1. The statistical system in Cambodia is still at an ear1y stage of development. In 1992, aBank fact-finding mission found a barely functioning statistical service in the Department ofStatistics of the Ministry of Planning (MOP). The statistics component of the Bank's technicalassistance (TA) for strengthening macroeconomic management1 was launched in 1993 to meetshort-tenT1 needs for data and to start the 10ng-tenT1 rebuilding of the statistical system. TheDepartment of Statistics was upgraded to directorate general level and renamed the NationalInstitute of Statistics (NIS). office buildings were renovated, computer equipment and officefacilities were procured, consultants were provided, statistical training was especially supported,and sample surveys were undertaken.

2. The TA was completed in 1995 and was followed by TA for statistical systemdevelopmenr which was completed in the first half of 1999. The second TA supported moresurveys that expanded and improved the capability for regular updating of the national statisticaldatabase. More Cambodians were trained locally and abroad through a combination of on-the-job training, apprenticeship, and formal schooling up to the master's level in applied statistics.The T A also supported the passage of two subdecrees that led to the reorganization and officialrecognition of the role of NIS as the country's central statistical agency. A summary of theaccomplishments of these two TAs is given in Appendix 1.

3. Statistical system development is a long-term process, especially in Cambodia wherethe statistics cadre was almost completely annihilated and the statistical database either lost orrendered irrelevant by events from the mid-1970s. Hence, the Bank responded positively to arequest for continued assistance to support the development of the statistical system. TheJanuary 1999 Bank Fact-Finding Mission discussed with the Government the objectives, scope,and implementation arrangements of a third T A.3

4. The successful implementation of other survey-based projeds, such as the 1998Census of Population and Housing supported by the United Nations Fund for PopulationActivities and the project on poverty monitoring and analysis supported by the United NationsDevelopment Programme-World Bank, owed much to the statistical capacity built through theBank's two TAs. The success of the Bank's assistance can also be gauged by the fact that mostavailable socioeconomic statistics on Cambodia cite NIS and the Bank's two T As as sources.

5. The Mission found that NIS needs more T A to continue performing its mandate andensure that the capacity built will endure. Until the Government's fiscal position improves, NISwill require financial assistance to continue updating the statistical database required forplanning and decision making. The NIS' consumer price index (CPI) series, which was startedduring the first T A, was found scientifically sound and has been subsequently adopted as theofficial government series, although the Ministry of Finance (MOF), with the help of the WorldBank, has also been generating a CPI series. The main reservation about NIS' CPI figures isthat they reflect Phnom Penh prices only.

As the bulk of the previous assistance was direded towards NIS, the statistical capabilityin the statistics producing arms of the other ministries now need strengthening as well.Particular attention will be given to the Ministry of Agriculture, Forestry and Fisheries (MAFF), asagriculture's shares in both gross domestic product and employment are the highest. Higherquality and more timely availability of agriculture statistics will lead to a substantial improvementin the national accounts estimates. Furthermore, the cooroination of the statistical system atnational level needs to be strengthened so that the database being produced meets therequirements of the major users in and outside Government. The third T A will help build adurable and sustainable national statistical service. In addition, since 1993, the link between theprovincial and municipality planning offices, and local government and provincial offices of theline ministries has weakened. This situation has adversely affected statistical activities at thelocal level.

7. Sustainable development requires a sound environmental policy (includingenvironmental programming). To develop the policy, reliable and timely environmental indicatorsare needed. In addition, gender issues will be given more attention in the near future.Formulating development policies related to gender requires gender disaggregated statisticalinformation. NIS does not have the capability to systematically compile these environment andgender indicators.

ObjectivesA.

8. The TA has four broad objectives. First, the TA will continue the statistical capacitybuilding in NIS to sustain and improve the ongoing activities started in the first two TAs. Second,the T A will help strengthen the statistical capability of the provincial and municipality planningoffices. Third is to strengthen the statistical units in the line ministries, particularly MAFF. Fourthis to help strengthen the coordination of the statistical system. In the process, the T A will alsoimprove the coverage, timeliness, and relevance of the national statistical database.

