    Long Term Program and Accommodation Strategy

    Executive Summary

    Introduction

    The Long Term Program and Accommodation Strategy is a roadmap for the future. It will provide an approach to program and accommodation planning with a ten-year timeframe that allows for responsiveness and flexibility in a changing environment by including an annual cycle of review.

    The approval of the Long Term Program and Accommodation Strategy is pivotal for TDSB. It will sustain the Years of Action; create a process that enables a systematic approach to student program reviews and system space needs; develop a long term plan for the strategic placement of program and services that recognizes equity of access; ensure that planning decisions are based on an up-to-date inventory of facility utilization both short term and long term; and help the Board identify system capital priorities and facility pressures that require community involvement and ministry approvals.

    The process to develop the long term strategy was a comprehensive one that began with the creation of a detailed system inventory that included operational, planning and program data for every school.

    As part of a collaborative effort, academic and operational staff reviewed past work that had been done regarding program and accommodation planning since amalgamation and then developed the program and accommodation drivers (or guiding principles) listed below.

    Program Drivers

    • Offer a variety of program choices to all learners including adults

    • Provide equity of opportunity and access to programs

    • Achieve a fair and equal distribution of specialized programs and specialized

    schools

    • Review program viability

    Accommodation Drivers

    • Maintain a distribution of elementary schools within walking distance and

    secondary schools with good access to public transit

    • Minimize transitions

    • Minimize the use of portables (three is acceptable)

    • Integrate services in schools (wherever possible)

    • Review schools at 60% or less and schools over 100% utilization rate

    • Review attendance areas (shared boundaries, split attendance areas)

    • Use existing space efficiently to balance enrolments

    • Review schools in close proximity or on the same site

    Trustee Review

    The drivers were applied to the system inventory by staff from Teaching and Learning as well as Planning to develop initial concepts for the entire system. Individual meetings were held with all Trustees and Superintendents of Education to review the system inventory and to discuss the concepts by ward. Feedback was gathered and studies were identified to investigate specific issues over the next ten years.

    In the future, annual meetings will be held with all Trustees and Superintendents of Education to review plans for schools and to make updates to reflect changes.

    Annual Process for Long Term Program and Accommodation Planning

    A schematic illustrating the annual process is shown below. A full-size version can be found under Tab 1.

    First Cycle

    The work that has been done thus far is part of the first cycle in the process to establish the Long Term Program and Accommodation Strategy. As mentioned previously, a system inventory was created and program and accommodation drivers were developed. The drivers were applied to the system inventory and concepts were identified. Trustees and Superintendents of Education reviewed the system inventory and discussed the studies to pursue over the next ten years.

    Two outcomes of the development of the strategy are the creation of an Annual Planning Document that will outline specific program and accommodation studies to be done during the year 2014/2015 school year and the development of a Capital Budget that will include specific capital expenditures and revenue sources for 2014/2015.

    Future Process Cycles

    Following Board approval, each year, the system inventory data will be refreshed and the program and accommodation drivers will be reviewed to ensure they are still relevant. The list of all planned studies will also be reviewed and modified if needed. The changes will be reflected in the next version of the Long Term Program and Accommodation Strategy which will be a ten-year rolling plan.

    Implementation

    The planned studies are called Local Feasibility Studies. A Local Feasibility Study can be defined as a preliminary analysis of an accommodation or program concept to determine its viability. A Local Feasibility Study is conducted by a staff team, the Local Feasibility Team (LFT). The team, led by the Superintendent of Education, conducts the analysis and follows the appropriate Board policy or procedure. The Local Feasibility Studies could lead to other public processes such as Pupil Accommodation Reviews, Program Area Reviews and Boundary Reviews.

    These processes will provide opportunities for community engagement and input as outlined in specific policies and procedures and Ministry guidelines. Among these policies and procedures are Policy P068 Program and Accommodation Review, Procedure PR 597 French Immersion/Extended French, Procedure PR 598 Pupil Accommodation Review, and PR 704 Community Engagement.

    Details about how specific schools and communities could be impacted in the future will be available at public meetings that will be held before any final decisions will be made.

    Information about the Long Term Program and Accommodation Strategy will be available on TDSB’s website. The website will include comprehensive system data and other relevant information regarding accommodation and program concepts as well as specific information about any processes that will occur.

