment. Additional support and administrative staff shall be

provided as needed for the timely completion of the Assignment within the total estimated cost.

Consultant should provide time estimates of Key Personnel as well as support staff in the staffing

schedule. It is stressed that the time period for the assignment indicated in the TOR should be

strictly adhered.

k) The Proposals/ bid documents must be duly signed by the authorized representative/ signatory

on each page and stamped as detailed below. This shall not contain any alternative items or

suggestions, comments or conditions:

i. By the partner holding the Power of Attorney in case of a partnership firm / limited liability

partnership (A certified copy of the Power of Attorney shall accompany the proposal)

ii. By the proprietor in case of a proprietary firm; by a duly authorized person holding the Power

of Attorney or by a Board Resolution in case of a Limited Company or a corporation (A certified

copy of the Power of Attorney/Board Resolution shall accompany the proposal)

iii. By the authorized representative of the Member in Charge in case of Joint Venture /

consortium (a certified copy of Board Resolution/Power of Attorney indicating the

representative shall accompany the Proposal).

3.2.2 Financial Bid

The Financial bid should provide the following information/ documents:

a) A financial proposal including all manpower, travel, equipment, survey and laboratory costs as

may be required, adequately addressing the manpower stated available for the project, as

given in the technical proposal.

b) Proposed budget for each of the requested deliverables (per item and in total).

c) The Financial bid shall be inclusive of all the costs including taxes associated with the

assignment. It is clarified that, for the purposes of evaluation, the financial bid should be

prepared in INR.

d) The total amount indicated in the financial bid shall be without any condition attached or

subject to any assumption, and shall be final and binding. In case any assumption or condition

is indicated in the financial bid, it shall be considered non-responsive and liable to be rejected.

e) In case of any discrepancy between the amount quoted in figures and words, the amount

quoted in words will be considered for evaluation purposes.

f) A copy of valid Pan Number

g) Particulars of registration with GST

h) Last 3 Financial Year’s balance sheet (or as applicable), audited by certified Chartered

Accountant.

Please note:

The bidder shall acquaint with the work and working conditions at site and locality. No claim shall

be entertained on this issue after the bid has been submitted.

All or any accessories/consumables/items required for satisfactory commissioning of the

study/work shall be deemed to be included in the contract and shall be provided by the bidder

without extra charges

Failure to comply with or provide the above listed items in the Technical Proposal may result in

disqualification. The bidder shall produce, original documents for cross verification as and when

requested by ICLEI South Asia. Each page of all the documents mentioned above as well as technical

and price bid documents shall be duly signed by bidder.

3.2.3 Bid Submission

The Terms of Reference (ToR) shall be downloaded free of cost from the ICLEI South Asia

website.

The bid document shall be submitted by bidders through email to the below mentioned email

The hard copy of bid document shall reach to the above mentioned address not later than 3 days

from the last date of submission of bid document, provided the bid has been submitted through

email before the due date of submission

The Bid shall be submitted in two parts, viz.

Envelop I: Technical Bid;

Envelop II: Financial Bid; and

both the Envelops I & II to be placed and sealed inside Envelope III

The bid shall be valid for a period of 60 days from the date of submission of bid document.

A bidder shall submit the bid documents that satisfies each and every condition laid down in this

notice, failing which, the bid will be liable to be rejected by ICLEI South Asia.

In case the bidder wishes to sub-contract part of his deliverables, the final responsibility of

delivery and performance solely lies with the bidder.

4 Contract Terms

4.1 Specific conditions of contract Contractor to study conditions:

The bidder shall be deemed to have carefully examined the work and site conditions’. In this

regard, he/she will be given necessary information to the best of knowledge of ICLEI South Asia

in consultation with but without any guarantee to it.

If he/she shall have any doubt as to the meaning of any portions of these general contract terms,

or the scope of the work, or any other matter concerning the contract, he/she shall in good time,

before submitting his tender, set forth the particulars thereof and submit them to the point of

contact, as given in this TOR, by email in order that such doubts may be clarified authoritatively

before tendering. The last date for submission of written queries to ICLEI South Asia is July 5,

2019. ICLEI South Asia will respond to queries until June 9, 2019. Once a tender is submitted, the

matter will be decided according to the tender conditions in the absence of such authentic pre

clarification.

4.2 General conditions of contract

The contractor/ consultant shall address all aspects of the proposed outputs and deliverables

mentioned in this TOR.