9. More specifically,accomplish the following:

(i) strengthening of NIS to(a) improve the national accounts compilation capability and reduce the time

lag of the annual estimates by a reasonable period;(b) expand the coverage of the CPI to five major provinces;(c) improve data dissemination by regularizing the production and timeliness

of NIS publications, particularly the statistical yearbook, national accountsbulletin, and monthly price indixes;

(d) fill critical gaps in Cambodia's socioeconomic database by supportingbasic data collection and processing secondary data;

(e) publish one compendium each on environment and gender indicators anda poverty profile in Cambodia;

(f) train Cambodian statisticians locally and abroad; and(g) establish a permanent training unit in NIS to serve the statistical staffing

(ii). strengthening of municipal and provincial planning offices that have been putunder the full control of MOP and NIS;

(iii). assistance to the statistical units outside MOP-NIS to(a) improve the reliability and coverage of the agricultural database and

strengthen the statistical capability of MAFF; and(b) strengthen statistical capability in the other line ministries through

participation in training programs and processing of their secondary data;and

(iv). put in place a coordination mechanism for the national statistical system.

B. Scope

10. The objectives of the TA will be met by providing NIS, MAFF, other ministries, andprovincial planning and statistics offices with advisory services, training, equipment, support fordata collection (through sample surveys), and dissemination activities. The TA framework isgiven in Appendix 2.

11. A steering committee will be set up to provide overall guidance and direction in theimplementation of the TA. The committee will be composed of the Minister of Planning asChairperson and representatives (not lower than director of department level) of MAFF, Bank ofCambodia, MOF, and other key data producer and user ministries as members. The NISDirector will be ex-officio member-secretary, while NIS will serve as technical secretariat of thecommittee. The Resident Representative of the Bank's Cambodia Resident Mission (CARM)will be a member of the committee. The committee will have regular quarterly meetings todiscuss an agenda prepared by its secretary and technical secretariat In the absence of aformal organ to coordinate government statistical activities, the committee is to function asinterim coordinating body. with its collective experience during the T A implementation serving asa guide to the formation of a permanent national statistical coordination agency.

12. The TA will help strengthen the statistical coordination at national and local levels toimprove the regular flow of data to NIS. The TA will assist NIS and provincial and municipalplanning offices to build better links with the offices of the line ministries through workshops, in-country training, and actual data collection. Some major provincial and municipal planningoffices will be provided with computer equipment

13. A statistical system administration consultant and a national accounts consultant will befielded together at the start of the TA. They will help NIS and the steering committee prepare athree-year statistical development program. It will include an integrated system of surveys,special studies, training, and dissemination activities that will progressively lead to a muchimproved and expanded national socioeconomic database. The program will include, but shouldnot be limited to, the activities to be supported by the TA. The aim of the program is that at theend of the TA there should be economic aggregates, like national accounts, and key economicand financial statistics, that are regularty updated with reasonable time lags. The programshould likewise lead to social, environment, and poverty indicators that can be updated atreasonable intervals. The proposed program will be submitted for deliberation and adoption bythe steering committee.

14. The program will include household surveys that will continuecoverage of the socioeconomic surveys done under the earlier T As.

planned to share the sampling design that will be based on the 1998 population and housingcensus. The surveys will be modules dealing with different subjects and conducted atpredetermined intervals, e.g. labor force survey. income and expenditure survey, anddemographic survey. The coverage of the monthly CPI, which is currently limited to Phom Penh,will be expanded to five major provinces (Battambang, Kampong Cham, Kandal, Siem Reap,and Sihanouk Ville). The TA will help NIS produce one compendium on environment, one ongender-indicators, and a poverty profile in Cambodia.

15. Similarly, an integrated system of establishment or enterprise surveys will be developedto continue and expand the coverage of the earlier Cambodian Survey of Establishments.These surveys will be chosen to fill critical data gaps to produce timely inputs for the compilationof the national accounts. This objective, if successful, will improve the timeliness of the NISnational accounts estimates, which should discourage the continued production elsewhere ofcompeting, but often conflicting estimates.

16. Assistance will be extended to MAFF to improve the reliability, coverage, and timelinessof the agricultural database by supporting data collection and processing. In particular, the TAwill help MAFF publish agricultural statistics on a more regular and timely basis. The T A will alsohelp improve the statistical capability of MAFF by supporting MAFF staff through in-countrytraining and apprenticeship programs.