    Annual Planning Document

    The Annual Planning Document under Tab 2 provides details about the studies that will be done during the next year. It reflects the short term work in the form of Local Feasibility Studies that will be done to execute the long term strategy.

    An Annual Planning Document will be presented to the Board annually for approval of the studies to be done that year.

    A Long Term Strategy to Manage Change – The Long Term Program and Accommodation Strategy Summarized

    Accommodation

    TDSB requires an annual process of accommodation review because TDSB is a dynamic organization serving a dynamic, vibrant city that it is characterized by continuous change and activity. Toronto has areas of growth and areas of decline which results in some schools that are over-utilized and other schools that are under-utilized. Currently, the enrolment trends indicate growth in elementary schools and decline in secondary schools followed by future growth. The degree of growth or decline is impacted by a variety of factors such as demographics, residential intensification, and plans for transportation.

    To manage change that affects accommodation, 199 studies are planned over the next ten years. The following studies/projects are planned:

    • 23 Emerging capital priority projects (see Tab 3) • 17 Pupil accommodation reviews (see Tab 4) • 65 Boundary change studies (see Tab 5) • 29 Grade change studies (see Tab 6) • 12 Redirections of residential development studies (see Tab 7) • 29 Program relocation studies (see Tab 8) • 21 New program studies such as French and Gifted (see Tab 9) • 3 Non-operating school studies (see Tab 10)

    A summary of studies/projects have been provided by Ward (see Tab 11).

    Program

    In the program area, work has already begun on the following reviews:

    • French Immersion Phase 1 – accommodation pressures • Optional attendance policy review • Junior High School review • Special Education review regarding inclusion

    Work on the above reviews will continue until they are complete. In the meantime, additional work will be done to address student needs by looking at other program priorities.

    Building innovation in the program area and developing program priorities cannot be done in isolation. The changing economy, demands for a more skilled workforce as well as evolving technology are affecting “what is taught, how it is taught, and how learning is assessed.” (Bransford, Brown, and Cocking, 2000, p.13)

    The following program priorities have been identified:

    • Science, Technology, Engineering and Mathematics (STEM) • Skilled Trades • The Arts • French Immersion • Special Education and Inclusion • ITS Strategies and Initiatives • Continuing and International Education • Aboriginal Education

    More information about these program areas can be found under Tab 12.

    We can achieve our program priorities by: changing pedagogy by introducing Teaching and Learning innovation; establishing specialized programs; establishing specialized skills enhanced programs; establishing specialized schools; reviewing policy and increasing access.

    A summary of new studies emerging from program priorities over the next 10 years is below:

    • 8 studies about the location of STEM Centres • 22 studies about the location of Skilled Trades • 2 studies about the location of Art focused programs • 1 study about the location of a 6th EdVance site

    Conclusion

    The approval of the Long Term Program and Accommodation Strategy will be a huge step forward for TDSB. The strategy is the culmination of a concerted and coordinated effort by staff

    and Trustees. The strategy will lead us to conduct studies that will help us to proactively manage change in order to enhance learning.

This review may also include studying the potential merger of school administrations in order to realize these efficiencies.

    Continue to explore the establishment of a JK-12 First Nations School of Toronto, which represents an expansion of the current JK-8 program model. Note that this review will coincide with the active study to develop the program and to determine the most appropriate location.

    An emerging capital priority is a school which is significantly over-utilized, is projected to remain over-utilized for the next ten years, and is surrounded by schools that are fully utilized. Because the surrounding schools do not have space available, there is no opportunity to alleviate the over-utilized school’s pressure by moving students to the adjacent schools. Consequently, the best solution to the over-crowding is to construct additional pupil places through a capital project such as an addition or a new building. These emerging capital priorities will be submitted to the Ministry of Education for their funding consideration through the provincial annual capital priority grant process.

    Tab 7: Redirections of Residential Development

    Redirecting a residential development is a tool for controlling over-crowding at schools. A redirection is considered when a large residential development is proposed to be constructed in an area that is served by an over-crowded school. The large residential development is assigned to a school outside of the area that has space available. The redirection occurs before the residential development is occupied. Usually bussing is required to transport the students living in the new development to the designated receiving school.
