This memorandum documents the updated trip generation estimate for the proposed Dermody Mountain View project located west of Glenwood Ave and north of Sievers Duecy Road in Everett, WA. This updated trip generation memo reflects a new site plan that includes only two buildings.
Project Description
The proposed Dermody Mountain View project is located within the SW Everett/Paine Field Subarea west of Glenwood Ave and north of Sievers Duecy Blvd as shown in the Attachment A vicinity map. The proposed development includes 452,325 square feet (SF) of new building area in two new buildings to be occupied by warehouse/industrial uses.
As shown in the preliminary site plan concept in Attachment B, Building A would consist of a total of 307,200 SF and is likely to include a mix of manufacturing and warehousing. Building B would consist of a total of 145,125 SF to be used as a delivery station (i.e. high-cube fulfillment center warehouse). The existing site is vacant.
As part of the project, Shuksan Way would be extended from its current terminus (east of Associated Blvd) to Sievers Duecy Blvd. Vehicular access to the site is proposed a full access driveway on Glenwood Ave, two full access driveways on Sievers Duecy Blvd, and five full access driveways on the planned Shuksan Way extension. Project buildout is expected in 2021.
Trip Generation
The weekday trip generation estimates for the proposed Dermody Mountain View project were based on methodology included in the Institute of Transportation Engineers (ITE) Trip Generation Manual, 10th edition for Land Use Code (LUC) 140 (Manufacturing), LUC 150 (Warehousing), and trip generation projections provided by the potential delivery station operator (tenant). A detailed narrative of the trip generation projections for the delivery station is included in Attachment C.
Table 1 summarizes the resulting new weekday daily, AM peak hour, and PM peak hour trip generation estimates for the proposed project. Detailed trip generation calculations are included in Attachment D.

As shown in Table 1, the proposed Dermody Mountain View project is estimated to generate a total of 2,771 new weekday daily trips, of which 347 trips (277 entering, 70 exiting) would be generated during the weekday AM peak hour, and 305 trips (117 entering, 188 exiting) would be generated during the weekday PM peak hour.
Conclusion
The proposed Dermody Mountain View project is located within the SW Everett/Paine Field Subarea. Consistent with the SW Everett/Paine Field Subarea Plan and FEIS, any development that exceeds 30 peak hour trips per net developable acre must complete additional traffic analysis. The Dermody Mountain View site is a total of approximately 67 acres. Assuming that all 67 acres are developable, the site is anticipated to generate approximately 5.2 trips per acre (347 AM peak hour trips / 67 acres = 5.2 peak hour trips per acre). Therefore, no additional traffic analysis should be necessary for this project.

MOUNTAIN VIEW SITE TRIP PROJECTIONS
Exhibit A includes a table summarizing the trip generation projections for typical 24-hour operation during
the majority of the year for the proposed Mountain View Everett site. The table in Exhibit A and the detailed
discussion below summarizes the shifts, headcounts, delivery van/car operations, and parking for the
proposed distribution facility.
The distribution facility operator (tenant) provided hourly trip projections, which are based on the proposed
building’s operation and patterned after dozens of similar distribution facilities across the country. The building
will have a finite number of packages that can be processed each day. The building’s finite operation dictates
how many people are needed to work inside the building, how many delivery van and delivery car drivers
are needed to deliver the packages each day, and how many tractor trailers can be received each day. The
hourly trip projections are based on full build out and represent operations that will likely be realized soon
after the building is opened.
As shown in Exhibit A and summarized below, the Mountain View Everett distribution facility is estimated to
generate a total of 1,602 daily trips with 181 trips occurring during the AM peak hour (7:30 to 8:30 AM),
241 trips during the mid-day peak (12:30 to 1:30 PM), and 138 trips during the PM peak (5:00 to 6:00
PM).