17. The T A will support the training of the staff of provincial and municipal planning officesand line ministries (like MAFF) both locally and overseas through long-term degree programs,apprenticeships, diploma or certificate training, and in-country training. The T A will finance threestaff members to pursue Master's degree courses with emphasis on survey methodology,national accounts, and agricultural statistics. Eight staff members will attend short courses (six-to ten-month duration) in various training institutions. Five staff members will follow anapprenticeship program in one of the statistics offices of a Bank developing member country.The T A will also finance in-country training courses, including staff of statistics units of the lineministries (such as MAFF) and of provincial and municipal planning offices. A statistical trainingunit within NIS will be established to help NIS sustain the statistical cadre both inside andoutside NIS.

Cost Estimates and Financing Plan

18. The total cost of the TA is estimated at $1,200,000 equivalent, including a foreigncurrency cost of $797,000 and a local currency cost equivalent to $403,000. The Bank willfinance, on a grant basis from the Bank-funded TA Program, $1,000,000 equivalent, comprisingthe entire foreign exchange cost and $203,000 equivalent of the local cost. The Government willfinance $200,000 equivalent of local costs. The detailed cost estimates and financing plan aregiven in Appendix 3.

Implementation Arrangements

19. In the Bank, the Statistics and Data Systems Division of the Economics Developmentand Resource Center, in close collaboration with CARM and Division 3 of the ProgramsDepartment (West), will administer the T A. NIS will be the Executing Agency for the T A. Overallguidance and direction in the implementation of the T A will be provided by the steeringcommittee (para. 11). The Director of NIS will serve as the contact point for the Bank and willprepare semestral progress reports and a completion report. The implementation of the T A willbe coordinated closely with the TA activities of other external agencies. The TA will require

three years to complete fromJanuary 2003.

20. The TA will provide supplementary budgets for data collection activities and equipment(comprised mainly of computing systems) for NIS and MAFF. One four-wheel drive vehicle willbe procured for field activity and one photocopying machine will be bought for T A administrationand statistics-related activities. The equipment will be procured following the Bank's Guidelinesfor Procurement. All equipment will be tumed over to the Government upon the completion ofthe T A. CARM will coordinate the procurement.

21. The Government will provide office space and counterpart staff for consultants. The costof the price survey in Phnom Penh will be borne by the Government, enabling the T A to financethe expansion of the price survey to five major provinces. Starting the year 2001, theGovernment is expected to provide more cash outlays to complement the Bank's contribution.The Government is also expected to extend its financial commitment after the completion of theT A to enable the statistical system to maintain its activities.

22. The TA will recruit nine international consultants, one each for statistical systemadministration, national accounts, survey management and methodology, consumer pricesurvey, labor force survey I establishment survey, environment statistics, social statistics, andagriculture statistics. The consultants will be recruited by the Bank in accordance with theBank's Guidelines on the Use of Consultants. The terms of reference of consultants are given inAppendix 4. The Director of NIS will supervise the consultants, provide overall supervision of TAactivities, and liase between NIS and the Bank.

23. The recipients of the overseas training provided under the TA will be nominated by NISand approved by the Bank. The recipients need not all come from NIS, but may be statisticalstaff from line ministries (e.g., MAFF) and local government. NIS with the help of the TA, willensure that the recipients will have sufficient English profICiency to benefit from the training. Therecipients will provide the Bank through CARM reports on their learning experience afterattending training. The Government will ensure that the recipients will return to their originalinstitutions.

24. The funds will be disbursed through CARM to NIS. NIS will receive the cash advancefrom CARM periodically by submitting proposed activities and estimated expenditure. NIS willregularly provide CARM and the Bank with the liquidation statement of expenditure.

25. The TA will be monitored and reviewed through missions, regular communications withNIS and CARM, semestral and final progress reports by NIS, and the interim and completionreports of the consultants. The interim reports of the consultants should be submitted to theBank within one-week after the completion of the adjvity. The completion reports of theconsultants should be submitted to the Bank within one month after the completion of theactivity. N IS will submit to the Bank a final report within .one month of the completion of the T A.

26. The President, acting under the authority delegated by the Board, has approved theprovision of technical assistance, on a grant basis, to the Government of the Kjngdom ofCambodia in an amount not exceeding the equivalent of $1,000,000 for the purpose ofStatistical System Development (Phase 3), and hereby reports such action to the Board.

