Program takes action to address the three main drivers of deforestation and degradation: illegal logging, forest fires and replacement of native forests by exotic plantations.

Costa Rica Program to achieving and sustaining carbon neutrality and contributing to poverty reduction by expanding an inclusive forestry and agroforestry-based development model. The program uses avoided deforestation activities and activities to enhance carbon stocks to target the drivers of deforestation: domestic demand for wood and the conversion to agricultural land.

REM: Ejemplo de Colombia

• donor countries have committed more than 100 Mio. USD in results-based finance to be implemented through the German REM Programme.

• The objective is to support the reduction of emissions from deforestation in the Colombian Amazon Biome, in alignment with the provisions of the UNFCCC.

• Payments under this agreement will be based on emission reductions for the period 2013 – 2017.

• The basis for REM benefit sharing is the investment portfolio developed by the Government of Colombia for the Amazon Vision Programme.

• A “stock-and-flow” approach that channels incentives to activities contributing to conservation (maintaining or en-hancing carbon “stock”) on the one hand, and to activities that directly address deforestation (i.e. the “flow” of emis-sions) on the other.

Deforestation in the Colombian Amazon 2000-2014 (annual deforested area, in hectare); compared to the reference level based on the historical average to be used by REM and the adjusted reference level as submitted to UNFCCC.

At least 60% of funds will benefit local actors. This share will go primarily towards benefiting smallholder farmers, forest-dependent communities and indigenous communi-ties in the Agri-environmental development, Forest Govern-ance and Indigenous Peoples pillars.