Each component of the trip generation projections is discussed in more detail below separately for employees,
delivery vans/cars, and trucks.
WAREHOUSE EMPLOYEES
As shown in Exhibit A, a total of 256 people are anticipated to work inside the building or in the delivery
yard on a typical day. There are a total of 5 anticipated shifts that will run seven days a week as follows:
• Shift 1 – 11:00 PM to 6:30 AM (94 people)
• Shift 2 – 7:00 AM to 11:30 AM (46 people)
• Shift 3 – 8:00 AM to 1:00 PM (94 people)
• Shift 4 – 11:00 PM to 4:00 PM (12 people)
• Shift 5 – 1:30 PM to 5:30 PM (10 people)

As shown in Exhibit A, the maximum headcount in the building is anticipated to be 140 people from 8:00
to 11:30 AM when Shift 2 and Shift 3 overlap. However, for the majority of the day, the headcount inside
the building is anticipated to be 94 people.
DELIVERY VAN/CAR TRIPS
Delivery Vans
Delivery van drivers will drive their own personal vehicle to the site, park, and then get into a delivery van
which will be parked on-site. They will drive the van over to the staging area, and then proceed to the loading
area where they will load their van and then exit the site for the day to make their deliveries. The distribution
facility operator expects a delivery van driver will be on-site for about 30 minutes from the time they enter the
site in their own personal vehicle until they leave the site with their loaded van. Each delivery van driver will
get packages for only one delivery route per day.
The distribution facility operator anticipates using a total of 289 delivery vans per day divided into 2 waves
(Wave A and Wave B). Wave A would consist of 182 delivery vans entering, loading and exiting the site
between 7:30 and 10:00 AM (36 to 37 delivery vans every 30 minutes). The Wave A delivery vans will
then return to the site in their vans between 4:00 and 6:30 PM, park their vans, and exit in their personal
vehicles. Wave B would consist of 107 delivery vans entering, loading, and exiting the site between 12:00
noon and 2:00 PM (36 vans every 30 minutes). The Wave B delivery vans will then return to the site in their
vans between 8:00 and 9:30 PM, park their vans, and exit in their personal vehicles. Accordingly, the
delivery van waves are planned to be as follows:

Delivery Cars
Delivery car drivers will drive their own personal vehicle to the site, enter the staging area, and then proceed

The distribution facility operator anticipates a total of 66 delivery cars divided into 2 waves (Wave A and
Wave B). Wave A would consist of 47 delivery cars entering, loading and exiting the site between 11:30
AM and 1:00 PM (15 to 16 delivery cars every 30 minutes). Wave B would consist of 19 delivery cars
entering, loading, and exiting the site between 2:00 and 3:00 PM (9 to 10 cars every 30 minutes).
Accordingly, the delivery car waves are planned to be as follows:

TRUCKS
As shown in Exhibit A, a total of 34 trucks are anticipated on a typical day (17 in, 17 out). The majority of
the truck trips (20 truck trips or 59% of the total daily truck trips) are anticipated to occur in the evening and
early morning (between 9:00 PM and 2:30 AM). Additionally, 12 of the 34 total weekday truck trips are
anticipated to occur between 7:30 and 10:00 AM, and the remaining 2 weekday truck trips are anticipated
to occur between 1:00 and 2:00 PM.
PARKING
The current site plan includes a total of 1,432 parking stalls broken down as follows:
• Warehouse Employees = 282 parking stalls
• Vans (including van driver personal vehicles) = 1,150 parking stalls
It should be noted that the site plan provides a total of 120 delivery van/car delivery staging spaces and a
total of120 delivery van/car loading spaces adjacent to the building. The 1,432 parking stalls does not
include these 120 van/car staging/loading spaces.
It should also be noted that the site has been designed with sufficient on-site van parking supply to allow for
two things:
1) the ability to shift package delivery away from delivery car drivers and to delivery van drivers.
2) the ability to accommodate additional van deliveries during the peak holiday season.
The distribution facility operator estimates that approximately 40 percent of the total parking supply is utilized
during the majority of the year (10 months).
PEAK SEASON TRIP PROJECTIONS
The trip projections for the Mountain View Everett site are based on anticipated operations for the majority of
the year (approximately 10 months). Increased package volume is expected during the peak holiday season

(approximately 2 months of the year), which will be handled by additional waves of delivery vans and/or
delivery cars. However, it is not anticipated that there will be more than 120 delivery vans/cars exiting the
site every 30 minutes because there will only be 120 van/car loading spaces provided.