The comments and suggestions provided by the bidder on the TOR are not binding and shall not

affect the financial proposal.

It should be noted that the project is being implemented in NMC jurisdiction area and hence

instructions to bidders will be given by ICLEI South Asia in consultation with NMC and NSSCDCL

officials. ICLEI South Asia will be overall in-charge for all the works that would be executed under

the present scope of work.

The bidder shall also obtain necessary permission from concerned government departments

related to the work/data collection if deemed necessary and in coordination with NMC, NSSCDCL

and ICLEI South Asia.

4.3 Tender Evaluation & Bid Assessment

The bids received will be scrutinized & evaluated by ICLEI South Asia in consultation with senior

officials involved in the execution of BEA project. The decision shall be informed to the winning

bidder.

The bids of those bidders whose technical bids are found to be responsive shall be informed and

shall be invited for seeking any further clarification/s either individually or a meeting would be

called, if desired. In both the cases the bidders shall be informed accordingly and bidders are

expected to be present at given date and time.

ICLEI South Asia will inform those bidders whose proposals did not meet the minimum qualifying

requirements or were considered technically non-responsive to the terms of reference and their

Price Bids will not be opened.

4.4 Award of contract

Detailed Work Order will be issued to the winning bidder within 5 days of announcing the winning

bidder.

The winning bidder is to forward the signed and sealed work order to ICLEI at the earliest or not

more than 3 (three) days of issue of work order.

In case the winning bidder fails to indicate his intent to undertake the said work within the

stipulated time of 3 (three) days and observe the formalities as above, the Letter of Intent will be

cancelled and the next bidder will be finalized by ICLEI South Asia in Consultation with senior

officials.

4.5 Compensation for delay

Time is the essence of the contract and as such all works shall be completed within the time

stipulated in the contract/ work order

If the bidder, without reasonable cause or valid reasons, commits default in commencing the

work within the aforesaid time limit, ICLEI South Asia shall without prejudice to any other right or

remedy, be at liberty, by giving 15 days’ notice in writing to the contractor to commence the work,

to forfeit the balance payment depending on the status of work, and to cancel the Work Order.

4.6 Extension of date of completion

On occurrences of any events causing delay as stated hereunder, the bidder shall intimate

immediately in writing to ICLEI South Asia-

Force Majeure:

• Natural phenomena, including but not limited to abnormally bad weather, unprecedented

flood and draught, earthquakes & epidemics.

• Political upheaval, strikes, lockouts, acts of any Government (domestic/foreign) including but

not limited to war, properties, and quarantine embargoes.

Please note that this clause will only account if event occurs during data collection/ site visit/ city

visit period.

4.7 Materials/Appliance at site

Neither ICLEI South Asia nor NMC and NSSCDCL undertake any responsibility for supply of any

materials/ equipment/ Appliance/ tool for site analysis to the bidder.

All materials/ equipment/ tools brought to site by the bidder shall be the responsibility of the

bidder. NMC, NSSCDCL and ICLEI South Asia shall extend help as and when approached by the

bidder to keep any materials/ equipment/ Appliance/ tool, however not liable for any loss, theft

or damage due to fire or other cause, the responsibility for which shall lie entirely on the bidder.

4.8 Final Inspection of Work Nagpur Municipal Corporation, NSSCDCL and ICLEI South Asia team shall jointly make final inspection

of all work included in the contract/work order, or any portion thereof as soon as practicable after

notification by the bidder that the work is completed and ready for acceptance.

At the time of such inspection shall inform ICLEI South Asia which in turn inform the bidder in writing

as to the particular concerns to be remedied before final acceptance can be made.

4.9 Ownership of Materials and Confidentiality

All material will acknowledge ICLEI South Asia, by featuring its logo, together with the logos of the BEA initiative and project partners (WRI, Nagpur Municipal Corporation, NSSCDCL, the GEF, Sustainable Energy for All) and the logo of the Initiative at the beginning and at the end of the documents.

The Consultant understands that as part of the Consultancy, they might be asked to create, modify or contribute to the creation of architectural designs, drawings, documentation and other copyrightable works. The Consultant agrees that any and all designs, drawings, assignment outputs, including design formats for infrastructure, forms, text, photographs and videos, computer programs, work-up files, documentation and other copyrightable materials that have been prepared as part of this contract shall be "works made for hire" and that ICLEI South Asia and NSSCDCL shall own all the copyright rights in such works.