ACCOMPLISHMENTS OF THE PREVIOUS TECHNICAL ASSISTANCE

1. Technical assistance (TA) strengthening macroeconomic management', which was theBank's first project after resuming operations in Cambodia in 1992, had a statistical componentto help the Department of Statistics rehabilitate and start implementing its statistical service.From that moribund department, the National Institute of Statistics (NIS) was developed, andmanagerial and technical capability was gradually improved. Some statistical activities werecarried out, such as the first National Social-Economic Survey, Price Survey, and Survey ofEnterprises and Establishments. These activities were continued by TA to help NIS continue theinstitution building, strengthen NIS' capability to do large-scale surveys, and improveCambodia's statistical database2.

2. At least 12 household and establishment surveys were conducted covering socio-economic data, establishments, labor force, retail-trading units, and hotels and restaurants. Thedata from the surveys have been entered into some databases, developed for thesocioeconomic survey, survey of establishments, and labor force survey. Secondary datacompilation activities initiated for the compilation of the statistical yearbook and the nationalaccounts included the collection of building permits, income and expenditure accounts fromvarious government agencies, bank reports, and investments and trade statistics.

3. Several publications were produced, such as the Socio-Economic Survey of Cambodia(SESC) 1993/1994, Sampling Errors of Estimates from SESC 1993/94, Survey of IndustrialEstablishments 1993, SESC 1996 Vol. 1 & 2, National Accounts Bulletin (No.1 to 3), LaborForce Bulletin, No.1; Survey of Establishments 1995, the Consumer Price Index Leaflet,Cambodia in Figures Leaflet, and Monthly Consumer Price Index.

4. Training was provided in the form of survey-specific training, on-the-job training, formalin-country training programs, foreign scholarships, and apprenticeships. Five in-country trainingcourses were conducted, attended by at least 120 participants. These were the StatisticalInstitute for Asia and the Pacific's country course in practical statistics, 1995 (2.5 months, 28trainees); data analysis training, 1997 (3 days, 30 trainees); data management and analysistraining, 1997 (5 days, 30 trainees); national accounts workshop, 1997 (2 weeks, 30 trainees);and a workshop on computer software, 1998 (2 weeks).

5. Twelve NIS staff availed of foreign scholarships or apprenticeships. Three completedMaster's degree programs in the Philippines and four completed diploma training courses (twoin the Institute of Social Studies, the Hague for planning technique/national accounts and two toIndian Statistical Institute, Calcutta, India for general statistics). Five NIS staff followed twoapprenticeship programs (in the Philippines for national accounts and in Indonesia foragricultural, manufacturing, and price statistics). Survey-specific training activities for field staffwere held (included such topics as listing operations, interviews, editing, coding, computer dataentry, and verification). Several officers were trained in computer programming and use ofsoftware, compilation of national accounts, preparation of sampling frames, data analysis, andreport writing.

6. The T A helped produce two subdecrees in 1997. One dealt with the organization andfundioning of the Ministry of Planning (MOP) and the other was on the organization andactivities of the statistical system, including the organizational structure of NIS.

major provinces (Battambang, Kampong Cham, Kandal, Siem Reap, andSihanouk Ville) by(a) identifying the commodities to be included in the market basket based on

Labor Force Survey Consultant (4 person-months)

The consultant will(i) assist NIS in the consultative meeting with the data users,(ii) assist in finalizing questionnaires and field operations manual,(iii) assist in the training of the supervisors and field staff,(iv) train and assist NIS staff in checking the consistency of data in the generated

tables,(v) help analyze survey results,(vi) help prepare the publication of the results of labor force survey, and(vii) submit a report to the Bank and NIS three days before completion of eadl

8. The consultant will(i) identify the sources of information on social statistics, in particular gender and

poverty statistics;(ii) identify the data gaps and propose mechanisms for filling the gaps;(iii) compile the existing social statistics, including gender and poverty statistics, or

derive relevant statistics,(iv) help NIS produce the compendium on gender indicators and a poverty profile in

Cambodia,(v) train NIS staff on social statistics, in particular on gender and poverty statistics,

and(vi) submit a report to the Bank and NIS three days before completion of each

mission.

Agriculture Statistics Consultant (2 person-months)I.

9. The consultant will(i) review the generation of agriculture statistics by Ministry of Agriculture. Forestry

and Fisheries (MAFF) and propose a plan to further develop agriculture statistics;(ii) recommend an appropriate implementation strategy of the agriculture statistics

development plan;
