16.9.2 Shall assign a representative to the Technical Program Organizing Committee to participate in scheduling the technical sessions for the regular Society meetings (see § 31.6). 16.9.3 Shall provide a forum for informal discussions of current technical problems and developments, and for discussions of non-technical matters affecting the activities of the Society and its members.

16.9.4 When Technical Committees have overlapping interests, joint technical sessions and other joint activities shall be coordinated by the Committee Chairs or other assigned Committee members.

16.10 Meetings. Technical Committees ordinarily hold meetings twice each year, during the regular spring and fall meetings of the Society.

16.11 Reports. Each Technical Committee Chair shall prepare a brief written report to be submitted to the Technical Council at its regular spring and fall meetings, describing the Committee’s activities since the previous report, and preferably not exceeding 200 words. Oral presentations at the meeting may be more detailed. An annual report of the Committee’s activities shall be prepared by each Committee Chair for publication in the Journal and submitted to the JASA Associate Editor for “Acoustical News” by 20 June each year.

16.12 Expenses. Miscellaneous small expenses incurred in connection with Committee business for postage, telephone, stationery, etc., may be reimbursed by the Society at the discretion of the Society Treasurer. Reimbursement for substantial expenses shall be made by the Society only if approved by the Treasurer in advance of the expenditure. The cost of travel and subsistence incurred in connection with Technical Committee business shall not be reimbursed by the Society.

16.13 Awards. Nominations for Technical Area Awards, including the Silver Medal and various named awards, originate in the Technical Committees.

16.13.1 Technical area awards are customarily presented at the regular fall meetings of the Society, except that the Helmholtz-Rayleigh Interdisciplinary Silver Medal is presented at the spring meeting. The Chair of a Technical Committee desiring to have an Award presented in the technical area within its scope at a particular fall meeting shall submit nominations for three candidates believed to meet the qualifications for the Award to the Chair of the Committee on Medals and Awards, not later than six weeks in advance of the first day of the preceding regular spring meeting of the Society. The nominations shall indicate the relative ranking of the three candidates by the Technical Committee, and be

2

Page 12: Technical and Administrative Committees, Administrative ...

accompanied by dossiers and proposed citations for each of the candidates on forms provided by the Committee on Medals and Awards. Submission of dossiers shall be coordinated with the representative of the Technical Committee. 16.13.2 All Technical Committees may nominate candidates for the Silver Medal, see also § 16.13.5. The Technical Committees on Architectural Acoustics, Psychological and Physiological Acoustics, Structural Acoustics and Vibration, and Underwater Acoustics may nominate candidates for the Sabine, von Békésy, Trent-Crede, and Pioneers of Underwater Acoustics Medals, respectively, or alternatively for the Silver Medal, but not for both awards in the same year. 16.13.3 The maximum number of Technical Area Awards in any calendar year is four. The minimum interval between Technical Area Awards in each technical area is governed by Procedures of the Committee on Medals and Awards, see Note following § 32.5. 16.13.4 Nominations for Technical Area Awards shall not be entertained for candidates who have previously received a Society award in the same technical area, or who are members of the Committee on Medals and Awards at the time the nomination is made or acted upon, or for deceased persons whose death occurred more than one year before the month that the award is to be conferred. 16.13.5 Candidates for the Helmholtz-Rayleigh Interdisciplinary Silver Medal shall ordinarily be supported, and submitted jointly, by the Chairs of two or more Technical Committees. A single dossier is required, and is to be submitted not later than six weeks in advance of the previous regular fall meeting of the Society. A proposed citation and other information should be submitted on forms provided by the Committee on Medals and Awards, see §16.13.1. A Technical Committee supporting a candidate for the Helmholtz-Rayleigh Interdisciplinary Silver Medal is not excluded from nominating candidates for a technical area award in the same year, see § 16.13.2. 16.13.6 When a Technical Committee representative on the Committee on Medals and Awards will be absent from a meeting of that committee, the Chair of that Technical Committee may assign an alternate, preferably a past representative to the Medals and Awards Committee or the Chair of the Technical Committee, himself or herself. The replacement must be a Fellow of the Society. The alternate will not have voting privileges unless he/she is a past representative from the relevant technical committee to the Medals and Awards Committee.

16.14 Technical Initiatives. Within the general responsibilities of each Technical Committee (see § 16.9)

proposals for new activities shall be submitted to the Technical Council for approval, and funding shall be approved by the Technical Council under the Technical Initiatives Program. When the same or similar initiatives are undertaken by several Technical Committees, the resulting program shall be coordinated by the Technical Council, see § 17.3. 16.15 Amendment of Procedures. Each Technical Committee may establish and amend its own procedures for conducting its business, subject to approval by the Technical Council. 16.16 Disestablishment. A Technical Committee may be dis-established, or changed, in accordance with § 17.6.

17. TECHNICAL COUNCIL

17.1 Members. The Technical Council shall be composed of the Chairs of the Technical Committees, the Vice President, the Vice President-Elect, and ex-officio, the immediate past Vice President, the Chairs of each Technical Specialty Group and Interdisciplinary Group, and the other officers of the Society. Structural Acoustics and Vibration (SA)

Structural Acoustics is the study of the interaction of vibrating structures with adjacent fluid along with the accompanying radiated or scattered sound. Structural Vibrations is the study of the linear and nonlinear vibration of structural components and waves in solid media. One aim of this committee is to advance the field of SAV through presentations at the Meetings of the Acoustical Society of America, the invigorating interactions that occur during those meetings and through archival publication in the Journal. In addition, we are interested in encouraging young engineers and scientists to participate in our Society meetings. One mechanism is our student paper awards, presented at every meeting. Applications of research outlined in the technical areas of SAV are found in a number of compelling and important applications that affect our health, safety, as well as the effectiveness of the products we engineer.

Topics of interest include: • Prediction of SAV

º Analytic techniques º Numerical SAV º Benchmark comparisons of predications to experiments • Exact and approximate • Finite element methods • Modal Analysis• Hybrid analytic-numeric • Boundary element methods

• Statistical energy analysis• Inverse methods (e.g., estimating structural response from the measured sound field and the radiated/scattered field from structural

measurements) º Nearfield acoustical holography(NAH)/Statistically optimized NAH(SONAH) º Finite element model updating (using measurements to update the FE model). • Control of SAV: º Active control º Design methodology for vibration control º Passive control with optimization, treatments, and material selection º Smart structural methods • Advanced instrumentation for SAV:

º Microphone/hydrophones and arrays º Accelerometers, geophones, and structural intensity sensors º Optical (e.g., laser Doppler velocimetry) º Power harvesting

Categories of use such as administrative, technical, educational and social shall be examined todetermine efficient use of room space and parallel sessions, as well as whether any of these use categoriesshould be reduced or expanded. Special meeting events such as exhibits, joint meetings, meetings outsideNorth America, keynote addresses, plenary sessions, technical tours, tutorials, short course, and hot topicsshall be considered. An overall summary (outline) of this information will be generated to support theCommittee’s mission.

B. Over the past year the Virtual Technology Task Force (ad-hoc committee) has researched and advisedon the use of virtual technology for supporting meetings events. VTTF can be used as a resource for theMeetings Re-imagined Ad-hoc Committee. Factors VTTF considers include in-person vs. fully virtual vs.hybrid meetings; large (society wide) versus smaller groups; single location versus multiple-location andtime zone hubs; and specialized events such as online poster sessions, virtual exhibit halls and virtuallounges. Virtual technology can increase and improve accessibility to ASA’s acoustic content for manyattendees.

C. The reasons why meetings generally lose money shall be reviewed. This includes how registrationfees are determined, as well as examining the various income and expense categories for meetings andhow they could/should be managed. Options such as holding a single meeting each year, national vs.regional meetings, changes in costs and fees of social events (including holding one evening buffet)should be considered. Converting many administrative meetings to be held virtually should be considered.Recommendations for making meetings revenue neutral, and preferably a source of revenue should bedeveloped.

D. Based on information gathered in A, B & C, the Committee shall recommend changes in the structureand planning of future meetings. Maximizing accessibility to ASA meetings for potential attendees acrosssuch factors such as race and ethnicity, disabilities, career level, and global/time-zone location should beconsidered.

E. The Committee shall research how meeting locations and times are selected, negotiated and operated, including staffing. Review of factors for holding meetings at domestic versus non-North Americanlocations should summarized. For domestic meetings, factors to be studied include location of hotels toencourage attendance by underrepresented groups, students and early-career acousticians, affordability ofhotels, appropriateness of space for ASA meeting usage, and privacy and security. How the final choiceof a meeting hotel and time are determined and negotiated should be summarized.

F. The Committee shall review and report on meeting operations such as abstract submission, TPOM,meeting program, conference software, advertisement of meetings and the press room.

49

Page 59: Technical and Administrative Committees, Administrative ...

G. Committee activity reports shall be prepared regularly for Executive Council, Technical Council, andthe Meetings Committee, especially for the spring and fall meetings.

H. This ad-hoc committee should propose a new structure, mission and charge for the MeetingsCommittee that emphasizes broader membership beyond primarily meeting general chairs and technicalchairs.

I. The Ad-hoc Committee shall include the Chair, the ASA Vice President, the Executive Director, andthe Director of Operations. Five to eight additional members appointed by the President will servethrough the close of the spring meeting of 2022. The ASA President, President-Elect, the Treasurer andthe Standards Director shall be ex officio members.

Acoustical Society of America Conflict of Interest Policy

Background

This document outlines the Acoustical Society of America’s (ASA) conflict of interest policy related to the members (directors) of the Executive Council. It is not the intent of this policy to eliminate all situations which may give rise to a conflict of interest, but rather to enable directors to recognize situations that may create a conflict of interest and therefore to ensure that such situations are properly disclosed.

Statement of Policy

No director shall use his or her position, or the knowledge gained therefrom, in such a manner that a conflict arises between the interest of ASA and his or her personal interests, or the interests of other organizations.

Each director has a duty to place the interest of the ASA foremost in any dealings with ASA, and has a continuing responsibility to comply with the requirements of this policy.

If a director has an interest in: 1) a proposed transaction with ASA in the form of a significant personal financial interest in the transaction, or 2) any organization involved in such a transaction, or 3) holds a position of trustee, director, or officer in such an organization; then he or she must make full disclosure of such an interest before any discussion or negotiation of such transaction, and shall abstain from any vote in connection with the matter.

Disclosure

To implement this policy, directors of ASA will submit reports annually on the attached form. From this information a list of those organizations which members of the Executive Council officially serve on will be distributed annually to all members of the Council. In addition, if such information has not been previously disclosed, members will make disclosures before any relevant board or committee action is carried out.

Adopted by the Executive Council on June 4th, 2001, modified December 3rd, 2001
